times an office or program of the Department that
is publicly identified as the designated office for
the purposes of this Regulation.

7 After receiving from the designated office a
copy of a complete application in respect of a
specified system, the administrator of the specified
system must, as soon as practicable and to the
greatest extent reasonably possible given the
technical capaci ties of the specified system and the
administrator’s resources, give effect to the
masking, or the modification or removal of
masking, that the application requests.

8 Despite any other provision of this Regulation

subject to any requirement, in law or in
established professional practice, for the
collection, use or disclosure of personal health
information; and
