Encore une fois, nous pouvons nous féliciter de la présence d'un bon contingent canadien, composé d'environ 48 personnes. J'aimerais remercier David Andrew et Michelle Jones de nous avoir reçus, Theresa et moi. Je tiens aussi à les remercier de nous avoir permis d'annoncer la tenue du congrès de l'ACIT de 2005 à Mont-Tremblant. Sandra and I have just returned from N.I.A.'s 50th Anniversary held in Lake Las Vegas. Again, I think we should be proud of our Canadian presence, approximately 48 attendees. I would like to thank David Andrew and Michelle Jones for hosting Theresa and myself. Also, I would like to thank them for their part in getting our message for TIAC 43rd Annual Conference in Mont-Tremblant. I would like all of our contractor members to read an article written for Insulation Outlook in their March/April 2005 publication on page 7 (Domestic Versus Foreign Manufacturing). It is the belief of T.I.A.C. that some materials are arriving in Canada and have not had the required testing, i.e., U.L.C., A.S.T.M. At this time, we feel it is "Buyer Beware". Also on my slate at this time is what I think is one of the most exciting things to come along in a long time — N.T.C.C.C. - National Trade Contractors Coalition of Canada. We have been asked to participate at the national level with M.C.A.C., E.C.A.C. and others. The basic idea of N.T.C.C.C. is to identify numerous issues of mutual concerns to all trades with a particular focus on three major priority areas of interest: getting paid and getting paid promptly for work performed, promoting the use of "unaltered" standard forms of contract, and promoting the use of the bid depository system across the country. I will do my best to keep everyone up-to-date. Thanks to Tom Kirton Jr. who attended the first meeting on February 17, 2005. I will also be sitting on the Construction Sector Council (Insulation Awareness Committee). Thank you to the existing members for their vote of confidence. You will find your registration form for Mont Tremblant for September 10th to 13th in this issue of T.I.A.C. Times. This one will fill up fast; looks like a great program. I would like to suggest that Provincial Associations request a copy of the floppy disk put together by Rémi Demers and Denis Beaudin. See you in September. Cam Phibbs President’s Quote “If you think education is expensive, try ignorance.” 4 May / June 2005 Il y aurait sans doute lieu que tous nos membres entrepreneurs fassent la lecture d'un article rédigé pour Insulation Outlook , à la page 7 du numéro de mars-avril 2005, intitulé «Domestic Versus Foreign Manufacturing» [Fabrication nationale et fabrication étrangère]. L'ACIT croit que certains matériaux entrent au Canada sans avoir subi les essais nécessaires, par exemple ceux de l'ULC ou de l'ASTM. Pour le moment, la prudence reste le mot d'ordre. Nous vivons ces temps-ci des moments plus passionnants que jamais avec la NTCCC - National Trade Contractors Coalition of Canada [Coalition nationale des entrepreneurs des corps de métier du Canada]. Nous avons été invités à participer à ses activités avec notamment la MCAC et l'ECAC. L'idée fondamentale derrière la NTCCC est de recenser les enjeux communs à tous les corps de métier, en portant une attention particulière aux trois grandes priorités : se faire payer, et rapidement, pour le travail exécuté, promouvoir l'utilisation de formulaires de contrats «non altérés », et promouvoir l'utilisation du système de dépôt de soumissions partout au pays. Soyez assuré que je ferai des efforts tout particuliers pour vous tenir au courant de ces travaux. Mes remerciements à Tom Kirton Jr. qui a assisté à la première réunion le 17 février 2005. Je siègerai aussi au Conseil sectoriel de la construction (Comité de promotion de l'isolation). Permettez-moi de remercier les membres actuels de leur vote de confiance. Cam Phibbs Citation du président «Si vous croyez que l'éducation coûte cher, essayez donc l'ignorance !» MEMBER’S FORUM FORUM DES MEMBRES CURRENT STATE OF SAFETY IN THE CONSTRUCTION INDUSTRY This is a funny time in our professional careers. Those of us working in the industry for more than 15 years have seen many changes in what is acceptable. We have gone through a time when the industry didn't have sufficient work to bring new people into it to a point now when there is consideration being given people from outside Canada. What a time! Both the contractors and the companies have set such high goals for protecting our employees that previously would not have been considered. We have come to the conclusion that we can only achieve those things we try to achieve. While we have been applying this to our cost controls and scheduling aspects of the work we now apply this concept to safety. We look at safety through indicators from near misses to first aids and we trend these occurrences. Utilizing these indicators we know that there are times we must stop and re-evaluate our plan implementation to meet the requirements By/Par Michael A. MacDonald SITUATION ACTUELLE DU SECTEUR DE LA CONSTRUCTION Dans notre métier, nous vivons présentement de drôles de temps. Ceux d'entre nous qui travaillons dans le domaine depuis 15 ans ou plus avons vécu de nombreux changements. À une certaine époque, le secteur n'offrait pas suffisamment de travail pour intéresser d'éventuelles recrues ; aujourd'hui, on songe à embaucher des étrangers. Quel revirement ! En outre, les entrepreneurs comme les compagnies fixent maintenant des normes élevées en matière de protection des employés, ce qui n'aurait jamais été envisagé auparavant. Nous en sommes arrivés à la conclusion que nous pouvons accomplir seulement ce que nous essayons d'accomplir. Si nous appliquions déjà ce principe aux contrôles des coûts et à l'ordonnancement des travaux, nous l'appliquons maintenant à la sécurité. Nous établissons un bilan de sécurité à partir d'indicateurs comme les quasi-accidents ou les interventions en premiers soins, et nous dégageons une tendance à partir de ces événements. Au moyen de ces indicateurs, nous savons qu'à certains moments, il faut s'arrêter et réévaluer l'exécution du travail “We have realized that it is not acceptable to have one of our employees hurt” and the safety goals. We have realized that it is not acceptable to have one of our employees hurt. We have utilized different methods to allow the work to proceed while mitigating unsafe work practices. The industries inventiveness has shown that we can overcome any obstacles. Safety is now the first consideration prior to contracts being issued. Contractors must meet or be better than incident rate criteria before they are considered by the large companies. These companies will audit our programs and the execution of such to measure our commitment. We have training to look at, safety programs, safety management, risk mitigations, safe job plans, site inspections, HASAP plans, etc... This can be a daunting task for companies. While safety is foremost on our minds we have to measure the implementation against the costs of fulltime safety departments. This has given way to companies that help support these efforts. Companies like Frontline Safety in Dartmouth, Nova Scotia. This is a safety company that works across all industries to provide safety support for project work and regular operations. L'industrie a démontré par son inventivité qu'il est possible de surmonter tous les obstacles. La sécurité est maintenant le premier facteur dont on tienne compte avant l'émission de contrats. Les entrepreneurs doivent se conformer à des critères minimaux en matière de taux d'incidents, ou faire mieux, avant d'être considérés par les grandes compagnies. Ces compagnies vont vérifier nos programmes et leur exécution pour mesurer notre sérieux au chapitre de la sécurité : formation, programmes de sécurité, gestion de la sécurité, réduction des risques, inspections de chantiers, plans de sécurité et d'évaluation des risques, etc... C'est intimidant comme perspective pour certaines compagnies de construction. Si la sécurité doit passer avant tout, il faut encore en mesurer l'application par rapport aux coûts que représenterait un service de la sécurité à temps plein. C'est ainsi que sont nées des sociétés qui se chargent d'aider l'industrie à appuyer ses efforts en matière de sécurité. C'est le cas de Frontline Safety de Dartmouth, en Nouvelle-Écosse. Cette firme spécialisée en sécurité travaille dans tous les secteurs de l'industrie et propose un soutien tant pour les e to site safety supervision to safety equipment rentals. They have found themselves working across Canada as well as other areas in the world supporting safety initiatives. Utilizing companies like this on an as required basis can help to keep the costs in check. You only spend it if there is work to support it. The results of a diligently operated safety program can be measured. It is said that this is simply a cost not a saving. The new industry has realized it's moral obligations as well as the cost savings associated with a company that has a low incident rate. Our commitment to safety would not allow this to happen but we must ever be diligent in the execution of work. The costs wouldn't simply be in the loss of the contracts, it would also be in the increase in workers compensation premiums. Michael A. MacDonald This is a further evolution of industry. At one time the insulation of choice was asbestos. A realization of the impact of this has led to new materials that meet or exceed the old but are more people friendly. These evolutions will proceed and 10 years from now we will be discussing the new initiatives and applauding the old as necessary and not knowing why it took so long. The AIQ membership list is available on our new and refreshed web site: www.isolation-aiq.ca In 2004, AIQ invested time and money in the revision of its commercial brochures and technical bulletins. More efficient and easier to understand, the messages carried throughout those brochures and bulletins, mainly focus on the economy of energy that insulation produces when adequately installed along with emphasis on the efficiency and professionalism of our members. AIQ can now say that investing in promoting insulation is some what investing in the future! ASSOCIATION D'ISOLATION DU QUÉBEC Nous travaillons pour vous ! Les membres de l'AIQ oeuvrent dans l'industrie de la construction dans les secteurs commercial, industriel et institutionnel. Promouvoir l'isolation revient en quelque sorte à investir dans l'avenir ! “Insulation is not only a part of a building process but a real necessity” Also promoted in those brochures is the Insulation-Energia Contest in which AIQ discerns a trophy to a meriting enterprise that used insulation to cut its energy fees and reduces considerably its production of CO2. In 2005, AIQ will celebrate its fourth participation to this great event and we invested a lot of effort to encourage our members to participate by exposing their projects. As an association, we are proud of the work of our members and we celebrate the fact that insulation makes a large contribution to the economy of energy. With that kind of message, it is now obvious for everyone in the industry that insulation is not only a part of a building process but a real necessity. AIQ PRESENTATIONS TO THE ENGINEERS OF THE PROVINCE OF QUEBEC The AIQ presentations to the engineers were crowned with success. This promotional campaign presented to engineers of all regions of the Province of Quebec, helped build 8 May / June 2005 Dans nos brochures, il est aussi question du concours Isolation-Énergia. Dans le câdre de la Soirée Énergia de l'AQME, l'AIQ décerne un trophée à une entreprise méritante qui par le procédé d'isolation, a réduit ses coûts énergétique et sa production de CO2. En 2005, l'AIQ célébrera sa quatrième participation à ce grand événement et nous avons investi beaucoup d'efforts pour encourager nos membres à y présenter leurs projets. Notre association est particulièrement fière du travail de ses membres et met en valeur le fait que l'isolation contribue consi-dérablement à l'efficacité énergétique. Avec ce genre de message, il est maintenant évident pour tous les intervenants dans l'industrie que l'isolation n'est pas simplement un élément du processus de construction; l'isolation s'avère plutôt être une véritable nécessité. PRÉSENTATIONS DE L'AIQ AUX INGÉNIEURS DU QUÉBEC Les présentations de l'AIQ aux ingénieurs ont été couronnées de succès. Cette campagne de promotion, organisée à l'intention des ingénieurs de toutes les régions du Québec, a aidé à établir des voies de communication entre ingénieurs et entrepreneurs dans leur secteur de travail respectif. Grâce à f nos bénévoles, notre Association est reconnue pour son activité dans l'industrie, pour sa participation à la résolution des problèmes qui existent entre les deux domaines d'activité et pour son leadership en ce qui concerne la promotion de programmes d'efficacité énergétique dans le cadre du Protocol de Kyoto. e communications between engineers and contractors within their respected work. Thanks to our volunteers, our Association is recognize for its active development within the industry and participation to solve problems between both specialty and its leadership to promote the energy program within the Kyoto Protocol. Suite aux présentations, l'AIQ a été sollicitée par plusieurs organismes qui souhaitent établir des partenariats. Nous espérons pouvoir entretenir des rapports étroits avec ces organ- « L’isolation n'est pas simplement un élément du processus de construction; l'isolation s'avère plutôt être une véritable nécessité. » Following the presentations, AIQ has been approached by other organizations to build partnerships with them. We hope to achieve strong relations with those organizations. These actions could put the insulation industry to a higher level of importance in the near future. Throughout the presentations, TIAC visibility was present everywhere! The TIAC Logo publicized on all documentations, served as a passport to promote AIQ membership to TIAC, along with the promotion of the National Standard of Insulation. A survey to every participant engineer was distributed after the events. Seventy percent (70%) of the participants responded to the survey and after the compilation of the answers, we were able to pronounce that a large percentage of the engineers are positive to the idea of teamwork with insulation contractors. BUSINESS AS USUAL Since the beginning of year 2004, AIQ worked through several important files: Quebec's Building Commission's Apprentice Program and the AIQ administration is working side by side with all the appropriate committees and associations related to this matter, our goal is to achieve a real solution to this problem. AIQ and seven (7) other specialized associations are working hand in hand exposing their concerns regarding the BSDQ (Quebec Bid Depository to general contractors or sub-contractors) and other matters related to the industry. A big promotional campaign is presently organized. You will encounter many articles in different construction magazines provided by all of the specialized associations. ismes. En effet, le logo de l'ACIT figurant sur tous les documents a servi de passeport pour promouvoir l'appartenance de l'AIQ à l'ACIT et faire la promotion des Standards nationaux d'isolation. Un sondage a été effectué auprès de tous les ingénieurs participants aux présentations. Soixante-dix pour cent (70 %) d'entre eux ont répondu au sondage et, après compilation des réponses, nous avons pu annoncer qu'une forte proportion des ingénieurs voit d'un bon oeil l'idée d'un travail d'équipe avec les entrepreneurs en isolation. LE TRAVAIL CONTINUE Depuis le début de l'année 2004, l'AIQ travaille à d'importants dossiers dont celui du Programme d'apprentissage de la Commission de la construction du Québec; l'administration de l'AIQ travaille de concert avec tous les comités appropriés et avec les associations concernées par cette question. Nous nous proposons de trouver une solution véritable à ce problème. L'AIQ et sept (7) autres associations spécialisées conjuguent leurs efforts pour faire connaître leurs préoccupations au sujet du BSDQ (Bureau des soumissions du Québec) et d'autres enjeux intéressant de l'industrie dont tout dernièrement le Rapport Gaul sur lequel, l'AIQ a travaillé en étroite collaboration avec les membres du Local 58. L'AIQ voit présentement à l'organisation d'une campagne de promotion. Vous pourrez consulter de nombreux articles dans diverses revues spécialisées en construction publiées par les associations. Pierre Hamel, Lawyer of the Quebec Construction Association, supervised the Plan. TIAC TIMES 11 BCICA PROVINCIAL REPORT RAPPORT DU BCICA BRITISH COLUMBIA INSULATION CONTRACTORS ASSOCIATION Over the past year BCICA has managed to meet some of the objectives set out by the board of directors, but we are behind on one important mandate. Last year we completed the update of our specification manual, which we had hoped to present to engineering firms and specifiers by the end of 2004. The manual was completed, and a power point presentation promoting BCICA was created, but to date we have not made any presentations. This is a positive step as Michelle will be able to help our association in our marketing objectives as well as provide the administrative support we need. We are in the process of developing a new website (finally) which we are very excited about. There are a few details to be worked out yet, but keep your eyes on www.bcica.org for our launch. We hope to provide an informative forum for visitors, as well as market the services of our member companies. One feature we will be providing is access to our specification manual online. Within that context, we will bring to light the fact that there are a number of fibreglass pipe insulation products entering our market from offshore, and that there is a disparity between testing standards in North America and some offshore countries. This is where the true value of the service's our members provide stands out. There is no other industry that can match the overall cost benefit of properly insulating any mechanical or process system when you consider the cost of energy and the effects of greenhouse gas emissions on the environment. TIAC TIMES 13 TIAA PROVINCIAL REPORT RAPPORT DU TIAA THERMAL INSULATION ASSOCIATION OF ALBERTA TIAA has received a few new members within the last few months. We presently have 21 contractor members, 17 manufacturer/suppliers and 1 affiliate member. Recent efforts within TIAA have been directed towards the ever increasing need for trades people. Future projects in northern Alberta will require “double” the number of employees compared to the 1981/82 boom. Unions want to indicate that they presently have enough people to supply any needs out there. We understand this concept, since that is always their position until “all” of their members are working. This being said, TIAA has undertaken to promote our trade within the schools. Representatives have attended a number of school fairs, NAIT open houses and the Skills Canada Competition to attract potential insulators. TIAA, along with N.A.I.T. has purchased an advertizing screen, lcd projector, pamphlets, banners, etc. to help advertize our trade. We are also utilizing the video clips recently developed. TIAA has also implemented additional incentives for employees in the apprenticeship program. We now supply $7,000 annually to the first, second, third and journeyman with top marks. Over the past number of years the number of projects going through the bid system has been a concern. Finally in April, 2005, there will be a meeting held with input from every sector of the industry being considered in terms of changing, or eliminating ACTS entirely. Sanctity of bidding may be in jeopardy for this sector. Industrial activity continues with a few large projects to commence this year. Most of these projects are union projects, except for the odd exception where open shop will be completing the work. The TIAC Conference for 2008 scheduled for Alberta will be held in Edmonton, Alberta. We understand that a committee has been struck and that preliminary sites will be viewed. Booking for the specific location should be in place relatively soon, since some bookings at the Fairmont Hotels (McDonald) have been made for 2008 already. TIAA will once again make a draw for 5 contractor members to attend the 2005 Conference this fall. The draw will take place at our Semi-annual meeting on June 2nd, 2005 in Red Deer, Alberta. During 2004, the total hours worked by all union construction contractors in our province decreased by 8% over 2003. For a comparison the hours reported for 2003 was a 17% increase over 2002. The range in the total hours reported by a member/contractor for 2004 is from a low of 78 hours to a high of over 104,000 hours. The MIA funding during 2004 amounted to an 8% decrease over last year's amount. There was also a decrease in the EPSCA hours that were reported; unfortunately this segment does not fund our association. Last year was important for our association because our contract with Local 95 expired on April 30, 2004. Our Labour Negotiations Committee successfully negotiated a three year agreement with Local 95. 16 May / June 2005 vingt-quatre (24). One hundred and eighty two (182) golfers participated and an amount of $ 65,000.00 was raised for Mesothelioma Research. This amounted to a $ 15,000.00 increase over 2003. It was in fact a special issue on the state of the commercial and industrial insulation industry, giving forecasts for various construction markets and explaining the situation on the supply side, for most key products. A very interesting read, even for Canadian readers (The NIA is TIAC's U.S. counterpart). By association of ideas, and I guess also because I was desperately looking for a subject for this column, this special issue of Outlook got me thinking: if we now have a clearer picture on the state of our industry in general in 2005, what do we know about the state of technology in our industry? Or, more precisely, how extensively do TIAC members use technology? What technology do they use? This raises several questions: What is the percentage of contractors that use estimating software, do on-screen take-offs or use digital scalers? How many go on-line to place orders, to get pricing or to get technical information? How many distributors have, as we speak, up-to-date web sites? Do manufacturers use software for production planning? What about communications? How do various participants in our industry perceive technology? Do heavy users perceive it as a competitive advantage, a necessity? Is it for others an expense with very little return, giving them the competitive advantage? As individual companies, how do we compare with our peers on the use of technologies? 22 May / June 2005 Le dernier numéro du magazine de la National Insulation Association (NIA), qui porte le nom de Insulation Outlook (1), était des plus captivants pour quiconque s'intéresse à notre industrie. Il s'agissait en fait d'un numéro spécial portant sur l'état de notre industrie. En outre, on y donnait des projections par marché, de même que des explications quant à l'offre de différents produits. Une lecture fort intéressante, même pour les lecteurs canadiens ( la NIA est l'équivalent américain de l'ACIT). Par association d'idées, et aussi peut-être parce que j'étais désespérément à la recherche d'un sujet pour la présente rubrique, ce numéro spécial de l'Insulation Outlook me donna une idée: si nous avons maintenant une bonne image de l'état général dans lequel se trouve notre industrie en 2005, qu'en est-il de l'état de la technologie au sein de notre industrie? Plus précisément, jusqu'à quel point la technologie est-elle utilisée par les membres de l'ACIT? Quelles technologies utilisent-ils? Ces questions en soulèvent plusieurs autres : Quel est le pourcentage d'entrepreneurs qui utilisent des logiciels d'estimation, des échelles de comptage digitales? Combien vont sur internet pour placer des commandes, consulter des prix ou de l'information technique? Combien de distributeurs ont-ils des sites internet à jour? Les manufacturiers utilisent-ils des logiciels pour la planification de la production? Et qu'en est-il des communications? Comment les différents intervenants de notre industrie perçoivent-ils la technologie? Les grands utilisateurs la perçoivent-ils comme un avantage compétitif, comme une nécessité? Pour d'autres, est-ce une dépense sans grand retour sur l'investissement? Comment se compare-t-on avec nos pairs quant à l'utilisation de la technologie? f e The best way to get answers to these questions - and many others like these - would be to survey TIAC's members. The survey would obviously need to include relevant questions for contractors, distributors and manufacturers alike. Perhaps the best way to prepare such a survey would be to give this task to a TIAC-endorsed panel including representatives from the different sectors of the industry. Of course, confidentiality should be built into the survey and, I guess, the survey should be available on-line and on a mail-in basis…for people that do not go on-line! Interested in the concept? INSURANCE FILE DOSSIER ASSURANCE By/Par Sue Waterman, FIIC SO HOW DOES BONDING WORK No — not bondage — that's good looking ladies in leather and high heeled boots. We're talking about bonding — maybe less interesting, but, if you want to bid bonded jobs, a lot more important. First, some background A bond is a financial guarantee. The commonest form — a Performance Bond — guarantees an owner or contractor to whom you're bidding that you'll finish a job on time and on budget. So they'll be looking at • financial statements — to make sure you have the financial strength, cash flow and working capital to handle the job • your experience — your ability to do jobs of this size and scope and your other work on hand — so that they know you can handle the work and aren't spread too thin • references — from owners, contractors and suppliers, to make sure they can trust you to complete. Only if they are satisfied will they agree to bond — and the amount they agree to provide will be based on their evaluation. There are three parties to the bond • the Obligee — the owner or contractor to whom you're bidding • a Surety Company who guarantees your performance of the job • and you — the Principal — who wants the job and agrees to indemnify the surety company if you don't perform If you do fail to perform — or default — the owner can call on the surety to compensate him for the delay and additional costs of re-tendering and to pay the difference between your bid and the amount for which the work is finally done. And the surety can in turn look to you to indemnify it. In practice sureties have a long track record of helping contractors complete jobs and stay in business, and you might be surprised by the number of now successful contractors who've been helped by their sureties over the years The surety charges a fee which adds to the cost of the contract, so why do owners and contractors — who you may have known for years — want bonds ? Because of both the guarantee they provide and the screening the surety company does before it agrees to issue them. Before agreeing to bond you and on an ongoing basis afterwards the surety will investigate what are called the three Cs: • capital — do you have the money to do the work • capacity — management, manpower and equipment • character — are you trustworthy “A bond is a financial guarantee. The commonest form — a Performance Bond — guarantees an owner or contractor to whom you're bidding that you'll finish a job on time and on budget.” What bonds are there and what do they do ? The types of bond issued for a job can vary depending on what the contracts being bid call for. At tender: • Bid Bonds — issued when you're bidding a bonded project of the size and kind your surety has agreed to. In issuing the bid bond the surety guarantees - that if your bid is successful you'll enter into a contract to perform the work at your tendered price - and that they will provide for you whatever bonds are required by the contract to ensure your performance. Because material costs increase over time bid bonds typically require the tender to be accepted by the owner/contractor within 60 days of closing • Consent of Surety — may be required as well as or instead of bid bonds, and is a letter signed and sealed by the surety agreeing to the specified bonds TIAC TIMES 25 And when you're awarded the contract • Performance Bonds — by far the commonest bonds are performance bonds, which guarantee that - you will perform the contract in accordance with its specified terms and conditions - and that you will correct faulty work and replace defective materials for a period of one year [the Maintenance Period] after completion of the project. 50% ones — which guarantee 50% of the contract price — are standard, but some job contracts call for 100% ones which are also available • Labour & Material Payment Bonds — guarantee that subtrades and suppliers will be paid for the work and materials that enter into the project. In practice its rare for subcontractors to be asked for them — though its always good news for a subcontractor if the contract requires the general to supply one, particularly on Federal Government jobs where a very broad form is required which extends payment not just to subcontractors but also to sub-subcontractors What does all this cost ? Sureties typically don't charge for the bid bonds required when you bid bonded work — instead they charge you an annual fee [2005 fees $1,000 to $1,500 +] depending on the amount of time involved in looking after you — number of bid bonds, complexity of your corporate structure and number of financials that they have to review etc. Standard 50% performance bonds are presently [2005] approximately $6 per $1,000 of contract price and combination 50% performance and labour and material bonds $10 - with surcharges for contracts longer than 12 months. And since the surety has to cover its costs, if an owner or contractor calls for bid bonds and then waives final bonds they'll charge a waiver fee. So how do you get bonded ? How do you find a surety company and get bonding ? Some insurance brokers like ourselves also work with surety companies and handle bonding — so find one with experience of your industry to represent you. If your present insurance broker doesn't handle bonds ask around — other contractors or your trade association can often make recommendations. The broker will ask you some general questions about your years in business and experience, your financial statements, retained earnings and working capital, and if you both agree that you may qualify for bonding he'll provide you with application forms so you can start the paperwork. “Once everything is done the broker will submit it to a surety company for review, a process that because of the detailed analysis and reference checks can often take two or three weeks.” And there is a lot of paperwork • Contractors Questionnaire — a four page very detailed application that requires information about your company, your personnel, your accounting systems, the contracts you've done, your suppliers, subcontractors — or contractors if you're a sub, and the architects or engineers you've worked with • Resumes — yours and your key employees, and any background information you can provide that will help • A list of the most important projects you've completed in the last five years • A work on hand report describing your present jobs, their contract prices, billings to date including holdbacks, total costs to date, costs to complete and estimated completion dates • Reference letters from owners and contractors you've worked for — good ones are always very helpful • Three years of company financial statements prepared by your external accountants on at least a review engagement basis — internal financials and notice to reader ones are not acceptable to surety companies • Accounts receivable and payable lists effective the same date as your most recent financials + confirmation that any receivables over 60 days have since been collected • Personal Worth Statements - because the owners and their wives/husbands will be agreeing to indemnify if the company defaults • Bank reference letter • And for some types of contractors evidence of liability insurance Once everything is done the broker will submit it to a surety company for review, a process that because of the detailed analysis and reference checks can often take two or three weeks. Remember — bonding is a financial service like banking. Its based on the assumption that good, experienced contractors will rarely if ever have losses, so the screening is very 26 May / June 2005 thorough. Its quite common for newer contractors — who have bank loans and haven't yet built up significant retained earnings — to not qualify in their early years. TIAC TIMES 29 IN MEMORY OF A “GOOD GUYS” À LA MÉMOIRE D’UN « BONS GARS » Earl Thomas OLEKSY May 11,1957 - February 12, 2005 It was a sad day in mid February as family along with personal and industry friends paid their final respects to Earl Oleksy at the St. Herman's Orthodox Church in Edmonton, Alberta. Earl, a long time resident of Alberta Beach, left us suddenly at age 47. His immediate family, including his wife Sandi and daughters Amanda and Abigail and son Adam, were gratified to see the huge turnout of industry personnel from all over the country who braved the Edmonton winter to show their final respects. After the initial surprise of the attendance at Earl's funeral, one had to just reflect on Earl's popularity in our industry to recognize the strong influence that he had achieved over the years with his colleagues, competitors and customers. Earl was one of the “good guys”; always first to volunteer and forever a strong supporter of the industry and its promotion. The "standingroom-only" status at his funeral was indicative of his influence and his strength and respect in the industry. Earl will be sorely missed by all his friends at TIAA where he was recently elected by his peers to liaise with TIAC and join a national TIACsponsored committee. The mandate of this committee is to co-ordinate a human resources bid to ensure future apprentices for the advancement of the mechanical insulation industry in Canada. Earl, forever the stalwart of our industry, was a natural for selection to this task. Earl was a recent recipient of a service award (a diamond and gold company ring) signifying the successful completion of 25 years of employment at Crossroads C&I. His friends in the company will sorely miss his good-natured spirit and jovial good-hearted nature and his loss to the Edmonton office will take a long time to heal. In Earl's memory, a bursary in his name (supporting a 3rd year Heat & Frost student) will be sponsored by Crossroads C&I at the apprenticeship school at N.A.I.T. in Edmonton. Oleksy va beaucoup manquer à ses amis de la TIAA, où ses pairs l'avaient récemment nommé agent de liaison avec l'ACIT et membre d'un comité national commandité par l'ACIT.
