E prodigieux développement de l'organisation internationale auquel nous assistons,
le nombre toujours croissant des organismes internationaux qui se créent nous invitent
à jeter un regard sur les origines et l'évolution
de ce mouvement,
Dans son Bulletin de décembre 1949, l'Union
des Associations Internationales a déjà publié
un tableau statistique et chronologique des organisations internationales. Une liste nominative
des organisations internationales selon l'ordre
chronologique de constitution (de 1840 à 1908)
a été également donnée dans le Bulletin de
décembre 1949, février 1950 et novembre 1950.
Les nombreuses informations fournies pour l'édition 1951-52 de notre Annuaire des Organisations
Internationales, nous permettent de présenter
une statistique plus complète et plus précise. Le
tableau ci-dessous donne :
la statistique des fondations d'organisations

( pa r période de 5 ans jusqu'en 1900 - par
année de 1901 à nos jours) ;
2) la répartition idéologique de ces organisations ;

he present remarkable growth of international structure, and the ever increasing
number of international organizations that
are being created, invite an examination of the
origin and evolution of this movement.
In its Bulletin of December 1949 the Union
of International Associations published statistical and chronological tables on international
organizations ; and lists of names of these organizations according to date of foundation appeared
in the issues of December 1949, February and
November 1950. The extensive information
collected for the 1951-52 edition of the Yearbook
of International Organizations now makes it possible to present more complete and precise
statistics.
The following tables show

Comme nous venons de le dire, cette étude
est basée sur les dates de fondation des organisations. Il n'a pu, par conséquent, être tenu
compte des organisations dont la date de fondation est inconnue. Le nombre de celles-ci s'élève
à environ 400, quasi toutes disparues à l'heure
actuelle.

the number of international organizations
founded in each period of five years up to
1900, and in each year from 1901 onwards;
2)
the classification of these organizations
according to their aims; and
3)
the proportion of inter-governmental and
non-governmental international organizations,
with an indication in each case of the numbers still in existence.
As it has been stated, this enquiry is based on
the dates of foundation of the organizations.
No account could therefore be taken of organizations whose date of foundation is unknown.
This amount to about 400 almost all of them
having disappeared today.

Bien que la première date donnée soit 1617,
le véritable départ de l'organisation internationale telle que nous la connaissons aujourd'hui
date du milieu du siècle dernier. Le mouvement
a donc cent ans d'existence. Une lente et prudente évolution le caractérise pendant près de
40 ans. De 1850 à 1889. une moyenne de 3 ou 4
organisations internationales sont créées chaque
année. La seule année 1889 voit la fondation de
15 organisations internationales et dès lors, l'élan
ne se ralentira plus. Les années 1905 à 1910 marquent un sommet avec une moyenne de. 30 nouvelles organisations internationales par an.
Although the first date mentioned is 1617,
the real impetus to international organization
as we know it only developed in the middle of
the last century. The movement has thus
reached its centenary. The first 40 years were
characterized by slow and prudent evolution.
From 1850 to 1889 an average of 3 or 4 new international organizations were created each year.
But 1889 saw the foundation of 15, and thenceforward the tempo never slackened. The years
1905 to 1910 mark a peak, with an average
annual birth rate of 30.
L'activité internationale mise en veilleuse par
la première guerre mondiale reprend un rythme
sensiblement égal après l'armistice : une moyenne de 25 nouvelles organisations internationales
sont établies pour les années 1919 à 1925. L'impulsion donnée par la Société des Nations donne
ses fruits particulièrement entre les années 1926
et 1930. A partir de 1933, la crise dans les relations internationales se fait sentir.
Dormant during the first world war, international activity resumed after the armistice on
substantially the same scale; an average of 25
new organizations were established in the years
1919 to 1925. The impulse provided by the League of Nations was particularly fruitful in the
years 1926 to 1930. From 1933 onwards the crisis
in international relations made itself felt.
La seconde guerre mondiale ne décourage pas
les efforts de coopération internationale et on
voit 12 nouvelles organisations se créer en 1942 et
15 en 1944. Beaucoup plus rapidement qu'après
la première guerre, le mouvement international
après 1945 retrouve et dépasse les limites précédemment atteintes. Le développement des relations internationales connaît alors une ampleur
inconnue jusque là et qui peut se présenter
comme un fait absolument nouveau dans l'histoire de ces relations : 83 nouvelles organisations
internationales sont créées pour la seule année
1948. Le mouvement est cependant freiné en
1950 et il est encore trop tôt pour prévoir
révolution en 1952.
Il serait trop long d'analyser ici les circonstances économiques, politiques, les mouvements
d'opinion, les découvertes scientifiques qui ont
conditionné, favorisé ou retardé la création d'organisations internationales. Notons cependant, en
passant, et pour revenir sur une étude précédemment publiée dans notre Bulletin (1) que
l'influence des expositions universelles a été

The second world war did not suspend all
efforts at international co-operation, and 12
new organizations were created in 1942 and 15
in 1944. Recovery was much more rapid than
after 1918, and the previous maximum was soon
reached and passed. The development of international links was on an unprecedented scale,
as witness the fact that 83 new international
organizations were created in 1948 alone. There
was, however, some slowing down in 1950, and
it is still too early to forecast the tendency for
1952.
It would take too long to analyse here the
economic and political conditions, the climate
of opinion, and the scientific discoveries which
conditioned, favoured or retarded the creation
of international organizations. It may be noted
in passing, however, that world fairs and exhibitions have exercised a clearly defined influence
on the development not only of international
congresses — as is evident from an article published in an earlier issue of the Bulletin (1) —

nettement marquée non seulement sur le developpement des congrès internationaux, mais sur
celui des organisations internationales elles-mêmes- L'année 1889 que nous avons notée comme
véritable point de départ du mouvement est celle
de l'Exposition universelle de Paris. En 1910,
c'est l'Exposition universelle de Bruxelles : 42
organisations internationales sont fondées et il
a fallu attendre 1947 pour dépasser ce chiffre.

The year 1889 which, as noted above, marked
the effective beginning of the movement, was
also the year of the Universal Exhibition in
Paris. In 1910, the year of the Brussels Exhibition,

2. La répartition Idéologique
2) Classification According to Aim
Pour la facilité du lecteur, nous avons réparti
les organisations sous les 9 principales divisions
de la classification décimale universelle. Dans
l'étude effectuée par l'U.A.I. les organisations
sont réparties dans 55 divisions; en raison de
l'impossibilité matérielle de publier dans ce Bulletin une enquête aussi détaillée, nous nous sommes limités aux 9 groupes de base. Ce groupement comporte nécessairement quelque chose
d'arbitraire et signalons notamment que la division 3 couvre à la fois le droit, l'assistance, les
problèmes du travail, l'enseignement, le commerce et les transports.
For the convenience of readers the organizations have been arranged under the 9 principal
divisions of the Universal Decimal System. This
grouping is to a certain extent arbitrary, especially as regards division 3, which includes law.
social service, labour questions, education, commerce, and transport. In carrying out its
research work the UIA has classified the organizations under 55 heads, but within the limits
of the Bulletin it is impossible to publish such
a detailed survey: hence the present restriction
to the 9 basic divisions.
Les premiers efforts de coopération internationale (1) se sont portés vers le domaine religieux et vers le droit. Dès 1875, les organisations
pacifistes commencent à se multiplier en même
temps que les organisations scientifiques et
notamment la médecine qui prendra une place
prépondérante qu'elle conserve encore aujourd’hui dans la répartition totale des organisations
internationales. Les sciences pures s'organisent
assez tôt et dans une proportion constante au
cours de toute la période envisagée. II faut attendre 1890 pour que prennent rang les organisations syndicales dont le chiffre s'élève alors
rapidement. Le mouvement se ralentit à partir
de 1897. La période de 1903 à 1910 est marquée
par un renouveau d'activité qui se maintiendra
jusqu'à nos jours. L'enseignement s'organise
tardivement, la première date est 1892 et il
faut attendre 1905 pour que le mouvement se
développe. Les organisations pacifistes se créent
assez nombreuses dans la période 1905-1914 pour-
The first efforts at international co-operation
were in th e fields of religion and law (2). From
1875 onwards peace organizations began to multiply, as well as scientific organizations; medicine, in particular, soon took a preponderant
place, which it still preserves, in the total of
international organizations. The pure sciences
were organized fairly early, and maintained a
constant proportion during each period considered. It was not until 1890 that the international trade unions developed, but from then
on the number increased rapidly until 1897,
when there was a slowing down ; the period
1903-10 was marked by renewed activity which
has been maintained to the present day. Education was late in becoming organized, the first
date being 1892, and development did not begin
seriously until 1905. Peace organizations were
started at a fairly good rate from 1905-14, but

Comparons maintenant les chiffres totaux des
organisations créées dans chaque domaine. Nous
croyons utile de détailler ici la catégorie 3. Elle
couvre des matières assez diverses : 157 organisations s'occupent d'économie, finances et travail, 141 de droit, 79 d'assistance, 68 d'enseignement, 25 de commerce et transport. De même
la division 7 englobe à la fois les beaux-arts et
les sports. Ces derniers qui commencent à s'organiser dès 1893 totalisent à eux seuls la création de 76 organisations internationales. Les
sciences appliquées et notamment la médecine
occupent une place prépondérante : si ou y
ajoute les sciences pures, l'organisation internationale dans le domaine scientifique couvre
près d'un tiers du chiffre total des organisations
internationales créées au cours d'un siècle. Viennent ensuite les problèmes économiques, puis
le droit. Les beaux-arts, la littérature, la géographie et l'histoire, la philologie et — chose curieuse — le commerce et les transports sont les
domaines les plus abandonnés.
Comparing now the totals of organizations
within each field, it is useful to subdivide the
3rd category, which covers rather diverse subjects, namely 157 organizations concerned with
economics, finance and labour, 141 with law
79 with assistance, 68 with education and
25 with commerce and transport. Similarly
the 7th category incorporates both the fine
arts and sports. The latter, which only began
to be organized in 1893, alone total creation of
76 internatioal organizations. The applied sciences, and especially medicine, occupy a dominating position : if the pure sciences are added,
international organizations in the scientific field
cover nearly a third of the total number of
international organizations created during the
past 100 years. There follow in descending
order of importance economics and law. Fine
arts, literature, geography and history, philology, and ( curiously enough) commerce and
transport are the least popular fields.

tandis que 83 % des organisations intergouvernementale? créées demeurent en activité.
Out of this total of 1,547 international organizations(*), 1,409 are non-governmental (i. e.
91 per cent) and 138 inter-governmental (i. e.
9 per cent). The mortality rate is greater
among the non-governmental, of which only 64
per cent have survived the ravages of time,
whereas 83 per cent of the inter-governmental
remain active.

Ces chiffres ne se prétendent pas absolus, mais
ils viennent confirmer en les précisant les études
précédemment faites par l'U.A.I. dans ce domaine. Il n'est pas sans intérêt de comparer ces statistiques à celles publiées dans le Bulletin de
l'U.A.I. de janvier 1949 donnant la répartition
chronologique des congrès internationaux. Nous
y voyons que les principales remarques suggérées par le tableau statistique des organisations
internationales sont confirmées par l'évolution
des congrès. Ceux-ci enregistrent cependant les
mouvements avec plus de rapidité et il est normal qu'une évolution se marque d'abord dans des
réunions passagères avant de se préciser dans
des organisations permanentes.
It cannot be claimed that these figures are
absolutely complete, but they do confirm and
clarify preceding studies made on the subject
by the UIA. It is not without interest to compare these statistics with those published in the
Bulletin of January 1949, which dealt with
international congresses. It is apparent that
the principal conclusions drawn from the statistical tables on international organizations are
confirmed by the evolution of congresses. The
latter, however, register new tendencies with
greater rapidity, and as one would expect, a new
trend makes itself felt in the field of ephemeral
meetings before it affects permanent organizations.
Nous croyons avoir dégagé les lignes générales
de l'évolution de l'organisation internationale
au cours des cent dernières années. De trop
nombreuses données n'ont pu être que très largement esquissées et mériteraient une étude plus
approfondie. Nous nous sommes contentés de
jeter quelques jalons pour servir à l'histoire de
l'organisation internationale à laquelle, espérons-le, s'intéresseront des chercheurs de plus
en plus nombreux.
The foregoing provides a general picture of
the evolution of international organizations in
the last 100 years. Too much of the data has
had to be given only in broad outline, and a
more detailed study would have been justified.
We have limited ourselves to establishing a few
of the landmarks in the history of international
organization, and we hope that more and more
research workers will become interested in filling in the gaps.

Interparlementaire a élu Secrétaire Général de
l’Union Interparlementaire pour une période de

Highway Congress (Lima October 7-15, Î951) :
"Whereas... Rotary International has a very
extensive and well-equiped organization in various parts of America, through which it is
promoting closer relations and friendly understanding among the American countries.
The Fifth Pan-American Highway Congress
resolves: To request, through the medium of the
Rotary Clubs in the cities located along "Friendship Road", that Rotary International co-operate
with the public authorities in an effort to make
circumstances as favorable as possible for the
completion and maintenance of the Pan-American Highway, and that it assist in keeping alive
the present enthusiastic interest in this tremendously important project."
"Travel Trade". March 1952, reports an interview with Miguel E. Abed, the National President of Lion's Clubs in Mexico who was in
charge of organizing the Lions International
Convention in this City (June 25-28). He stressed the importance for economic life of the
whole country, of events such as the Rotary
( May 25-29) and Lions International Conventions in Mexico. For both conventions, a new
municipal auditorium with 18,000 seats was
prepared.
In 1951, the high cost of industrial equipment
was balanced by the million pesos which were
spent by visitors. For 1952 the first rate impor-

Le premier cours facultaire officiel de Droit
International Médical vient d'être inauguré à
la Faculté de Médecine de Bordeaux, en présence du docteur Dorolle, directeur adjoint de
l'Organisation Mondiale de la Santé. Ce cours,
qui a été créé par Arrêté du 19 février 1952, en
tant que cours complémentaire, a été confié au
professeur Auby, de la Faculté de Droit, ancien
directeur du Cabinet du Ministre de la Santé
publique de France.
Déjà en 1947, l'Italie, la première dans le
monde, avait créé à son Ecole de Santé militaire
une chaire d'éthique médicale internationale ; le
Mexique et La Havane avaient suivi ce mouvement : les quatre facultés belges avaient également élaboré un projet dans ce sens.

communique l'information suivante qui intéressera les ONG établies en Suisse :
Une ordonnance du Conseil Fédéral suisse du
14 mars 1952 prévoit que si un membre étranger du personnel d'une organisation internationale quitte définitivement la Suisse avant de
pouvoir être mis au bénéfice des rentes de l'assurance vieillesse et survivants, il pourra demander le remboursement des cotisations qu'il a dû
obligatoirement verser.
Ce remboursement est soumis cependant au
règlement particulier prévu dans les conditions
que la Suisse a pu signer ou signera avec certains pays dans lesquels une telle assurance
existe.
Cette ordonnance met un ternie à l'injustice
que constituent les paiements obligatoires de

cotisations sans pouvoir en retirer ultérieurement
le bénéfice.
Il est à remarquer encore que seule la part
payée par remployé est remboursée. Celle versée
par l'employeur restant acquise à l'Office Fédéral des assurances.
Migrations
Under the title "NGOs plan programs to help
world’s migrants'' the May 1, 1952 issue of the
United Nations Bulletin gives a detailed account
of the Third Conference of Non-Governmental
Organizations interested in Migration held April
16 to 22. It recalls the origin and neccessity of
such conferences. "Related to this movement
(migration) - there is a complex of problems —
economics, social, cultural and humanitarian —
which, though necessarily of primary concern
to governments, call for the active co-operation
and assistance of non-governmental organizations."

The May 1952 issue of "The British Survey"
(pp. 16-31) gives under the title ''The International Red Cross and the Geneva Conventions"
an exhaustive picture of the history and the
main
features
of
this
organization.
The
author concludes : "This nexus of Red Cross
organisations, co-ordinating national effort and
contribution with the international neutral intermediary in Geneva (the I.C.R.C. ), is one of
the very few human agencies which stand for
the principle that there are certain absolute
values which neither the intense passions nor
the increasingly deadly weapons of modern war
should violate. The movement which Henry
Dunant of Geneva set on foot ninety years ago
has already achieved so noble a record in preventing and reducing human suffering during a
period of unprecedented world wars, and has
attained such a position in international law.
that it may be said to have become part of the
very civilisation which it is the duty of the
peoples and the statesmen to save."
"The problem of spreading the principles of
the Red Cross, which was the subject of a num-
ber of resolutions at International Red Cross
Conferences, has not yet reached an over-all
solution, and today it is still, even more than in
the past, a subject which demands immediate
study.
It would therefore seem appropriate, wi th the
support of the Governments — so that t he y can
take the necessary legal and administrative measures — to introduce a course of "humanitarian
history" into the curriculum of primary, secondary and vocational training schools, and a full
course in the first two classes of secondary
schools. The deep theme underlying the basic
idea of the Red Cross should not be made too
abstract, but vivid by including examples from
real life."

Efforts to assist the peoples in U.N. trust areas
have been undertaken by the League for the
Rights of Man with a view to creating in New
York a center for co-operation between international non-governmental organizations and re-
presentatives of the native peoples. No agency
at present aids petitioners who come to New
York, or visitors who go to trust areas, or gives
assistance to native civil rights movements. William Bross Lloyd, Jr. of Chicago, who has been
in contact with the centers in London and Paris
where colonial peoples find European support,
has volunteered to undertake the organizing
work. Recent resolutions of the General Assembly concerning the program of the Trusteeship
Council offer an encouraging base for extending
human rights in trust areas.

The interest of a number of NGO's in the
Technical Assistance Administration of the U.N.
has prompted a suggestion that its administration should have the benefit, of consultation with
private agencies. That suggestion has been
taken up with the official Bureau of the NGO's
with a view to sounding out those interested.
If a consultant group of recognized NGO's is
established, they would serve as contacts with
national agencies in those countries seeking U.N.
technical assistance, thus fortifying governmental efforts by the aid and support of such agencies as trade unions, chambers of commerce and
co-operatives.

Wirg-Burri. président de l'Union Internationale
fait le point de l'activité de cet organisme à l'occasion de ses 25 ans d'existence. Sous le titre
"Quels sont les problèmes qui peuvent être résolus sur le plan international" l'auteur regrette
que certains efforts de coordination internationale de l'Union n'aient pu encore aboutir mais
souligne ce qui a pu être réalisé en ce qui concerne les échanges d'expériences dans les domaines suivants : formation et perfectionnement
professionnels, politique professionnelle et sociale, politique d'association, achat en commun.
Agriculture
From the 9th to the 14th of July, about 1,000
animal breeding experts from 29 different countries, including North and South America, Australia, India and Japan, will meet in Copenhagen
for the VIth International Congress of Animal
Husbandry. Practical breeders will meet the
leading research workers and will discuss the
application of the most recent results of research
to practical animal husbandry.
The importance of the Congress to agricultural
development and international contact is underlined by the fact that the Congress is to be held
under the patronage of His Majesty King Frederik IX of Denmark and that the agricultural
ministers of 18 countries, besides the leading
figures of FAO, belong to the Honorary Council
of the Congress.
Transport - Communications
A complete and clear picture of the International non-governmental organizations in the
field of railways is given in the May 1952 issue
of the "Bulletin of the International Union of
Railways" (pp. 132-137). The first part is
devoted to historical review of the Inter258
national Union of Railways and t he second to
the present organization of the Union, On this
occasion the methods of study and action as well
as the policy and relations with other international organizations (with plan ) are fu ll y
described.
The technical department of the International
Road Federation, Paris Office, is preparing maps
for the United Nations, designating the routes
for the European Road network agreed on by
the participating nations. The maps indicate
also the progress of the program and the order
of construction priorities.

At the first General Assembly of the International Mathematical Union held in Rome,
6-8 March 1952, the following firm projects
were selected for the first period of the new
Union's activity :
— a World Directory of Mathematicians ;
— re-establishment of the International Mathematical Instruction Committee (Commission
Internationale de l'Enseignement Mathématique) .
Attention would also be given, through special committees, to three important questions :
1. methods of facilitating and making cheaper
the dissemination of mathematical knowledge
through various forms of publication;
2. the abstracting and reviewing problem ;
3. publication of a polyglot directory of mathematical symbols.
Jeunesse - Education-Youth
La Conférence Mondiale de la Jeunesse qui se
tiendra en Inde en décembre prochain sera non
pas un rassemblement de masse mais une con-
férence de travail, où seuls prendront part 300
délégués appartenant à 5 Alliances internationales, soit 150 envoyés par le Conseil œcuménique des Eglises et le Conseil mondial de l'éducation chrétienne, 75 par le Comité universel des
Unions chrétiennes de jeunes gens, 45 par l'Alliance universelle des Unions chrétiennes de jeunes filles et 30 par la Fédération universelle des
Associations chrétiennes d'étudiants.
La conférence sera à la fois mondiale (de par
la diversité d'origine de ses participants) et
asiatique, par son cadre et le fait que 200 des
300 délégués viendront du Moyen-Orient, de
l'Asie et du Sud du Pacifique.

The First International Conference on Theatre
and Youth, organized by the International Theatre Institute with the collaboration of UNESCO,
in Paris from 7th to 9th April 1952, recommended that the Centres of the International
Theatre Institute, with the help of the UNESCO
National Commissions, should set up special
national committees and that a permanent International Working Group should be established
on '"Theatre and Youth".

"Fraternité Mondiale", une réunion d'éducateurs
et d'experts s"est tenue du 16 au 19 avril à Luxembourg. Elle a examiné les mesures éducatives

favoriser la compréhension entre les trois pays
Benelux ainsi que les moyens efficaces en vue
du rapprochement culturel par le travail de
l'école et de l'éducation populaire.
Un comité de continuation, formé lors de la
rencontre, a été chargé de transmettre à la Conférence des Ministres de l'Education Nationale
des trois pays Benelux les vœux retenus par les
quatre commissions de travail et de prendre des
initiatives en vue de la création d'un organisme
culturel consultatif permanent qui groupera des
éducateurs dans le cadre de "Fraternité Mondiale", afin de promouvoir sur un plan nongouvernemental la compréhension et la collaboration des trois pays.

La première conférence européenne de la
Jeunesse Ouvrière Chrétienne (JOC) qui s'est
tenue à Clèves (Allemagne) du 10 au 20 mai 1952
a pris d'importantes résolutions en vue de faciliter et promouvoir les rencontres de jeunes entre les différentes pays d'Europe. Il a été notamment décidé d'établir des contacts entre les sections nationales au sujet des jeunes emigrants ;
les sections des pays d'émigration seront régulièrement tenues au courant des noms et addresses des jeunes qui entrent chez eux. La
Conférence a également demandé de favoriser
l'échange d'apprentis.
Le Bulletin de Pax Romana n° 5 de mai 1952
publie sous le titre "L'Université et la Communauté Internationale" les principales idées qui
seront développées sur ce sujet par le professeur
Alceu Amoroso Lima au 5e Congrès de Pax Romana. "L'Université qui doit correspondre à
l'authentique esprit de communauté internationale est l'Université ouverte. Ouverte aux autres
Universités, ouverte aux professeurs et aux élèves des autres pays, ouverte aux disciplines qui
peuvent communiquer aux étudiants la vraie
connaissance du monde. Si l'Université fermée,

congress in Naples, the history and main features of the International Alliance.
Calendrier mondial - World Calendar
The World Calendar Association intends to
develop international action in order to lead to
adoption in 1956 of the world calendar (Gregorian and World Calendar meet on Sunday the
first of January). Calendar reform which is
in the program of U.N. should be discussed at
first by Ecosoc and later the General Assembly
could give its endorsement. Ratification by
individual nations would then follow.
