International Committee of the Blue Shield (ICBS): Call for support from
the City Archive in Cologne
Message from the ANCBS
Last week we received a request for assistance from the City Archive of Cologne. This archive is
known as the most important City Archive north of the Alps and its destruction is a great loss to
European Heritage.
Colleagues from archives in Cologne and other cities have quickly given their support. But this
rescue operation will go on for many months, so additional offers for support are very welcome,
from individual archivists and conservators as well as from institutions like archives, libraries and
centres of professional education.
One of the objectives of Blue Shield is to support the recovery after the destruction of cultural
heritage. We therefore forward this request to our relations. Please find the request below.
When you intent to respond to this request, you can contact the e-mail addresses as mentioned in
the request.
We would appreciate it very much if you inform the ANCBS coordination centre in The Hague too,
since monitoring emergency response helps ANCBS to fulfil its coordinating tasks.

Request for the organisation of voluntary professional support and temporary storage
rooms for the remaining archive material
In the last few days the City Archive Cologne (Stadtarchiv Köln) and other related institutions
received numerous offers for assistance. Therefore, the Cologne secretariat of culture
(Kölnerkulturdezerant) had a task force meeting at the 8th of March 2009. At this meeting it was
agreed on organising teams of professional volunteers in order to sort out following procedure for
the remaining archive material. Furthermore, it was agreed on looking for temporary storage
possibilities for the still existing material.
In the field of archives the Rhenish - Westphalian Archive for Economics (Rheinish -Westphälisches
Wirtschaftsarchiv, RWWA) is in charge to arrange the support of professional support whereas the
University of Applied Science Cologne (Fachhochschule Köln) is responsible to organise support in
the field of restoration. The Regional Authority for Archive Consultancy and Training (LVRArchivsberatung- und Fortbildungszentrum) does the identification of possible storage rooms for
the archive material.
We ask our colleagues and other archives/institutions that can provide these resources to get in
touch with. Please, take following information and required conditions into consideration:
Human resource support

Minimal time period: 3 days

Working time is 7 days a week with three shifts of six hours that begin either at 8 am,
2 pm or 8 pm

Duties and Responsibilities
Colleagues who would like to work with us will work on desks in a hall. This location serves as
short-term storage where the retrieved material will be registered. Additionally, professionals are
needed to make decision about the future steps of the material, e.g. restoration, packaging, etc.
Storage rooms
For the remaining material temporary storage is needed until a new building will have been built.
Therefore, we are looking for shelf capacities.

comprehensive look back at the work done among other by ICOMOS since 1976 as an advisory
body to the World Heritage Committee in relation to the criteria for the outstanding universal value
(OUV) required by the Convention as a precondition for the inscription on the World Heritage List.
It contains chapters on: the development of the OUV concept; characteristics of the OUV criteria i.)
– vii.) and their justification; different aspects of using the criteria; other requirements for
inscription; reasons for non-inscription; as well as conclusions and recommendations and a series
of annexes, some of which represent previously unpublished material.

Organisé par ICOMOS-France et le Réseau des Grands Sites de France, en partenariat avec le
Conseil Général du Pas-de-Calais et avec la collaboration du Parc Naturel Régional des Caps et
Marais d’Opale. Avec le soutien du Ministère de l’Ecologie, de l’Energie, du Développement Durable
et de l’Aménagement du Territoire, de « Parcs Nationaux de France », et du Conservatoire du
Littoral
Objectifs du colloque et problematique generale
Ce colloque propose à des responsables de sites patrimoniaux, français et étrangers, deux jours de
réflexion sur la question du partage des valeurs des sites qu'ils gèrent : valeurs vécues par les
habitants, valeurs consacrées par les experts et les institutions patrimoniales nationales ou
internationales (UNESCO), valeurs perçues par le nombre grandissant des visiteurs et touristes.
Dans une société qui se globalise, les confrontations entre sociétés s'accélèrent, les barrières
tombent et de nouvelles valeurs émergent. L'enjeu et la richesse du voyage, plus que jamais, sont
faits de la découverte des patrimoines naturels, culturels et paysagers et de la rencontre avec
l'Autre (semblable/différent). Il est à la fois interrogation sur l'universel et recherche du "local". Il
faut pour cela qu'entre le visiteur et le visité, entre l'expert et l'habitant, entre les références
universelles et la vie locale, les valeurs s'expriment, se confrontent parfois, s’enrichissent les unes
les autres, pour s’harmoniser finalement en un ou plusieurs récits, qui brisent le silence des décors
figés.
Le caractère exceptionnel d'un site reconnu au plan national ou international est-il partagé par les
habitants et les communautés locales ? Les valeurs qui justifient cette reconnaissance, les mesures
de préservation font-elles sens localement ? Sont-elles acceptées ou bien sont-elles en dissonance ?
Comment parvenir à construire une vision commune et à la transmettre dans une relation
d'accueil ?
Au travers des témoignages concrets de gestionnaires de sites, d'acteurs de terrain et d'habitants,
ainsi que des réflexions d'experts, l'objectif de ce colloque est d'identifier les conditions qui
permettront d'établir durablement le dialogue autour des valeurs des grands sites patrimoniaux.

Transat appelle les organismes à but non lucratif à lui présenter des
projets de tourisme durable

recherche de projets de tourisme durable soutenus par des organisations à but non lucratif dans
ses principales destinations. Les projets qui seront sélectionnés par Transat feront l'objet d'une
aide financière pouvant aller jusqu'à 50 000 dollars canadiens ou 35 000 euros par projet. Transat
veut ainsi soutenir des collectivités qui ont à cœur la préservation et la mise en valeur de leur
patrimoine culturel ou naturel, dans une perspective de développement touristique durable.

d'accueil et leurs valeurs, et qui conjugue des retombées économiques positives pour les

Les projets proposés dans le cadre du programme de tourisme durable de Transat peuvent porter
sur la protection, la conservation ou la valorisation d'un site naturel ou d'un écosystème, la mise à
niveau environnementale ou la remise en état d'un site touristique existant, ou encore la
restauration ou la mise en valeur d'un site ou d'un édifice patrimonial ou historique. Il peut
également s’agir de projets visant à atténuer les effets négatifs liés au tourisme.

ICCROM Course: LATAM 2009: Reducing Risks to Cultural Heritage 2009
9-27 November, Universidad Andina Simón Bolívar, Quito (Ecuador)
ICCROM is pleased to announce the 2009 session of the international course on "Reducing Risks",
organized in cooperation with the Ministry of Natural and Cultural Heritage of Ecuador, the
University Andina Simón Bolívar, the Canadian Conservation Institute, the Netherlands Institute for
Cultural Heritage and other regional partners.
The purpose of this course is to focus on the risk management approach to preventive conservation
of movable and immovable heritage. The course will take place in Quito, Ecuador from 9 to
27 November 2009 (three weeks) and will be given in Spanish.
It is designed for collection and site managers, curators, registrars, conservators, and also
directors of small to medium size museums, galleries, historic houses and archives, from all regions
of the world. The course will also interest educators and professionals who teach collection
management and preventive conservation, in either an academic or a vocational environment. The
application deadline is 04 May 2009.

El Curso
El propósito del curso es enfocar la conservación preventiva desde la gestión de riesgos; tanto para
patrimonio cultural mueble como inmueble. Se entiende como riesgos no solamente los eventos
raros y catastróficos, tales como huracanes o terremotos, sino también los peligros continuos como
la iluminación o la humedad relativa inadecuada, etc.
La gestión de riesgos es una visión integrada de todos los daños, pérdidas posibles y esperadas
para el patrimonio cultural; proporciona una herramienta fiable para establecer prioridades y
estrategias de planificación.
El curso examinará la noción de riesgo, sus interpretaciones y aplicaciones actuales en el ámbito
del patrimonio cultural. Se estudiará el modo de estimar todos los tipos de riesgos. Los
participantes experimentarán en la práctica cada una de las etapas de este enfoque, trabajando en
equipos. La evaluación de riesgos se realizará sobre un estudio de caso concreto, para proponer
opciones para su mitigación. Se pondrá especial énfasis en la comunicación de riesgos,
proporcionando a los participantes diversas oportunidades para el ejercicio de esta habilidad. Este
curso considerará especialmente la realidad latinoamericana y caribeña.

Call for Papers : International Institute for Conservation (IIC): Istanbul
Congress 2010: Conservation and the Eastern Mediterranean
20-24 September 2010, Istanbul (Turkey)
The twenty-third IIC Congress will take place in the spectacular and historic city of Istanbul, the
European Cultural Capital for 2010. In conjunction with the Sakip Sabanci Museum, the many
Congress events will focus on the conservation of moveable and immovable heritage in or from the
Eastern Mediterranean. This will include material held in collections around the world: the care and
conservation of artifacts, of sites, and the preservation of extraordinary architecture, reflecting the
influences that have made the region one of the world’s richest centres of heritage. The conference
will bring together the international professional community to present and exchange ideas, to
debate conservation practices and cutting edge research, to consider exciting new developments
and thought provoking challenges, and to make new connections between this region and all
corners of the world.
The Congress will take place on 20 to 24 September 2010 and will include four days of papers and
a day of excursions in and around Istanbul. It is also hoped to arrange excursions during the
weekend after the Congress. The languages of the Congress will be English and Turkish, with
simultaneous translation. The preprints will be published in English with abstracts in Turkish.
Call for Papers
Papers presented at an IIC Congress and published in the preprints undergo a rigorous peer review
process. To this end, IIC Council appoints a Technical Committee of international experts who will
make selections from the proposals received and will then invite draft papers. The drafts will be
reviewed and the content of the programme will be determined. Final contributions will be edited
for publication by the Editorial Committee, chaired by David Saunders.
IIC encourages you to submit your proposal for a paper early via the web
at www.iiconservation.org/conferences/istanbul2010/send_abstract.php
A call for posters will be made later in 2009. Please remember that submissions should not have
been presented and/or published elsewhere before the date of the congress.
Deadline for receipt of summaries:
30 April 2009
You will receive a response from the Technical Committee by the end of June. Draft manuscripts
will be required by 30 September 2009 and the Technical Committee will make their selection by
the end of November.

New Publication: Funding the architectural heritage: A guide to policies
and examples

What systems can be used for the mobilisation of financial resources for the conservation,
restoration, rehabilitation and integrated management of the architectural heritage through areabased regeneration initiatives? This guide aims to provide authoritative information on different
funding mechanisms, financial resources and management systems utilised in Europe and in North
America as a means to assist the development of good and efficient practice. Consideration is given
to examples relating to three principal forms of financial measures: subsidies (grant aid), loans and
tax incentives, as well as specific measures to promote sponsorship through donations by
individuals and corporate organisations. Other revenue-raising methods are investigated, including
easement donations and endowment funds, lotteries, concession agreements, monument annuities,
the transfer of development rights and enabling development, and through the support of
international organisations such as the World Monument Fund, the World Bank, the Council of
Europe Development Bank and the European Union. Further consideration is given to the role of
non-profit and other organisations operating for the benefit of the architectural heritage such as
revolving fund organisations, charitable trusts, heritage foundations and limited liability
companies.
