Le SPF Affaires étrangères annonce la fermeture de l'ambassade de Belgique
à Kaboul et du consulat à Toronto
Le SPF Affaires étrangères annonce la fermeture de l'ambassade de Belgique à Kaboul et du
consulat à Toronto. L'Afghanistan sera ajouté à la juridiction de l'ambassade de Belgique à
Islamabad (Pakistan). Les compétences du consulat à Toronto (Canada) seront transférées au
consulat-général de Belgique à Montréal.
La fermeture de l'ambassade de Belgique à Kaboul est organisée en étroite coopération avec la
Défense et est prévue au plus tard pour fin janvier 2015. La fermeture du consulat à Toronto aura
lieu avant la fin décembre 2014.
La fermeture à Kaboul est justifiée par la fin prochaine de la mission des militaires belges en
Afghanistan après 10 ans de présence dans le pays. Avec la fermeture de Toronto, ces décisions
doivent être vues dans le contexte d'un exercice plus large d'optimisation et de rationalisation du
réseau des postes diplomatiques et consulaires dans le cadre des économies imposées par la
situation budgétaire actuelle dans tous les services publics.
Des réformes structurelles seront effectivement nécessaires afin de permettre au SPF Affaires
étrangères de continuer à assurer ses missions dans un contexte de rigueur budgétaire, comme
annoncé dans la note d'orientation politique présentée vendredi passé par le ministre des Affaires
étrangères Didier Reynders. Le réseau diplomatique devra être rationalisé sur la base d'études
objectives. L'optimalisation de notre patrimoine immobilier à l'étranger sera
également poursuivie.
Avec un réseau de plus de 100 postes de carrière dans le monde et sur tous les continents, le SPF
Affaires étrangères défend les intérêts et les valeurs de la Belgique auprès de ses partenaires et
dans les organisations internationales. Le SPF est aussi quotidiennement au service des quelque
500.000 Belges de l'étranger ainsi que des compatriotes en voyage.

De FOD Buitenlandse Zaken kondigt de sluiting aan van de Belgische ambassade in Kaboel en
van het consulaat in Toronto. Afghanistan zal voortaan deel uitmaken van het rechtsgebied van
de Belgische ambassade in Islamabad (Pakistan). De bevoegdheden van het consulaat in Toronto
(Canada) worden overgedragen aan het consulaat-generaal van België in Montreal.
De sluiting van de Belgische ambassade in Kaboel gebeurt in nauwe samenwerking met Defensie
en is ten laatste einde januari 2015 gepland.
De sluiting van het consulaat in Toronto zal voor eind december 2014 gebeuren. De sluiting in
Kaboel komt er omdat de Belgische militairen in Afghanistan binnenkort hun missie beëindigen,
na 10 jaar aanwezigheid in het land. Samen met de sluiting van Toronto passen deze beslissingen
in een optimalisering en rationalisering van het netwerk van diplomatieke en consulaire posten.
Die beslissingen zijn een gevolg van de bezuinigingen die nodig zijn door de begrotingssituatie
in alle openbare diensten.
Structurele hervormingen zullen noodzakelijk zijn zodat de FOD Buitenlandse Zaken zijn
opdrachten kan blijven vervullen. Minister van Buitenlandse Zaken Didier Reynders kondigde
dat vorige vrijdag al aan toen hij zijn politieke oriëntatienota voorstelde. Het diplomatieke
netwerk zal op basis van objectieve studies worden gerationaliseerd. De optimalisatie van ons
buitenlands vastgoedpatrimonium zal ook worden voortgezet.
Met een wereldwijd netwerk van meer dan 100 diplomatieke vertegenwoordigingen verdedigt de
FOD Buitenlandse Zaken de Belgische belangen en waarden in samenwerking met zijn partners
en binnen internationale organisaties. De FOD staat ook dagelijks ten dienste van de 500.000
Belgen die in het buitenland wonen en van de landgenoten die er op reis zijn.

The Foreign Ministry announces the closure of the Belgian Embassy in Kabul and of the
Consulate in Toronto. Afghanistan will be added to the jurisdiction of the Belgian Embassy in
Islamabad (Pakistan). The competences of the consulate in Toronto (Canada) will be transferred
to the Consulate General of Belgium in Montreal.
The closure of the Belgian Embassy in Kabul is organised in close cooperation with the Ministry
of Defense and is scheduled to be completed by the end of January 2015. The closure of the
Consulate in Toronto will take place before the end of December 2014.
The closure in Kabul is justified by the upcoming completion of the Belgian military mission in
Afghanistan after 10 years of presence in the country. Coupled with the closure in Toronto, these
decisions must be viewed in the context of a broader exercise of optimisation and rationalisation
of the network of diplomatic and consular posts. The savings are induced by the current
budgetary situation in all government services.
Structural reforms will be effectively needed to enable the Foreign Ministry to continue carrying
out its tasks in a context of fiscal austerity, as announced in the policy paper presented last Friday
by Minister of Foreign Affairs Didier Reynders. The diplomatic network will be rationalised on
the basis of objective studies. The optimisation of our real estate assets abroad will also be
continued.
With a network of more than 100 career posts in the world and on every continent, the Foreign
Ministry promotes the interests and values of Belgium among its partners and in international
organizations. The FPS is also serving daily the 500,000 Belgian expatriates as well
as compatriots traveling abroad.
