OLIVIER JACQUE PARIS PARIS Inhabitants: 2,1 millions Users : 3,5 millions Surface: 105 km2 1 PARIS : THE ACTORS OF THE WATER SECTOR The municipality, responsible for the water in Paris, organises the public service, supervises its performances and the development of prices. In order to conduct the water-related activities, the interaction of numerous players is required, of which the six actors mentioned below are playing the main part. DPE (STREA/SPEA-SAP) DASS de Paris Société d’Économie Mixte de la Ville de Paris DVD Régie à personnalité morale de la Ville Délégataires de la Ville pour la distribution LA SEINE The mission of the IIBRBS (Institution Interdépartementale des Barrages Réservoirs du Bassin de la Seine – Interdepartmental Institution for the impounding reservoirs of the River Seine) is to level off the highwaters and to keep the low waters’ level. Objective : Intensify the protection against highwaters by creating a highwater expansion zone at la Bassée. 4 impounding reservoirs have been created: • Yonne en 1949 • Seine en 1966 • Marne en 1974 • Aube en 1990 Their storage capacity amounts to 800 millions m3 of water. 2 DRINKING WATER : PRODUCTION The SAGEP (Société Anonyme de Gestion des Eaux de Paris – Company for Paris Water Management Plc) is a mixed economy company, 70% of its capital are kept by the municipality of Paris. SAGEP ensures an annual production of 250 millions m3 composed of 50% of groundwater resources and 50% surface water produced by 3 plants. Objectives : • the treatment of groundwater (elimination of pesticides and nitrates, turbidity threshold) • observation of the directive of 3rd November 1998 (98/83/CE) for the implementation of orthophosphate treatment • security of installations DRINKING WATER : DISTRIBUTION The CEP (Compagnie des Eaux de Paris) is responsible for the water distribution on the right bank of River Seine in Paris. EF (Eau et Force) is responsible for the left bank. Objectives : • improved performance • eradication of lead • security of installations Annual consumption amounts to 220 millions m3. Sewerage system: 1800 km service system for drinking water, 1600 km for nondrinking water 3 SEWERAGE: COLLECTION The SAP (Section d ’Assainissement de Paris - ) is a municipal service institution. It is responsible for the collection of 1 million m3 per day and per dry weather. Objectives : • control of the non-domestic discharges • reduction of clear water • storm water management heritage: a unitary and walk-through sewerage system of 2400 km, constructed between 1850 and 1910. • urban heritage rehabilitation • implementation of the water framework directive. SEWERAGE: TRANSPORT & PURIFICATION The SIAAP: Syndicat Interdépartemental pour l’Assainissement de l ’Agglomération Parisienne is responsible for the transport and treatment of the wastewater of 8,5 millions inhabitants. Crecep: Centre de Recherche d’Expertise et de Contrôle des Eaux de Paris (Research Centre for Water Expertise and Control) is the hydrological laboratory of Paris. L’Agence de l’Eau Seine Normandie coordinates the water management at basin level and subsidizes projects and works.
