LATEST DECISIONS OF THE EXECUTIVE

Information
The Executive Committee of the CIK-FIA, which met on 24 June 2003
in Paris, voted the canvass of the 2004 calendar and, in the current
context of economic crisis, decided a grouping together of several
Championships with the aim of reducing the number of yearly meetings, of enhancing the appeal of events and of insuring that the organisers and the public concerned benefit from more varied and richer
programmes and fields.
As in 2003, the CIK-FIA Karting World Championship will be run over
one single event (24-26/09/2004) for Formula A. The European Formula A Championship will be run over three events (instead of four in
2003): the first two rounds will be held within the framework of meetings which will also host the European Championships for the 125cc
categories with gearboxes, i.e. ICC and Super-ICC (14-16/05/2004
and 25-27/06/2004); the third and final Formula A European round
will top the bill with the European Junior Championship Final (20-22/
08/2004). The European ICA Championship Final is scheduled for September (3-5/09/2004), along with the Super-ICC World Cup and the
final round of the European ICC Championship. The (three) European
ICA and Junior Championships regional Qualifications, which were
introduced in 2001, are confirmed as regards both their principle and
their henceforth customary date (10-11/07/2004). The designation of
the circuits and organisers will be voted on 14 October 2003 by the
Plenary Conference of the CIK-FIA.
The other Championships, Cups and Trophies of the CIK-FIA (AsiaPacific Championship, Panamerican Championship, Viking Trophy and
Monaco Kart Cup) will be renewed in their customary guise, on dates
which remain to be defined and subject to the receipt of appropriate
candidatures.

Basing its decision on Chapter XV of the International Sporting Code of
the FIA (Stabilisation of the FIA’s decisions), the Executive Committee
has rejected the proposal, formulated by the Manufacturers’ and Technical Committees, to modify as from 1st January 2004 the regulations
of the Formula A, ICA and ICA-J (Juniors) categories; for the same
reasons, it has also reconsidered the decision that it took in April 2003
to introduce rev limiters in ICA and ICA-J and to impose on-board starters in ICA-J.

Technical status quo for 2-stroke engines has also been decided
because of the imminent appearance of 4-stroke engines. The homologation of these 4-stroke engines, the introduction of which in the
World Championship is still scheduled for 2005, will begin on 31 May
2004, on the basis of a minimum production of 50 identical examples.
The Executive Committee unanimously voted an updating of the Circuits Regulations of the CIK-FIA and the introduction, in addition to the
current A, B and C licences, of a grade D licence. The latter will meet
the request of countries emerging in Karting, so that they may launch
and develop an activity with less powerful karts (15 HP or less), of the
endurance type and more especially the World Formula.
Any application for the homologation of a circuit will henceforward be
the subject of a simulation with a software aimed at studying racing
lines for the implementation of safety barriers and run-off areas. The
CIK-FIA is also continuing its safety research programmes under the
aegis of the FIA Foundation.

DERNIERES DECISIONS
DU COMITE EXECUTIF DE LA CIK-FIA

Réuni le 24 juin 2003 à Paris, le Comité Exécutif de la CIK-FIA a voté
le canevas du calendrier 2004 et, dans le contexte de crise économique actuel, décidé d’un regroupement de plusieurs Championnats dans
le but de diminuer le nombre de manifestations annuelles, d’améliorer
l’attractivité des épreuves et d’assurer aux organisateurs et au public
concernés des programmes et plateaux plus variés et fournis.
Comme en 2003, le Championnat du Monde de Karting de la CIK-FIA
se disputera sur une seule épreuve (24-26/09/2004), avec la Formule
A. Cette même Formule A verra son Championnat d’Europe se répartir
sur trois épreuves (au lieu de quatre en 2003) : les deux premières
se disputeront dans le cadre de manifestations qui accueilleront aussi
les Championnats d’Europe des catégories 125cc à boîte de vitesses,
à savoir l’ICC et la Super-ICC (14-16/05/2004 et 25-27/06/2004); la
troisième et dernière manche européenne de la Formule A partagera
l’affiche avec la Finale du Championnat d’Europe des Juniors (20-22/
08/2004). La Finale du Championnat d’Europe de l’ICA sera programmée en septembre (3-5/09/2004), en même temps que la Coupe du
Monde de la Super-ICC et l’ultime épreuve du Championnat d’Europe
de l’ICC. Instaurées en 2001, les Qualifications régionales (au nombre
de trois) aux Championnats d’Europe de l’ICA et des Juniors sont confirmées, autant dans leur principe qu’à leur date désormais habituelle
(10-11/07/2004). La désignation des circuits et organisateurs sera
votée le 14 octobre prochain par la Conférence Plénière de la CIK-FIA.
Les autres Championnats, Coupes et Trophées de la CIK-FIA (Championnat Asie-Pacifique, Championnat Panaméricain, Viking Trophy et
Monaco Kart Cup) seront reconduits sous leur forme habituelle, à des
dates qui restent à définir et sous réserve de réception de candidatures appropriées.

Le statu quo technique pour les moteurs 2-temps a également été
décidé compte tenu de l’arrivée imminente des moteurs 4-temps. Ces
moteurs 4-temps, dont l’introduction en Championnat du Monde reste
prévue en 2005, pourront être homologués dès le 31 mai 2004, sur
base d’une production minimale de 50 exemplaires identiques.

Fondant sa décision sur le Chapitre XV du Code Sportif International
de la FIA (Méthode de stabilisation des décisions de la FIA), le Comité
Exécutif a rejeté la proposition, formulée par le Comité des Constructeurs et par le Comité Technique, de modifier dès le 1er janvier 2004
les règlements des catégories Formule A, ICA et ICA-J (Juniors), et
est aussi revenu pour les mêmes raisons sur sa décision, prise en avril
dernier, d’introduire un limiteur de régime en ICA et ICA-J et de rendre
obligatoire le démarreur embarqué en ICA-J.
Le Comité Exécutif a voté à l’unanimité une mise à jour du Règlement
des Circuits de la CIK-FIA et l’introduction, en complément des actuelles licences A, B et C, d’une licence de degré D. Cette dernière répondra à la demande des pays émergents en Karting, afin qu’ils puissent
lancer et développer une activité avec des karts de moindre puissance
(15 CV ou moins), de type endurance et plus particulièrement de Formule Mondiale.
Dorénavant, toute demande d’homologation de circuit fera l’objet
d’une simulation avec un logiciel d’analyse de trajectoires pour la mise
en place des barrières de sécurité et zones de dégagement. La CIKFIA continue également ses programmes de recherches en matière de
sécurité sous l’égide de la Fondation FIA.
