of the Republic of Cypms to the United Nations, has
been and is hereby authorized to represent the
Republic of Cyprus before the Security Council,
under rule 14 of the Security CounciI's provisional
rules of procedure, in the discussion of the complaint
of the Republic of Cyprus against the Rcpublic of
Turkey for aets of aggression against the Republic
of Cyprus,

In violation again of my constitutional rights, the
President of the Republic of Cyprus, withont obtaining Coundl of Ministers' decision, asked Zenon
Rossides to draw the attention of the Security
Council, by nUsrepresenting the situation, to the
warranted condliatory action undertaken by Turkey
in arder to save the Turkish conununity from a most
merciless massacre. In such a vital matter the Vice~
President, whose concurrence in matters of foreign
affairs is neces,.;ary, has again been denied his right.
Any representations which Rossides may make
should therefore be treated as illegal and unconstitutional. 1 pray that you will bring thisto the
notice of aIl States Members.
Violant de nouveau mes droits constitutionnels, le
Président de la République de Chypre a, sans qu'il
y ait eu décision du Conseil des ministres, demandé
à Zenon Rossides d'attirer l'attention du Conseil de
sécurité, en déformant la situation, sur les mesures
justifiées et de nature conciliatoire prises par la
Turquie pour épargner à la communauté turque un
massacre impitoyable. Dans un domaine aussi vital.
le Vice~Président, dont l'assentiment en matière de
politique étrangère est requis, s'est de nouveau vu
privé de son droit. Toute représentation que pourra
faire Rossides devra donc être considérée comme
illégale et inconstitutionnelle. Je vous prie de bien
~ouloir porter ce qui précède à l'attention de tous les
Etats Membres.

Further ta the infonnation contained in my letter
dated 26 December 1963 [5/5488] and in my statements to the Security Council made yesterday at the
1085th meeting, l have the honour, on instructions
from my Government, to request you ta bring to the
attention of the members of the Coundl the following
additional information.
This morning, at 00.14 hoursNew York time, i.e. at
the very time that the Secnrity Council was discussing
the complaint of Cyprus concerning the threats by
Turkish warships in the vicinity of the Island, three
Turkish military jet planes again violated Cyprus air
space by flying low at roof-top level and circling over
