A) When time is up, which varies according to division type from 2 to 3 minutes, the participant who acquired the most wasa-ari is declared winner. B) In case of a tie, an additional one (1) minute period (Ensho-sen) will be granted. The participant who scores the most wasa-ari during this extension wins. C) If still tied after extra time (Sai-Encho-Sen), a final extension of a maximum of one (1) minute will be allowed. The first participant to score a wasa-ari automatically wins. If the tie persists at the end of the second extension, then it is up to the judges and to the central referee to declare the winner according to the fighting spirit, initiative, combat control, and to who dominated the opponent the most. 2) If an ippon (KO) is granted, is an injury causes withdrawal (Kikken) or if there has been a disqualification of a participant (Hansoku/Shikkaku), then the fight ends with the wrongful participant forfeiting. 3) Throws and sweeps are only allowed on tatamis. There will be a short period of 1 to 3 seconds following the intentional or accidental fall of a participant, period during which there could be: A) a scoring technique to the chest protector (do) which could award a wasa-ari or an ippon. B) a properly controlled technique, without contact, to the helmet (men) which could award a wasa-ari. C) a properly controlled technique, without contact, to the back or behind the head, which could award a wasa-ari. 4) It is prohibited to grab the bogu ; the chest protector (do) and the helmet (men). 5) No contact will be permitted to the following prohibited areas: behind the head, neck, back, knees, legs, thighs and groin. 6) The only allowed contact zone on the full face koshiki protector (men) is the plexi glass. The only allowed body contact zone is the chest protector (do). 7) A controlled non-contact technique to the back or to the back of the head scores one (1) wasa-ari. 8) The following penalty formula applies to all prohibited acts except for Jogai Keikoku. All incidents are considered at the same level, no differentiation is made for different types of prohibited actions: a) First incident: Competitor is given a warning (Keikoku) b) Second incident: Competitor is given a warning, opponent is awarded a wasa-ari. (Hanshoku chui) c) Third incident: Competitor is disqualified from fight, opponent wins by Ippon. (Hanshoku) 9) Excessive contact to prohibited areas (see General Regulation Rule # 5) or any deliberate technique made with the purpose of injuring the opponent results in automatic disqualification. 10) Excessive contact to the head results in automatic disqualification. 11) Unsportsmanlike conduct or disrespect result in automatic disqualification. (Hansoku/Shikkaku) 12) Contestants must keep contact with the fighting area at all times. Stepping out of the bounds of the fighting area first leads to a warning. Each successive occurrence awards the opponent a wasa-ari. There is no limit to the number of Jogai Keikoku that may be assessed. None will be considered as a prohibited action, therefore cannot cause disqualification. 13) Deliberately pushing the opponent outside the fighting area is prohibited and will be recorded as a non-permitted action (see General Regulation Rule # 8). 14) Participants can score wasa-ari as long as they have one foot within the fighting area. 15) Groin protector is mandatory for men whereas the pelvis protector is only recommended for women. Mouth guards are mandatory except for those who are wearing the full face koshiki protectors, but are nonetheless highly recommended. 16) In case of accidental injury (if not accidental, action is punishable by immediate disqualification depending on the severity of the act), the time will be stopped so medical assistance can validate the condition of the participants. If medical assistance decrees that the participants are unable to continue, then the opponents will win by the equivalent of abandon (Kikken). On the other hand, if medical assistance decrees that the participants are able to continue, then it is the participants themselves who will decide whether or not to continue the competition. 17) Only protective equipment approved by the organizers of the competition will be permitted. 18) No jewelry may be worn during competition and long hair must be tied up. Medium length hair must be held back by a neutral colored bandana. Participants who refuse to adhere to this rule will lose by forfeit. 19) A shirt the color of the uniform will be allowed under the gi uniform. 20) The participants must at all times be dressed in a traditional white or black uniform. 21) Participants cannot be coached during fight. Being coached would be recorded as a non-permitted action (see General Regulation Rule # 8). 22) As far as possible, the central referee should not be the competitor's teacher. 23) Wearing the Hakama is recommended, but not required, for referees and judges. However, the Hakama is mandatory for judges and referees who are evaluating a black belt category. 24) Any submission technique (arm bar, choke, ...) will be prohibited and will be considered and regarded as a non-permitted action (see General Regulation Rule # 8) or disqualification based on the severity of the act. Kata name: This fiels is to ensure that in case of a tie, participants will present a new kata. Also, in the event that the participant had to perform a qualification kata as well as a final kata, this field would ensure that katas are different. Name of referee/judge: This field helps identify any mistakes of commission or omission in the evaluation of the kata. The 7 objective criteria that judges must consider when evaluating a kata: (a) Mettsuke. Gaze control - Understanding and visualizing targets, opponents' intentions as well as their techniques and strategies; Expressing a proper attitude, confidence and fighting spirit. (b) Kokyu. Breath control - Inhaling and exhaling at the right moments, and properly managing breathing during certain sequences; Becoming one and being in harmony with the body and mind when executing various techniques. (c) Reigi Saho To Taido/ tanren no do-ai/seishin ryoku. Presentation and martial spirit Presenting a kata while expressing a martial etiquette which displays rigor, courtesy and discipline; the attitude and the expression while entering the area of presentation, during the course of kata to the exit of the air combat. (d) Chikara No Kyojaku. Power control - When to use a lot of power and when to relax; managing energy throughout the kata. (e) Waza No Kankyu. Speed control – When to be fast and when to be slow; harmonizing proper rhythm when executing sequences of motion according to their interpretation. (f) Tai No Shinshuku. Body control – When to extend the body and when to contract it; being in full control of its techniques and balance, demonstrating driveability based on movements executed. (g) Coefficient of difficulty – Weighting the kata according to the difficulty level, taking into account the duration of the kata, the complexity of its sequences, and the balance required by certain postures. Correspondence of ratings (must reflect the evaluated category): 12345- Very poor to mediocre Low Normal Good Very good to excellent P.S. A score of 0 is given to all participants who did not complete their kata. Annex A Definition of an ippon An Ippon is awarded: a) When a powerful, effective, accurate and in full control technique, is legally performed to the body. The technique must also be properly completed (zanshin). b) In the case of a sweep or a projection followed by a technique to the chest protector within a period of 3 seconds after the fall which meets all the criteria mentioned in paragraph a. Please note that no jumped technique (tobi wasa) will not be tolerated on an opponent to the ground and shall be punished with disqualification depending on the severity of the act. (see General Regulation # 9) c) If a participant manages to score three consecutive wasa-ari to the body or face, without being answered or interrupted by the opponent. Definition of a wasa-ari Wasa-ari will be accorded if a legal technique is performed efficiently, but without gathering all the criteria for the definition of an ippon.
