The United States Peace Corps is seeking a Monitoring & Evaluation Specialist/Grants Manager. The M&E
Specialist/Grants Manager has the primary responsibility for monitoring, evaluation, and learning from the program
and small grants program coordination. She/he leads, manages, and works with Peace Corps Volunteers (PCVs), PC
Headquarters, and USAID to administer the small grants program. She/he guides and trains staff and PCVs so that
they understand and effectively use Monitoring, Evaluation, and Learning systems to monitor progress and improve
programming through on-going learning. The M&E Specialist/Grants Manager also provides volunteer support as
needed and writes reports, in English, to various audiences.
Job Responsibilities:
Monitoring and Evaluation (M&E) Coordination
• Supports the CD and DPT to foster an M&E culture at post that encourages and supports curiosity, inquiry, analysis,
continuous learning and application among staff, Peace Corps Volunteers and counterparts and creates a data driven
organizational culture at post

Acts as post’s M&E liaison on all M&E and reporting functions for programming and training with Peace Corps/Washington
offices, including the EMA Region Programming and Training Unit, OPATS/OGHH, and OSIRP
• Leads, as requested by the Country Director and/or the Director of Program and Training, the preparation of statements about
the country program as required by Peace Corps/Washington and local partners/authorities
• Keeps abreast of Peace Corps’ guidance and resources on monitoring and evaluation, resources and innovations and collects
and disseminates promising practices on M&E to colleagues at post
• Identifies and mobilizes local partner agencies and other resources to support monitoring and evaluation efforts at post
• Works with P&T staff to select indicators for project frameworks and design appropriate data collection methods to collect
quantitative and qualitative data on Volunteers’ work and project impact
• Coordinates, develops/adapts, and conducts training for P&T to build capacity on monitoring and evaluation tools and
processes
• Works with P&T staff to provide training and support to Volunteers on data collection and reporting in the VRT
• Supports P&T staff to provide high quality reports for post, host country partners, and PC/Washington. Ensures that
qualitative information (anecdotes and vignettes) and statistics contains relevant and valid information
• Analyzes Volunteers’ feedback and surveys and make recommendations to improve programming and training
Small Grants Coordination
• Grants program management and oversight of the entire grant process, including requesting funds and writing reports for
Peace Corps and USAID.

• Project Design : Understand PDM tools and provide training to Volunteers in PDM
• In collaboration with the DPT, lead project review and approval

Volunteer Support

Orienting, training, and providing on-going support to Volunteers on M&E, accessing grant funds, developing new projects,
and managing small grants

Visits Volunteers as needed to assess their integration, work progress, safety and security and collect their feedback regarding
M&E, grants management, staff and partner support. Provides guidance to Volunteers on how to improve effectiveness,
maximize impact and best integrate in their communities
Analyzes Volunteers’ feedback and surveys to improve programs and related Volunteers support
Reviews standards, procedures and tools related to Volunteers’ program support and monitors its quality
Ensures that Volunteers’ issues and requests are addressed timely and effectively
MINIMUM QUALIFICATIONS REQUIRED AND PROVEN EXPERIENCE IN THE FOLLOWING:
• Experience working in M&E, on small grants programs, and/or serving as a coordinator/liaison on partnerships with
international organizations
• University degree required
• Strong organizational and coordination skills
• Ability to work independently and be part of a team
• Strong interpersonal and communication skills
• Experience in training and facilitation
• Excellent computer skills including database management, word processing, excel, internet, and e-mail
• Fluency in English (strong writing and speaking skills) and French or Moroccan Arabic
• Good knowledge of Peace Corps systems and policies preferred
• Moroccans and Returned Peace Corps Volunteers are encouraged to apply
