Dr Patrice CAYRÉ, Institut de Recherche pour le Développement (IRD), Representative to the European Parliament and Commission 7 OBJECTIFS / OBJECTIVE L’objectif de cette conférence, organisée au nom du Ministère des Affaires Étrangères et Européennes, du Ministère de l’Enseignement supérieur et de la Recherche et par l’Institut de Recherche pour le Développement” (IRD), avec les participations de l’Afrique du Sud et de la Commission Européenne, consiste à offrir un espace de débat prospectif pour renforcer le partenariat scientifique de recherche sur l’eau entre l’Afrique du Sud et l’Union Européenne (UE). L’eau considérée comme une ressource critique pour le développement durable dans un contexte de préoccupations économiques, sociales et environnementales majeures, incluant le changement climatique et les mesures d’atténuation et d’adaptation à prendre, constitue l’objet central de la conférence. En se fondant sur les projets qui font l’objet de partenariats, le séminaire a pour ambition d’identifier des propositions de nouvelles priorités de recherche et d’instruments pour les aborder en étroit partenariat. Ces propositions feront l’objet de recommandations qui seront communiquées au Sommet comme un de ses résultats concret. The aim of the event, organised and sponsored by the French “Institut de Recherche pour le Développement” (IRD), on behalf of the French Ministries of Foreign and European Affairs, and of Higher Education and Research, with participations of the Department of Science and Technology of the Republic of South Africa and the European Commission, within the format of a Seminar, will be to provide a platform for identifying initiatives, which would enhance water research cooperation between South Africa and the European Union (EU). The focus of the Seminar will be on water as critical resource for sustainable development against the broad background of key socio-economic and environmental challenges, including climate change (mitigation and adaptation). Based on a review of current cooperation activities the seminar will seek to identify new research priorities and instruments, which could 8 support collaboration. Concretely these recommendations will be included in the Seminar’s Conclusions, which will be communicated to the Summit and be formally noted as one of the Summit’s deliverables. 9 CONTENUS DES ATELIERS THEMATIQUES SUBSTANTIVE FOCUS OF WORKSHOPS Eau et sécurité alimentaire Les principales questions abordées ici concerneront l’eau pour la production agricole (irrigation, dégradation des sols et érosion). Une attention particulière sera portée sur les conflits d’usage entre les stratégies et pratiques de production agricole (intensification, type de culture, variétés cultivées…) et les nécessités de préservation de l’environnement (écosystèmes, biodiversité). Ce thème est directement lié à la South African Water Research Commission’s (WRC) et à sa thématique stratégique (Recherche) n°4: « utilisation de l’eau en agriculture ». Ce thème est centré sur le rôle de l’eau (quantité et qualité) pour satisfaire à la fois les besoins des générations présentes et futures des diverses catégories d’agriculteurs (fermiers, forestier, céréaliers, éleveurs..) en matière de subsistance et de commerce : quelles technologies de mise à disposition de l’eau sont les plus adaptées, quels modèles de décision et systèmes d’information sont à mettre en place ? Ce thème correspond aussi à la préoccupation de la WRC concernant les relations eauenvironnement : fonctionnement des écosystèmes et cycle de l’eau, gouvernance environnementale des systèmes anthropisés, intégration des connaissances pour une gestion éco-systémique des ressources en eau, dégradation de l’environnement et mesures d’atténuation. Water research and food security The key research questions, which will be considered, will focus on issues related to agricultural production such irrigation challenges, or soil degradation and erosion. A specific focus will be to understand the tension or incoherencies existing between agricultural production (related to for example intensification of production or crop choices) and environmental protection (ecosystems and biodiversity, i.e. usage conflicts.). This theme is directly related to the South African Water Research Commission’s (WRC) Key Strategic (Research) Area 4: Water utilisation in agriculture. This area is focused upon meeting the needs of present and future generations of subsistence and commercial farmers through researching the role water (quantity and quality) plays in agriculture and forestry and 10 supporting the development of water-efficient production technologies, decision-support models and information systems. The theme also corresponds to the WRC’s Impact Area focused upon “Water and the Environment.” The research portfolio in this area includes: environmental functioning within the hydrological cycle, environmental governance systems, integrative knowledge for ecosystem-based water resource management and environmental degradation and mitigation. Eau et santé L’accent sera mis ici sur les recherches et les technologies d’assainissement et de purification de l’eau (ex: rôle des nanotechnologies, fourniture d’eau et amélioration de l’accès à une eau de qualité pour les populations incluant les aspects liés à l’urbanisation et aux migrations de populations) et la lutte contre les maladies liées à l’eau (bilharziose, paludisme, onchocercose etc.). Ce thème est aussi celui de la WRC avec son objectif d’impact “Water and Health”. Dans ce domaine la recherche sud africaine comprend notamment des projets concernant la préservation de la ressource en eau, santé publique et hygiène, assainissement et gestion des déchets, usages de l’eau autres que domestiques et leurs conséquences en matière de gouvernance afin de préserver la santé humaine. Water research and health The focus will be on research related to decontamination and purification technologies (e.g. the role of nanotechnology), improving access to quality water supplies for populations (including aspects related to urbanization and migration) as well as fighting water-borne diseases such as bilharzia, malaria and onchocerciasis (river blindness). This theme is aligned with the WRC’s “Water and Health” Impact Area. In this area the South African research portfolio for example consists of projects related to: resource protection, public health and hygiene issues, sanitation and waste management, health implications of water uses other than domestic use, and governance systems for safeguarding human health. Eau, industrie et économie L’accent sera mis sur les conflits d’accès et d’usage pour promouvoir une utilisation industrielle de l’eau respectueuse de l’environnement (ex : production électrique, énergie nucléaire, mines et industrie métallurgique). 11 Le domaine d’impact correspondant de la WRC “Eau et économie” est important et concerne des questions telles que le rôle de l’eau dans le développement économique, l’utilisation de modèles économiques pour la gestion de l’eau et les systèmes complexes de l’économie de l’eau. Water research, economy and industry The focus will be on access and usage conflict as well promoting environment-friendly industrial usage of water (e.g. in the electricity, nuclear, mining and metallurgic sectors.) Related to the WRC’s “Water and Economy” Impact Area there is wide South African project portfolio looking at areas such as the role of water in economic development, the use of economic instruments in the management of water and dealing with complex watereconomy systems. 12 Eau, gestion intégrée et changement global Ce thème abordera de manière transversale la gestion intégrée de l’eau dans le contexte du changement global et des mesures d’atténuation et d’adaptation à envisager. Les aspects socio-économiques seront centraux pour mieux comprendre, prévoir et prendre en compte les impacts environnementaux et sociaux du changement global sur les ressources en eau et la définition de priorités d’utilisation de l’eau. Dans cet atelier les recherches transversales et les instruments tels que les e-infrastructures (ex. Super calculateurs pour modéliser la dynamique des ressources en eau), les technologies spatiales d’observation de la terre pour suivre et représenter les processus (ex : occupation et usage des terres, suivi du couvert végétal) seront abordés. La gestion des rivières et des bassins transfrontaliers est aussi au cœur de cet atelier. Ce thème correspond à l’objectif d’impact de la WRC “Eau et Société”. Dans ce cadre des projets traitant de l’usage durable de l’eau en tant que ressource rare et commune, ou encore les projets abordant la question de l’eau et de lutte contre la pauvreté sont pertinents et attendus. Water research, integrated management and global change This theme will be focused on integrated water resource management within the context of global change mitigation and adaptation from a horizontal perspective. There will be a strong socio-economic focus to better understand the environmental and societal impact of global change on water resources and the consequent prioritisation of utilisation areas. In this session horizontal research areas or instruments such as e-infrastructures (e.g. super computing for water resource modelling) as well as Earth observation for monitoring and mapping (e.g. remote sensing of land occupation and usage as well as vegetation, or for climate predictions) will specifically be considered. The management of transboundary rivers and river basins will also be considered. Within this theme, the WRC’s “Water and Society” Impact Area and the project portfolio focused on the sustainable use of water as a scarce and shared resource, as well as water and poverty alleviation will be relevant. 13 NOTE 14 15 16 17 18 19 20 21 22 23 24
