PARIS VAL-DE-MARNE, EN 1ÈRE LIGNE DU GRAND PARIS RAPPORT D’ACTIVITÉ 2013 PARIS VAL-DE-MARNE A KEY PLAYER IN THE GRAND PARIS PROJECT ANNUAL REPORT 2013 ÉDITO EDITORIAL L’année 2013 reflète la richesse des actions d’accompagnement et d’implantation d’entreprises : l’Agence de développement du Val-de-Marne vous propose de les découvrir dans ce rapport d’activité 2013. L’Agence de développement du Val-de-Marne a pour mission essentielle de détecter des projets d’entreprise pour le Val-de-Marne, d’en faciliter la mise en œuvre, d’accueillir les salariés et leurs dirigeants, et de créer les meilleures conditions d’intégration et d’investissement de l’entreprise dans son nouvel environnement. Grâce à une équipe multiculturelle, elle se trouve en capacité de répondre aux besoins des entreprises, de la première intention d’implantation ou d’investissement, jusqu’à son installation et son lancement, puis son développement au sein du territoire. Pour mener à bien sa mission, l’Agence de développement du Val-de-Marne s’appuie également sur ses réseaux de partenaires (institutionnels, territoriaux, économiques). En 2013, elle a notamment renforcé ses liens avec l’Université Paris Est Créteil (UPEC), le Comité Départemental du Tourisme Val-de-Marne et elle a initié un nouveau partenariat avec l’Association Nationale des DRH (ANDRH). En 2013, l’Agence de développement du Val-de-Marne a accompagné 45 entreprises, dont 19 entreprises implantées. Dans le cadre de sa mission pour la Société du Grand Paris pour l’appui à la relocalisation d’entreprises situées sur les emprises des sites industriels et des futures gares, l’Agence de développement du Val-de-Marne a aussi produit ses premiers résultats. Dédiée à l’innovation, la convention d’affaires internationale « Meet Innov », a battu tous les records de fréquentation en 2013. Plus de 1000 participants se sont rendus au Pavillon Baltard à Nogent-sur-Marne, preuve, s’il en est, de la vigueur de l’écosystème de la recherche, du développement et de l’innovation en Val-de-Marne. Avec plus de 400 participants, le Grand Evénement s’est imposé comme le 1er rendez-vous annuel du monde économique et institutionnel dans le Val-de-Marne. 1 er territoire opérationnel du Grand Paris Express, le Val-de-Marne bénéficiera de la mise en service du tronçon sud de la ligne 15 dès 2020 : ceci constitue un levier d’intérêt pour les entrepreneurs et les créateurs d’entreprise. Dès lors, il nous appartient de valoriser ensemble encore davantage les nombreux atouts du territoire auprès des décideurs économiques et des investisseurs. 2013 was a year packed with initiatives for supporting businesses in and locating to Val-de-Marne – and Val-de-Marne Development Agency invites you to find out more about them in this Annual Report. Our core mission at Val-de-Marne Development Agency is to identify business projects for the region, to help turn these projects into reality, to welcome the people working within them and managing them, and to create optimum conditions for them to flourish, within a wider environment attuned to integration and investment. Our multicultural team gives us the capability to deliver what businesses need from the moment they first consider locating or investing here, through their installation and start-up and supporting their subsequent ongoing expansion within the region. Val-de-Marne Development Agency is also able to draw on strong networks of partners – institutional, regional and economic – in order to fulfil its mission effectively. In 2013 we consolidated these networks by strengthening our links with Université Paris Est Créteil (UPEC) and the Val-de-Marne departmental tourist board, as well as initiating a new partnership with the national association of human resources departments (ANDRH). The Development Agency supported 45 businesses in 2013, including 19 locating to the region. We have also been mandated by Société du Grand Paris – the authority overseeing the Grand Paris metropolitan development project – to support businesses located on the development sites of future railway stations, and we delivered the first results of our involvement in this scheme during the year under review. Meet Innov, the international business convention dedicated to innovation, broke all its previous attendance records in 2013. More than 1,000 participants converged on Pavillon Baltard in Nogent-sur-Marne – proof, if further proof were needed, that Val-de-Marne’s research, development and innovation ecosystem is in a state of robust health. The Agency’s “Grand Evénement” – “Big Event” – attracted more than 400 participants, too, confirming its status as Val-de-Marne’s leading annual economic and institutional gathering. Val-de-Marne will be the first region to feel the benefits of the Grand Paris Express rail network when the southern section of Line 15 goes live in 2020: a key attractiveness factor for entrepreneurs and start-ups. Our role is to make sure that economic influencers and investors everywhere are fully aware of this unparalleled strategic advantage – and of all the region’s many other advantages besides. le territoire, les accompagner dans leurs projets d’implantation ou de relocalisation et consolider le tissu économique existant constituent les principales missions de l’Agence. Dans un environnement en perpétuelle évolution, l’Agence s’adapte et confirme sa place d’interlocuteur privilégié des entreprises désireuses de s’implanter ou de conforter leur développement dans le Val-de-Marne. Val-de-Marne Development Agency also works to support companies already present in the region, helping them identify new locations for growing their operations. We provided support for three growing regional companies in 2013: ECOMEX – a company which relocated to new premises as part of the Grand Paris project; PRO IT CONSEIL – a provider of IT services ready to move on from its business incubator base in Créteil; SIMON – a global specialist in electrical solutions and applications, which moved to Ivry-sur-Seine. 294 ENTREPRISES RENCONTRÉES EN RENDEZ-VOUS PERSONNALISÉS DONT 46 GRANDES ENTREPRISES 46 WE MET 294 COMPANIES IN VAL-DE-MARNE – INCLUDING 46 MAJOR GROUPS – IN 2013 Afin de favoriser le maintien du tissu économique du Val-de-Marne, l’Agence réalise une veille stratégique auprès des entreprises implantées dans le territoire, et notamment auprès des plus importantes en termes de chiffres d’affaires et de nombre de salariés travaillant en Val-de-Marne. Grandes entreprises rencontrées Major groups met 7 Autres entreprises rencontrées Other companies met L’AGENCE ACCOMPAGNE LES ENTREPRISES IMPACTÉES PAR LES TRAVAUX DU GRAND PARIS EXPRESS With its outstanding track record for supporting businesses and its knowledge of the local real estate market, Val-de-Marne Development Agency has been mandated by Société du Grand Paris – the authority overseeing the Grand Paris project – to support local businesses impacted by the Grand Paris Express development works and needing to relocate their operations (agreement for the maintenance and storage site and the central control facility at Champigny-sur-Marne signed 2 April 2012; contract for the whole of Val-de-Marne signed 19 April 2013). This support mandate covers a three-year period and relates in particular to the maintenance/storage facility for rolling stock and the central control facility at Champigny-sur-Marne, to the future station at Saint-Maur/Créteil connecting Metro Line 15 with RER Line A, and finally to the infrastructures maintenance site at Vitry-sur-Seine. More than 700 new jobs will be created at these two sites over the longer term (500 at Champigny, 250 at Vitry). Our mission follows a precise methodology approved by Société du Grand Paris (SGP): Making contact with all businesses operating in the relevant geographic zone. Working with businesses to prepare specifications for their relocation requirements. Identifying real estate solutions matching this brief. SUPPORTING BUSINESSES IMPACTED BY THE GRAND PARIS EXPRESS DEVELOPMENT WORKS Pour ses compétences reconnues en matière d’accompagnement d’entreprise et sa connaissance du marché de l’immobilier d’entreprise du Val-de-Marne, l’Agence a été missionnée par la Société du Grand Paris (SGP) afin d’accompagner les entreprises du Val-de-Marne impactées par les travaux du Grand Paris Express, dans leur nécessaire relocalisation (convention signée le 2 avril 2012 pour le Site de Maintenance et de Remisage (SMR) et le Poste de Commandement Centralisé (PCC) de Champigny-surMarne, puis contrat signé le 19 avril 2013 pour tout le Val-de-Marne). Cette mission de relocalisation s’étend sur 3 ans et concerne plus particulièrement les secteurs du SMR du matériel roulant et du PCC, situés à Champigny-sur-Marne, de la future gare d’interconnexion de la ligne 15 Sud avec la ligne de RER A à Saint-Maur/Créteil et enfin du SMI (Site de Maintenance des Infrastructures) à Vitry-sur-Seine. Plus de 30 gammes de produits Diafarm sont référencées en pharmacies, parapharmacies et magasins de diététique. Le groupe Diafarm a choisi le Val-de-Marne pour se développer en France. On 11 June we hosted, for the first time, the 3rd annual Franco-Iberian ALERTA gathering – an initiative first launched by the Galician economic development institute IGAPE in 2010. The aim of ALERTA is to develop a collaborative competitive intelligence system with key players in the Iberian economy. Grâce à cette mission, l’Agence a pu rencontrer la responsable Europe de l’Agence de développement du Pays Basque (SPRI) ainsi que le Président du cluster de l’Énergie du Pays Basque qui regroupe 80 entreprises basques de 1000 à 2000 salariés. The Agency participated in Frankinorte, the exhibition dedicated to franchise businesses and Franco-Spanish connections, staged for the first time by the Basque government in Bilbao on 13 and 14 September. As a result of this mission the Agency was able to meet the European Director of the Basque Country development agency (SPRI) and the President of the Basque Country energy cluster – a group of 80 Basque businesses with 1,000 to 2,000 employees. 21 CHINE CHINA MISSION DE 5 JOURS À NANNING, LAIBIN ET SHANGHAI In 2007, the Val-de-Marne Conseil Général (General Council) signed an economic and regional partnership agreement with the city of Nanning, located in Guangxi province in southern China. In order to step up the economic co-development partnership between the two regions, the General Council, the Paris Chamber of Commerce and Industry and Val-de-Marne Development Agency decided to undertake a joint mission to Nanning in March 2013, in which ten or so Val-de-Marne business leaders were also involved. Some of the parties involved also extended the mission to include Laibin and Shanghai. Three key highlights stand out from this mission: • A press conference in Nanning attended by the Deputy Mayor of Nanning, the French consulate general in Guangzhou and around 100 participants – including many journalists. • An informal dinner in Nanning for 120 guests – institutions, businesses, investors, journalists, key political and economic partners. • Testimonies and advice from French companies based in China (LESAFFRE, GDF, EDF and AIA) on how to move into the Chinese market successfully. A Chinese-language film and brochure presenting Val-de-Marne were specially produced for this mission – which generated about 20 press reports. FIVE-DAY MISSION TO NANNING, LAIBIN AND SHANGHAI En 2007, le Conseil général du Val-de-Marne a signé un accord de partenariat économique et territorial avec la ville de Nanning, située dans la province du Guangxi, dans le sud de la Chine. Afin de renforcer les échanges en matière de développement économique entre les deux territoires, le Conseil général, la Chambre de Commerce et d’Industrie de Paris et l’Agence de développement du Val-de-Marne ont décidé d’organiser une mission collective, avec la participation d’une dizaine de dirigeants d’entreprises du Val-de-Marne, en mars 2013 à Nanning, suivi d’une extension à Laibin et Shanghai pour certains. 3 temps forts ont rythmé cette mission : Conférence de presse à Nanning en présence du Vice-Maire de Nanning et du Consulat général de France à Canton, une centaine de participants dont de nombreux journalistes. The second session of Farete took place on 16 and 17 September 2013 at the CAAB agri-business centre in Bologna. The Agency met around 20 companies on its stand and also held a workshop on the public and private networks available to businesses looking to expand in France. We gave a presentation on the Grand Paris projects to an audience of around 30 and held meetings with some 15 companies connected with our workshop on establishing a presence in the French market. Chaque cycle traite d’un thème, décliné et approfondi sur trois Matinales. Ce 12ème cycle des Matinales avait pour thème « Les nouveaux outils de financement de l’innovation » à l’échelle départementale, nationale et européenne. 470 dirigeants d’entreprises ont participé à ces Matinales, avec un taux de satisfaction de 90%. The 12th series of Matinales focused on “New tools for financing innovation” – looking at regional, national and European funding opportunities. 470 business leaders took part in the Matinales, which achieved a satisfaction rating of 90%. The Matinales were recorded on video and their contents summarised in a magazine distributed to 2,000 business leaders. The Agency organised its first two innovation meeting sessions – the Rendez-Vous de l’Innovation – in 2013. We invited all the key innovation finance players to our offices – bpifrance, CFI, INPI, Scientipole Initiative, Réseau Entreprendre and VMAPI – for individual, 45-minute meetings with a panel of innovative companies supported by us: B&Sens, Now&Net, Librairie Francophone, Iles Media, Testamento, Whitesnowfree, Gingko, Canailles Dream, Smoosee, Tongue Laboratory, MC2, Hygenat, Carvalip and Bactibat. PROTECTION DU PATRIMOINE ÉCONOMIQUE ET SCIENTIFIQUE AVEC LA DCRI HOW TO PROTECT ECONOMIC AND SCIENTIFIC INTELLECTUAL PROPERTY Pour la deuxième année consécutive, l’Agence s’est associée à la Direction Centrale du Renseignement Intérieur (DCRI) pour organiser une conférence sur la protection du patrimoine économique et scientifique afin de sensibiliser les dirigeants d’entreprise française (en priorité TPE-PME) aux menaces extérieures et intérieures et aux précautions élémentaires à prendre pour les éviter et y faire face. Cette conférence a réuni près de 70 chefs d’entreprise, dont 10 Grandes Entreprises, avec un taux de satisfaction des participants très élevé (plus de 90% des participants ont très fortement apprécié cette initiative). Par ailleurs, la DCRI est intervenue également lors d’un colloque co-organisé par l’Agence et l’ANDRH sur les nouvelles générations (YZ) en entreprise. Enfin, la DCRI et l’Agence ont organisé un atelier innovant et interactif sur les risques en entreprise. 26 For the second consecutive year the Agency teamed up with the French government intelligence agency DCRI (Direction Centrale du Renseignement Intérieur) to organise a talk on protecting economic and scientific intellectual property and raise awareness among French business leaders (especially among VSE/SMEs) of the dangers that exist – both nationally and internationally – and the basic precautions they can take to protect themselves. Nearly 70 business leaders attended the talk, including representatives of 10 major corporations, and the satisfaction rating for the event was very high (more than 90% of participants greatly appreciated this initiative). The DCRI also spoke at a colloquium we co-organised with ANDRH (the French national association of human resources departments) on the new generations – generations Y and Z – in business. Finally, the DCRI and the Agency staged an innovative interactive workshop on risks in business. ACCOMPAGNEMENT DU RÉSEAU ENTREPRENDRE VAL-DE-MARNE SUPPORTING VAL-DE-MARNE’S RÉSEAU ENTREPRENDRE ENTERPRISE NETWORK Le Réseau Entreprendre propose des prêts d’honneur pour financer l’amorçage des entreprises, ainsi qu’un système de parrainage par des chefs d’entreprise. L’Agence adresse régulièrement à ce nouveau réseau des entreprises innovantes en quête de fonds d’amorçage. Les lauréats OOLUTION, FRESHRELAY, CANAILLES DREAM, NOW AND NET et NX VISION sont des entreprises accompagnées par l’Agence. L’Agence a accueilli dans ses locaux en 2013 la conviviale du Réseau Entreprendre et propose de nouveaux projets à ce réseau lors des Rendez-vous de l’Innovation. Réseau Entreprendre offers “prêts d’honneur” – interest-free, unsecured loans – to finance business start-ups, along with a mentoring scheme involving established business leaders. We regularly point innovative businesses in need of start-up funding towards this new network – and the companies Oolution, Freshrelay, Canailles Dream, Now and Net and NX Vision, all supported by the Agency, have been awarded funding as a result. In 2013 we also hosted a social gathering organised by Réseau Entreprendre and offered new projects for the network’s consideration at the Rendez-vous de l’Innovation meetings. INCUBATEURS, PÉPINIÈRES ET HÔTELS D’ENTREPRISES (IPHE) BUSINESS INCUBATORS AND BUSINESS HOTELS L’Agence assure la promotion et l’appui à la commercialisation des pépinières et hôtels d’entreprises co-financés par le Département du Val-de-Marne. Elle participe à des comités de sélection pour l’entrée en pépinières / hôtels d’entreprises et a implanté des entreprises dans les pépinières de Villejuif BioPark, la Fabrique à Cachan, dans Bio&D et Citec à Créteil, et dans l’hôtel d’entreprises de Chennevières-sur-Marne. LES RENCONTRES CNRS DE L’INNOVATION CNRS INNOVATION MEETINGS Pour la troisième année, l’Agence de développement est partenaire de la délégation Ile-deFrance Est du CNRS pour l’organisation des Rencontres Innovation du CNRS en Val-de-Marne. L’Agence soutient cette initiative en invitant les entreprises innovantes à rencontrer le monde de la recherche, pour stimuler l’innovation et le transfert de technologie. Cette rencontre, réunissant 40 participants, a eu lieu dans les locaux de Villejuif Biopark et a accueilli un conférencier de renom José Sahel, fondateur de l’Institut de la Vision, qui a partagé avec enthousiasme ses expériences de directeur de recherche et de créateur d’entreprise. For the third year we partnered with the Eastern Paris Region section of France’s National Centre for Scientific Research (CNRS) to stage a session of innovation meetings in Val-de-Marne. The agency supports this initiative by inviting innovative businesses to meet scientific researchers – with the aim of stimulating innovation and technology transfer. This year the innovation meetings, involving 40 participants, took place at Villejuif Biopark. The renowned speaker José Sahel, founder of the Institut de la Vision (Vision Institute) in Paris, gave an inspirational talk about his experiences as a research director and entrepreneur. 27 The Agency promotes and supports the marketing of business incubators and hotels co-financed by the Val-de-Marne authorities. It takes part in selection committees assessing candidates for places in these facilities and has introduced start-ups to the incubators Villejuif BioPark, La Fabrique in Cachan, and Bio&D and Citec in Créteil, and to the business hotel at Chennevières-sur-Marne. 2 NOUVELLES CONVENTIONS AVEC LES ACTEURS DE L’ENSEIGNEMENT SUPÉRIEUR ET DE LA RECHERCHE TWO NEW AGREEMENTS WITH HIGHER-EDUCATION AND RESEARCH INSTITUTIONS SIGNATURE D’UNE CONVENTION AVEC L’UNIVERSITÉ PARIS-EST CRÉTEIL (UPEC) AGREEMENT SIGNED WITH UPEC Le 11 septembre 2013, lors du Grand Evénement de l’Agence, l’UPEC et l’Agence ont signé une convention officialisant les nombreux partenariats menés en 7 ans. Plusieurs volets à cette convention : promouvoir le potentiel de recherche et de formation de l’UPEC auprès des entreprises, encourager l’entrepreneuriat et mener des actions conjointes à l’international. On 11 September 2013, at our annual Grand Evénement – “Big Event” – we signed an agreement with UPEC, University Paris-Est Créteil, formalising the various partnerships we have developed over a seven-year period. The agreement has a number of components – promoting UPEC’s research and training capability to businesses, encouraging entrepreneurship and undertaking joint international initiatives. SIGNATURE D’UNE CONVENTION AVEC CANCER CAMPUS, BIOCLUSTER DÉDIÉ À L’ONCOLOGIE ET À LA SANTÉ AGREEMENT WITH CANCER CAMPUS, ONCOLOGY AND HEALTH BIOCLUSTER En 2013, l’Agence et Cancer Campus ont signé une convention dans le but de développer des outils de promotion du site Campus Grand Parc et de mener une prospection conjointe d’entreprises en cancérologie, en lien avec l’Agence Régionale de Développement. L’Agence est membre du comité d’agrément du hub de l’Innovation de Cancer Campus et de la pépinière d’entreprises de Villejuif Biopark. In 2013, the Agency and Cancer Campus signed an agreement with the aim of developing promotional resources for the Campus Grand Parc development and jointly prospecting businesses working in the cancer field, in conjunction with the Paris Region Economic Development Agency. The Agency is a member of the accreditation committee for the Cancer Campus innovation hub and the Villejuif Biopark business incubator. 28 DÉVELOPPEMENT TERRITORIAL REGIONAL DEVELOPMENT L’Agence travaille en partenariat étroit avec les territoires et les entreprises, en apportant notamment son soutien à des actions permettant de maintenir et de générer de l’activité économique et de l’emploi sur le département. We work in close partnership with local authorities and businesses – giving our support to initiatives designed to maintain and generate economic activity and employment in Val-de-Marne. 29 DYNAMIQUES TERRITORIALES A DYNAMIC REGIONAL STRATEGY L’Agence est mobilisée pour soutenir les projets économiques territoriaux et contribue à l’animation territoriale. The Agency mobilises all the resources at its disposal to support economic projects that contribute to the region’s dynamism. The following are selected examples of projects we were involved in during 2013: SOUTIEN AUX GRANDS PROJETS ET TERRITOIRES STRATÉGIQUES SUPPORTING MAJOR PROJECTS AND REGIONAL STRATEGIES L’Agence participe au développement du Pôle Orly-Rungis, 1er pôle économique du sud francilien, en favorisant l’arrivée de nouvelles entreprises sur ce territoire. En sa qualité de membre du conseil d’administration d’Orly Paris®, structure en charge de la mise en œuvre du pacte régional sur l’emploi, la formation et le développement économique concernant 19 communes riveraines de l’aéroport ParisOrly, l’Agence a participé au groupe de travail sur le marketing visant à renforcer l’identité et l’attractivité de ce territoire comme destination économique stratégique. Par ailleurs, l’Agence a assuré la promotion d’initiatives partagées : Business tour, Rendez-vous de l’immobilier du pôle d’Orly-Rungis, Rendez-vous pour l’Emploi d’Orly-Paris, SIMI. En partenariat avec l’Etablissement Public d’Aménagement Orly-Rungis-Seine Amont, l’Agence participe à la promotion des grands projets d’aménagement sur les 12 communes de cette Opération d’Intérêt National, notamment lors du SIMI et sur les différents supports de l’Agence dont le Book de l’immobilier d’entreprise. L’Agence accompagne et promeut les projets structurants autour de la filière Santé, dont le pôle allongement de la vie Charles Foix à Ivry-sur-Seine, Cancer Campus adossé à l’Institut Gustave Roussy à Villejuif et le pôle « Santé et Sciences du Vivant » s’appuyant sur le centre hospitalo-universitaire Henri Mondor à Créteil et porté par la Communauté d’agglomération Plaine Centrale. En novembre 2013, pour renforcer ce dernier pôle, une nouvelle pépinière (Bio&D) a été inaugurée à Créteil. 30 We are actively involved in the development of the Orly Rungis economic hub as a focal point of the southern Paris Region, encouraging new businesses to move into this area. The Agency is a member of the board of directors of Orly Paris®, the organisation charged with implementing the regional agreement on employment, training and economic development involving 19 local councils around Paris-Orly airport. We also took part in the working group on marketing tasked with enhancing the area’s profile and attractiveness as a strategic economic destination. In addition, the Agency also promoted a number of joint initiatives in 2013 – business tours, events focusing on real estate and employment around this hub, and the SIMI Paris Real Estate Show. In partnership with the Orly-Rungis-Seine Amont development authority, the Agency is involved in promoting the major development projects in the 12 municipalities covered by this public interest scheme – notably via the SIMI Paris Real Estate Show and the various media we produce, including the Commercial Real Estate Book. The Agency supports and promotes key development projects in the Healthcare sector – including the Charles Foix longevity cluster (Pôle Allongement de la Vie Charles Foix) at Ivry-sur-Seine, the Cancer Campus linked to the Gustave Roussy Institute in Villejuif and the healthcare and life sciences cluster based around the Henri Mondor hospital in Créteil and run by the Plaine Centrale urban district authority. The last of these projects was boosted by the creation of a new business incubator, Bio&D, in Créteil in November 2013. SOUTIEN AUX RÉSEAUX D’ENTREPRISES The Agency gives talks and presentations at meetings of local business clubs and networks – events that bring business leaders together and at the same time an opportunity to present the economy of Val-de-Marne and showcase the services we offer to businesses. In 2013, for example, we spoke at the Carrefour des Entreprises du Plateau Briard and at the 9 For Partners convention organised by the Club d’Entreprises de Plaine Centrale (CECAP), hosted the meetings of Val-de-Marne’s women in business network (Club de l’Entrepreneuriat au Féminin en Val-de-Marne), and took part in meetings of business networks in Sucy-en-Brie, Val de Bièvre and Parc Silic. SUPPORTING BUSINESS NETWORKS L’Agence intervient à des réunions de clubs locaux d’entreprises et des réseaux thématiques. Ces réunions qui favorisent l’échange entre dirigeants d’entreprises sont aussi l’occasion de présenter le Val-de-Marne économique et les services de l’Agence à destination des entreprises. CONTRIBUTION À LA MISE EN ŒUVRE DU NOUVEAU SCHÉMA TOURISTIQUE VAL-DE-MARNE RAISING VAL-DE-MARNE’S PROFILE AS A TOURIST DESTINATION Début 2013, le Comité Départemental du Tourisme a présenté le nouveau schéma In early 2013, the Val-de-Marne tourist board presented the new tourism and leisure plan for the region for 2013–2018, its primary aims being to raise Val-de-Marne’s profile within the wider Paris Region destination, coordinate the meeting and incentive travel sector more effectively, and develop an innovative accommodation offer that complements what is available in Paris, working with its network of partners – including ourselves. As part of this new plan, the Agency contributed to Think Val-de-Marne, the first meeting and incentive travel networking evening organised by the Val-de-Marne tourist board in November 2013 – an event designed to showcase Val-de-Marne’s offering in this sector. During this event the Presidents of the Agency and of the Val-deMarne tourist board announced that they would be producing the first guide to business dining venues in Val-de-Marne – scheduled for publication in 2014. The Agency also contributed to a tourist board brochure targeting potential hotel investors in Val-deMarne, which we distributed at the SIMI Paris Real Estate Show. départemental du tourisme et des loisirs du Val-de-Marne (2013 - 2018) visant notamment le confortement de la visibilité du Val-de-Marne dans la destination métropolitaine, la structuration de la filière du tourisme d’affaires, le développement d’une offre d’hébergement innovante et complémentaire à celle de Paris, et ce, en s’appuyant sur un réseau de partenaires dont l’Agence. Cette soirée networking avait notamment pour objectif de valoriser l’offre d’affaires en Val-de-Marne. A cette occasion, les présidents de l’Agence et du Comité Départemental du Tourisme ont annoncé la réalisation du 1er guide des tables d’affaires du Val-de-Marne (livraison 2014). L’Agence aura aussi apporté sa contribution à la réalisation par le Comité Départemental du Tourisme d’une plaquette à destination des investisseurs hôteliers dans le Val-de-Marne (diffusée pour la 1ère fois sur le stand Val-de-Marne au SIMI). 31 DES RELATIONS INTER-ENTREPRISES DURABLES ET RESPONSABLES RESPONSIBLE LONG-TERM RELATIONS BETWEEN BUSINESSES L’Agence noue au fur et à mesure des années une relation durable avec les grands groupes déjà présents ou installés depuis peu en Val-de-Marne, sur des sujets tels que l’innovation, l’intégration dans les réseaux, la participation aux initiatives départementales, les ressources humaines et la politique de RSE. The Agency works steadily to build strong and sustainable relationships with the major groups in Val-de-Marne – whether long-established or recently located here – covering areas such as innovation, integration within networks, involvement in regional initiatives, human resources and social and environmental responsibility. DÉVELOPPEMENT DES RÉSEAUX « ENTREPRISES », AU BÉNÉFICE DES EMPLOIS ET DU TERRITOIRE BUILDING A HUMAN RESOURCES NETWORK TO BENEFIT BUSINESSES AND THE REGION En 2013, l’Agence a développé ses relations avec les acteurs publics et privés de la formation et de l’emploi. Elle s’est rapprochée de l’Association Nationale des DRH (ANDRH) pour organiser une première manifestation commune dans les locaux de l’Agence en octobre sur la thématique des « nouvelles générations en entreprise ». Ce colloque réunissant 140 participants a favorisé le réseautage entre les professionnels des ressources humaines et les acteurs économiques et sociaux du Val-de-Marne. Ce rendez-vous sera reconduit en 2014. Aux côtés de la Direccte, des collectivités locales et des entreprises, l’Agence s’est aussi impliquée dans l’accompagnement à la mise en œuvre des conventions de revitalisation, afin de soutenir les actions les plus susceptibles de recréer de l’emploi sur les territoires impactés. L’Agence participe à la promotion de dispositifs inscrits dans le cadre de la mise en œuvre du Plan Départemental pour l’Emploi et a notamment participé au 1er anniversaire du réseau FACE 94. Elle mobilise aussi son réseau d’entreprises dans le cadre d’un dispositif d’insertion professionnelle « Permis Sport Emploi ». In 2013 the Agency developed its relationships with public and private training and employment organisations. It approached the Association Nationale des DRH (national association of human resources departments) to organise a first joint event on the Agency’s premises in October – on the theme of “new generations in business”. This colloquium brought together 140 participants, helping to build networks connecting Val-deMarne’s human resources professionals and the region’s businesses and public organisations. The event will be staged again in 2014. Working alongside the regional department of enterprise, competition, consumer affairs, labour and employment (DIRECCTE), local authorities and businesses, the Agency was also involved in supporting the implementation of official regeneration schemes, in order to assist those initiatives most likely to regenerate employment in the areas concerned. We also help to promote schemes initiated as part of the Val-de-Marne regional employment plan, a highlight of which, in 2013, was our involvement in the 1st anniversary celebrations of the FACE 94 – Foundation for Action against Exclusion – network. We’ve also mobilised our network of businesses to support the “Permis Sport Emploi” sport and employability scheme for young people. 32 APPUI AU DÉVELOPPEMENT DES ÉCO-ACTIVITÉS EN VAL-DE-MARNE SUPPORTING ECO-BUSINESSES IN VAL-DE-MARNE Le Département soutient la structuration et le développement de filières stratégiques dont les éco-activités. L’Agence est engagée auprès du Conseil général du Val-de-Marne pour favoriser le développement de nouveaux services aux entreprises et aux salariés de cette filière. L’Agence est membre fondateur du Réseau des Éco-acteurs du Val-de-Marne qui se caractérise par des ateliers thématiques, des échanges de bonnes pratiques, de la mise en relation entre petites et grandes entreprises et acteurs institutionnels. Elle a apporté sa contribution à l’organisation du réseau piloté par la Chambre de Métiers et de l’Artisanat du Val-de-Marne en 2013. Dans le cadre de la journée des Eco-acteurs du Val-de-Marne (décembre 2013), l’Agence a récompensé « WhiteSnowFree », une jeune entreprise éco-innovante. L’Agence a aussi apporté sa contribution au nouveau cluster « Eaux-Milieux-Sols » en participant à l’organisation de la conférence de presse de lancement de ce cluster, le 26 février 2013 à l’usine des eaux (Sédif) de Choisy-Le-Roi (20 retombées médias). 33 Val-de-Marne supports the targeted development and expansion of strategic sectors – including eco-businesses. The Agency works alongside the Val-de-Marne General Council to encourage the development of new B2B and B2C services in this sector. The Agency is a founder member of the Réseau des Eco-Acteurs du Val-de-Marne (Valde-Marne eco-players network), an initiative organised by the Val-de-Marne Chamber of Trades and Crafts. The network organises themed workshops, shares best practice, and promotes networking between businesses of all sizes and institutional players. In December 2013 we contributed to the network’s annual one-day festival, the Journée des Eco-Acteurs du Val-de-Marne, by presenting an award to WhiteSnowFree, an innovative eco-business start-up. The Agency also contributed to the launch of the new Eaux-Milieux-Sols (water, environment, soil) cluster by helping to organise the press conference which took place at the Sédif waterworks in Choisy-Le-Roi on 26 February 2013, generating 20 media reports. Ms Rodrigues, 51 years old, was previously Regional Director at the urban district council of Saint-Quentin-en-Yvelines, with responsibility for development and economic and strategic intelligence. With a degree in information science and communications, and a masters in economic, scientific and technical intelligence, Ms Rodrigues fulfilled a number of managerial roles in marketing and communications for major French corporations before establishing her own consultancy business.
