NSPA Consultant Concept
for
LK consultants deployed in support of Operations
June 2015
The NSPA consultant (CLT) concept entails a clear distinction between the
different expert levels. 6 (six) expert levels have been established to reflect the
requirements in the area of support to NATO operations.

Each level will have associated Job Description/ Statement of Work reflecting the
expertise or technical capacity requirements relevant to the nature of the work.
It is important to note that i.a.w the NATO Civilian Personnel Regulation (NCPR),
CLT’s are hired as experts or specialists serving in an advisory or technical capacity
and there is no correlation to the employment conditions applicable to the permanent
staff of the Agency.
Terms and conditions for deployed CLT’s:

CLT’s will be assigned to one of the 6 expert/specialist levels.

The working hours are normally of 10-12 hours a day, seven days a week as
determined by the on-site senior NSPA representative.

Payment of services is determined on a daily rate and payable only on days
worked.

The fee is all-inclusive. No entitlement to paid leave or paid sick leave.

Accommodation is provided free of charge.

Where laundry is provided by NSPA, a laundry bag will be provided free of
charge.

The fee is determined based on skills/experience and level i.a.w an
established CLT progressive pay scale. Provided satisfactory service
provision one step increase is granted for each 12 months of continuous
service.

The contract includes a clothing package i.a.w the LK procedure.

Travel expenses are paid for taking up duties and leaving the Agency from
the place of residence, through Capellen, Luxembourg.

Travel expenses are paid for one (1) R&R for each 6 months continuous
service.

For 12 months of continued service within a calendar year a total of
three (3) R&R’s will apply.
One travel day is regarded as worked for leaving and one for returning
from each paid R&R. In case an overnight stop is unavoidable going
out of theatre, one extra day worked is granted.
Any other days on R&R are considered as unpaid leave.
The length of R&R is to be agreed by the LK Programme.
Any additional R&R is at the expense of the CLT.

When traveling on missions for NSPA-LK Programme, Articles 40 & 41 of the
NCPR will apply. You will be entitled to the daily subsistence allowance, first
class train travel and economy class air travel on commercial flights.

Deployed consultants will receive their regular day rate for work performed on
public holidays when deployed.
