Introduction
Fondée en 1971 à l’occasion d’une conférence ministérielle, COST (Coopération européenne dans le domaine de la
recherche scientifique et technique) est historiquement la première initiative européenne de recherche. COST permet
aux établissements et instituts de recherche nationaux, aux hautes écoles et aux entreprises de participer à un large
éventail d’activités de R+D, principalement dans la recherche fondamentale et dans le domaine précompétitif.
Membre fondateur de COST, la Suisse participe de plein droit à l’initiative de coopération. Les activités COST en Suisse
sont gérées par le Secrétariat d’Etat à l’éducation et à la recherche SER.
Le présent rapport annuel 2006 s’articule en trois parties:
La première partie contient des informations générales sur COST en Suisse.
La deuxième partie est consacrée à l’actualité internationale de COST. L’année 2006 a été pour COST synonyme
d’importantes réformes qui lui ont permis de gagner en efficacité, en transparence et en visibilité: d’une part, ses
structures administratives ont été simplifiées, les douze anciens Comités techniques étant remplacés par neuf nouveaux Comités de domaine; d’autre part, un premier appel ouvert à propositions (Open Call) a été lancé pour créer les
nouvelles actions COST, remportant un vif succès auprès de la communauté des chercheurs. Cette modernisation des
structures et des procédures traduit une volonté politique de soutenir le positionnement stratégique de COST dans
l’espace européen de la recherche.
La troisième et dernière partie répertorie les informations relatives aux délégués suisses dans les Comités techniques de COST ainsi que les actions COST auxquelles participent des chercheurs suisses.
Des informations supplémentaires sur les projets de recherche sont disponibles sur le cédérom COST publié chaque
année par le Secrétariat d’Etat à l’éducation et à la recherche ou sur le site Internet du SER: http://www.sbf.admin.

La participation suisse à COST en 2006
Participation à de nouvelles actions COST
La Suisse a signé au cours de l’année 2006 28 actions COST qui avaient été approuvées par le Comité de hauts fonctionnaires COST (Committee of Senior Officials, CSO) en 2005 ou en 2006. Après que le CSO a approuvé 76 nouvelles
actions COST au cours de l’année sous rapport (dont 39 sur appel à propositions), un total de 205 actions COST étaient
en cours au 31.12.2006. La Suisse participe ou a participé fin 2006 à 149 de ces actions (voir Graphique 1). Les 39 actions lancées à l’issue de l’appel à propositions seront opérationnelles au printemps 2007.

Les actions COST en cours et les nouvelles actions sont désormais gérées par Comités de domaine (Domain Committee)
et non plus par Comités techniques. La structure des Comités de domaine est la suivante:

Crédit d’engagement 2006
Le crédit d’engagement pour les années 2004 à 2007 se monte à 36,16 millions de francs. En raison du nombre
important d’actions COST signées par la Suisse et de projets de recherche ayant passé l’étape de l’évaluation avec
succès, un montant de 10,8 millions de francs a été engagé sur ce crédit pour l’année 2006.
La répartition du crédit d’engagement par domaines de recherche (Graphique 2) montre que les quatre domaines
Forêts, produits et services forestiers (FPS), Sciences du système terrestre et gestion de l’environnement (ESSEM),
Alimentation et agriculture (FA) et Matériaux, physique et nanosciences (MPNS), avec des contributions respectives
supérieures à 1 million de francs, constituent les points forts de la participation suisse à COST. Les autres domaines
ont obtenu des engagements de crédits compris entre 600 000 francs au minimum et un peu plus de 800 000 francs
au maximum. Le Tableau 1 indique le détail des crédits engagés, ventilés par Comités de domaine.

COST est en premier lieu un instrument des hautes écoles (Graphique 3): le domaine des EPF a mobilisé à lui seul
près de la moitié des montants engagés en 2006 (48 %), tandis que les universités s’en sont adjugé 27 %. Les hautes
écoles spécialisées, par contre, attirent une part modeste de 3 % des crédits engagés.

La répartition à l’intérieur du domaine des EPF (Graphique 4) montre que les crédits ont été engagés principalement à
l’ETH Zurich (39 %) et à l’EPFL (33 %). Parmi les quatre établissements de recherche du domaine des EPF, c’est l’Empa
(Laboratoire fédéral d’essai des matériaux et de recherches) qui tire son épingle du jeu en s’adjugeant une part de 19
% des crédits engagés.

Les engagements en faveur des universités cantonales (Graphique 5) se répartissent en parts environ égales entre les
universités de Zurich, de Genève, de Berne et de Neuchâtel (soit env. 20 % du total pour chacune d’elles). L’Université de
Lausanne suit avec une part de 10 % du total.

Crédit de paiement 2006
Le crédit de paiement inscrit à l’article COST du budget 2006 du Secrétariat d’Etat à l’éducation et à la recherche se
montait à 8,4 millions de francs. Il a été entièrement consommé (Tableau 2).
Un million de francs environ a été alloué à chacun des quatre domaines FPS, ESSEM, FA et MPNS (Graphique 6). Suit
le domaine Technologies de l’information et de la communication (ICT) avec un peu plus de 800 000 francs. Les autres
domaines COST ont obtenu des paiements inférieurs à 600 000 francs dans chaque cas.

Manifestations et publications de COST Suisse
COST Suisse a poursuivi en 2006 ses efforts pour améliorer la visibilité de COST auprès des chercheurs suisses en
menant différentes actions d’information. Ce travail a été soutenu par Euresearch, le réseau d’information sur les programmes-cadres de l’Union européenne, avec lequel COST Suisse collabore régulièrement et efficacement.
COST Suisse a pris part en 2006 en tant qu’organisateur ou en tant que participant aux principales manifestations

COST – une plateforme pour les doctorants:
enquête sur la participation de doctorants dans les projets COST en Suisse
Dans le cadre d’une enquête statistique, le Secrétariat d’Etat à l’éducation et à la recherche a cherché à savoir quelles catégories de chercheurs participent aux projets COST en Suisse. Les données recueillies montrent que dans près de 60 %
des projets de recherche COST réalisés en Suisse, le travail de recherche est assumé principalement par des doctorants.
Près de 40 % des projets font en plus appel à des post-docs*, le plus souvent engagés à temps partiel. Des scientifiques
plus expérimentés ayant de longues années de recherche à leur actif sont en outre impliqués à un degré important dans
18 % des projets. La direction des projets est quant à elle toujours assurée par des scientifiques expérimentés.
Ces résultats ne sont pas une surprise, mais une confirmation réjouissante des efforts de COST, qui tend depuis toujours
à soutenir avant tout des jeunes chercheurs et à leur donner accès aux réseaux internationaux. COST Suisse s’emploie en
outre activement à permettre aux jeunes chercheurs d’assumer davantage de fonctions dirigeantes dans les instances
de pilotage des Actions de recherche COST, notamment en tant que délégués de la Suisse dans les comités de gestion.
* Scientifiques de la relève dont la thèse ou une qualification équivalente remonte à moins de 10 ans.

COST sur le plan international en 2006
Secrétariat scientifique COST à Bruxelles
Le secrétariat scientifique COST a publié en 2006 un rapport de l’année 2005 et une plaquette «About COST 2006». Les
deux documents ont été adressés à tous les participants suisses à COST et d’autres milieux intéressés et mis à disposition
du public dans différentes manifestations.
Au cours du second semestre 2006, le secrétariat scientifique COST a commandé la réalisation de deux études, respectivement sur les thèmes «Customer Satisfaction» et «Potential Impact of COST». Les premiers résultats sont prévus au début de
l’année 2007, les rapports finaux pour l’été 2007.
Committee of Senior Officials (CSO)
Le Comité de hauts fonctionnaires (CSO) s’est réuni à trois reprises en 2006 (29 et 30 mars, 27 et 28 juin, 20 et 21 novembre). Il a traité les questions suivantes:
Memorandum of Understanding (MoU) entre COST et la Fondation européenne de la science ESF: COST et l’ESF
ont prolongé leur coopération pour la durée du 7e programme-cadre de recherche de l’UE (2007-2013) par le biais
d’un addendum au MoU actuel.
Contrat COST entre l’ESF et la Commission européenne: Immédiatement après la décision définitive sur le 7e programme-cadre de recherche de l’UE, l’ESF et la Commission européenne ont ouvert des négociations sur le contrat
qui les lie mutuellement concernant le financement des activités COST. La fi n des négociations est attendue en été
2007. Il devrait donc être possible de poursuivre sans interruption toutes les activités COST de 2006 en 2007.
Nouveaux membres dans le groupe JAF: Les délégués de la Bulgarie, de la France et de l’Espagne dans le CSO ont
été élus par consensus parmi les neuf membres du groupe JAF de COST (organe décisionnel préparant des dossiers
à l’intention du CSO). La durée des mandats est de trois ans.
Planification du budget pour la période 2007 à 2013: La Commission européenne a alloué à COST un montant
minimal de 210 millions d’euros pour toute la durée du 7e programme-cadre de recherche, en prévoyant la possibilité de relever cette enveloppe à 250 millions d’euros si les résultats d’une évaluation à mi-parcours, en 2010, sont
concluants. Pour 2007, le budget prévoit un montant de 30 millions d’euros.
La nouvelle structure scientifique est opérationnelle: Le CSO a mis fi n aux mandats des anciens Comités techniques au 31.5.2006 et a approuvé les termes de référence et les règles de procédures des nouveaux Domain Committees. Avec le soutien du secrétariat scientifique COST, le CSO a instauré les neuf nouveaux domaines COST avec
succès. COST dispose ainsi de structures scientifiques complètement nouvelles.
Mise en œuvre du premier appel à propositions ouvert («Open Call»): Pour la première fois, un appel à propositions
à date fi xe (sans thème prédéfini) a été lancé pour recueillir les propositions de nouvelles actions COST. La procédure
d’appel à propositions et de sélection en deux temps lancée en avril 2006 s’est achevée comme prévu en novembre
2006, avant la réunion du CSO. Quelque 700 requêtes ont été déposées, dont env. 4 % par des chercheurs suisses. Un
groupe de travail (auquel participe la responsable COST Suisse) est actuellement chargé d’optimiser la procédure, en
collaboration étroite avec le JAF.

Financement des actions: En mars et en juin de l’année sous revue, le CSO a encore approuvé, respectivement, 14
et 23 nouvelles actions selon l’ancienne procédure. Le nouvel appel à propositions a quant à lui donné lieu à 39 nouvelles actions, dont quatre issues de propositions suisses, approuvées en novembre 2006. L’entrée en vigueur des
actions, sous réserve de la disponibilité du budget COST, est prévue en 2007. Le financement des actions décidées
en 2006 est assuré en partie sur l’ancien budget, puis principalement sur le nouveau budget COST (alimenté par les
ressources du 7e programme-cadre de recherche) dès que celui-ci sera disponible. Cela signifie que les nouvelles
actions seront lancées en deux groupes distincts.
COST au Parlement européen: COST a réalisé, du 18 au 21 avril 2006, une exposition au Parlement européen sous
le titre «COST – A Vision for European Science».
Renforcement du soutien aux jeunes chercheurs: COST développe de façon ciblée certains de ses instruments en
faveur des jeunes chercheurs. Les actions COST disposent déjà d’une série d’instruments remarquablement adaptés
pour renforcer le soutien aux jeunes chercheurs, qui permettent de renoncer à instaurer de nouveaux instruments
spécifiques. Un projet élaboré sur la base des propositions de la délégation suisse a été examiné par le CSO, qui en a
approuvé les grandes lignes. Seules quelques modifications doivent être apportées aux mesures de soutien prévues.
Le secrétariat COST devra par ailleurs compléter la statistique de la répartition par tranches d’âge des participants
aux actions COST. Le document final devrait être approuvé par le CSO en mars 2007.
Introduction d’un système de crédits pour le financement annuel des actions COST: Tous les Comités de domaine
transfèrent l’administration et la gestion opérationnelle aux actions COST. Un système de crédits semblable à celui
déjà mis en œuvre dans le domaine Télécommunications sera appliqué à tous les domaines, après une phase de
transition.
Stratégie COST: a) Le CSO a entamé un débat sur la manière de se comporter vis-à-vis d’Etats tiers qui participent de
manière importante ou croissante à COST par le biais d’accords entre établissements. La question a conduit à une discussion plus générale sur l’opportunité d’ouvrir COST en prévoyant la possibilité d’accords d’association avec des pays tiers.
b) Le CSO a fait le point de la coopération de COST avec Eureka et l’ESF et a constaté une évolution positive qu’il s’agit
de poursuivre.
L’Albanie intéressée à devenir membre de COST: Le CSO a exprimé un avis de principe positif. La procédure habituelle de COST veut toutefois que le pays désirant rejoindre COST participe déjà à quelques actions COST avant
qu’un représentant du ministère compétent soit invité à une réunion du CSO pour présenter la candidature du pays
en question. Les stratégies et instruments actuels de COST permettent de soutenir financièrement la participation de
chercheurs albanais à des actions COST.
Groupe JAF
Le groupe JAF s’est réuni trois fois en 2006 (15 et 16 février, 10 et 11 mai, 24 et 25 octobre) pour préparer les réunions
du Comité des hauts fonctionnaires CSO. Un autre pôle d’activité important du groupe JAF a résidé dans le suivi et
l’évaluation du premier «Open Call».
