FOREWORD
AVANT-PROPOS
Section 175 of The Elections Act requires the Chief
Electoral Officer to publish a book containing results
from every voting station in the provincial election.
In this volume you will find station-by-station results
for the 39th provincial general election, plus other
information as set out in the table of contents.
En vertu de l’article 175 de la Loi électorale, le directeur
général des élections doit publier un document contenant
les résultats de l’élection provinciale par bureau de
scrutin. Vous trouverez donc dans le présent rapport
les résultats par bureau de scrutin de la 39e élection
générale provinciale ainsi que d’autres renseignements,
comme l’indique la table des matières.
On April 20, 2007, the 38th Legislative Assembly of
the Province of Manitoba was dissolved and writs were
issued to returning officers ordering that a provincial
general election be held on May 22, 2007.
ELECTORAL DIVISION BOUNDARIES
The boundaries of the electoral divisions were as
established in 1999 under The Electoral Divisions Act
based on the Report of the 1998 Electoral Divisions
Boundaries Commission.
Maps showing electoral division boundaries and voting
area boundaries are included in this volume. Written
descriptions of voting area boundaries are included in
a supplement to this report which is available upon
request from Elections Manitoba. The names of the 57
returning officers and their respective electoral division
are listed on page 3.
REGISTRATION OF VOTERS
Registration of voters took place through enumeration
which was completed May 5, 2007 and revision which
occurred from May 7 to May 12, 2007. Any eligible
voter whose name was not on the voters list was also
able to be registered at the voting station by producing
the required identification and swearing an oath. In
total, 740,920 voters were registered to vote.

CANDIDATES
Nominations closed on May 8, 2007 and 196 candidates
were nominated in the 57 electoral divisions. Five of the
six registered political parties endorsed candidates. The
names of those candidates appeared on the ballots with
their party affiliation. The balance of the candidates
were shown as independents. The number of endorsed
candidates as well as the number of independents is
shown in the following table.

The Freedom Party of Manitoba did not endorse any
candidates in the 2007 provincial general election.
The Elections Finances Act states in Section 19(2) that
the Chief Electoral Officer shall deregister a registered
political party where the political party has endorsed
fewer than five candidates in the most recent general
election.

VOTING
SCRUTIN
Ballots were cast through absentee voting, homebound
voting, advance voting, voting in institutions and
voting on election day.
There were 2,621 regular voting stations established on
election day. In addition, 94 institutional voting stations
were established in health care and correctional facilities.
Province wide voter turnout was 56.76% with 420,540
voters having voted.

Institutional Voting
At the count, 1,514 ballots (.4%) were rejected leaving a
total of 419,026 valid ballots counted. Of those valid ballots
counted, 561 were marked with the word decline (.13%).

des absents, du vote à domicile et du vote par anticipation,

Absentee Voting
The 39th general election was the third to allow eligible
vacationers, business travellers, students, military
and temporarily relocated workers to vote by mail as
absentee voters. In 2007, 774 eligible voters used the
absentee voting service.
Advance Voting
Amendments to The Elections Act resulted in two significant changes to advance voting which was held May
13 to 19, 2007.
• The duration was extended to seven days and,
for the first time, included a Sunday.
• Eligible voters could vote at any advance voting
place, including locations outside their home
electoral divisions.
Elections Manitoba placed 194 advance voting stations
throughout Manitoba, 55% more than in 2003. To
add to the convenience of advance voting, EM set up
several advance voting locations in high-traffic areas
such as shopping malls and the international airport.

Lors du dépouillement, 1 514 bulletins (0,4 %) ont
été rejetés. Le nombre de bulletins valides était donc
de 419 026. Parmi les bulletins de vote valides qui
ont été dépouillés, 561 bulletins (0,13 %) portaient la
mention « Refusé ».
Vote des absents
La 39e élection générale provinciale est la troisième
élection au cours de laquelle les personnes en vacances
ou en voyage d’affaires, les étudiants, les membres des
Forces canadiennes et les travailleurs temporairement
déplacés ont pu voter par correspondance à titre
d’électeurs absents. En 2007, 774 électeurs admissibles
se sont prévalus de ce service et ont voté à titre
d’absent.
Vote par anticipation
Des modifications apportées à la Loi électorale ont donné
lieu à deux changements importants quant au scrutin
par anticipation qui a eu lieu du 13 au 19 mai 2007.
• La durée a été prolongée jusqu’à sept jours
et, pour la première fois, comprenait un
dimanche.
• Les électeurs admissibles pouvaient voter
dans n’importe quel centre de scrutin par
anticipation, y compris les centres situés à
l’extérieur de leur circonscription électorale de
résidence.
Élections Manitoba a établi 194 bureaux de scrutin par
anticipation dans toute la province, ce qui représente

Institutional Voting
Institutional voting stations are set up to allow eligible
patients and residents of health care facilities and inmates of
correctional facilities to vote on election day. Write-in ballots
are used. These ballots are counted after election day.

Personal Security Protection
For reasons of personal security, a voter may have his or
her personal information omitted or obscured from the
provincial voters list. Twenty-five people took advantage
of personal security voting during the election.
Voting from Home
Eligible voters who were unable to go in person to a
regular or advance voting place because of a disability
were able to vote using the homebound ballot. For the
first time, this service was also extended to caregivers
of homebound voters. The homebound ballot was
delivered to the voter’s home and, once cast in secret, the
ballot was returned in person by the returning officer
or another election official. In 2007, 1,638 voters used
a homebound ballot.
RESULTS
On June 5, 2007, the Chief Electoral Officer notified
the Clerk of the Assembly of the names of the elected
candidates for 55 of the 57 electoral divisions.
Recounts were held in two electoral divisions. In the
Winnipeg division of River East a plurality of 48 votes
led to an automatic recount. In Brandon West, where
the plurality was 54 votes, a recount was requested
by one of the candidates under section 165(2) of The
Elections Act. The recounts, held June 11 and June 12
respectively, confirmed election night outcomes. On
June 19, 2007, the Chief Electoral Officer notified
the Clerk of the Assembly of the names of the elected
candidates for River East and Brandon West.

Annual Report. The annual report may also include
recommendations for legislative amendments.
