The Covenant of the League of Nations, in Article 5, lays
down that the first Assembly of the League of Nations shall
be summoned by the President of the United States of
America.
On May 19th last, the Council of the League of Nations
asked the President of the United States of America to

It is in answer to that invitation that you are gathered
together to-day in this Hall.

of the Assembly of the League of Nations to be open.

Si je ne cherche pas a voiler l'6motion qui m'etreint
dans cet instant, c'est que je m'efforce de mesurer par
la pensee la grandeur et la portee incomparables de 1'evenement qui s'accomplit sur le sol de mon pays. Tres
grand est lhonneur qui en rejaillit sur la Suisse et je me
sens confus du privilege que mes fonctions me conferent,
de vous adresser, avant tout autre, la parole en son nom.
Je saisis, tout d'abord, cette occasion unique pour exprimer a la Conference de la Paix notre gratitude ineffarable d'avoir bien voulu designer la ville de Geneve
comme siege du grand organisme international qu'elle a
institue.
Nous avons su que la Conference avait hesite dans son
choix entre Bruxelles et Geneve. Si les raisons determinantes de choisir n'avaient 6t6 que le recent eclat de la
gloire et la noblesse du sacrifice, la cause beige n'aurait
pu eveiller le moindre geste de competition. Le nom de
la Belgique rayonne d'une lumiere qui ne s'eteindra plus ;

Je remplis un devoir qui m'est cher et qui tire de
cette reunion solennelle son entiere signification, si, premier magistrat-d'un pays reste neutre pendant la-grande
guerre, je proclame ici que l'exemple de fidelite aux engagements internationaux et aux lois de l'honneur que
la Belgique a scell1 dans le sang, demeurera grave dans
la memoire des hommes aussi longtemps qu'ils conserveront intacts l'idee de la justice et le culte du droit.
Je tiens en outre a remercier le Conseil de la Societe

possible, par sa declaration, faite a Londres le 13 fevrier

La neutralite perpetuelle de la Confederation, que les

this distinguished Assembly which has been summoned for
the first time, and is meeting at the official seat of the League
of Nations.
If I make no attempt to conceal the emotion which
I feel, it is because I am trying to realise the unprecedented
greatness and the significance of the event now taking place
upon my native soil. A great honour is thus conferred upon
Switzerland, and I feel overwhelmed by the privilege, which
attaches to my official position, of being the first to address
you in the name of my country.
In the-first place, I hasten to take this unique opportunity
of expressing our undying gratitude to the Peace Conference
for having done us the honour of selecting the city of Geneva
for the seat of the great international body which it created.
We knew that the Conference, in making its choice, hesitated
between Brussels and Geneva. If this choice had depended
only upon glory freshly acquired and upon noble sacrifice,
Belgium's claim would have been without a rival. Belgium's
name is surrounded by a halo of glory which will never fade,
Albert the First, the heroic King, stands before us as one of
the most noble and disinterested figures in history; and
the Belgian people will live in the minds of posterity as a
martyr nation. (Applause.)
I am fulfilling a duty which I prize very highly, and one
to which this solemn meeting gives an added importance
when, as chief citizen of a country which remained neutral
throughout the Great War, I state here and now that the
example of fidelity to international obligations and the laws
of honour which Belgium has sealed with her blood will be
remembered by men as long as the principles of justice
and right hold sway.
I would further thank the Council of the League-and in
passing I would like to pay a tribute to its distinguished
members-for having, by the declaration made at London
on February 13th, 1920, enabled Switzerland to join the
League of Nations.
The perpetual neutrality of the Confederation, which has
been once again recognised by recent Treaties, after an
interval of more than 100 years, was thereby declared to
be an integral part of the Law of Nations, as a result of the
exceptional position of Switzerland, and as a salutary principle
contributing to the maintenance of peace. Swiss policy
has for four centuries been based on the principle of perpetual
neutrality. When the Great War began in 1914 Switzerland's
r61e was clear ; she was bound to remain neutral if she
|wished to respect her clearly defined international obligatins, and to pursue the peaceful aims of her policy.
Thanks to her good fortune, which, considering her small
size and geographical position, was little short of miraculous,
Switzerland was able to maintain her neutrality to the end.
If, in order to become a Member of the League of Nations.
Switzerland had been obliged to abandon the armed
neutrality which she justly considered and still considers
as her shield and buckler, she would have been faced by a

de la patrie, le genie de l'organisation militaire n'ont
atteint de tels sommets. L'heroisme a depasse toutes les
bornes que limagination, alimentee par les recits anterieurs, avait dressees jusqu'aloris. Dan's ce sens, la guerre
a fait vraiment eclater toute la royale grandeur de
l'homme, maitre et victime de la nature. Mais jamais
aussi le choc des armees n'a ete si formidable, jamais

dans les espaces fantastiques des utopies - devait se

Lastly, Ladies and Gentlemen, I would ask you to allow
me to send an equally hearty expression of gratitude to
President Wilson for having, by a friendly and spontaneous
act, convoked the first Meeting of the Assembly of Nations at
the Seat of the League as laid down by the Covenant.
I would add to this message of thanks a hope, or rather a
keenly-felt desire, that the United States of North America
may before long take its rightful place in the League.

The country which is a world in itself and is blessed with
all the riches of the earth-the glorious democracy which has
absorbed members of all races and given them a common
language and Government-the people which is influenced by
the highest ideals and is affected by every advance made
in material progress-the State which threw the decisive
weight of its resources and armies into the scales, and thus
decided the future of continents, and of Europe in particularthe native land of George Washington, father of liberty,
and of Abraham Lincoln, champion and martyr in the cause
of brotherhood; this country, I say, cannot, and surely does
not, intend for ever to turn its face against the appeal made
to it by nations, which, while retaining their independence
and their sovereign rights, intend to co-operate for the peace
and prosperity of humanity.
What a task this is for humanity on the morrow of the
upheaval which has attacked it at the heart with fire and
sword! We can find no tragedy in history which can be
compared with the great struggle in which we have been
actors or spectators. The tremendous but gradual collapse
of the Roman Empire is a small matter in comparison.
Courage, self-sacrifice, patriotism, genius for military
organisation never reached such heights. Heroism has
passed all the bounds which man's imagination, nourished by.
previous tales of brave deeds, had hitherto compassed. In
this direction, the War has brought out the really great
qualities of man, the master, yet victim, of nature. But at the
same time the shock of armies has never been so formidable,
the earth has never drunk so deep of blood and tears, the
work of destruction has never been more grievous or more
savage.
True, the War was not entirely destructive, It has helped
some peoples to achieve their national unity. It has repaired
injustice; it has broken chains. In some cases it has been
the leaven of the resurrection of peoples. But was it really
the one and only way of achieving these results ? Can it be
aid that its results are in any way proportionate to the
destruction it has caused?
There were times when we all asked ourselves if the higher
conquests of civilisation-the law of love, the virtue of pity,
the sense of right, the bonds of fraternity, and the arts of
beauty-were not about to sink and to disappear for ever
in the catastrophe.
It was in these circumstances that the idea of the League
of Nations-which was, indeed, no new idea, but one which
had hitherto appeared to float in vague Utopian realms26—
