The Speaker of Canada’s Senate, the
Honourable Dan Hays, attended the 13th
Biennial Conference of Presiding Officers and
Clerks of the Caribbean, the Americas and the
Atlantic Region of the Commonwealth
Parliamentary Association in Port-of-Spain in
the Republic of Trinidad and Tobago from
February 21 to 22, 2005.
Les 21 et 22 février 2005, le Président du
Sénat, l’honorable Dan Hays, a participé à la
13e Conférence biennale des présidents
d’assemblée et des greffiers de la région des
Caraïbes, des Amériques et de l’Atlantique de
l’Association parlementaire du Commonwealth
à Port of Spain, dans la République de Trinitéet-Tobago.

Context
Contexte
The Conference of Presiding Officers and
Clerks of the Caribbean, the Americas and the
Atlantic Region of the Commonwealth
Parliamentary Association normally meets every
two years, however, the last conference was in
1987.
La Conférence des présidents d’assemblée et
des greffiers de la région des Caraïbes, des
Amériques et de l’Atlantique de l’Association
parlementaire du Commonwealth a
normalement lieu tous les deux ans.
Cependant, la dernière conférence remontait
à 1987.
The Conference is composed of Presiding
Officers and Clerks of both the House and the
Senate. At this particular conference
participants included Speakers, Senate
Presidents and Presiding Officers of
Parliaments throughout the Caribbean Region.
La Conférence regroupe les présidents
d’assemblée et les greffiers de la Chambre et
du Sénat. Dans le cas présent, des présidents
de séance, des présidents de Sénats et des
présidents de Parlements de toute la région
des Caraïbes y assistaient.
Participating countries included Antigua and
Barbuda, the Bahamas, Barbados, Belize, the
British Virgin Islands, Dominica, Grenada,
Guyana, Jamaica, Montserrat, Nevis, Saint
Lucia, Saint Vincent and the Grenadines, Turks
and Caicos Islands, and Trinidad and Tobago.
Speaker Hays and Dr. Robert Marleau, former
Clerk of the House of Commons, were invited by
the government of Trinidad and Tobago to
participate in the context of sharing their
collective experiences in the Canadian
Parliament with the attendees.

britanniques, la Dominique, la Grenade, le
Guyana, la Jamaïque, le Montserrat, Nevis,

les îles Turks et Caicos, et Trinité-et-Tobago.
Le président Hays et M. Robert Marleau,
ancien greffier de la Chambre des communes,
avaient été invités par le gouvernement de
Trinidad et Tobago à participer à cette
rencontre afin de parler aux participants de
leur expérience au sein du Parlement du
Canada.

Programme
Conference participants came together for three
days of discussion centring on “Enhancing the
Parliamentary Process”.
Les participants se sont réunis pendant trois
jours pour discuter de l’ « amélioration du
processus parlementaire ».
The Honourable Patrick Manning, Prime
Minister of Trinidad and Tobago, took part in the
opening ceremonies addressing the
participants. The Prime Minister began by
thanking Speaker Hays and Dr. Robert Marleau
for attending. In his opening remarks the Prime
Minister touched upon various topics including
the importance of Parliament following clear
rules and the role of the Presiding Officers and
Clerks in the Parliamentary system. The Prime
Minister also discussed Vision 2020 – a plan to
transform Trinidad and Tobago to a developed
country on or before 2020. Prime Minister
Manning closed by underlining the importance
of the Parliamentary system and its relation to
democracy, reminding the participants that
“democracy remains a measure of a nation”.
L’honorable Patrick Manning, Premier ministre
de Trinité-et-Tobago, a pris la parole durant la
cérémonie d’ouverture. Il a tout d’abord
remercié le Président Hays et M. Robert
Marleau de leur présence. Dans ses
observations préliminaires, le Premier ministre
a parlé de divers sujets dont l’importance,
pour le Parlement, de suivre des règles claires
et le rôle des présidents d’assemblée et des
greffiers dans le système parlementaire. Il a
également parlé de Vision 2020, plan visant à
faire de Trinité-et-Tobago un pays développé
d’ici au plus tard 2020. Pour terminer, il a
souligné l’importance du système
parlementaire et son rapport avec la
démocratie, rappelant aux participants que la
démocratie reste un moyen de juger d’une
nation.
Following the opening ceremony, the
participants took part in the first of eleven
sessions. Speaker Hays, in advance, was
asked to make a presentation regarding the
relationship between the Speaker and the
Executive. Speaker Hays discussed the
historical evolution of the office of the Speaker –
both in the House of Commons and the Senate
– and further discussed how the position has
evolved in Canada. As Speaker Hays made the
presentation he reminded the participants that
they should keep the fundamental principles of
the Commonwealth in mind, such as the rule of
international law, liberty and equal rights, and
democracy, as were spelled out in the 1991
Harare Commonwealth and later reaffirmed by
the development of the Latimer House
Principles. The Latimer House Principles were
endorsed by the Commonwealth Heads of
Government in 2003 and launched in May of
2004. Speaker Hays went on to summarize the
role of the Speaker in ensuring the right of
members to free speech is protected by
ensuring the rules and practices of the House
are applied and that order and decorum are
maintained.

Speaker Hays concluded his remarks by
summarizing how the relationship between the
Speaker and the Executive has been defined in
law and by tradition yet continues to evolve over
time.

Other themes discussed at the conference
included: The Effectiveness of Legislative
Oversight, Integrity in Public Life, Information
Strategies within Parliaments and Relations with
the Public and the Media, Adequacy of
Legislative Support Services, The Speaker’s
Role in Ensuring Good Governance and
Effective Law Making, Job Evaluation for
Parliamentary Posts and Career Progression,
Current Procedural Issues in Regional
Parliaments, Time Management in Parliament,
The Importance of Inter-Parliamentary Cooperation in the Region, and Preparedness and
Response to Disasters and the Parliamentary
Concerns.
Ont également été abordés à la conférence
les thèmes suivants : l’efficacité de la
surveillance des lois, l’intégrité dans la vie
publique, les stratégies d’information au sein
des Parlements et les relations avec le public
et les médias, la pertinence des services de
soutien législatif, le rôle du Président pour
assurer la bonne gouvernance et une
législation efficace, l’évaluation des postes au
Parlement et l’avancement professionnel, les
problèmes actuels de procédure dans les
Parlements régionaux, la gestion du temps au
Parlement, l’importance de la coopération
interparlementaire dans la région, ainsi que la
protection civile et la capacité d’intervention
en cas de catastrophe et les préoccupations
du Parlement.
Dr. Robert Marleau made a presentation on the
Adequacy of Legislative Support Services. He
began with a general discussion of the types of
support services that help fulfill the roles
Parliamentarians play. He also shared his
experiences in succession planning and a wide
range of relevant topics. He further gave an
overview of the services in the Canadian
Parliament, and concluded with comments
regarding the adequacy of support services in
general.
M. Robert Marleau a fait un exposé sur la
pertinence des services de soutien législatif. Il
a commencé par traiter en général des types
de services de soutien qui aident les
parlementaires à s’acquitter de leurs
fonctions. Il a ensuite parlé de son expérience
de la planification de la relève et de divers
sujets connexes. Il a également donné un
aperçu des services au Parlement du Canada
et, pour terminer, il a fait des observations sur
le bien fondé des services de soutien en
général.

Participation at the 13th Biennial Conference of
Presiding Officers and Clerks of the Caribbean,
the Americas and the Atlantic Region of the
Commonwealth Parliamentary Association
helped to advance an understanding of the
challenging issues relevant to enhancing the
Parliamentary process.
La participation à la 13e Conférence biennale
des présidents d’assemblée et des greffiers
de la région des Caraïbes, des Amériques et
de l’Atlantique de l’Association parlementaire
du Commonwealth a contribué à faire mieux
comprendre les problèmes qui se posent aux
fins de l’amélioration du processus
parlementaire.
The attendance of Speaker Hays at the
Conference helped to reinforce Canada’s
fundamental support of enhancing the
Parliamentary process and its belief in the
positive outcome that participation in such
events can bring. It also highlighted the
importance that Canada places on its
relationship with its counterparts from the
Caribbean.
