Le présent document contient les budgets du Secrétariat du Fonds approuvés pour les années 2015, 2016 et 2017, et le budget proposé pour 2018, présentés à la 75e réunion aux fins d’examen par le Comité exécutif. 2. Le document se compose des sections suivantes: Virements de fonds prévus entre postes budgétaires du budget approuvé pour 20151 Budget proposé pour 2018 Budget des réunions du Comité exécutif Recommandations Annexe I, budgets du Secrétariat du Fonds Virements de fonds prévus entre postes budgétaires du budget approuvé pour 2015 3. Le Comité exécutif est invité à noter que les coûts ci-après, engagés en 2015, n’ont pas été pris en compte dans le budget approuvé pour 2015: coûts liés à l’introduction au PNUE du nouveau système de gestion des ressources organisationnelle de l’ONU, Umoja, ainsi qu’à la traduction d’un plus grand nombre de documents soumis à la 75e réunion, comme il est expliqué dans les paragraphes qui suivent. 1 Le budget du Secrétariat du Fonds approuvé pour 2015 est présenté dans ce document tel qu’il a été approuvé par le Comité exécutif à sa 73e réunion (décision 73/69). Les documents de présession du Comité exécutif du Fonds multilatéral aux fins d’application du Protocole de Montréal sont présentés sous réserve des décisions pouvant être prises par le Comité exécutif après leur publication. UNEP/OzL.Pro/ExCom/75/82 4. L’introduction d’Umoja en juin 20152 a forcé le PNUE à externaliser au Bureau des Nations Unies pour les services d'appui aux projets (UNOPS) un certain nombre de tâches administratives pour la préparation des 74e et 75e réunions du Comité exécutif, telles que les paiements du personnel de services de conférence, résultant en des coûts supplémentaires évalués à 50 000 $US pour les deux réunions. Par ailleurs, le Bureau des Nations Unies à Nairobi (UNON) a indiqué au Secrétariat que l’UNON et un agent de voyage de l’ONU à Genève s’occuperont respectivement des contrats pour le personnel de services de conférence et des déplacements, activités dont se chargeait habituellement le Secrétariat, entraînant en conséquence des coûts supplémentaires de 15 000 $US. Toutes ces dépenses supplémentaires non prévues se sont traduites par une hausse générale de 65 000 $US dans le budget approuvé pour les réunions du Comité exécutif en 2015. 5. À sa 75e réunion, le Comité exécutif sera saisi de 88 documents préparés par le Secrétariat, un nombre plus élevé que le nombre estimatif indiqué dans le budget du Secrétariat soumis à la 73e réunion. Il pourrait en résulter une augmentation de 45 000 $US (soit 15 000 $US pour chacune des trois langues de l’ONU) dans le budget approuvé pour la traduction des documents de la 75e réunion. 6. Le Secrétariat s’efforcera d’absorber les coûts supplémentaires mentionnés ci-dessus en transférant des fonds des économies réalisées dans certains postes budgétaires à la rubrique des réunions du Comité exécutif. Au cas où ces virements entre postes budgétaires dépassaient le plafond de 20 % autorisé par le Comité exécutif au Chef du Secrétariat, le Secrétariat en aviserait le Comité exécutif à sa 77e réunion. Budget proposé pour 2018 7. Le budget proposé pour 2018 introduit des coûts de personnel qui permettent de proroger des contrats en se fondant sur les coûts de personnel approuvés pour 2017 et en appliquant un taux d’inflation de 3 %, en application de la décision 68/45(e)3. Il introduit également des coûts de fonctionnement au même niveau que celui de 2017, sur la base de la tenue de deux réunions par année. Budget pour les réunions du Comité exécutif 8. Si le Comité exécutif décide de revenir au scénario de trois réunions par an en 2016 et les années suivantes, les budgets approuvés pour 2016 et 20174 et le budget proposé pour 2018 devront être révisés afin de tenir compte de l’allocation supplémentaire de 428 400 $US pour la troisième réunion ou de 148 400 $US pour une réunion intersessions au lieu d’une troisième réunion, selon la ventilation indiquée au tableau 15. Le Comité exécutif est invité: (a) À prendre note des budgets du Secrétariat du Fonds approuvés pour les années 2015, 2016 et 2017 et du budget proposé pour 2018, contenus dans le document UNEP/OzL.Pro/ExCom/75/82; (b) À autoriser le Secrétariat à réaffecter des fonds entre des postes du budget approuvé de 2015 afin d’absorber les coûts supplémentaires découlant de l’introduction d’Umoja en juin 2015 et d’un nombre de documents plus élevé que prévu initialement, étant entendu que si les transferts de fonds dépassaient le plafond de 20 % accordé au Chef du Secrétariat, le Secrétariat en aviserait le Comité exécutif à sa 77e réunion; et (c) À approuver les coûts proposés de personnel et de fonctionnement du budget de 2018, présenté à l’Annexe I au document
