Avis d’Appel d’Offres National Ouvert en procédure d’urgence
N°0007/AONO/MINTSS/CMPM/2015 du 18 août 2015 pour la construction et
l’installation d’un Centre Serveur à l’Observatoire National du Travail (ONT).
1. Objet de l'Appel d'Offres
Dans le perspective de l’amélioration du cadre et des conditions de travail dans le sous-secteur travail
et sécurité sociale, le Ministre du Travail et de la Sécurité Sociale, lance un Appel d’Offres National
Ouvert en procédure d’urgence pour la construction et l’installation d’un Centre serveur à
l’Observatoire National du Travail (ONT).
2. Consistance des prestations
Les prestations du présent marché consistent à la construction et l’installation d’un Centre serveur à
l’Observatoire National du Travail (ONT).
3. Délais maximum d’exécution :
Le délai maximum prévu par le Maître d’ouvrage pour la réalisation des prestations, objet du présent
appel d’offres est de quarante cinq (45) jours.
4. Allotissement
Les prestations sont consignées en lot unique.
5. Coût prévisionnel
Le coût prévisionnel de l’opération à l’issue des études préalables est de Vingt Cinq Millions
(25 000 000) F CFA.
6. Participation et origine
La participation au présent appel d’offres est ouverte à aux entreprises de droit camerounais.
7. Financement
Les prestations objet du présent appel d'offres sont financées par Budget d’Investissement Public
du MINTSS Exercice 2015, sur la ligne d’imputation budgétaire n°41-543-01-350021-2276.
8. Consultation du Dossier d'Appel d'Offres
Le dossier peut être consulté aux heures ouvrables au Service des Marchés Publics du MINTSS, porte
111, Téléphone 222 23 05 60 dès publication du présent avis.
9. Acquisition du Dossier d'Appel d'Offres

remboursable de quarante mille (40 000) F CFA, payable au Trésor public de Yaoundé.
10. Remise des offres
Chaque offre rédigée en français ou en anglais en sept (07) exemplaires dont l'original et six (06)

11. Montant de la caution de soumission
Chaque soumissionnaire doit joindre à ses pièces administratives, une caution de soumission établie
par une banque de premier ordre ou tout autre organisme agréé par le Ministère chargé des finances,
d’un montant de cinq cent mille (500 000) F CFA, valable pendant trente (30) jours au-delà de
la date originale de validité des offres.
12. Recevabilité des offres
Sous peine de rejet, les pièces du dossier administratif requises doivent être produites en originaux
ou en copies certifiées conformes par le service émetteur ou autorité administrative compétente,
conformément aux stipulations du Règlement Particulier de l’Appel d’Offres. Elles doivent dater de
moins de trois (03) mois précédent la date originale de dépôt des offres ou avoir été établies
postérieurement à la date de signature de l’avis d’appel d’offres.
Toute offre incomplète conformément aux prescriptions du Dossier d'Appel d'Offres sera déclarée
irrecevable, notamment l'absence de la caution de soumission délivrée par une banque de
premier ordre agréée par le Ministère chargé des Finances ou le non-respect des modèles des
pièces du Dossier d'Appel d'Offres.
13. Ouverture des plis
L'ouverture des pièces administratives, des offres techniques et financières se fera en temps et aura
lieu le 18 septembre 2015 à 12 heures par la Commission Ministérielle de Passation des Marchés
Publics du Ministère du Travail et de la Sécurité Sociale, dans la salle de conférences du MINTSS, porte
117.
Seuls les soumissionnaires peuvent assister à cette séance d'ouverture, ou s'y faire représenter par
une personne de leur choix dûment mandatée.
14. Critères d’évaluation
1. Critères éliminatoires
 Absence de la caution de soumission ;
 Fausse déclaration ou pièce falsifiée ;
 Non-conformité aux spécifications techniques ;
 Note technique inférieure à 70% de « Oui » ;
 Absence d’un prix unitaire quantifié ;
 Non-conformité du modèle de soumission.
 Absence ou non-conformité d’une pièce administrative ;
2. Critères essentiels
Les critères relatifs à la qualification des candidats porteront à titre indicatif sur :
 L’expérience ;
 Les personnels et son affectation ;
 Les matériels et logistique ;
 Le chiffre d’affaire de la patente en cours au moins égal à 50 000 000 F CFA;
 L’attestation de visite de lieux signée par le Directeur des Affaires Générales du MINTSS ;
 L’analyse des prestations à effectuer ;
 Le planning des travaux (cohérence entre les tâches et les durées) ;
 L’organisation du chantier en équipe ;
 La justification de la propriété du matériel de travail ;
 La présentation de l’offre, intercalaires en couleur.
15. Attribution
Offre la moins disante, conforme au DAO et dont la note technique minimale de 70% de « Oui ».
16. Durée de validité des offres
Les soumissionnaires restent engagés par leurs offres pendant une période de soixante (60) jours
à partir de la date limite fixée pour la remise des offres.

National Open Invitation to Tender in Emergency procedure
N°0007/AONO/MINTSS/CMPM/2015 of 18 august 2015 to construct and install a
Computer Center in the National Labour Observatory (NLO).
1. Purpose of this Invitation to Tender
In a view to improving the working conditions and environment in the Labour and Social Security
Subsector, the Minister of Labour and Social Security hereby launches a National Open Invitation to
Tender to construct and install a Computer Center in the National Labour Observatory (NLO).
2. Nature of Provisions
Provisions concerned by this contract consist of constructing and installing a Computer Center in the
National Labour Observatory (NLO).
3. Delivery Period
The maximum time limit provided by the Project Owner for the delivery of the above-mentioned
equipment is of forthy five (45) days.
4.Allotment
Provisions are made up in a single lot.
5. Estimated Cost
The estimated cost of the provisions upon completion of prior studies is amounting to CFA F. twenty
five million (25,000,000).
6. Participation and origin
This Invitation to Tender is opened to Companies under Cameroonian Law
7. Funding
Provisions of the present Invitation to tender shall be financed by the Public Investment Budget of
MINTSS 2015 Financial Year, under the budgetary charge No.41-543-01-350021-2276.
8. Consultation of the Tender File
The Tender File can be consulted during working hours at the Public Contract Service of MINTSS,
Room 111, Phone 222 23 05 60 as from the publication of this Tender Notice
9. Acquisition of the Tender File

payment slip of a non refundable amount of CFA F forthy thousands (40,000) , payable at the

10. Submission of Bids
Each bid drafted either in English or French in seven (07) copies including one original and six

on 18 September 2015 at 11.00 prompt, local time latest
and shall bear the following inscription:

11. Amount of the Bid Bond
Each bidder shall attach to their administrative documents, a bid bond issued by a first class bank
approved by the Ministry in charge of Finance, worth CFA F. five hundred thousand (500,000),
valid for thirty (30) days as from the original date set for the validity of bids.
12. Admissibility of bids
For the file not to be rejected, required administrative documents shall be duly provided in
originals or in certified true copies signed by the competent services or administrative authorities,
in accordance with Specific Regulations laid down by this Invitation to tender. They shall not be
older than three (03) months as from the submission deadline of bids or shall not be established
after the effective and closing date of this Invitation Notice
Any bid not meeting the requirements provided in this Invitation Notice and of the Tender File shall
be declared inadmissible. In particular, the absence of the Bid Bond issued by a first class
financial institution approved by the Ministry in charge of Finances or the non-compliance with
templates of the Tender File.
13. Opening of bids
The opening of administrative documents, of technical and financial bids shall be done only once and
shall take place on the 18 September 2015 at 12.00 pm prompt, local time and shall be
conducted by the Ministerial Tender Board
of the Ministry of Labour and Social Security, at the
Conference Hall, Room 117.
Only bidders or one of their duly mandated representatives shall be called upon to attend this
ceremony.
14. Evaluation Criteria
2. Eliminatory Criteria
 Absence of the Bid Bond;
 False declaration or falsified documents;
 Non-compliance wth Technical Specifications;
 Technical score less than 70% of "Yes";
 Absence of a quantified unit price;
 Non compliance with the submission template;
 Absence or non compliance with administrative document ;
4-Essential Criteria
The criteria for the qualification of candidates shall focus on an indicative basis relying on:
 Experience;
 Personnel and their postings;
 Material and Logistics;
 Turn-over of the valid and current business tax greater than or equal to CFA F. 50,000,000;
 Attestation for having visited the site duly signed by the Director of General Affairs of
MINTSS;
 Analysis of services to be provided;
 Work Schedule (Consistency between tasks and their durations);
 organising the job site into teams;
 Justifying the ownership of the work equipment;
 Presenting the offer, insert sheets in colour.
15. Award of the Contract
The tender with the lowest tender price, consistent with the Tender File and the minimum technical
score of which is made of 70% of "Yes" shall be awarded the contract.
16. Duration of the validity of bids
Bidders shall remain liable to their offers for a period of 60 days as from the deadline
prescribed for the submission of bids.
