Foot and mouth disease and vaccines: where are we? Recently, the research group of the standing technical committee of the European Commission for the control of Foot-and-mouth Disease (FMD) of the Food and Agriculture (FAO-EUFMD) made proposals for further revision of the monograph of the European Pharmacopoeia on the requirements for FMD vaccines to adapt it to current production standards and conditions of use. These proposals gave rise to a new draft issued for public comment. At about the same time, an ad hoc group of the European Agency for the Evaluation of Medicinal Products (EMEA) Committee for Veterinary Medicinal Products (CVMP) began drafting a guideline on requirements for marketing authorisation of FMD vaccines and also made proposals for further revision of the monograph to ensure compatibility with the guideline. The work on the guideline and on revision of the monograph has been carried out as a collaborative project between the two groups involved against the background of recent FMD outbreaks in Europe. The European Directorate for the Quality of Medicines (EDQM) of the Council of Europe organised on 17-18 March 2003 a symposium in order to give the opportunity for open debate on the provisions of the two documents, which can then go forward for approval and implementation. The group was made up of representatives from the Immunological Working party of the CVMP of the Commission of the European Communities, the World Organization for the Animal Health (OIE) and the FAO-EUFMD. Representatives of manufacturers, the principal public and private research centres, universities, national authorities and Official Medicines Control Laboratories (OMCLs) participated in the discussions. The symposium was attended by 43 participants from 16 countries (mostly European countries but also Bolivia, Colombia, Argentina and the United States). Récemment, le groupe de recherche du comité technique permanent de la Commission européenne de lutte contre la fièvre aphteuse (EUFMD) relevant de l'Organisation des Nations Unies pour l'alimentation et l'agriculture (FAO) a formulé des propositions de révision de la monographie de la Pharmacopée européenne portant sur les vaccins de la fièvre aphteuse, pour mieux en adapter les exigences aux modes actuels de production et d'utilisation. Ces propositions ont conduit à la rédaction, et la publication pour enquête publique, d'un nouveau projet de texte. Sensiblement au même moment, un groupe ad hoc du Comité des Médicaments Vétérinaires (CMV) de l'Agence Européenne pour l'Evaluation des Médicaments (EMEA) a engagé l'élaboration d'un guideline sur les exigences afférentes à l'autorisation de mise sur le marché des vaccins de la fièvre aphteuse, et a lui-aussi présenté des propositions de révision de la monographie en vue d'en assurer la compatibilité avec le guideline. Les travaux d'élaboration du guideline et de révision de la monographie ont été conduits dans le cadre d'un projet collaboratif associant les deux groupes concernés, et dans le contexte des récentes épidémies de fièvre aphteuse en Europe. Tout cela a conduit la Direction Européenne de la Qualité du Médicament (DEQM) du Conseil de l'Europe à organiser, les 17-18 mars 2003, un symposium dont l'objectif était de créer les conditions d'un débat ouvert sur le contenu des deux documents et, par suite, de leur approbation et mise en application. L'assistance était constituée de représentants du Groupe de Travail Produits immunologiques du CMV, pour la Commission Européenne, ainsi que de l'Organisation Mondiale de la Santé Animale (OIE) et de la FAO-EUFMD. Des représentants des fabricants, des principaux centres de recherche publics et privés, des universités, des autorités nationales et des laboratoires officiels de contrôle des médicaments (OMCL) ont également contribué aux débats. Les participants au symposium, au nombre de 43, provenaient de 16 pays (principalement européens mais comprenant également la Bolivie, la Colombie, l'Argentine et les États-Unis).
