I am glad that the IAAF Athletes’ Commission has played a paramount part in shaping a better world for athletes globally. Having served as Chairperson of the IAAF Athletes’ Commission (AC) since 2011, I have seen how the AC has not only acted as a voice for athletes, but how it has helped to provide improved opportunities to athletes. We have seen how the contributions made by the AC has added immense value not only in a technical aspect, but also in marketing the sport and in educating athletes about the dangers of doping in sport. I will always have fond memories of the interactions the IAAF AC members and I had over the past four years. As the current IAAF AC passes the baton to the next team, it is our sincere hope that the new team builds on the foundation that has been set by the current and past members. Remember at all times the passion and reason why you got involved with athletics at this platform. May the link between the IAAF and the AC remain strong, as the legacy continues to grow for the benefit of athletes for generations to come. I wish all the 16 candidates all the best with the election process. May an athletecentred approach to our beloved sport be the winner at the end of the day! Best regards, Frank Fredericks Chairman of the IAAF Athletes’ Commission 3 Message du Président de la Commission des Athlètes Les athlètes sont les piliers vitaux du sport et devraient être impliqués dans les prises de décision de toute Fédération Internationale. Je suis heureux que la Commission des Athlètes de l’IAAF ait pu jouer un rôle essentiel dans la création d’un meilleur sport pour les athlètes de par le monde. Je suis le Président de la Commission des Athlètes depuis 2011 et j’ai vu comment la Commission a su représenter les athlètes, mais aussi comment elle a contribué à améliorer les opportunités s’offrant aux athlètes. Grâce aux contributions de la Commission des Athlètes les aspects techniques, mais aussi le marketing et l’éducation liée à la lutte contre le dopage ont fait de grands progrès. Je me souviendrai toujours avec grand plaisir des échanges que j’ai eu avec les membres de la Commission durant ces quatre dernières années. Tandis que l’actuelle Commission des Athlètes passe le relais à la prochaine équipe, nous espérons vivement que celle-ci saura construire et évoluer sur les fondations des membres actuels et passés. Ayez toujours en mémoire la passion et les raisons pour lesquelles vous avez souhaité vous impliquer dans cette Commission. Puisse le lien entre l’IAAF et la Commission des Athlètes rester solide et continuer à évoluer pour le bénéfice des athlètes des générations futures. Je souhaite bonne chance aux 16 candidats. Cette élection ayant pour but de pourvoir six sièges de membre se déroulera du 23 août au 29 août, dans les trois Hôtels des Equipes, de 11 heures à 14 heures. 5 PROCEDURE FOR ELECTION OF IAAF ATHLETES’ COMMISSION MEMBERS 1. Designation The IAAF shall organise the election of six Athletes’ Commission members, on the occasion of the Beijing 2015, IAAF World Championships. 2. Submission of a Candidature a) to be admissible, the official candidature application form must be sent by an IAAF Member Federation and received by the IAAF by 15 May 2015 at the latest. This deadline will be strictly enforced; b) each Member Federation can submit only one candidature; c) the candidate can also send a one-page, A4 document in which he/she can detail his/her biography, explaining the reasons for his/her candidature; d) the eligibility of each candidate shall be confirmed by the IAAF General Secretary. 3. Eligibility criteria The candidate: a) must have participated in at least one of the last two editions of the IAAF World Championships (Daegu 2011 and/or Moscow 2013), or in the last Olympic Games (London 2012) or be a competitor at the Beijing 2015, IAAF World Championships; b) must be 18 years of age at the end of World Championships (born before 30 August 1997); c) must not have been sanctioned for a doping offence; d) must abide and adhere to all IAAF Rules and Regulations, including the Code of Ethics; e) must have been nominated by his/her Member Federation; f) must be able to understand and speak English reasonably well. 4. Electorate All accredited athletes at the Beijing World Championships have the right to vote. 5. Duration of the Mandate The six elected members of the Commission shall begin their mandate on the 1st January of the following year (the mandate will be from 01.01.2016 until 31.12.2019). 6. Composition of the Election Committee The Election Committee is responsible for the election. The Committee will be composed of five members designated by the IAAF President: one Chairperson, one Secretary, and three Scrutineers. The names of the members will be made public. 7. Role of the Election Committee a) To ensure that candidates abide by the campaign rules, to deal with all infringements and propose sanctions to the IAAF Council, should it be necessary. b) To organise and oversee the election procedure, including the counting of ballot papers, and to certify the results. 6 8. Campaign Campaigns should be conducted in the following manner: a) All the candidates must have an equal opportunity to be elected. b) Each candidate must campaign with respect for every candidate in the election and since each candidate comes from a different economic background, the rules are designed to keep expenses to a strict minimum. c) Apart from the document defined under 2.c above, no other document, poster, sign, banner or present may be distributed and/or displayed inside or outside the Athletes’ accommodation. d) From the opening day of election, until the conclusion of the election, candidates may promote their candidacy in social situations inside the Athletes’ accommodation and the Stadium. Such promotion must be limited to discussions among athletes. e) Campaigning in or around the Voting Centres is prohibited. Candidates are to abide by the Rules Concerning Candidacy for IAAF Office and Conduct of Elections. By signing their candidature document, the President or General Secretary of the candidate’s Member Federation and the athlete acknowledge that they have understood this procedure and have agreed to abide by them. In case of infringement of these rules, sanctions may be taken which could lead to the withdrawal of the candidature. 9. Information The IAAF will compile the candidature application forms in a document which will be posted on the IAAF Website and distributed in Beijing. 10. Organisation of the election a) The election will be held from 11:00 to 14:00 at each Team Hotel a place to be defined, according to the following schedule: starting on 23 until 29 August 2015. b) The vote must be made in person, upon presentation of a valid Accreditation Card and by secret ballot. c) To be valid the voting ballot must include six names (not more, not less). d) The six elected athletes are those who obtain the highest number of votes; in the event of a tie, preference will be given to the younger candidate. e) The names of the elected athletes will be announced, before the closing of the Championships and posted on the IAAF Website. The Member Federations will also be informed of the results via Circular. 11. Incapacity In the event of a Member’s death, resignation, or any cause of inability to perform his/her function as a Member of the Commission, any such Member shall be replaced, for the duration of his/her term: • Elected Member by the athlete who received the next highest number of votes in the same election during which the member to be replaced was elected. • Appointed Member by another person appointed by the IAAF Council. N.B. Appointments to Commissions are subject to IAAF Council confirmation 7 PROCEDURE POUR LES ELECTIONS DE LA COMMISSION DES ATHLÈTES DE L’IAAF 1. Objet L’IAAF organisera l’élection de six membres de la Commission des Athlètes, à l’occasion des Championnats du Monde de l’IAAF – Pékin 2015. 2. Dépôt des candidatures a) Pour être recevable, le formulaire de candidature officiel doit être renvoyé par une Fédération Membre de l’IAAF et parvenir à l’IAAF au plus tard le 15 mai 2015. Cette date limite ne fera l’objet d’aucune dérogation ; b) Chaque Fédération Membre ne peut proposer qu’une seule candidature ; c) Le candidat peut également faire parvenir à l’IAAF une courte biographie et une déclaration exposant les motivations de sa candidature en vue de devenir membre de la Commission (une page format A4) ; d) L’éligibilité de chaque candidat sera confirmée par le Secrétaire Général de l’IAAF. 3. Critères d’éligibilité Le (la) candidat (e) doit répondre aux critères suivants : a) avoir participé au moins à la dernière ou à l’avant-dernière édition des Championnats du Monde de l’IAAF (Daegu 2011 et/ou Moscou 2013) ou aux derniers Jeux Olympiques (Londres 2012), ou être engagé comme concurrent aux Championnats du Monde de Pékin 2015 ; b) avoir 18 ans révolus à la fin des Championnats du Monde (né/née avant le 30 août 1997) ; c) ne pas avoir été sanctionné(e) pour un délit de dopage ; d) adhérer et se conformer à toutes les Règles, Règlements et Réglementations de l’IAAF y compris au Code d’Ethique ; e) avoir été sélectionné(e) par sa Fédération Membre ; f) doit comprendre l’Anglais et être capable de s’exprimer dans cette langue de manière relativement satisfaisante. 4. Électeurs Tous les athlètes accrédités aux Championnats du Monde d’Athlétisme de Pékin peuvent voter. 5. Durée du mandat Le mandat des six membres élus à la Commission débutera le 1er janvier de l’année suivante (le mandat s’étendra du 01.01.2016 au 31.12.2019). 6. Composition du Comité d’élection Le Comité d’élection, responsable du déroulement de l’élection, est composé de cinq membres désignés par le Président de l’IAAF, dont un Président, un Secrétaire et trois Scrutateurs. Le nom de chacun des membres est rendu public. 8 7. Rôle du Comité d’élection : Il consistera à : a) vérifier que les candidat(e)s respectent les règles applicables à la campagne pour les élections et, le cas échéant, à proposer au Conseil de l’IAAF de prendre les sanctions nécessaires ; b) organiser et superviser la procédure d’élection, y compris le dépouillement du scrutin, et à certifier l’exactitude des résultats. 8. Campagne La campagne devra se dérouler de la manière exposée ci-dessous : c) Tous (toutes) les candidat(e)s doivent avoir des chances égales d’être élu(e)s ; d) Chaque candidat(e) doit mener sa campagne dans le respect de chacun des candidats à l’élection, et puisque chaque candidat(e) est issu d’un milieu économique différent, les règles sont conçues dans le but de réduire les coûts au maximum ; c) À part le document défini au point 2.c ci-dessus aucun autre document, affiche, pancarte, bannière ou cadeau ne peut être distribué et/ou placé à l’intérieur ou à l’extérieur du lieu d’hébergement des Athlètes ; d) A partir du jour d’ouverture de l’élection, jusqu’à la clôture de l’élection, les candidats peuvent promouvoir leur candidature lors de réunions/rencontres sociales dans le lieu d’hébergement des Athlètes et sur le Stade. Cette promotion doit se limiter à des discussions entre les athlètes ; e) Il est interdit de faire campagne dans les Bureaux de Vote et autour de ces derniers. Les Candidats sont tenus de respecter les Règles régissant les Candidatures au Bureau de l’IAAF et le Déroulement des Elections. Chaque candidat(e) ainsi que le Président ou le Secrétaire Général de la Fédération Membre à laquelle appartient le (la) candidat(e) doivent signer le présent document pour attester qu’ils ont lu et compris ces règles et acceptent de s’y conformer. En cas d’infraction à ces règles, des sanctions peuvent être prises pouvant aller jusqu’à entraîner le retrait de la candidature. 9. Information L’IAAF compilera les formulaires de candidature dans un document qui sera publié sur le site Internet de l’IAAF et distribué à Pékin. 10. Organisation des élections a) Les élections auront lieu de 11h00 à 14h00 dans chaque Hôtel des Equipes, selon le programme suivant : du 23 août au 29 août 2015 ; b) Le vote est personnel et secret; il s’effectue sur présentation d’une Carte d’Accréditation valide ; c) Pour être valide, le bulletin comprendra six noms (ni plus, ni moins) ; d) Les six candidat(e)s élu(e)s seront ceux (celles) ayant obtenu le plus grand nombre de voix ; en cas d'égalité des voix, la préférence sera donnée au plus jeune candidat / à la plus jeune candidate ; e) Les noms des candidat(e)s élu(e)s seront annoncés avant la clôture des Championnats et publiés sur le site Internet de l’IAAF. Les Fédérations Membres seront également informées des résultats par voie de Circulaire. 9 11. Incapacité En cas de décès, de démission, ou pour toute autre cause d’incapacité à exercer sa fonction de Membre de la Commission, tout membre sera remplacé, pour la durée de son mandat, selon les modalités suivantes : • S’il s’agit d’un Membre élu : par l’athlète qui avait le plus grand nombre de voix juste après lui (elle) lors des élections au cours desquelles ce membre à remplacer a été élu ; • S’il s’agit d’un Membre désigné par le conseil de l’IAAF : par une autre personne désignée par le Conseil de l’IAAF. I am always available at the major competitions and promise you that I will be an attentive ear to any propositions that you may have. Athletics is our passion – sometimes a job.
