The company relies in particular on its ability to propose innovative solutions, its skills in delivering complex projects on time and on budget, and the focus on service that forms an integral part of the Cegelec culture. S T R A T E G Y Joint armed force transmission network —Cegelec provides strategic installations that are subject to rigorous confidentiality constraints. egelec offers global project management and high-level skills. It also provides basic services with limited technical content and supplies specific products in very small or medium production runs. Whenever defence officials and those undertaking defence and security projects require such services, they can always count on Cegelec. C Cegelec has long-standing partnerships with armed forces in the most demanding areas. In all countries, Cegelec has received the highest levels of accreditation, enabling it to work on confidential projects in sovereign areas such as strategic command circuits, armament systems, protection systems and advanced operational techniques. Cegelec has created a hot aircraft refuelling system for NATO, submarines for the Chilean Navy and the deterrent system for France. The most economical solutions This is what Cegelec provides. It has proven technical expertise, dedicated skills centres and business managers, and extensive human resources and logistics support provided by its international network of local subsidiaries. Meeting the challenges of integration Military hardware must be integrated into complex systems in confined spaces. This requires expertise in managing major projects involving multiple providers, and skills in a wide range of techniques: electricity, mechanical engineering, climate control, telecoms and control systems. Cegelec is particularly well-known for its ability to meet integration challenges in a hostile environment or in small spaces. It designs and builds transmission, command and logistics shelters, selects the most suitable maintenance solutions for ventilation and pressurisation installations in projection and command ships for the French Navy, and responds rapidly to specific armed force requirements by using skills already developed. ODAX exercise —In the former Yugoslavia, Afghanistan and Congo, Cegelec’s deployable shelters have housed the command centres of inter-allied armed forces. RESPONDING TO POWER PROJECTION NEEDS As an integrator of complex systems that must often meet very specific standards, Cegelec is able to offer the most appropriate response to requirements in terms of mobility, projection in external theatres of operation, and interoperability. Productivity enhanced by extensive industry experience Through its industrial project management business, Cegelec is accustomed to the global execution and handling of a project. In the defence and security sectors, this allows Cegelec to offer customers improved process management, which enhances quality and reduces lead times and costs. 5 D E T E R R E N T S Y S T E M S crédit photo : DCN SSBN Le Triomphant —For a maintenance contract awarded by DCN in 2002, Cegelec was able to mobilise 150 highly skilled technicians and engineers in less than one month. CEGELEC: PARTNER IN DCN’S PERFORMANCE PROGRAMME DCN has appointed Cegelec as a partner in its Performance programme to improve processes and reduce total shipbuilding costs. Cegelec makes its worldwide multi-technical experience available to all its customers, handling all aspects of projects and acting as an industrial project manager for systems or sub-systems. This means that it designs, builds, qualifies and integrates these systems, in addition to providing MRO (maintenance, repair and overhaul) services. Cegelec’s asset is its ability to be involved in projects at a very early stage, which is crucial if complex integration work is to be successful. This is based on the experience Cegelec gained in Chantiers de l'Atlantique's Cap 21 programme in 1999, which resulted in a 20% boost to productivity in three years. A powerful and responsive group Cegelec can rapidly mobilise the human and technical resources needed to meet its customers' requirements. Based on experience gained in major nuclear maintenance and construction projects, Cegelec is able to meet sudden and short-term needs for highly qualified staff. As part of the MRO contract for the SSBN Le Triomphant, once Cegelec had been notified that it had won the contract, it took a mere month to put together a team of 150 staff and all the necessary operational equipment to start work. 6 C O M M A N D By doing this, Cegelec can offer the latest and most high-performance techniques, making use of its integration skills, to optimise the use of space within installations in order to make maintenance operations easier. Deployable command post shelters —These projectable army command shelters are interoperable in a multinational context. A long-standing area of expertise: network integration and related services Forty years ago, Cegelec was involved in creating the first strategic command systems installations and ground networks for the French Defence Ministry. Since then, on behalf of French defence procurement agency DGA, Cegelec has been constantly developing its integration and installation skills in fixed networks, strategic/ancillary mobile infrastructure and distribution architectures. C O M M U N I C A T I O N Strategic, IT and videoconferencing networks —Cegelec Sud-Ouest houses the group's network infrastructure skills. Fixed network infrastructure Cegelec has built a reputation as a Prime Contractor for the design and installation of strategic, IT and videoconferencing networks for the French armed forces. The Cegelec Sud-Ouest subsidiary specialises in fixed network infrastructure and can operate anywhere in the world, addressing all defence and security requirements. Cegelec's activities in shelter design and manufacturing are the result of its leading-edge multi-technical skills and constitute one of its main specialities. The company's industrial capability can handle mass production projects. This has enabled Cegelec to gain a firm position in European markets. Cegelec's hardened or semi-hardened mobile technical shelters can be transported by air, and include all functions, from those of a command post, a control or videoconferencing station, to those of a full remote site. Other shelters are designed to meet specific requirements such as deployable workshops and sanitary shelters, along with the guardrooms ordered by the Belgian Defence Ministry. M A S S P R O D U C T I O N P R O J E C T S Strategic mobile infrastructure Deployable command post shelters —Cegelec is both a producer and an integrator, and it is capable of handling mass production projects. It has been awarded a contract to produce 738 shelters for the French Defence Ministry. 7 R E L I A B I L I T Y M45 missile ancillary system —Autonomous mobile temperature and humidity regulation system for the transport of the balistic M45 missile. In order to extend its service offering, Cegelec provides armed forces, particularly the French Navy and Air Force, with logistics and support equipment that is installed on the ground - in military bases or industrial aerospace workshops - and onboard ships such as the Charles-De-Gaulle aircraft carrier. This equipment meets the requirements of aerospace, military and civil applications, and includes engine test beds, 50Hz or 400Hz generators, mobile air conditioning units (1-330 kW), and simple or dual generation hydraulic generators. Cegelec is renowned for its ability to integrate various utilities – such as high-, medium- and low-voltage electrical networks and hydraulic networks – into small and mobile platforms, while addressing each platform's specific constraints. Distribution architecture In military dockyards and shipbuilding docks, Cegelec supplies docked ships with the fluids they require as well as energy infrastructure for technical installations, while ensuring operational safety. These services include high-voltage electricity supplies (5kV and 6kV), rotating machines, rectifiers, direct current distribution for submarines, 50/60Hz converters, and the implementation of control systems. Cegelec is a world leader in the efficient provision of fluids and utilities in naval bases and military manufacturing sites. S P E C I F I C F E A T U R E S Utilities and support equipment Dockside energy converter shelters —Electricity supply systems suited to the Navy's specific voltage and frequency requirements. A C R O P O L N E T W O R K The French police force's radio communication network —Cegelec has been selected by EADS to supply 650 shelters for the French national police force's new telecoms system. The brief was to integrate all electrical and transmission equipment into prefabricated secure shelters and install them on-site. 8 Core skill: designing and implementing specific solutions Cegelec takes into account all aspects of its customers' requirements, and offers the most suitable solutions based on its integration expertise. It maintains close relations with the customer at every stage of the process from preliminary studies to commissioning. E X P O R T Scorpène submarine —Cegelec works in partnership with submarine yards, and is involved in programmes for the Chilean Navy. Cegelec is also a force to be reckoned with in submarine construction. It is involved in many technical systems in the Scorpène submarines being built for the Chilean Navy. DCN-Izar has appointed Cegelec to co-ordinate the final phases of work in France and Spain, and to commission and test the performance of some systems. These responsibilities show the level of trust that Cegelec has built up with its customers. Operational system specialist In the last 20 years, Cegelec has become an acknowledged specialist in refuelling systems for airbases and airports. Cegelec designed and operates the ARES system of fuel tanks and mobile, modular refuelling systems, meeting the standards of the US Air Force and NATO. The ARES system was delivered on a turnkey basis, and allows the hot refuelling of fighter planes, without the need for an oil tanker. T E C H N I C A L S K I L L S Major player in submarine construction ARES refuelling system —Cegelec is able to meet novel requests, as shown by the highly technical equipment it produced for NATO (ARES) and the German Navy (Lehmbeck). Lehmbeck simulator Cegelec is able to meet its customers' most detailed requirements. In Germany, this enabled it to create a terrestrial magnetic field simulation base in the Kiel canal, allowing the German armed forces to carry out demagnetisation operations. 9 P R I M A R Y S U P P L I E R Cegelec has been selected as a primary supplier, in charge of designing air networks and producing the ventilation and filtration system for two French Navy force projection and command vessels – Mistral and Tonnerre – built in Brest and Saint-Nazaire. Cegelec is also assembling some onboard fluid and air networks for the two French Horizon frigates (Forbin and Chevalier-Paul). For the Singaporean Navy, Cegelec is providing the fluid and air systems for a frigate in the Delta programme. Mistral projection and command ship —Setting the standard for ship ventilation and electricity Installer of centralised personnel protection systems In the fields of protection and safety, Cegelec provides and installs centralised and computerised surveillance and alarm systems for military and civil ships. It provides protection systems for protected military bases, such as access surveillance at sensitive points through peripheral protection and badge filtering. Customised systems At the request of the laboratory belonging to the Central Army Pharmacy (PCA in Orléans France), Cegelec designed and built a USP 24compliant system for producing, storing and distributing purified water and water for injectable preparations, along with a pure steam generator. 10 Central Army Pharmacy (Orléans) —Cegelec designed and built a new USP 24-compliant system for processing fluids and storing purified water C O M P L I A N C E Designer of fluid networks for shipbuilding sites Global maintenance: availability and performance guarantees Outsourced global maintenance with availability and performance guarantees is a growing market in the industry, and one of Cegelec's core skills. In the military sector, Cegelec's activities include electrical maintenance at the Cadarache site of the French atomic energy commission (CEA) and global maintenance at two GIAT Industries sites. Maintenance of ground-based installations Cegelec is a major player in MRO services for sensitive site infrastructure and production systems, guaranteeing the operational capacity of armed forces in an external theatre of operations. These activities show Cegelec's ability to guarantee results, particularly in terms of availability, reliability and the longevity of its systems. It can also offer innovative financing solutions. Armed forces are gradually outsourcing MRO operations, enabling them to ensure availability over the long term and to keep costs steady. Cegelec has quickly become a partner of DCN and a major force in MRO operations for the French Navy's ships in foreign waters, due to: • its global network, covering French overseas territories, Asia, Brazil, Morocco and some Gulf countries, and its local, highly-trained technicians; • an effective e-maintenance system; • the ability to mobilise large teams quickly and for short periods. These strengths have enabled Cegelec to become DCN's MRO partner for La Glorieuse patrol boats in Nouméa, and for La Rieuse boats in La Réunion. After being awarded two of the seven La Fougueuse contracts, Cegelec has signed its first global turnkey MRO contract for the La Boudeuse patrol boat. The contract comprises a project management role and a performance guarantee. In 2002, DCN also awarded Cegelec the maintenance contract for part of the new generation SSBNs Le Triomphant . Special equipment maintenance Based on Cegelec's broad range of technical skills, NATO has appointed the company to operate the Central European Pipeline System - a 2,700km oil pipeline network - in Germany. The contract covers the whole system, from inlet valves to regulation from military bases. It includes the control and global maintenance of pumping stations and distribution centres, via a SCADA (supervisory control and data acquisition) system handling 26,000 parameters. Cegelec has set up similar, but smaller, systems in Portugal and South Korea for civilian applications. A V A I L A B I L I T Y A recent trend: MRO outsourcing Nuclear power plants —Multi-technical maintenance at nuclear sites is one of Cegelec's specialities. EDF has appointed Cegelec to handle plumbing systems at its nuclear power plants. MONT-BLANC TUNNEL QUEEN MARY CRUISE LINER Solutions ideally suited to naval requirements —As well as awarding Cegelec the sanitary plumbing contract for the ship's rear suites and a project management contract for its air systems, Chantiers de l'Atlantique put Cegelec in charge of two thirds of the ship's electrical installations covering cabin areas and non-propulsion machinery, i.e. ordinary lighting, security lighting, transmission networks. This shows the trust placed in Cegelec by the ship's British owners. The Queen Mary is a flagship luxury cruise liner, and its equipment demands a very high level of availability at sea. S E C U R I T Y D E M A N D I N G R E Q U I R E M E N T S Software solutions and leading-edge technical skills H I G H - R I S K —The cross-border Mont-Blanc tunnel is now a highly sensitive installation since the fire that took place there several years ago. Cegelec was appointed to upgrade the tunnel's safety systems, and its VCS (vehicle control system) software solution monitors 28,000 parameters. It can detect an accident in less than one second and deploy emergency services in less than three seconds. Z O N E GIRASSOL (ANGOLA) Deep-sea offshore Girassol FPSO —Total has granted a five-year extension of the global maintenance contract for its Girassol offshore production platform, which demonstrates Cegelec's reliability in a high-risk environment. 12 Availability guarantee —FMC has put Cegelec in charge of all maintenance operations at its Bromborough site, due to its ability to ensure the permanent availability of equipment, while reducing costs to the bare minimum. H I G H T E C H N O L O G Y A V A I L A B I L I T Y FMC CHEMICALS LTD LASER MÉGAJOULE High-technology deterrent system —In recognition of Cegelec's technical expertise and its top-level accreditations, the French atomic energy commission (CEA) put the company in charge of designing and building a unique piece of equipment, i.e. the Laser Mégajoule test chamber. On the same site, Cegelec has designed and built vehicles to transport optical components. S P A C E S E N S I T I V E S Y S T E M S ARIANE LAUNCHPAD ALGIERS AIRPORT Full range of expertise in critical systems —As part of the renovation of the Algiers airport, Cegelec was entrusted with most sensitive systems, such as the IT network, flight information display system and luggage reconciliation system. Cegelec is also providing engineering, procurement, installation and commissioning services for all the airport's electrical, IT and airport security equipment. Partnering space programmes for 40 years —Cegelec is working with the European Space Agency, the CNES (the French space agency) and Arianespace, providing maintenance and operational services at the Kourou site. Cegelec operates and maintains conventional and cryogenic fluid networks for launch units and associated specialist mechanical parts (cryogenic arms, drop system, etc.).
