Les inondations, les tempêtes de neige, les fermetures de ponts et la destruction
d’infrastructures par des cyclones, des séismes ou des actes terroristes peuvent entraîner
de graves perturbations des services de transport. Le changement climatique menace de
provoquer plus fréquemment de graves phénomènes météorologiques, et le vieillissement
des infrastructures dans de nombreux pays risque d’accroître la vulnérabilité des réseaux
de transport stratégiques. Dans le même temps, nos économies deviennent toujours plus
tributaires de services de transport rapides et fiables fonctionnant 365 jours par an.
La résilience des systèmes de transport aux perturbations peut être renforcée en prévoyant
des redondances intégrées, en respectant des normes de conception plus rigoureuses en
termes de robustesse, et en dotant les entreprises de transport et de logistique de
capacités de gestion et de moyens d’intervention en cas de perturbation. L’expérience
acquise en matière d’interventions d’urgence et de planification des infrastructures dans
des régions exposées aux catastrophes naturelles a livré beaucoup d’enseignements qui
peuvent être appliqués à la gestion de dérèglements très divers. De plus, des recherches
récentes sur le comportement des usagers des systèmes de transport dans ces situations
apportent un éclairage important pour comprendre quels types d’interventions permettent
d’éviter la paralysie des villes et des réseaux. Elles montrent aussi que la capacité
d’adaptation des voyageurs est beaucoup plus grande qu’on ne le suppose généralement.
Avec la participation de ministres du monde entier, la table ronde procédera à des
échanges de vues sur l’expérience acquise eu égard aux questions suivantes :
Quelles sont les priorités d’intervention pendant une perturbation pour réduire autant
que faire se peut les coûts économiques et humains d’événements tels que les
grandes inondations ?
? ace aux risques liés au changement climatique, quel est le degré de solidité qu’ il convient

de conférer aux infrastructures de transport ? Quelles leçons tirer de la
planification d’ infrastructures dans les zones sismiques et les régions sujettes aux ouragans ?
Se pose-t-il des questions de gouvernance liées à la solidité des infrastructures de
transport et d’ autres infrastructures publiques essentielles ?
Quelles sont les caractéristiques essentielles devant permettre aux chaînes logistiques
de réagir rapidement à une perturbation ? Comment organiser la coopération
internationale à cet effet ?

Alain Flausch was elected Secretary General of the
International Association of Public Transport (UITP) in
2011. He has been the Association’s President from
2009 to 2011 and was President and member of
different UITP Committees and Commission from 2004
to 2009. From 2000 to 2011, as CEO of the STIB, the
Brussels public transport operator, Flausch led the STIB
through an in-depth cultural change.

New Zealand
Craig Foss is the Minister for Small Business, Minister of
Veterans’ Affairs, Minister of Statistics and Associate
Minister of Immigration and Transport.
He is also the MP for Tukituki, in the Hawke’s Bay — a
seat he has held since 2005.
Craig began his career at the Bank of New Zealand
before managing the BNZ Singapore treasury office.
During the 1990s he worked for Credit Suisse Financial
Products in London. He was manager of CSFP’s interest
rate swap division for Japan and the Pacific.
He has previously held the Commerce, Consumer
Affairs, Broadcasting, Associate ACC, Civil Defence,
Senior Citizens and Racing portfolios.

The Community of European Railway and Infrastructure
Companies (CER) brings together more than 70 railway
undertakings, their national associations as well as
infrastructure managers and vehicle leasing
companies. Prior to his current role, Libor
Lochman was CER Deputy Executive Director and leader
of technical affairs.
Jean-Pierre Loubinoux was appointed Director-General
of the International Union of Railways (UIC), the
worldwide association representing the rail sector and
encompassing 240 railways across all continents, in
2009. Prior to joining UIC, he was Chairman and CEO of
French railways SNCF International and SNCF Director of
International Development from 2001 to 2009, having
been appointed Chief Executive of SNCF Freight
International in 2001.

Laurent Troger was appointed as President, Bombardier
Transportation in 2015, having been successively
appointed Chief Technology Officer and Chief Operating
Officer assuming responsibility for operational
performance as well as integration between the divisions
and core functions.
Melinda Crane is Chief Political Correspondent at
Deutsche Welle-TV and hosts the talk shows "Quadriga"
and "People and Politics" She was Senior Producer of
"Global Players" on CNBC. She has moderated a wide
variety of podium discussions and conferences for public
organisations and private sector clients. Among her
areas of expertise are transatlantic politics; women,
family education issues; climate and environment;
business and economics; new media and the internet.
Crane holds a Juris Doctorate from Harvard Law School
and a Doctoral Degree in political economy from the
Fletscher School of Law and Diplomacy.
