The African Union Commission (Department of Political Affairs) is developing a database of experts to assist in election observation and capacity building for electoral stakeholders in its Member States. The experts are required in the following categories: A. For Election Observation, Pre-election and Follow-up Missions: 1. Election Experts; and 2. Long Term Elections Observers. B. For Building Resources in Democracy, Governance and Election (BRIDGE) Trainings: 1. Lead/Expert BRIDGE Facilitators; and 2. BRIDGE Workshop Facilitators. 2. The AUC now invites interested individuals to submit CVs for the different assignments as per attached Terms of Reference (TORs). AUC policy requires consultants to be professional, objective and impartial. 3. A shortlist will be developed based on meeting the qualifications stated in the ToRs. 4. Applications and CVs should be submitted by e-mail to [email protected] . The subject of the e-mail application must bear the procurement number and title of the assignment being applied for 5. This call for CVs comprise of the following: Section I – Call for Expression of Interest; and Section II – Terms of Reference (English and French) Yours sincerely, Head, Procurement, Travel and Stores Division SECTION II: TERMS OF REFERENCE (A) TERMS OF REFERENCE FOR ELECTION EXPERTS I. Background The Department of Political Affairs (DPA) of the African Union Commission (AUC) has a mandate to promote good governance, democracy and democratic elections in Africa. This mandate sets out in various African Union (AU) instruments such as the 2007 African Charter on Democracy, Elections and Governance, the 2002 OAU Declaration on the Principles Governing Democratic Elections in Africa, and the 2002 AU Guidelines for Elections Observation and Monitoring Missions is carried out by the Democracy and Electoral Assistance Unit (DEAU) situated within the DPA. Established in 2008, the DEAU has been given a broad mandate. It has the responsibility of not only coordinating and organising the participation of the AU in the observation of Member States’ elections but also implement the AUC’s program for the promotion of democracy and democratic elections in the continent. In line with its mandate of promoting democracy and democratic elections in Africa, the DPA/DEAU wishes to dispatch a pre-election assessment mission/follow up mission/expert mission to African Union Member States. The above-mentioned missions will form part of the African Union Commission’s support to democratic institutions within Member States and helps them to engage in constructive dialogues with political stakeholders in order to have peaceful and credible elections in their countries. II. Objectives The overall objective of this assignment is to contribute to support democracy and transparent and credible elections in AU Member States. The specific objective of the assignment is to provide a comprehensive report on the political, legal, institutional, technical, human rights and security environment in the country in the preelection context. The report will also include an assessment of ongoing preparations for the elections, and an analysis relating to the capacity of election management bodies. Mission Composition The Pre-election Assessment Mission will compose of staff the Democracy and Electoral Assistant Unit and five (5) experts with electoral/legal/political/gender/human rights expertise. The duration of each mission will depend on the context and will be specified ahead of time. III. Activities of the experts The experts will be responsible to evaluate the overall political environment; election related institutional, technical, legal, human rights and security environment and the prevailing political in the country concerned in order to provide a comprehensive report to AU DPA. This report will inform the African Union engagement strategy in the country concerned. In particular, the experts shall carry out the following activities: Review the political environment to gain an understanding of the extent to which political has, or will, influence the administration of elections and assess the political dynamics and their influence to security and human rights. Provide a comprehensive analysis of the political stakeholders (political parties and relevant candidates) including the dynamic of their interactions, political programmes and campaign strategies. Analyse programmes and interactions of relevant actors engaged in or supporting political, electoral and mediation processes in the country (including RECs/RMs, NGOs and local observer groups, religious groupings, international organizations and UN entities, and the most relevant external partners). Assess the impact of underlying political dynamics to the security situation and provide a risk analysis of electoral violence and recommendations for possible AU engagement strategies in the country for effective conflict prevention and management. Analise the national legal framework governing elections including the country’s electoral electoral code for elections and the general principles for the elections which was signed by the Government and political parties, in particular, but not limited to the formation and mandates of the electoral institutions, election administration, electoral procedures, relevant provisions on conduct of political parties and media, and electoral complaints and appeals procedures. Assess the status of the preparations of the elections, in the light of international and regional standards and relevant legislation, with specific focus of voters registration, planning and budgeting of the election operations; Assess the capacity of the election administration and other governmental bodies responsible for administering elections concerning technical preparations for the election and provide recommendations for an AU engagement strategy including through provision of technical electoral assistance. Assess the election administration’s capacity, in relation to voter education initiatives, training of election officials, material production and distribution. Analyse the status of the implementation of recommendations presented by the previous AUEOM and by other observation missions. Analyse the promotion of human rights, freedom of expression, gender equality and participation of people living with disabilities in political and electoral processes of the country concerned and provide recommendations for a possible AU engagement strategy to support relevant processes including through focused election observation mission. Outputs The experts are expected to produce two reports: IV. A report on the political environment and electoral framework in the country concerned, including recommendations for AU engagement strategies as outlined above; and An end-of-assignment report of processes outlining lessons learnt recommendation of best practices and areas of improvement. The detailed structure and content of the end-ofassignment report will be determined by DPA at the beginning of the assignment. Methodology Desk-top research: Review relevant legal and institutional framework documents, previous election observer reports, official documents on election administration, and country specific documents including the Arusha peace accord. Experts will organize meetings with a wide range of interlocutors including: representatives of the AU liaison office, relevant government authorities, electoral authorities, political parties and candidates, representatives of the national legislature and juridical authorities, media, civil society and women’s groups and representatives of minority groups, security services, the UN system and other service providers to electoral processes, and the international community. The two researchers will work closely together, and will coordinate their work to avoid duplication and ensure that all areas are adequately covered. The reports shall be presented in a consolidated manner with proper references and a complete list of stakeholders interviewed with contact details. The experts will organize their work in the country concerned independently. The experts will sign the AU code of conduct for technical electoral experts and consultants as part of their contract. V. Experts Profile Qualifications and Skills Advanced University degree in Political Science, International Relations, Law, or any other discipline relevant to the assignment. General Professional Experience At least 5 years work experience in the field of electoral assistance and electoral observation and analysis, preferably as part of an AU Election Observation Mission or an Election Technical Assistance project of the AU or of other international organisations, possibly including managing an electoral observation mission, drafting statements and reports; Familiarity with the legal and regulatory framework for the elections as well as international and regional standards for elections. In this context the “African Charter on Democracy, Elections and Governance” and the “AU Declaration of Principles Governing Democratic Elections in Africa” are important background documents; Proven work experience on electoral legislation and good understanding of election dispute resolution systems; Excellent understanding of the functioning of election management bodies; Previous experience in the country and/or the region and good networks within the different sectors of society in order to be immediately operational will be an asset. Language skills VI. Excellent written and spoken English and French. Reporting will be done in English or French depending on the national language of the country concerned. IMPORTANT REMARKS The experts are not mandated to give public comments on the political context and election process or to give media interviews. There is a clause of strict confidentiality to be applied. Any disclosure of information which has not been authorized by the DPA will be considered as a breach of contract. During contacts with the authorities of the country concerned or any other stakeholders, the experts will clearly identify themselves as Independent Contractors and not as official representatives of the AU. General Overview of LTO Responsibilities: Under the supervision of the coordinator(s) of the African Union Election Observation Mission, the long term observer will assume the following responsibilities: Abide by the African Union (AU) code of conduct for international observation as well as the AU’s observation methodology; Familiarise with the African Charter on Democracy, Elections and Governance; OAU Declaration on the Principles Governing Democratic Elections in Africa; and other applicable instruments for elections; Familiarise with relevant country specific rules, regulations and procedures governing the elections and applicable international standards for elections; Observe, assess, and report on the effectiveness and impartiality of the election administration during the pre-election period, on polling day, and in the days following the election; Observe, assess and report on the pre-election political environment and all aspects of the electoral process, including technical preparations, voter registration, campaigning, candidate nomination, campaign finance, participation of women and other minorities, election day and post-election processes – counting, tabulation and announcement of results Follow and report on the handling of electoral disputes, complaints and appeals; Observe, assess, and report on other election-related issues, such as the participation of women, the inclusion of national minorities, and access for disabled voters; Establish relationships and conduct regular meetings with relevant stakeholders, including election authorities, political parties, government representatives, civil society organisations, international and domestic observer groups, NGOs, security agencies, and others at the national and local level; Write weekly reports on the latest electoral developments and political dynamics, and contribute to other reports as directed; Assist with the briefing of members of the Short-Term Observation delegation. Prepare briefing materials (regional packs) relevant to specific deployment areas, including contact lists of election authorities, political parties, observers groups, CSOs, etc., to inform a deployment plan for STOs in their AoR; Submit an End of Mission report, based on the template provided by the Coordination Team; Participate in an evaluation meeting with the Observer Coordinator(s) at the end of the Mission; and Perform any additional duties and requests deemed necessary to the good functioning of the AU EOM. Observer Activities: LTOs will observe the following key aspects of the election: Election Preparations: Observe the composition of the Electoral Commission and sub-branches, their work regarding recruitment, cascade training, human capacity (whether staff are experienced, well-trained, effective), adequacy of materials/equipment, appropriate identification of office and polling center sites, finance (sufficient funding and timely disbursement), implementation of laws (fairness and impartiality) receipt and interpretation of procedures, and transparency of operations. Freedom of Expression: Monitor any restrictions placed on the right to freedom of opinion and expression for both the media and voters during the electoral process and the degree to which any restrictions violate Kenya’s domestic and international obligations. Identify and evaluate any media fora being shut down or suffering overt censorship. Freedom of Assembly, Freedom of Association: Assess political parties and civil society freedoms for holding events and expressing their opinion, the organizing of rallies and events in advance of the election, the creation and operation of new groups/civil society organizations related to the election, and the degree to which any restrictions placed on freedom of assembly and association meet Kenya’s international obligations (e.g. that any given restriction be related to legitimate national security or public safety concerns). Information Campaign (Voter Education): Monitor information campaigns to assess the coverage, accuracy and impartiality of messages on the election. Observe to determine efficacy of voter education efforts and degree to which efforts are made to reach the Kenyan populace throughout Kenya to ensure they understand the election’s procedures and outcomes. Report on the actors involved in providing voter education during the information campaign and the degree to which they abide by the Elections Act, 2011. Violence and Conflict: Monitor tensions, flashpoints, armed conflict, and other factors impacting insecurity. Identify and gather information on conflict incidents and share with Support Team for inclusion into database. Engage with international security and branches of national security, to gather information and assess the electoral security environment. Polling and Counting: Observe ballot design and ballot security, the delivery and distribution of polling materials, polling, the degree that the right to vote is respected, security, and the human rights environment. Assess the counting process and posting of polling station results. Post-Polling and Tabulation: Observe warehousing and retrieval of materials. Observe data entry at tabulation centers rotating with STOs, gauge interlocutors perception of polling process and AU preliminary statement. Evaluate post-election security environment and dispute resolution processes. Gender and Minority Groups: Assess women’s participation in all aspects of the electoral process, particularly their participation in election bodies, polling staff, & civil society organizations and, of course, as voters. LTO Profile Qualifications and Skills Advanced University degree in Political Science, International Relations, Law, or any other discipline relevant to the assignment. Project Background BRIDGE (Building Resources in Democracy, Governance and Elections) training is based on the “BRIDGE Election Administrator’s Training Curriculum” which is a comprehensive professional training programme developed by International IDEA together with the United Nations Electoral Assistance Division (UNEAD), the Australian Electoral Commission (AEC), United Nations Development Program (UNDP) and The International Foundation for Electoral Systems (IFES). BRIDGE is unique in the field of electoral training due to the breadth of its scope, the practical nature of the content as well as the innovative use of dynamic adult teaching methodology. BRIDGE Module Courses are workshops designed to train participants on the BRIDGE curriculum content in an Adult learning environment. The Modules are designed to improve the skills, knowledge, and confidence both of election professionals and key stakeholders in the electoral process. 3. Objectives of the Assignment The objective of the assignment is to be the Lead Facilitator at the BRIDGE Training. 4. Scope of Work and Deliverables The assignment consists of specific tasks and responsibilities, which include, but are not limited to: Task: 4.1 Pre-course preparation- the Lead facilitator is required to participate in the pre-course preparation meetings with the other members of the BRIDGE facilitation team. 4.1.1 The pre-course preparation meetings will: Design the Course Outline to ensure that the course is adequately designed and that each of the course activities are assigned to the course facilitators. Select and adapt the training material to be used in Workshop. Prepare – in collaboration with the other facilitators and the EMB staff the content of the participants’ folders as well as all the training presentations, handouts and other materials as needed Ensure that all the course materials and resources required to conduct the various BRIDGE activities during the course are in place. Ensure that the administrative and logistical requirements of the course are in place. 4.2 Facilitation of the BRIDGE Course –The Lead Facilitator will facilitate the BRIDGE Course. 5. Accreditation of semi accredited BRIDGE Facilitators In accordance with the BRIDGE rules to oversee and mentor the semi-accredited co-facilitator in the BRIDGE team. 6. Using the online facility to submit to the BRIDGE Office in Melbourne Australia the report/recommndation for full accredtiation for any semi-accredited facilitators who sucessfully complete the required field component of their facilitation. Monitoring and Evaluation Responsibilities 6.1 End of Course Evaluation The purpose of the end of course evaluation is for the project organisers to get feedback from participants on the usefulness and results of the project. Important: Use the approved end of course evaluation template – make minor adjustments as necessary. The summary of the end of course evaluation shall be included as an annex in the Facilitators Workshop Report. The end of course evaluations shall be submitted to the African Union Commission and the election management body concerned. 7. Article for BRIDGE Website The Lead facilitator is required to write and submit a short media article for the BRIDGE website. The article shall be submitted directly to the BRIDGE Office. 8. Timing and Work Plan The assignment shall commence on work on dates to be determined by the African Union. The Lead Facilitator will be contracted for 12 Billable days (Excluding Travel and DSA) as follows: Preparation: 5 days Workshop: 5 days Report Writing: 2 days 9. Ensure that the administrative and logistical requirements of the course are in place. 4.2 5. Facilitation of the BRIDGE Course –The Facilitator will facilitate the BRIDGE 5-day modular course at dates to be determined by the African Union Commission. Contexte Le Département des Affaires Politiques (DAP) de la Commission de l’Union africaine (CUA) a pour mandat de promouvoir la bonne gouvernance, la démocratie et les élections démocratiques en Afrique. Ce mandat inscrit dans divers instruments de l’Union africaine (UA) tels que la Charte africaine de la Démocratie, des Élections et de la Gouvernance de 2007, la Déclaration de l'OUA sur les principes régissant les élections démocratiques en Afrique de 2002 et les Directives de l'Union africaine pour les Missions d’observation et de Suivi des élections de 2002 est mis en œuvre par l'Unité de la Démocratie et de l'Assistance Electorale (UDAE) et situé au sein du DAP. Créé en 2008, l’UDAE a reçu un vaste mandat. Il n’a pas seulement la responsabilité d'organiser et de coordonner la participation de l'UA à l’observation des élections dans les États membres, mais aussi celui de mettre en œuvre le programme de la CUA pour la promotion de la démocratie et des élections démocratiques sur le continent. Conformément à son mandat sur la promotion de la démocratie et des élections démocratiques en Afrique, la DAP/ UDAE dans le cadre de ses activités déploie ainsi des missions d'évaluation pré-électorale, des missions de suivi et autres types de missions d’experts dans les Etats membres de l’Union africaine. Les missions ci-dessus participent de l'appui de la Commission de l'Union africaine aux institutions démocratiques clés dans les Etats Membres et l’engagement de celle-ci auprès acteurs politiques pour assurer le renforcement d’un dialogue constructif un consensus pour avoir des élections pacifiques et crédibles dans le pays. IX. Objectifs L'objectif global de ces missions est de contribuer à soutenir la démocratie et des élections transparentes et crédibles dans les Etats membres dans la perspective de leurs consultations électorales. L'objectif spécifique de ces missions est de fournir un rapport complet sur l’environnement: politique, juridique, institutionnel, technique, des droits de l’homme et de la sécurité dans le pays dans le contexte pré-électoral et électoral. Le rapport prendra également en compte une évaluation des préparatifs des élections en cours, ainsi qu’une analyse des capacités de la Commission Electorale Nationale Indépendante (CENI). Composition des Missions Les Missions seront composée d’un fonctionnaire de l’Unité pour la Démocratie et l’Assistance Electorale de l’Union africaine et de cinq (5) experts ayant une expertise électorale / juridique / politique ainsi que dans le domaine des Droits Humains. La durée des missions dépendra du contexte et sera spécifiée en temps opportun. Activités des experts Les experts seront chargés d'évaluer l'environnement politique global; les élections et institutions impliquées, techniques, juridiques, droits de l'homme, de la sécurité, de l’environnement ainsi que les récents développements dans le/les pays concerné (s) afin de fournir un rapport complet à l'UDAE/DPA. Ce rapport informera également sur la stratégie d’engagement de l’Union Africaine en ce qui concerne le processus électoral dans le pays concerné. En particulier, les experts s’acquitteront des tâches suivantes: Passer en revue l'environnement politique pour acquérir une compréhension des influences ou non du politique sur l'administration des élections et évaluer les dynamiques politiques et leurs influences sur la sécurité et les droits humains ; Fournir une analyse complète des acteurs politiques (partis politiques et les candidats concernés), y compris la dynamique de leurs interactions, les programmes politiques et les stratégies de campagne ; Analyser les programmes et les interactions des acteurs concernés engagés ou supportant les processus: politiques, électoraux et de médiation dans le pays concerné (y compris les CERs / MR, les ONG, les groupes d'observateurs locaux, les groupes religieux, les organisations internationales, les organismes des Nations Unies et les partenaires externes les plus pertinents) ; Évaluer l'impact des politiques dynamiques sous-jacentes à la situation sécuritaire et fournir une analyse des risques sur la violence électorale et des recommandations sur des stratégies possibles d'engagement de l'UA dans le pays concerné pour la prévention et la gestion efficace des conflits ; Analyser le cadre juridique national régissant les élections, y compris le code électoral adopté pour les élections…..; Évaluer l'état des préparatifs des élections, à la lumière des normes internationales et régionales et de la législation pertinente, avec une attention particulière sur l’enregistrement des électeurs, la planification et la budgétisation des opérations électorales; Évaluer la capacité de l'administration électorale et d'autres organismes gouvernementaux responsables de l'administration des élections sur les préparatifs techniques des élections et la formulation de recommandations pour une stratégie d'implication de l'UA, y compris par la fourniture d’une assistance technique électorale ; Évaluer la capacité de l'administration électorale, en ce qui concerne les initiatives d'éducation des électeurs, la formation des agents électoraux, la production matérielle et leur distribution ; Analyser l'état de la mise en œuvre des recommandations formulées par la précédente Mission d’Observation Electorale de l’Union africaine et par d'autres missions d'observation ; Analyser la promotion des droits de l'homme, la liberté d'expression, l'égalité du genre et la participation des personnes vivant avec un handicap dans les processus politiques et électoraux dans le pays concerné et formuler s’il y a lieu, des recommandations pour une stratégie possible d’implication de l'UA afin de soutenir les processus pertinents, y compris par le biais de ou des Missions d'observation des élections. Résultats Les experts sont tenus de produire deux rapports: Un rapport sur l'environnement politique et le cadre électoral du pays concerné, y compris des recommandations pour des stratégies d'implication de l'UA tels que décrits ci-dessus; et Un rapport de fin de mission contenant les processus décrivant les leçons tirées des recommandations des meilleures pratiques et les domaines d'amélioration. La structure et le contenu détaillés du rapport de fin de mission seront déterminés par le DAP au début de la mission. X. Méthodologie Recherche informatique: Examiner les textes juridiques et institutionnels connexes pertinents, les précédents rapports d'observation électorale, les documents officiels sur l'administration des élections, et les documents spécifiques au pays concerné. Les experts organiseront des réunions avec un large éventail d'interlocuteurs, notamment des représentants du Bureau de l'UA, les autorités gouvernementales compétentes, les autorités électorales, les partis politiques et les candidats, les représentants de la législature nationale et les autorités juridiques, les médias, la société civile, les groupes de femmes et les représentants de groupes minoritaires, les services de sécurité, le Système des Nations Unies, d'autres fournisseurs de services aux processus électoraux, et la communauté internationale. Les experts travaillerons en étroite collaboration, et coordonneront leur travail afin d’éviter la duplication et feront en sorte que tous les domaines soient couverts de manière adéquate. Les rapports devront être présentés d'une manière consolidée avec des références appropriées et une liste complète des intervenants interrogés ainsi que leurs coordonnées. Les experts devront organiser leur travail dans le pays concerné de manière indépendante. Les experts signeront le code de conduite de l'UA pour les experts en marge de leur contrat. XI. Profil des Experts Qualifications et compétences requises • Diplôme universitaire en sciences politiques, relations internationales, droit, ou toute autre discipline pertinente à la Mission. Expérience professionnelle générale Au moins 5 ans d'expérience professionnelle dans le domaine de l'assistance, de l’analyse et de l'observation électorale, de préférence dans le cadre de mission d'observation électorale de l'UA ou d'un projet d'assistance technique électorale de l'UA ou d'autres organisations internationales, y compris éventuellement la gestion d'une mission d'observation électorale, la rédaction des déclarations et des rapports; Familiarité avec le cadre juridique et réglementaire pour les élections ainsi que les normes internationales et régionales en matière d'élections. Dans ce contexte, la «Charte africaine de la démocratie, des élections et de la gouvernance et la Déclaration de l'UA sur les principes régissant les élections démocratiques en Afrique» sont des documents d'information importants; Expérience avérée de travail sur la législation électorale et une bonne compréhension des systèmes électoraux de règlement des différends; Excellente compréhension du fonctionnement des organes de gestion des élections; Une expérience précédente dans les pays africains ainsi que de bons réseaux dans les différents secteurs de la société afin d'être immédiatement opérationnel sera un atout. Compétences linguistiques Excellente expression écrite et orale de l'anglais et du français. Les rapports seront rédigés en français et anglais XII. TERMES DE RÉFÉRENCE DES OBSERVATEURS DE LONG TERME Contexte Le Département des Affaires Politiques (DAP) de la Commission de l’Union africaine (CUA) a pour mandat de promouvoir la bonne gouvernance, la démocratie et les élections démocratiques en Afrique. Ce mandat inscrit dans divers instruments de l’Union africaine (UA) tels que la Charte africaine de la Démocratie, des Élections et de la Gouvernance de 2007, la Déclaration de l'OUA sur les principes régissant les élections démocratiques en Afrique de 2002 et les Directives de l'Union africaine pour les Missions d’observation et de Suivi des élections de 2002 est mis en œuvre par l'Unité de la Démocratie et de l'Assistance Electorale (UDAE) et situé au sein du DAP. Créé en 2008, l’UDAE a reçu un vaste mandat. Il n’a pas seulement la responsabilité d'organiser et de coordonner la participation de l'UA à l’observation des élections dans les États membres, mais aussi celui de mettre en œuvre le programme de la CUA pour la promotion de la démocratie et des élections démocratiques sur le continent. Conformément à son mandat sur la promotion de la démocratie et des élections démocratiques en Afrique, la DAP/ UDAE dans le cadre de ses activités déploie ainsi des missions d’observation de Long Terme (OLT) dans les Etats membres de l’Union africaine. Les missions de Long Terme participent de l'appui de la Commission de l'Union africaine aux institutions démocratiques clés dans les Etats Membres et l’engagement de celle-ci auprès acteurs politiques pour assurer le renforcement d’un dialogue constructif un consensus pour avoir des élections pacifiques et crédibles dans le pays. Objectifs L'objectif global des missions de Long Terme est de contribuer à soutenir la démocratie et des élections transparentes et crédibles dans les Etats membres dans la perspective de leurs consultations électorales. L'objectif spécifique des missions de Long Terme est de fournir un rapport complet sur l’environnement: politique, juridique, institutionnel, technique, des droits de l’homme et de la sécurité dans le pays dans le contexte pré-électoral et électoral. Le rapport prendra également en compte une évaluation des préparatifs des élections en cours, ainsi qu’une analyse des capacités de la Commission Electorale Nationale Indépendante (CENI). Sous la supervision du/des coordonnateur(s) des Missions d’Observation Electorale de l’Union africaine (MOEUA), les Observateurs de Long Terme (OLT) devront assurer les tâches suivantes : 1. Se soumettre au Code de Conduite de l’Observation Internationale et à la Méthodologie d’Observation Electorale de l’UA ; 2. Se familiariser avec la Charte Africaine de la Démocratie, des Elections et de la Gouvernance ; La Déclaration de l’OUA sur les Principes Régissant les Elections Démocratiques en Afrique ; ainsi que les autres instruments pertinents sur les élections ; 3. Se familiariser avec les règles, régulations et procédures régissants les élections spécifiques du pays ainsi que les standards internationaux applicables en matière d’élection ; 4. Observer, évaluer et élaborer un rapport sur l’environnement pré-électoral et tous les aspects du processus électoral y compris les préparatifs techniques, l’enregistrement des électeurs, la campagne électorale, la désignation des candidats, le financement de la campagne électorale, la participation des femmes et d’autres minorités, le déroulement et la période post-élection, le décompte des voix, la tabulation et l’annonce des résultats ; 5. Faire le suivi et élaborer le rapport des activités des médias locaux en respectant la méthodologie spécifiée ; 6. Faire le suivi des contestations électorales et post électorales, plaintes et appels ; 7. Etablir des relations et organiser des réunions régulières avec les différentes parties prenantes compétentes y compris les autorités électorales, les partis politiques, les représentants du gouvernement, les organisations de la société civile, les groupes d’observateurs locaux et internationaux, les Organisations non-gouvernementales, les agences de sécurité et autres au niveau national et international ; 8. Rédiger des rapports hebdomadaires sur les développements électoraux les plus récents, les dynamiques politiques et participer à d’autres rapports selon les instructions ; 9. Contribuer aux séances d’information de la délégation des Observateurs de Court Terme (OCT) ; 10. Soumettre un rapport de fin de mission inspiré du modèle fourni par l’équipe de coordination ; 11. Participer à la réunion d’évaluation avec le coordonnateur des observateurs au terme de la mission ; 12. Exécuter toute responsabilité subsidiaire et jugée nécessaire au bon fonctionnement de la MOE UA (Mission d’Observation Electorale de l’UA). Activités de l’Observateur de Long Terme : Les observateurs de long terme (OLT) devront observer les moments clés des du processus Electoral notamment : Les préparatifs de l’élection : observer la composition de l’organe de gestion des élections et de ses démembrements, leurs prérogatives en matière de recrutement, formation, capacités des ressources humaines (notamment savoir si le personnel est expérimenté, bien formé, efficace), l’adéquation des équipements/matériels et leur distribution, l’identification appropriée des bureaux et des sites de centre de vote, le financement (financement suffisant et remboursement à temps), la contestation pré et postélectorale et l’application de la loi (équité et impartialité), réception et interprétation des procédures, transparence des opérations. La liberté d’expression : Assurer le suivi de toute restriction à la liberté d’opinion et d’expression tant pour les médias que pour les électeurs durant le processus électoral ainsi que le degré auquel toute restriction viole les obligations nationales et internationales. Identifier et évaluer les organes de presse qui font l’objet de fermeture ou de censure. La liberté d’association et de rassemblement : Evaluer les libertés des partis politiques et des organisations de la société civile dans l’organisation de leurs évènements et l’expression de leurs opinions, l’organisation de réunions publiques et autres évènement avant les élections, la création et la gestion des nouveaux groupes ou organisations de la société civile liés au domaine des élections, ainsi que le degré auquel toute restriction faite à la liberté d’association et de rassemblement est conforme aux engagements internationaux du pays (i.e toute restriction devra être liée au mesures légitimes de sécurité nationale ou de sécurité publique). La campagne d’information (éducation, sensibilisation des électeurs) : Assurer le suivi des campagnes d’information afin d’évaluer la moyenne, la précision et l’impartialité des messages durant l’élection. Observer afin de déterminer l’efficacité des efforts d’éducation de l’électeur et le degré auquel les efforts sont fournis pour atteindre la population à travers le pays et pour s’assurer qu’ils comprennent les procédures et aboutissements des élections. Rédiger un rapport sur les acteurs impliqués dans le processus d’éducation des électeurs durant la campagne d’information et le degré auquel ils se soumettent aux dispositions du Code électoral. Les violences et les conflits : Suivre les tensions, les conflits armés et autres facteurs d’insécurité. Identifier et collecter les informations sur les incidents conflictuels et les transmettre à l’Equipe d’Appui pour insertion dans la base de données. Rencontrer les branches des agences nationales et internationales de sûreté afin de collecter l’information et évaluer la sécurité de l’environnement électoral. Le déroulement du vote et le décompte : Observer l’aspect et la sécurité de l’urne, la livraison et la distribution du matériel de vote, le vote, le degré de respect du droit de vote, la sécurité et la situation des droits humains. Evaluer le processus de décompte et de publication des résultats des bureaux de vote. L’après scrutin et la tabulation : Observer l’entreposage et le retrait du matériel. Observer l’insertion des données dans les centres. Faire la rotation avec les OCT, jauger la perception des interlocuteurs sur le processus électoral et le rapport préliminaire de l’UA. Evaluer la sécurité postélectorale et les mécanismes de résolution des revendications/conflits. Participation du Genre et des minorités : Evaluer la participation des femmes dans tous les aspects du processus électoral en particulier leur participation dans le corps électoral, le personnel électoral, les organisations de la société civile et bien évidemment en tant qu’électrices.
