A sustainable neighbourhood: • the creation of a new quarter in the town providing a place to reside, work and participate in leisure activities: sports grounds, cultural centres, shops, hotels and restaurants, • making the most of the water environment and making it attractive by enabling the water to flow into the heart of the area, close to the constructions for housing and offices, • the requirement for urban quality by creating and maintaining public areas, renovating industrial buildings, establishing innovative architecture. • high environmental quality required for the development of the neighbourhood and construction projects. • 100 hectares • 150,000 sq. m. surface area for companies (5,000 jobs) • 170,000 sq. m. surface area for housing (5,000 inhabitants) > UNE DÉMARCHE DÉCLINÉE SUR DES OBJECTIFS PRÉCIS • Intégration urbaine : L’opération contribue à valoriser le territoire et son identité, par son intégration dans les quartiers environnants, la mise en valeur de l’eau et du patrimoine industriel. • Compacité : La densité, globalement supérieure à la densité moyenne des quartiers environnants, est associée à la production d’espaces publics d’envergure métropolitaine, et modulée par la conception architecturale et paysagère, la hiérarchisation des espaces et leurs usages. • Mixités fonctionnelle et sociale : L’opération intègre une mixité des fonctions urbaines (activités tertiaires, formation, logements, équipements, commerces et services), et vise une mixité sociale et intergénérationnelle (à travers une programmation des logements diversifiée) pour former un véritable quartier de ville. • Ambiances et confort urbain : L’implantation et l’organisation des constructions est conçue pour prendre en compte l’ensoleillement et la direction du vent, le fonctionnement de la nappe phréatique, apportant au site conforts climatique et acoustique tout en limitant la perturbation de l’environnement. • Eaux pluviales : La gestion entièrement gravitaire des eaux pluviales assure à la fois une maîtrise des rejets dans le milieu naturel et une mise en valeur de l’eau par une intégration dans les espaces publics. • Paysage et biodiversité : La prise en compte du paysage et de la biodiversité se traduit par le choix des essences, en lien avec la présence de l’eau, le développement de maillages verts intégrant différentes strates végétales, le soin apporté à l’implantation des arbres, l’instauration d’une politique de gestion différenciée. • Déplacements : Le site concilie une limitation de l’usage et de la présence de la voiture, à travers notamment la construction de parkings silos à l’entrée du site, et une valorisation des transports en communs et des modes de déplacements doux, à travers le maillage des circulations piétonnes et cyclables, l’accessibilité en métro, la mise en place d’une navette fluviale, de vélos libres services, de points relais d’auto-partage. • Matériaux : Dans les espaces publics, le choix des matériaux est effectué en prenant en compte leur cycle de vie et l’histoire industrielle du site. Au-delà de la mise en œuvre du projet d’aménagement, l’objectif est de sensibiliser les nouveaux habitants, afin qu’ils adoptent au fur et à mesure de leur arrivée, dans la vie du quartier, gestes verts et éco-citoyens. > AN APPROACH DEFINED BY PRECISE OBJECTIVES • Urban integration: The complex helps to promote the territory and its identity by becoming an integral part of the surrounding districts and enhancing the area's water and industrial heritage. • Compactness: Its density, largely greater than the average density of the surrounding districts, is linked to the creation of public spaces on a metropolitan scale, and fine tuned by architectural design and landscaping as well as the hierarchisation of spaces and their uses. • Functional and social uses: The operation includes a mix of urban functions (tertiary activities, training, housing, facilities, shops and services), and aims to achieve a social and intergenerational mix (through a diversified housing programme) to create a genuine urban district. • Atmosphere and urban comfort: Decisions regarding the location and organisation of buildings are made by taking into account sunlight, wind direction and the workings of the water table, thereby ensuring that the site is climatically and acoustically comfortable whilst minimising damage to the environment. • Rainwater: Rainwater management based on the principle of gravity drainage ensures that any return flows are managed in their natural environment and that water becomes a valued feature of public spaces. • Landscape and biodiversity: The consideration given to the landscape and biodiversity is reflected in the various species of trees chosen to complement the presence of water, the development of green grids home to various types of plants, the well designed layout of new trees and the implementation of a differentiated management policy. • Getting around: The site manages to restrict the use and presence of cars (mainly by building parking "silos" at the site entrance) whilst promoting public and "soft" methods of transport, made possible by the network of pedestrian and cycle paths, access to the metro system and a river shuttle service, as well as free bicycles and car sharing schemes. • Materials: In public spaces, materials are chosen by considering their life cycle and the site’s industrial history. In construction, preferred materials are those that are the most beneficial for the environment and personal health, in order to minimise their ecological impact and to create a safe and comfortable interior environment, whether for housing or offices. • Energy: The aim is to make low consumption buildings more energy efficient, allow for future changes of energy sources and encourage the use of renewable energy. During works phases, 80% of materials from dismantled buildings not re-used are recycled. Generally speaking, the limitation of pollution and other nuisances is a contractual obligation under the terms of the "quality site" charter. The EuraTechnologies centre of excellence is a veritable hub bringing project and innovation teams together. It is based around a central building, Le Blan-Lafont, specifically designed for companies within the ICT industry. Il a reçu en 2010 le prix de l’aménagement urbain décerné par le Moniteur dans la catégorie “villes de plus de 50 000 habitants”. L’ambition du projet des Rives de la Haute Deûle en termes d’aménagement durable et de qualité environnementale se concrétise dans une “charte d’objectifs quartier durable”. Jardin d’eau Le processus de mise en œuvre du projet intègre, à travers le management du projet, à chaque étape et en continu, des principes de capitalisation des expériences précédentes ou extérieures au projet, de suivi et d’évaluation en continu des objectifs, ainsi que de vérification de la mise en œuvre des objectifs à travers notamment des démarches de certification. En termes de contenu, l’ensemble des thèmes de l’aménagement durable sont repris et organisés de manière opérationnelle à chaque étape du projet : • le programme d’aménagement • la conception urbaine et des espaces publics • la conception architecturale des constructions • en phases travaux • vers des usagers acteurs du développement durable... > AN INTEGRATED APPROACH AT EVERY STAGE The Rives de la Haute Deûle project, an HQE ® (high environmental quality) pilot site launched in 2006, was awarded EcoDistrict status in 2009 by the ministry of sustainable development, following the project's first invitation to tender. This distinction is in addition to the conferral of a water related award. In 2010, in the category ‘Town of more than 50,000 inhabitants’, the project was awarded the top prize for Urban Planning by Le Moniteur. The aim of the Rives de la Haute Deûle project in terms of sustainable urban planning and environmental quality are defined in the “sustainable district objectives charter”. A sustainable neighbourhood: • the creation of a new quarter in the town providing a place to reside, work and participate in leisure activities: sports grounds, cultural centres, shops, hotels and restaurants, • making the most of the water environment and making it attractive by enabling the water to flow into the heart of the area, close to the constructions for housing and offices, • the requirement for urban quality by creating and maintaining public areas, renovating industrial buildings, establishing innovative architecture. • high environmental quality required for the development of the neighbourhood and construction projects. • 100 hectares • 150,000 sq. m. surface area for companies (5,000 jobs) • 170,000 sq. m. surface area for housing (5,000 inhabitants) > UNE DÉMARCHE DÉCLINÉE SUR DES OBJECTIFS PRÉCIS • Intégration urbaine : L’opération contribue à valoriser le territoire et son identité, par son intégration dans les quartiers environnants, la mise en valeur de l’eau et du patrimoine industriel. • Compacité : La densité, globalement supérieure à la densité moyenne des quartiers environnants, est associée à la production d’espaces publics d’envergure métropolitaine, et modulée par la conception architecturale et paysagère, la hiérarchisation des espaces et leurs usages. • Mixités fonctionnelle et sociale : L’opération intègre une mixité des fonctions urbaines (activités tertiaires, formation, logements, équipements, commerces et services), et vise une mixité sociale et intergénérationnelle (à travers une programmation des logements diversifiée) pour former un véritable quartier de ville. • Ambiances et confort urbain : L’implantation et l’organisation des constructions est conçue pour prendre en compte l’ensoleillement et la direction du vent, le fonctionnement de la nappe phréatique, apportant au site conforts climatique et acoustique tout en limitant la perturbation de l’environnement. • Eaux pluviales : La gestion entièrement gravitaire des eaux pluviales assure à la fois une maîtrise des rejets dans le milieu naturel et une mise en valeur de l’eau par une intégration dans les espaces publics. • Paysage et biodiversité : La prise en compte du paysage et de la biodiversité se traduit par le choix des essences, en lien avec la présence de l’eau, le développement de maillages verts intégrant différentes strates végétales, le soin apporté à l’implantation des arbres, l’instauration d’une politique de gestion différenciée. • Déplacements : Le site concilie une limitation de l’usage et de la présence de la voiture, à travers notamment la construction de parkings silos à l’entrée du site, et une valorisation des transports en communs et des modes de déplacements doux, à travers le maillage des circulations piétonnes et cyclables, l’accessibilité en métro, la mise en place d’une navette fluviale, de vélos libres services, de points relais d’auto-partage. • Matériaux : Dans les espaces publics, le choix des matériaux est effectué en prenant en compte leur cycle de vie et l’histoire industrielle du site. Dans les constructions, il consiste à retenir les plus vertueux pour l’environnement et la santé, en vue de limiter l’impact écologique et de contribuer à un environnement intérieur sain et confortable, que ce soit dans les logements ou les bureaux. • Energie : Les objectifs consistent à diminuer la consommation pour des bâtiments basse consommation, rendre réversible le choix des sources d’énergie et inciter à l’utilisation d’énergies renouvelables. En phase travaux, les matériaux issus de la déconstruction des bâtiments non réutilisés sont recyclés à plus de 80%, et de manière générale, la limitation des pollutions et nuisances est contractualisée par l’intégration d’une charte “chantier qualité”. Au-delà de la mise en œuvre du projet d’aménagement, l’objectif est de sensibiliser les nouveaux habitants, afin qu’ils adoptent au fur et à mesure de leur arrivée, dans la vie du quartier, gestes verts et éco-citoyens. > AN APPROACH DEFINED BY PRECISE OBJECTIVES • Urban integration: The complex helps to promote the territory and its identity by becoming an integral part of the surrounding districts and enhancing the area's water and industrial heritage. • Compactness: Its density, largely greater than the average density of the surrounding districts, is linked to the creation of public spaces on a metropolitan scale, and fine tuned by architectural design and landscaping as well as the hierarchisation of spaces and their uses. • Functional and social uses: The operation includes a mix of urban functions (tertiary activities, training, housing, facilities, shops and services), and aims to achieve a social and intergenerational mix (through a diversified housing programme) to create a genuine urban district. • Atmosphere and urban comfort: Decisions regarding the location and organisation of buildings are made by taking into account sunlight, wind direction and the workings of the water table, thereby ensuring that the site is climatically and acoustically comfortable whilst minimising damage to the environment. • Rainwater: Rainwater management based on the principle of gravity drainage ensures that any return flows are managed in their natural environment and that water becomes a valued feature of public spaces. • Landscape and biodiversity: The consideration given to the landscape and biodiversity is reflected in the various species of trees chosen to complement the presence of water, the development of green grids home to various types of plants, the well designed layout of new trees and the implementation of a differentiated management policy. • Getting around: The site manages to restrict the use and presence of cars (mainly by building parking "silos" at the site entrance) whilst promoting public and "soft" methods of transport, made possible by the network of pedestrian and cycle paths, access to the metro system and a river shuttle service, as well as free bicycles and car sharing schemes. • Materials: In public spaces, materials are chosen by considering their life cycle and the site’s industrial history. In construction, preferred materials are those that are the most beneficial for the environment and personal health, in order to minimise their ecological impact and to create a safe and comfortable interior environment, whether for housing or offices. • Energy: The aim is to make low consumption buildings more energy efficient, allow for future changes of energy sources and encourage the use of renewable energy. During works phases, 80% of materials from dismantled buildings not re-used are recycled. Generally speaking, the limitation of pollution and other nuisances is a contractual obligation under the terms of the "quality site" charter.
