New €5.83 million project to boost growth for biobased SMEs and Start-ups in
North-West Europe
The European Commission has launched through its INTERREG NWE Programme a three-year project
“BioBase4SME” to further support the development of the biobased economy in North West Europe
(NWE). The €5.83 million project will help start-ups and Small and Medium Enterprises (SMEs) to
overcome technological and non-technological barriers on their path to turn biobased research into
commercial innovation. BioBase4SME offers training, innovation biocamps, workshops and
innovation coupons worth up to €100.000. The BioBase4SME partnership includes eight
organisations from six different countries.
The biobased economy creates a big opportunity for Europe. Locally produced biobased feedstocks
rather than imported fossil resources are used to produce materials, chemicals and energy, creating a
new knowledge and technology intensive economy with high employment potential and with reduced
environmental impact. The European bioeconomy showed a turnover of €2.1 trillion and employed
18.3 million employees in 2013 and has a huge growth potential.
The BioBase4SME network, representing leading biobased economy experts, will advise SMEs from
across North-West Europe on how to develop new ideas into marketable products. The project will
offer training, innovation biocamps, workshops and innovation coupons worth up to €100.000. These
coupons can be used for technological assistance such as scale-up to pilot scale, Life-Cycle Assessment
(LCA), techno-economic evaluation, market research, feedstock analysis, social acceptance, and
business planning support or a combination thereof.
Dr. Lieve Hoflack, Manager of the BioBase4SME project, says: “We expect to bring at least 20 promising
innovations closer to the market, resulting in new investments and job creation, and provide training
to about 200 entrepreneurs active in the biobased economy, thus boosting their innovation capacity.
Other main outputs are a strong, interregional network to guide entrepreneurs towards successful
innovation and improved regional support for the biobased economy in terms of innovation and
investment climate, regulatory framework and public approval.”
BioBase4SME is a follow-up of the highly successful Bio Base NWE project (www.BioBaseNWE.org).
This three-year (2013-2015) project mentored 755 companies in total and granted 30 innovation
coupons worth €10-30.000 for technological assistance to SMEs and start-ups. The work done within
the innovation coupon scheme created a substantial leverage effect: up to €71million of investments
and the creation of 320 new jobs in the biobased economy in the coming years.

Nouveau projet de €5.83 millions pour la croissance des PME et Start-ups
dans le domaine des produits biosourcés dans l'Europe du Nord-Ouest
Par son programme INTERREG ENO, la Commission Européenne a lancé le projet de 3 ans
“BioBase4SME” qui a comme objectif de soutenir le développement de l’économie biosourcée en
Europe du Nord-Ouest (ENO). Avec son budget de €5.83 millions, ce projet va aider des start-ups et
des petites et moyennes entreprises (PME) à surmonter des barrières technologiques et
nontechnologiques afin de transformer de la recherche biosourcée en innovation commerciale.
BioBase4SME propose de la formation, des ‘innovation biocamps’, des ateliers et des ‘innovation
coupons’ avec une valeur pouvant aller jusqu’à €100.000. Le partenariat du projet BioBase4SME est
composé de huit organisations de six pays différents.
L’économie biosourcée représente une importante opportunité pour l’Europe. Sont utilisées des
matières premières produites localement, plutôt que des ressources fossiles importées, pour produire
des matériaux, des produits chimiques et de l’énergie. Ainsi est créée une nouvelle économie qui est
à la fois une économie de connaissance et technologiquement intensive, avec un fort potentiel de
création d’emploi et un impact réduit sur l’environnement. En 2013, le chiffre d’affaires de l’économie
biosourcée européenne a été de €2100 milliards avec 18.3 millions d’employées en 2013 et a un très
grand potentiel de croissance.
Le réseau BioBase4SME, qui comporte des experts de haut niveau du domaine biosourcé, va conseiller
des PME de tout l’Europe du Nord-Ouest sur comment mener des nouvelles idées vers des produits
qui sont prêts pour le marché. Le projet va proposer de la formation, des ‘innovation biocamps’, des
ateliers et des ‘innovation coupons’ avec une valeur de jusqu’à €100.000. Ces coupons peuvent être
utilisés pour de l’assistance technologique comme : le passage d’un produit à l'échelle pilote, Life-Cycle
Assessment (Analyse du cycle de vie), une évaluation techno-économique, une analyse des matières
premières, l’acceptation sociétale, et du soutien pour l’organisation entrepreneuriale… ou une
combinaison des celles-ci.
Dr. Lieve Hoflack, manager du projet BioBase4SME, dit: “Nous prévoyons de rapprocher au moins 20
innovations intéressantes au marché tout en créant des nouveaux investissements et des emplois.
Nous allons aussi former environ 200 entrepreneurs qui sont actifs dans l’économie biosourcée, afin
d’améliorer leur capacité pour l’innovation. Les autres livrables principaux du projet sont un fort réseau
interrégional pour guider les entrepreneurs vers de l’innovation réussite et un meilleur soutien
régional pour l’économie biosourcée en termes du climat, de l’innovation et des investissements, le
cadre réglementaire et l’accord du grand public.”
BioBase4SME suit le projet Bio Base NWE (www.BioBaseNWE.org). Ce projet de 3 ans (2013-2015) a
accompagné 755 entreprises au total et a accordé 30 ‘innovation coupons’ d’une valeur de €10-30
000 pour de l’assistance technologique à des PME et des start-ups. Ce travail fait via les coupons a créé
un effet de levier : jusqu’à €71 millions d’investissements et la création de 320 nouveaux emplois dans
l’économie biosourcée dans les années à venir.

BioBase4SME ondersteunt KMO’s en start-ups voor innovatie in de
biogebaseerde economie
Europa lanceert via zijn financieringsinstrument Interreg NWE, het 3-jarig project BioBase4SME met
als doel de groei van de biogebaseerde economie in Noordwest-Europa (NWE) te stimuleren.
BioBase4SME beschikt over een budget van 5,83 miljoen euro en zal hiermee start-ups en KMO’s
begeleiden die tegen technologische en andere barrières aanlopen op hun weg om biogebaseerde
innovaties te vermarkten. BioBase4SME biedt training, bio-innovatie kampen, workshops en
innovatie coupons tot 100.000€ aan. Acht partners uit zes verschillende landen zetten de schouders
onder dit project.
De biogebaseerde economie is een belangrijke opportuniteit voor Europa, omdat materialen,
chemicaliën en energie geproduceerd kunnen worden op basis van lokaal geproduceerde grondstoffen
in plaats van ingevoerde fossiele grondstoffen. Dit creëert een nieuwe kennis- en technologieintensieve economie met een hoog tewerkstellingspotentieel en een lage ecologische voetafdruk. De
Europese bio-economie was in 2013 goed voor een omzet van 2.1 biljoen € en een
tewerkstellingsgraad van 18.3 miljoen mensen, en heeft een grote groeimarge.
Het BioBase4SME netwerk brengt topexperts uit de biogebaseerde economie samen. Zij zullen KMO’s
en start-ups van Noordwest-Europa helpen om nieuwe ideeën om te zetten in vermarktbare
producten. Het project biedt training, bio-innovatie kampen, workshops en innovatie coupons aan die
tot 100.000€ kunnen bedragen. Deze coupons kunnen gebruikt worden voor technologische bijstand
zoals opschaling naar pilootschaal, maar ook voor levenscyclus analyse (LCA), techno-economische
evaluatie, marktonderzoek, feedstock analyse, publieke aanvaarding, businessplanning of een
combinatie van deze diensten.
Dr. Lieve Hoflack, Manager van het BioBase4SME project, stelt: “We verwachten een 20-tal beloftevolle
innovaties dichter bij de markt te brengen waardoor nieuwe investeringen en jobs gecreëerd worden.
Daarbovenop willen we training aanbieden aan een 200-tal ondernemers die actief zijn in de
biogebaseerde economie om zo hun innovatiecapaciteit een duw in de rug te geven.
BioBase4SME is de opvolger van het zeer succesvolle Bio Base NWE project (www.BioBaseNWE.org).
Bio Base NWE, een 3-jarig project (2013-2015), begeleidde 755 bedrijven en reikte 30
innovatiecoupons uit voor technologische bijstand aan KMO’s en start-ups. Het werk verricht binnen
het innovatie coupon systeem had een groot hefboomeffect: meer dan 71miljoen € investeringen en
de creatie van 320 nieuwe jobs in de biogebaseerde economie worden verwacht in een tijdspanne van
5 jaar.
