Reporting Transitional Justice:
A Handbook for Journalists

This publication was designed to be a practical resource for journalists, media institutions, and
others following transitional justice developments in Africa and elsewhere. It was produced by the
BBC World Service Trust and the International Center for Transitional Justice as part of their
"Communicating Justice" project, which aims to raise public awareness and debate around
transitional justice (TJ) issues in five post-conflict African countries: Burundi, the Democratic
Republic of the Congo, Liberia, Sierra Leone, and Uganda. The Handbook is not meant to be an
exhaustive guide, but rather a useful, quick-reference manual on transitional justice issues.
According to the publication, the key to engendering effective and broad participation in transitional
justice is to provide accurate information and facilitate deeper understanding. In most transitional
country contexts, the media is the primary, and often only, channel of communication and public
information. The more informed, accurate, and independent the media is about important
transitional justice issues, the better equipped citizens are to become involved in the process, even
if only as informed bystanders. The publication provides background information on transitional
justice, and explores processes like prosecutions, truth commissions, and other forms of
transitional justice. It also discusses crosscutting themes, such as amnesties, women, and children.

The Al-Nuur community is planning to launch technical colleges and an Islamic radio station in
Zanzibar.
This was said last week by the community's chairman in Zanzibar, Alhaj Nadir Mahfoudh, during
the inauguration of a new mosque. The mosque is located at Kinuni just outside Zanzibar Town and
was funded by the Al-Falasy community and overseen by the Al-Nuur community.
Shaykh Nadir said that his organization was planning to construct additional modern mosques in
both Unguja and Pemba, drill boreholes, and build Islamic and technical schools so as to equip
youths with useful skills that would enable them to get employment with the government and
private sector. He said some 19 mosques will be constructed and scores of wells drilled.
He told journalists that construction of a bigger and modern mosque that will be larger than the
Sahaba Mosque at Mtoni was currently going on. Once complete, he added, the mosque would be
equipped with a college for computer and electrical studies, carpentry, tailoring among other
courses.
The mosque will be able to accommodate 1,000 people at one sitting.
It will also house the headquarters of the new Islamic station, Al-Nuur FM, that is expected to be
inaugurated soon. [Passage omitted]

Somalia: Police arrest journalist in Puntland
The director of Radio Daljir in Boosaaso [northeastern Somalia], Muhammad Mahmud, aka
Welcome, was today arrested by police who picked him from the radio station.
The head of personnel of Radio Daljir, Ahmad Shaykh Mahmud, alias Tallman, told the media that
the divisional police commander sent policemen to arrest the director. Police took the director to
central police station.
Responding to a question from the media on the reason why the director was arrested, Bari
Regional Governor, Muse Gelle Yusuf, said that he was arrested after he failed to adhere to what
he described as an order issued by the administration.

being held by Puntland presidential candidates, until the government announces the campaign
period.
A circular issued by the office of the Puntland presidency on 6 August, states that campaigns for

Uganda: New Vision buys Radio West

The New Vision has bought Radio West, western Uganda’s most dominant radio station, CEO
Robert Kabushenga said. [...]
While declining to reveal the price, Kabushenga said the acquisition was the culmination of
negotiations which opened in March.
“As a business unit and communication platform, this is a good deal. This is one of the best
investments in radio that we have made,” he said, adding that independent surveys had
consistently rated the radio the most listened to in western Uganda while it is also one of the most
profitable in the country.
The New Vision last month opened a Luganda station Bukedde 100.5, close on the heels of the
launch of the English language Vision Voice 94.8 in December.
Kabushenga said the radio would continue to operate as Radio West, retain its programming, while
improving its management systems.
“This is the beginning of our nationwide footprint in the electronic media,” he said.
The New Vision has just completed a rights issue in which it sought to raise sh28b [NDLR: about 12
million euro] to finance its expansion into radio, television and to beef up the printing capacity.
With the acquisition of Radio West, Kabushenga said: “We are becoming a one-stop centre for
media solutions for our clients, over an ever-widening geographical area and across several media
platforms.” [...]
In addition to the new radio stations, over the last two years the company has added several new
titles to its stable of publications while revitalising the flagship paper’s content and design. [...]

Kenya: Nation Starts New Swahili Radio Station

Gabon: Un an après, Moabi renoue avec les émissions des chaînes
nationales

Les populations vivant dans la localité de Moabi, située à quelques kilomètres de Tchibanga (sud),
coupées du monde depuis plus d’un an, viennent de renouer avec les émissions des medias
nationaux après leur installation dans les nouveaux locaux de la Maison « Georges Rawiri »,
rapporte la RTG1.Après plus d'un an de suspension, les populations de cette localité du sud du
Gabon après les festivités du 17 août ont reçu de nouveau les images de la Télévision et le son de
la de Radio nationale.
En effet, elles avaient du mal à capter le signal de Radio gabonaise. «Il y a près d'une décennie
que je n'arrivait pas à suivre quotidiennement les émissions de la chaîne nationale», a déclaré F.
Moussounda, l'un habitant de Moabi.
« Je pense que cette situation sera réglée définitivement avec l’arrivée de radio communautaire »,
a-t-il ajouté.
Ce relais des émissions de la radio et de la Télé nationale a été rendu possible grâce à une dotation
en équipement (émetteurs Tv et radio antenne etc.) du gouvernement au cours de la récente fête
natioanale à Mouila et Tchibanga.
La commune de Moabi compte près de 20 000 habitants repartis dans plus d'une douzaine de
quartiers.

Côte d'Ivoire: Cocody FM dans le cyberspace
Cocody FM a procédé ce jeudi 21 août 2008 au lancement officiel de son site internet :
www.radiocococdyfm.com.
Après la prière de bénédiction de la cérémonie dite par Pasteur Jean Brice Dié (Directeur de la
radio), les invités ont fait davantage connaissance avec le groupe RTV Record (structure de
communication brésilienne) dont la
représentation en Côte d'Ivoire gère Radio Cocody FM.
Il a été mentionné qu'en l'espace de deux mois, avant même le lancement officiel, le site
www.radiococodyfm.com a déjà enregistré 8000 visites.
Le représentant du Ministre de la communication a félicité les responsables de Cocody FM d’avoir
compris la nécessité pour une radio d'étendre son audimat. "L'audience est un élément qui nous
tient à cœur au niveau du ministère de la communication" a t-il affirmé.
Après les interventions d'autres officiels, l'équipe et le programme de la radio ont été présentés par
son Directeur. Une visite guidée des locaux de Cocody FM et la présentation du contenu du site
Internet ont permis aux personnalités et auditeurs présents de faire plus ample connaissance avec
la radio.
Le site de Cocody FM propose aux internautes des informations culturelles, artistiques, musicales et
sportives. On y trouve également des espaces pour annonceurs, internautes et acteurs du show
business.
Cocody FM a été lancée en Mai 1999. Elle émet depuis la commune de Cocody (Abidjan) sur 98.5
FM.

Rwanda: Foreign Radios Given Stern Warning

Foreign radio stations, among them the British Broadcasting Cooperation (BBC) and Voice Of
America (VOA), have been strongly warned to desist from non factual reporting or else risk being
banned from broadcasting in Rwanda.
Information Minister, Louise Mushikiwabo Thursday singled out BBC and VOA reporters, particularly
those who broadcast in Kinyarwanda who have previously been put on notice.
"If they can not respond positively to government warnings to abandon their non-factual reporting,
then suspending them is inevitable," Mushikiwabo warned.
The two stations have been accused of giving airtime to some of the genocide fugitives to spread
their ideology. The concern prompted four member States of the Tripartite Plus Joint Commission
(TPJC) mid last year to ban any media coverage of rebel activities in DR Congo.
The diplomatic agreement among the TPJC members, also set measures to deny rebel leaders safe

havens for fundraising, movement (including visas) and areas of operation.
The said rebels include Forces for the Democratic Liberation of Rwanda (FDLR), FNL PALIPEHUTU
fighting the Burundian government, and two Ugandan rebel groups.
A Rwanda parliamentary report released the same year blamed the two stations for airing
programmes that do not apparently support the unity and reconciliation process.
The Lower Chamber of Deputies which was dissolved this month, in July this year demanded the
government to come up with a plan for countering the influence that foreign media is having
locally.
Lawmakers had summoned the minister to explain why people in large parts of Rwanda were not
accessing local TV and Radio signal but were able to listen to foreign stations.

Côte d'Ivoire: ONUCI-FM à Tabou
ONUCI-FM, la radio de l’Opération des Nations Unies en Côte d’Ivoire qui qui célébrait ses 4 ans le
15 août dernier est reçue depuis bientôt un mois à Tabou, ville frontalière avec le Libéria (dans la
partie Sud-ouest de la Côte d’Ivoire). L’avènement de "la radio de la paix" à Tabou est la
bienvenue, dans la mesure où les habitants dudit département qui ne reçoit pas la chaîne
nationale, pourront désormais avoir des informations nationales, mais aussi l’actualité
internationale.
ONUCI-FM Tabou émet sur la fréquence 95.3 FM. Cette radio vient porter à 3 le nombre de stations
de radiodiffusion émettant dans ce département, après radio V.B.C (Voix du Bas-Cavally 101.0 FM)
de la Mairie et Radio Phare FM 91.0 FM (avec une couverture départementale, cette dernière
appartient au Conseil Général de Tabou .

Kenya: Nation Media Group’s new Kiswahili radio station, QFM, will go on
air Monday.

The station was launched on Saturday at a colourful event at the Kenyatta International
Conference Centre grounds.
Listeners in Nairobi, Mombasa, Nyeri, Meru, Eldoret and Nakuru will receive QFM, which targets an
audience between 25 and 34 years.
Nation Media Group chief executive officer Mr Linus Gitahi confirmed Nyambane, Kajairo and Talia
as employees of the station, after they successfully amassed 1 million votes from fans. [...]
The station’s programmes controller, Nyambura Githongo-Oganga, said the name QFM was chosen
after realising that letter ‘Q’ does not exist in the Kiswahili alphabet.
“And with over 70 radio stations in the Kenyan market, we needed to be different. In essence, QFM
is what has been missing in Kiswahili radio. Our tag line, ‘Kata Kiu’ reveals the intention to quench
the listeners’ thirst for credible and balanced news, the best in music from the most popular music
genres and a professional presentation style,” she said.
QFM will feature a group of well-known presenters, including Talia, Maureen Medza and comedians
Nyambane, Kajairo and Kazungu Katana, now using the name Cleopas Awinja.

Côte d'Ivoire: Méagui: De nouveaux équipements pour Onyx FM

Après des premiers tests réalisés avec succès en avril 2008, la toute nouvelle station de radio,
Onyx FM (à Méagui, sud-ouest de la Côte d’Ivoire) s’apprête à recevoir de nouveaux équipements,
grâce à un partenaire américain basé aux Etats-Unis (Columbus, Ohio) dénommé Ben
Schwagrowski. Onyx FM est une radio de proximité, la toute première à être autorisée à émettre
depuis Méagui, cette petite bourgade de 400.000 habitants située à quelques encablures seulement
du deuxième port ivoirien de San-Pedro. « Notre ambition est de bâtir une radio conviviale et
surtout moderne qui puisse être utile à l’ensemble des communautés vivant ici. C’est-à-dire un
moyen de communication capable d’appuyer systématiquement tous les projets de développement
de la ville de Méagui et partant, de l’ensemble de la Boucle du Cacao », explique M. Roger
Soumahoro, directeur de cette nouvelle radio. C’est pour atteindre cet objectif, qui vise nettement

l’intérêt des populations rurales de cette partie de la Côte d’Ivoire que la direction de Onyx FM a
sollicité et obtenu le concours de M. Schwagrowski, lui-même professionnel dans le domaine de
l’audiovisuel, qui intervient en qualité de partenaire. Notamment en fournissant un important lot de
matériels avec pour finalité de permettre à la « Radio au cœur du cacao ivoirien » d’atteindre ses
objectifs. Pour mémoire, Onyx Fm, qui occupe désormais les 106.7 FM depuis l’accord de
concession signé avec l’état ivoirien en novembre 2008, amorce là une étape cruciale de son
développement.

Liberia: Conference of Community Radio

The recent and rapid emergence of community radio stations in post-conflict Liberia presents both
opportunities and challenges. In an effort to strengthen community radio projects in the face of
such concerns, Search for Common Ground (SFCG), in partnership with the Association of Liberian
Community Radio (ALICOR), organised a national conference on June 12th, 2008. After the
conference a resolution was endorsed by all participants calling for an end to negative interference
in community radio management by local authorities, as well as for financial support from county
administrators and board of directors without jeopardising broadcast neutrality. The meeting also
got the ball rolling towards the creation of a constitution for ALICOR that would establish the
guidelines for the operation of the association.

Angola: “Nossa Voces” SFCG newest radio programme in Angola

In February, SFCG’s radio studio ‘Estudio N’jango’ launched the radio programme Nossas Voces
(Our Voices), a weekly 30-minute magazine that aims to promote dialogue and reconciliation in the
current Angola context. Produced in Angola with a sister program in Benguela, the programme
focuses specifically on governance, disarmament, current events, and political dialogue in the preelectoral context at a regional level, using a combination of interviews, vox pops, jingles and spot
messages. Given the centralised nature of information in Angola, SFCG recognised a gap in
information coming from the provinces, and has introduced Nossas Voces in response. In the
coming months, radio stations in other provinces, including in Moxico, Huambo, and Huila, will
launch similar programmes co-produced with SFCG. As the final step in this effort, SFCG will
produce a national-level elections related programme that includes information from the National
Election Commission and other relevant actors with segments from the regional Nossas Voces
programmes. This format will ensure that all regions are receiving accurate information on
elections preparations and foster the sharing of information across the provinces and into Luanda.

World: Convergence of Radio Broadcasting and New Technologies

[...] Jonathan Marks [...] background is management and production in international broadcasting,
having worked at stations like BBC World Service, ORF Vienna and Radio Nederland. Five years ago
he started his own consultancy called "Critical Distance", based just outside Amsterdam,
Netherlands, following closely new developments in communications and examining emerging
technologies. Here some respective reflections by Jonathan Marks.
"Broadcasting, especially in the international sector, is going through tremendous changes. I think
it's moving from a 'shouting' mode into an era where broadcasters need to share - being a catalyst
for interesting conversations. There's a lot of theory about new collaborative applications on the
web and mobile. But there needs to be more practical 'hands-on' research too - trying out new
ideas, taking risks and harvesting the successes. I am working with colleagues in West Africa to
build and fund the second stage of a Media Lab in Porto Novo (Benin), looking at emerging
technologies and helping people to build plans, both on the technical but also on the programming
side.

We can see that the sustainable future of community radio is closely linked to the rapid growth of
the mobile phone networks. Not only can they share infrastructure and energy sources, but
community stations provide information services to the mobile companies in local languages. Since
oral culture is so important, I would say that many non-broadcast projects being started under the

RDC: Jeu radiophonique pour démocrates en herbe

En mai 2008, Search for Common Ground (SFCG) a lancé son tout dernier programme
radiophonique, un quiz s’adressant aux jeunes collégiens et universitaires dans tout le pays. Ce
nouveau programme intitulé Duel des Jeunes Démocrates, est produit chaque semaine dans un
collège ou un institut d’élèves différent et ce d'une province à une autre. Le programme repose sur
des « duels » entre différentes écoles à partir du format populaire de la compétition « génies en
herbe ». Il propose d’apprécier les compétences et les connaissances des élèves sur la Troisième
République, y compris la participation des citoyens dans les institutions démocratiques. Le
programme comprend un sketch pré-enregistré, un entretien avec un expert de la gouvernance et
des discussions avec des musiciens locaux qui partagent leurs réflexions sur la démocratie. Le
programme est diffusé sur le réseau des 95 radios partenaires de SFCG dans toutes les provinces
de la RDC.

Guinée : Etat des lieux du secteur des médias

Dans le cadre de son projet panafricain d’appui à la communication sur des questions politiques
clés, SFCG a réalisé une cartographie du paysage médiatique en Guinée afin de mieux comprendre
les relations entre les médias, la formulation de politiques ainsi que les intérêts, priorités et
connaissances du public. Cette recherche s’est effectuée à Conakry, Kindia, N'zérékoré, Kankan et
Mamou où des “focus groups” et des entretiens avec les parties prenantes principales ont été
réalisés.
Les observations principales sont les suivantes :
• Les médias, particulièrement la radio d’Etat, sont peu satisfaisants lorsqu’il s’agit d’aborder des
questions importantes telles que la santé et l’éducation.
• Les professionnels des médias déplorent la lenteur de la télévision nationale dans la couverture
de nouveaux sujets d’intérêt local, ainsi que la pénurie et la vétusté des équipements
radiophoniques.
• Les autorités locales au niveau provincial, préfectoral et communal ont mis en avant le manque
de communication concernant les politiques et les décisions entre le gouvernement et les autorités
décentralisées.
• Interrogées sur les préoccupations de la population, les représentants locaux ont répondu se
pencher sur les problèmes de leurs administrés lors des réunions de comités. Cependant, certains
ont admis ne pas comprendre comment ce système fonctionne.

political transition working for organizations with no resources for training.

Uganda: Bukedde launches FM radio

Bukedde FM is to be launched today. The radio went on air earlier this month and broadcasts on
100.5FM. Popularly known as Embuutikizi, the radio is affiliated to Bukedde, a Luganda newspaper,
owned by The New Vision Group.
The two-day launch kicks off at 6:00am with the breakfast show, Bukedde Butya, hosted at the Old
Taxi Park. The four-hour show is presented by Mark Mukunja and Hellen Nakacwa.
Bukedde editor Geoffrey Kulubya said listeners would interact with their presenters.
“People who work down-town own Bukedde FM,” Kulubya stated. “We want them to interact with

Guinée : Du nouveau matériel pour les radios communautaires de Guinée
Trois stations de radios locales Bissikrima (Haute Guinée), Kissidougou et Macenta (Guinée
forestière) viennent d’être dotées d’un nouvel équipement de studio (console de diffusion et
accessoires) et d’appareils de reportage dans le cadre du programme d’ « initiative de formation
mobile en radio communautaire » (Informorac) de Guinée de Radio Nedernand.
La cérémonie de remise de ce matériel s’est déroule dans les locaux du centre de formation sis à
Kipé dans la banlieue de Conakry le 18 Août 2008 en présence des représentants des
ressortissants des locaux bénéficiaires de cet important don estimé à 40,000 euros. A cette
occasion, les membres des comités locaux de développement ont réitéré leur engagement à
respecter les dispositions relatives à la convention de partenariat qu’ils ont signée avec le
programme. Selon les dispositions de cette convention, les stations bénéficiaires de cet équipement
s’engagent à ce que le matériel soit exclusivement utilisé par la radio locale, à collaborer
étroitement avec le projet en garantissant une mobilisation active des participants aux séances de
formation à l’effet de produire et de diffuser des programmes éducatifs répondant aux
préoccupations locales.
Ces équipements seront installés dans les prochains jours dans les locaux des stations concernées.
Cette installation sera suivie par des séances de formation visant à renforcer les compétences
professionnelles d’une trentaine d’agents de ces stations sur les genres journalistiques et sur
l’initiation au montage numérique.
A noter que la première phase du programme annuel de Informorac/Guinee a déjà couvert les
stations de Telimele (Basse Guinée), Mamou(Moyenne Guinée) et Siguiri(Haute Guinée).
