LE CHALLENGE ECOTECH : Sa raison d'être, ses objectifs, son mécanisme 1.- POURQUOI LE CHALLENGE ECOTECH ? Autrefois banc d'essai du progrès automobile, la course automobile perd progressivement cette justification. Aucune de ses disciplines majeures ne prend en considération les grandes préoccupations actuelles liées à l'usage des véhicules motorisés que sont le respect de l'environnement et la préservation des réserves naturelles d'énergie. Il n'est plus contestable que ces préoccupations sont devenues suffisamment fortes pour modifier sensiblement le panorama automobile à l'aube du 21ème siècle, ne serait-ce que sous la pression de nouvelles lois, dont certaines sont déjà promulguées. L'intérêt du sport automobile est en danger, dès l'instant où il est à la traîne de l'évolution sociale et du progrès technique, au lieu de précéder ceux-ci. 2.- LES FAITS - DIESEL Totalement absent en sport automobile, le moteur Diesel continue de progresser à la fois sur le plan technique et en parts de marché. Les immatriculations de voitures particulières à motorisation Diesel en Allemagne sont passées de 15% en 1989 à 21% en 1993 et on prévoit que cette part atteindra 25% en l'an 2.000. - GAZ NATUREL Plusieurs grands constructeurs poursuivent des essais d'adaptation de leurs moteurs au gaz naturel, disponible en abondance et qui permet une réduction sensible des émissions polluantes, notamment en monoxyde de carbone. Par rapport à l'essence, la perte de puissance est de l'ordre de 10 à 15%. Volvo et BMW, entre autres constructeurs, ont déjà des voitures en circulation à titre expérimental. - HYDROGENE Elément naturel pratiquement inépuisable et quasi non polluant comme carburant, l'hydrogène pose des problèmes de stockage sur lesquels certains constructeurs travaillent très activement. Mazda possède un prototype roulant à moteur rotatif, avec réservoir à hydrides métalliques (ces derniers fixent l'hydrogène à l'état gazeux). Chez BMW, des modèles Série 5 et 7 circulent avec des moteurs alimenté à l'hydrogène, qui est stocké à l'état liquide dans un réservoir installé dans le coffre. Mercedes et d'autres travaillent aussi sur le moteur à hydrogène. La puissance spécifique d'un moteur à hydrogène non polluant est de près de 50% inférieure à celle d'un moteur à essence équivalent. - ETHANOL L'alcool d'origine végétale est régulièrement utilisé comme carburant dans certains pays, principalement au Brésil. - VOITURES ELECTRIQUES OU HYBRIDES Chrysler a présenté la Patriot, voiture de course à propulsion hybride, répondant à la réglementation IMSA World Sportscar. Des essais d'évaluation seraient en cours, qui pourraient éventuellement déboucher sur un engagement aux 24 Heures de Daytona. D'autres ingénieurs et techniciens, dont certains sont très impliqués dans le domaine de la compétition, ne manquent pas d'idées sur les solutions qui pourraient être envisagées pour récupérer une partie des grandes quantités d'énergie dissipées en pure perte par les voitures classiques (chaleur évacuée par les radiateurs, lors des freinages, etc...). Le moment semble particulièrement bien venu de penser à d'autres approches, d'envisager des remises en question fondamentales. La compétition peut continuer à jouer son rôle stimulant dans le domaine de la recherche, à condition qu'elle s'ouvre à des solutions nouvelles. - ENERGIE SOLAIRE Des compétitions sont organisées pour engins mus par l'énergie solaire, mais elles ont essentiellement un caractère de promotion écologique. Pour l'instant, il semble qu'on soit encore très loin d'une solution réaliste dans ce domaine. - POLLUTION ZERO La législation californienne, que la Suisse est souvent encline à suivre à bref délais, prévoit déjà l'obligation d'introduire sur le marché des véhicules à degré de pollution zéro (ZEV: Zero Emission Vehicles). Dès 1998, 2% du total des ventes des grands constructeurs en Californie devront concerner des ZEV et ce quota passera à 10% en 2.003. Epreuve d'endurance réservée aux berlines de tourisme, les 24 Heures de Francorchamps sont idéalement placées pour mettre à nouveau en évidence ce rôle d'utilité publique et d'émulation à l'égard des nouvelles technologies, en favorisant les recherches entreprises par tous les grands constructeurs et en les invitant à démontrer publiquement, par le biais de la compétition, l'état de leurs connaissances dans ce domaine. En outre, une telle initiative devrait, du fait de l'intérêt qu'elle présente sur le plan technique, contribuer fortement au rayonnement international et à la notoriété de l'épreuve, tant auprès des constructeurs que du public. 3.- LE PRINCIPE DU CHALLENGE ECOTECH Une course dans la course Il n'est évidemment pas question de modifier l'orientation prioritaire de l'épreuve, qui s'inscrit dans la perspective de développement du Supertourisme FIA 2 litres. Bien que les signes soient encourageants pour l'avenir, ce choix nécessite une certaine patience et le résultat espéré ne pourra être obtenu qu'en faisant preuve de stabilité dans le temps. Mais, en parallèle de cette option qui reste fondamentale pour les années à venir, rien n'empêche d'ouvrir une vitrine technologique sous forme d'une course dans la course et d'accueillir une ou plusieurs catégories de voitures expérimentales contribuant aux recherches inspirées par la prise de conscience écologique. Engagées obligatoirement par des constructeurs ou cautionnées par une marque reconnue, ces voitures seront autorisées à participer à l'épreuve suivant avis d'un Comité de Sélection qui examinera chaque demande. Ce comité statuera souverainement en fonction de l'intérêt réel présenté par le projet sur le plan du progrès technique, en fonction de critères de sécurité et en fonction de contingences pratiques liées aux impératifs de l'organisation. Lors de la compétition, ces voitures devront évidemment répondre à toutes les normes de sécurité définies par la FIA, être pilotées par des licenciés, respecter un temps de qualification minimum lors des essais et maintenir un rythme suffisant pendant la course. Ces voitures ne pourront pas concourir pour la victoire finale et elles feront donc l'objet d'un classement à part. Celle ralliant l'arrivée et ayant parcouru la plus grande distance pendant les 24 heures remportera le Challenge EcoTech. Il s'agira en quelque sorte d'un Prix Nobel décerné à la technique automobile mise au service de l'évolution du monde civilisé. 4.- LE REGLEMENT TECHNIQUE DU CHALLENGE ECOTECH Compte tenu du caractère nouveau et expérimental de cette initiative, seul un cadre technique a été défini pour le Challenge EcoTech. Il a été établi de manière à encourager le plus largement possible les initiatives nouvelles. Si nécessaire, ce cadre technique sera adapté au fur et à mesure des concertations avec les constructeurs et avec les autres parties prenantes. Le règlement définitif sera publié en même temps que le règlement définitif des 24 Heures de Francorchamps 1995, c'est-à-dire le 15 mars 1995. Afin de laisser aux constructeurs un délai de préparation suffisant, le Challenge EcoTech sera introduit à l'occasion des 24 Heures de Francorchamps 1996. Toutefois, dans l'hypothèse où au moins un concurrent manifestait son intention de s'engager dès les 24 Heures de Francorchamps 1995, le Challenge EcoTech débuterait un an plus tôt. La possibilité serait alors offerte au constructeur éventuellement victorieux du Challenge EcoTech 1995 d'exposer la voiture gagnante au Salon de Bruxelles en janvier 1996, avec possibilité de communiquer sur cet événement. LeTrophée EcoTech : une course dans la course Deux catégories : voitures à moteur Diesel voitures expérimentales Ouverture de ces nouvelles catégories pour les "24 Heures de Francorchamps" 1996, avec toutefois possibilité de participer dès 1995. CADRE TECHNIQUE 1) Pour les 2 catégories Diesel et Expérimentale EcoTech, les voitures admises devront être en mesure de répondre aux critères d'homologation routière CEE en matière de sécurité (crash test) et de pollution (émissions de CO, CO2, NOx, fumées et particules). Elles devront également répondre à toutes les exigences de sécurité applicables aux voitures de Supertourisme FIA Classe 2. 2) D'autre part, les voitures expérimentales ne seront admises à participer qu'après avis favorable d'un Comité de Sélection sur base d'un dossier présenté par le concurrent. Ce Comité de Sélection recueillera l'avis d'experts choisis par lui et fondera sa décision souveraine sur des critères techniques se rapportant à la sécurité, ainsi qu'aux perspectives écologiques ou d'utilité publique présentées par le projet. Once a test run for new developments in the automobile industry, motor sport is gradually losing this justification. Indeed, none of the major categories takes into account the growing concerns surrounding the use of motor vehicles in today's world, such as the respect for the environment and the conservation of natural energy resources. It can no longer be denied that these concerns have become sufficiently overwhelming to bring about significant changes in the automobile world on the eve of the 21st century, even if these changes only come to the pressure of new, more stringent laws, some of which are already on the statute books. Motor sport is under threat, as soon as it lags behind social development and technical progress, instead of leading the way. 2.- THE FACTS - DIESEL Although the diesel engine is totally absent from motor sport, it has enjoyed continuous progress, not only in terms of technology, but also in terms of market share. The number of diesel saloon cars registered in Germany increased from 15% in 1989 to 21% in 1993, and it is expected that this market share will reach 25% by the year 2000. - NATURAL GAZ Several major manufacturers are currently carrying out tests of cars with their engine converted to run on natural gaz, a fuel which is available in abundance and which significantly reduces emissions levels of pollutants, in particular carbon monoxide. In comparison with petrol, the loss of power is said to be about 10 to 15%. Volvo and BMW, among others, have already built experimental cars which are now up and running in the streets for practical evaluation testing. - HYDROGEN Hydrogen is a virtually inexhaustible natural element, which causes almost no pollution when used as fuel. However, it does pose a number of problems with regard to storage, and certain constructors are hard at work on these problems. Mazda has developed a prototype based on a rotary engine, with a fuel tank incorporating metal hydrids (which fix the hydrogen in a gaseous state). At BMW, 5 and 7-Serie models are being used with engines running on hydrogen which is stored in a liquid state into a specially designed tank located in the boot. A number of other car manufacturers, including Mercedes, are also working on hydrogen engines. For the moment, it appears that the specific power of a non-polluting hydrogen engine is more or less 50% less than that of an equivalent petrol engine. ETHANOL Alcohol of vegetal origin is commonly used as fuel in some countries, such as Brazil. ELECTRIC OR HYBRID CARS Chrysler has unveiled the Patriot, a racing car with an hybrid power system, which meets IMSA WSC regulations. Evaluation tests are being conducted, which, according to some rumours, might possibly lead to an entry in endurance racing. Other leading engineers and technicians, some of them highly respected in motor sport, have advanced ideas on the subject of attempting to recover the vast amounts of energy which are wasted by conventional cars (heat dissipated through radiators, under braking, etc...). It seems timely to think of new concepts, to seek fundamental changes. Motor sport can continue to stimulate useful research and development work, on the condition that it opens itself to new technologies. SOLAR ENERGY Competitions have been organized for solar-powered vehicles, but the aim so far is mainly to promote environmental awareness. For the moment, a realistic solution in this field would appear to be very far down the road. ZERO EMISSION Californian legislation, which is often promptly copied by the Swiss, already lays down an obligation to market Zero Emission Vehicles (ZEV). From 1998 onwards, the major manufacturers selling cars in California must reach a 2% share of their total sales with ZEVs. Furthermore, this quota will rise to 10% by the year 2003. As an endurance race for production saloon cars, the Spa 24-Hours are ideally suited to promote the public interest of motor sport towards new technical developments, in allowing manufacturers to enter new experimental cars and in inviting them to demonstrate their capabilities in this challenging move towards the future. 3.- THE IDEA BEHIND THE ECOTECH CHALLENGE A race within the race Of course, there is no question of deviating from the priority purpose of the race, which capitalises on the growing strenght of the Super Touring FIA 2-litre class. Although the prospects for next year are encouraging, this option requires a certain amount of patience and can only gain momentum with the help of stability through the years. But aside of this main option which should stay for the years to come, there is nothing against promoting a technological contest and staging a race within the race for experimental cars designed within the framework of research inspired by environmental awareness. Entered directly by manufacturers or representing reknown compagnies, these experimental cars would be admitted to participate upon the approval of a Selection Committee, to which each entry would be submitted. This Committee will have full power to accept or reject the entry, according to the compliance of the project with the Ecotech concept, according to safety and according to the compatibility of the project with the normal running and organisation of the race. During the race, these cars would of course have to comply to all the FIA safety requirements and be driven by fully licensed racing drivers. They should clear the minimum qualifying times during practice and maintain a minimum pace during the race. These experimental cars entered in the EcoTech Challenge will not race for outright victory and they will be classified apart. The winner of the EcoTech Challenge will be the car taking the chequered flag after having completed the highest number of laps during the 24-hours race. In a way, the EcoTech Challenge is aimed at becoming a sort of Nobel Prize for the automobile technology oriented towards the responsible development of the civilized world. 4.- THE TECHNICAL RULES OF THE ECOTECH CHALLENGE Considering the new and experimental concept of the Ecotech Challenge, only a technical framework has been defined at this stage. It has been designed in a way to encourage as many new ventures as possible. If necessary, this technical framework will be modified in the light of the consultations with the manufacturers and other interested parties. The final regulations will be published at the same time as the regulations for the 1995 Spa 24Hours, which means by March 15, 1995. So as to leave manufacturers with enough time to prepare, the Ecotech Challenge is to be introduced for the 1996 Spa 24-Hours race. However, should at least one entrant wish to participate as soon as the 1995 Spa 24-Hours, the EcoTech Challenge would then debut one year earlier. Should a winner of the Ecotech Challenge be declared in 1995, the opportunity would then be offered to the manufacturer to have its winning car displayed free of charge at the Brussels Motor Show in January 1996, with adequate space to advertise its pionneering achievement. The EcoTech Trophy : a race within the race Two categories : Diesel engine powered cars experimental cars These two categories will be open from the 1996 Spa 24-Hours race onwards, with a possibility to introduce them as early as 1995. TECHNICAL FRAMEWORK 1) For both EcoTech categories, Diesel and Experimental, the cars admitted to participate must be able to meet the EU homologations standards for road use in terms of safety (crash test) and pollution (emissions of CO, CO2, NOx, smoke and particles). In addition, they must comply with all the safety requirements applicable to the Super Touring cars of the FIA Class 2. 2) Furthermore, Experimental cars will be allowed to participate only if the Selection Committee grants approval on the evidence of a dossier submitted by the competitor. The Selection Committee will seek advice from experts of its choice and will base its supreme decision on technical criteria with regards to safety and on the likely benefits offered by the project in terms of environmental conservation or public utility.
