General Information
The “Pestalozzi” Programme, Council of Europe training Programme for education professionals, is a
Council of Europe activity. This activity was set up in 1969 within the framework of the European Cultural
Convention1 and is aimed at education professionals of primary and secondary schools of the 49 signatory
States2 (teachers, head teachers, inspectors, educational advisers, teacher trainers, child psychologists,
school staff, textbook authors, etc.).
The “Pestalozzi” Programme is managed by the Division for the European dimension of education
within the Directorate General IV “Education, Culture and Heritage, Youth and Sport” of the Council of
Europe, and by a network of National Liaison Officers in the signatory States. In the framework of this
Programme, about fourty European Workshops and Seminars (from 3 to 5 days) are organised each year.
The different European Workshops and Seminars’ themes are closely linked to the Council of Europe
priority projects, particularly in the field of education, as for example, in 2008 :

Education for democratic citizenship and Human Rights ;
•
Teaching remembrance – education for the prevention of crimes against humanity ;
•
Education of Roma children in Europe ;
•
Intercultural learning and social integration practices at school ;
•
The image of the Other in History teaching ;
•
Plurilingualism, Diversity, Citizenship ;
•
Intercultural dialogue and conflict prevention ;
•
Gender equality for a functioning democracy ;
•
Responses to violence in everyday life in a democratic society ;
•
Making democratic institutions work ;
•
Themes linked to the 22nd session of the Standing Conference of European Ministers of Education :
« Building a more humane and inclusive Europe » (Humans Rights ; social cohesion ; intercultural
education ; Children’s Rights in an educational perspective ; inclusive education policies for vulnerable
groups)
Those European Workshops and Seminars offer the teachers the possibility :
•
to be acquainted with the work of the Council of Europe in the field of education ;
•
to be involved in a multicultural experience ;
•
to share information, ideas and teaching material with colleagues from other countries ;
•
to act their role of multiplier in informing their colleagues and more.
Each year, about 2 000 European teachers participate in this Programme, 500 benefiting from the
reimbursement of their travels expenses.
The National Liaison Officer in each signatory State distributes the List of European Workshops and
Seminars organised within the “Pestalozzi” Programme. This list is issued on the Website of the Council of
Europe twice a year (in May and December).
European Workshops and Seminars also give rise to the publication, on the Website of the Council of
Europe, of a pedagogical product written by the Director of the European Workshop.

The European Cultural Convention was opened for signature in 1954. This international treaty is also open to European countries
that are not members of the Council of Europe, and enables them to take part in the Council of Europe activities on education, culture
and heritage, youth and sport. So far, 49 states have acceded to the European Cultural Convention : the 47 Council of Europe member
states plus Belarus, the Holy See.

Informations générales
Le Programme “Pestalozzi”, Programme de formation des professionnels de l’éducation, est une
activité du Conseil de l'Europe. Mis en place en 1969 dans le cadre de la Convention Culturelle
Européenne3, il s'adresse aux professionnels de l’éducation du primaire et du secondaire des 49 Etats
signataires4 de la Convention culturelle européenne (enseignants, chefs d'établissements, inspecteurs,
conseillers pédagogiques, formateurs d'enseignants, psychologues scolaires, personnel scolaire, auteurs de
manuels pédagogiques, etc.).
Le Programme “Pestalozzi” est géré par la Division de la dimension européenne de l'éducation au sein
de la Direction Générale IV « Education, Culture et Patrimoine, Jeunesse et Sport » du Conseil de l'Europe,
et par un réseau d'Agents de Liaison Nationaux dans les Etats signataires. Dans le cadre de ce
Programme, une quarantaine d'Ateliers et de Séminaires européens (d'une durée de 3 à 5 jours) sont
organisés chaque année.
Les différents thèmes des Ateliers et Séminaires européens sont étroitement liés aux projets prioritaires
du Conseil de l'Europe, en particulier en matière d'éducation, comme par exemple, en 2008 :

Education à la citoyenneté démocratique et aux Droits de l’Homme ;
•
Enseignement de la mémoire et l'éducation à la prévention des crimes contre l'humanité ;
•
Education des enfants roms en Europe;
•
Apprentissage interculturel et pratiques d’inclusion sociale dans le milieu scolaire ;
•
La représentation de l’Autre dans l’enseignement de l’Histoire;
•
Plurilinguisme, Diversité, Citoyenneté;
•
Dialogue interculturel et la prévention des conflits ;
•
Egalité des sexes pour une démocratie effective ;
•
Réponses à la violence quotidienne dans une société démocratique ;
•
Institutions démocratiques en action ;
•
Thèmes liés à celui de la 22ème session de la Conférence permanente des Ministres de l’Education :
« Construire une Europe plus humaine et plus inclusive » (Droits de l’Homme ; cohésion sociale ;
éducation interculturelle ; Droits de l’Enfant dans la perspective éducative ; Politiques d’éducation
inclusives à l’intention des groupes vulnérables)
Ces Ateliers et Séminaires européens offrent aux éducateurs la possibilité :
•
de connaître les travaux du Conseil de l'Europe en matière d'éducation ;
•
de vivre une expérience multiculturelle ;
•
d'échanger des informations, des idées et du matériel pédagogique avec des collègues d'autres pays ;
•
de pouvoir jouer un rôle de multiplicateurs auprès de leurs collègues et au-delà.
Chaque année, environ 2 000 éducateurs européens participent à ce programme dont 500 bénéficient du
remboursement de leurs frais de voyage.
Le répertoire des Ateliers et Séminaires européens offerts dans le cadre du Programme “Pestalozzi” est
diffusé par l'Agent de Liaison National présent dans chacun des Etats signataires. Ce répertoire est publié
sur le site Web du Conseil de l’Europe deux fois par an (en mai et en décembre).
Les Ateliers et Séminaires européens donnent également lieu à la publication, sur le site Web du Conseil de
l’Europe, d'un produit pédagogique rédigé par le Directeur de l’Atelier européen.

La Convention culturelle européenne a été ouverte à la signature en 1954. Ce traité international est également ouvert aux Etats
européens qui ne sont pas membres du Conseil de l’Europe, et leur permet de prendre part aux activités du Conseil de l’Europe dans les
domaines de l'éducation, de la culture et du patrimoine, de la jeunesse et du sport. A ce jour, 49 Etats ont adhéré à la Convention
culturelle européenne : les 47 Etats membres du Conseil de l'Europe ainsi que le Bélarus, le Saint-Siège.

Johann Heinrich PESTALOZZI
(1746 – 1827)
Educationalist and writer, Johann Heinrich PESTALOZZI, influenced by the thinking of Jean-Jacques
Rousseau, spent his whole life teaching children from poor families. The various schools he set up served as
models throughout Europe. His practical and direct teaching methods, based on a gradual development of
every faculty, are described in his writings, among them a novel entitled Lienhard und Gertrud (Leonard and
Gertrude) (1781-1787) and the treatise Wie Gertrud ihre Kinder lehrt (How Gertrude Teaches Her Children)
(1801).
Born into an Italian family in Zurich on 12 January 1746, he was a Swiss citizen. Shocked by poverty, he
decided in 1773 to take in his farm some of the girls and boys he had found begging along the roads. Both
during their free time and as they worked, the children were given the basic knowledge that they needed to
escape from poverty. Every single child was observed, respected and encouraged to develop his or her
qualities, character, open-mindedness, health, new-found physical strength, arithmetical ability, drawing
talent, singing voice, etc.
Between 1781 and 1787, Pestalozzi published Lienhard und Gertrud, setting out his social and educational
ideas in particular. His writings were extremely successful and were translated into several languages. In
1798, Philipp Albert Stapfer, Minister for Arts and Sciences of the new Helvetic Republic, persuaded him to
take charge of the "house of poors" in Stans, which was to take in child victims of the war. In 1799 some 60
sick, wounded and starving children were taken in. They were cared for, fed, housed, educated and trained
without any timetable, curriculum or classes. Education alternated with training in manual work. He writes his
famous Lettre de Stans, describing his educational theories. Convinced that only through education could
human beings improve their condition, Pestalozzi decided to become a schoolteacher.
In 1800, he opened an educational institute in Burgdorf castle which also had a teacher training department.
Two years later, the institute had 80 pupils aged between five and 18. No marks were awarded, no corporal
or other punishment was meted out, and there were no school reports. Pestalozzi's reputation began to
spread. Parents came to see him and sent their children to his school. People read his writings, and young
teachers came to join his new experiment. He finalised his "Method" of teaching reading, writing and
arithmetic. Children progressed at their own speed, thanks to differentiated teaching. The institute became a
true centre of educational research. 1801 saw the publication of Wie Gertrud ihre Kinder lehrt, followed in
1803 by Buch der Mütter (The Book for Mothers). At Yverdon, in his new institute, he continued his
educational work. He enjoyed great success and received numerous visitors and foreign trainees. The
number of pupils rose to 150, with 30 or so teachers and around 40 trainee teachers. He organises
educational seminars. Tsar Alexander Ist lent his support. In 1806, Pestalozzi opened a girls' school to train
women teachers and to prepare girls properly for motherhood. He also founded a school for deaf and dumb
children, the first of its kind in Switzerland. In 1818, he attempted to open a school for children from poor
families, taking both girls and boys. In 1826, he published Schwanengesang (Swan song). Johann Heinrich
Pestalozzi was 81 when he died, in Brugg in 1827.
Pestalozzi was one of those “heart educationalists” for whom teaching children through the heart is as well a
part of education as providing them with intellectual knowledge. By “the head, the heart and the hand",
children are taken into consideration and regarded as parts of a whole being. The “Pestalozzi Method”
centres on "freedom in independence", involving these 3 elements with a view to achieving the individual's
freedom and independence, with the teacher's role being to ensure that the three remain in balance.
Often referred to as the "father of the poors" or as a "teacher of the people", Pestalozzi was first and foremost
a thinker with a fervent belief in action. He was a practitioner in search of a theory that could be applied to his
practice. In his view, the teacher had to use children's experience as the starting point, tailoring the teaching
to each individual child's personality. It was ways of learning that he studied, rather than ways of teaching. He
believed that children should use the knowledge they had acquired and absorb it more fully by passing it on
to others younger than themselves or who were experiencing difficulties, since only one can explain
something if one truly understands it. He devoted his life to working out exactly what a child is. His teaching
was based on the child and its true nature. Teaching, in his view, had to be a slow process geared to the
child's own speed. He believed that taking it too quickly tires children out and takes away their appetite for
finding out and learning. For him, textbooks were just an aid. What was important was the quality of the
teacher-pupil relationship. Knowledge was built up internally, through human relations. His Method made the
child responsible for his/her own education : child is the main player in his/her learning process. During his
lifetime, the Method was already both admired or criticised. It was based on a very simple principle: a teacher
has to love children. Pestalozzi was the father of modern educational theory and the instigator of numerous
19th-century educational reforms.

voua sa vie à l'éducation des enfants pauvres. Les diverses écoles qu'il fonda ont servi de modèles dans
toute l'Europe. Ses méthodes d'éducation, concrètes et directes, fondées sur le développement progressif de
toutes les facultés, sont exposées dans ses ouvrages, dont le roman humanitaire Lienhard und Gertrud
(Léonard et Gertrude) (1781-1787) et l'essai Wie Gertrud ihre Kinder lehrt (Comment Gertrude instruit ses
enfants) (1801).
Né à Zurich le 12 janvier 1746, d'origine italienne, il est citoyen suisse. Choqué par la pauvreté, il décide en
1773 d’accueillir dans sa ferme des enfants, garçons et filles, qui mendient le long des chemins. Dans leurs
moments libres ou tout en travaillant, ces enfants acquièrent un bagage intellectuel de base qui leur
permettra de sortir de leur pauvreté. Chaque enfant est observé, respecté, encouragé dans ses qualités, son
caractère, son ouverture d’esprit, sa bonne santé, ses forces physiques retrouvées, ses aptitudes pour le
calcul, ses dons pour le dessin, ses dispositions pour le chant, etc.
Entre 1781 et 1787, Pestalozzi publie: Lienhard und Gertrud. Il y expose surtout ses idées sociales et
éducatives. Ses livres ont un très grand succès et sont traduits en plusieurs langues. En 1798, Philipp Albert
Stapfer, Ministre des Arts et des Sciences de la nouvelle République helvétique, le persuade de se rendre à
Stans pour diriger la « maison des pauvres » qui doit recueillir les enfants meurtris par la guerre. En 1799,
une soixantaine d’enfants malades, blessés, affamés, y sont accueillis, soignés, nourris, logés, éduqués,
instruits. Il n’y a ni horaires, ni programme, ni classe. Il y alterne apprentissage scolaire et manuel. Il écrit sa
célèbre Lettre de Stans qui contient les prémices de son engagement éducatif. Persuadé alors que seule
l’éducation permet à l’homme d’améliorer sa condition, Pestalozzi décide de devenir maître d’école.
En 1800, il ouvre au château de Burgdorf un institut d’éducation et une section pour la formation des maîtres.
Deux ans plus tard, l’institut compte 80 élèves de 5 à 18 ans. Il n’y a ni notes, ni sanctions, ni châtiments
corporels, ni livret scolaire. La réputation de Pestalozzi se répand. Des familles viennent le voir et lui envoient
leurs enfants. Ses ouvrages sont lus. De jeunes maîtres arrivent pour partager cette expérience nouvelle. Il
met au point sa Méthode de l'écriture, de la lecture et du calcul. Les enfants progressent à leur rythme, la
pédagogie est différenciée. L’institution devient un véritable centre de recherches pédagogiques. En 1801, il
publie Wie Gertrud ihre Kinder lehrt et, en 1803, Buch der Mütter (le livre des mères). A Yverdon, dans son
nouvel institut, il poursuit son œuvre d’éducateur. Il a un grand succès et reçoit de nombreuses visites et des
stagiaires de l’étranger. Il y a 150 élèves, une trentaine de maîtres et une quarantaine de stagiaires, futurs
enseignants. Il organise des séminaires pédagogiques. Le tzar Alexandre 1er le soutient. En 1806, il ouvre un
institut pour jeunes filles afin de former des institutrices et de futures bonnes mères. Il fonde également une
école pour enfants sourds-muets. Ce sera la première en suisse. En 1818, il tente d'ouvrir une école pour
enfants pauvres, filles et garçons. In 1826, il publie Schwanengesang (le chant du cygne). Johann Heinrich
Pestalozzi meurt à Brugg en 1827, à l'âge de 81 ans.
Pestalozzi fait partie de ces « pédagogues du cœur » pour qui l’apprentissage de l’amour fait autant partie de
l’éducation que la découverte des savoirs intellectuels. Par «la tête, le cœur, la main», l’enfant est pris en
considération dans un tout où chacune des dimensions doit être prise en compte. La «Méthode Pestalozzi»
s'organise autour de la notion centrale de «liberté dans l'autonomie» qui fait appel à ces trois éléments dans
la recherche de la liberté et de l'autonomie de l'individu, le rôle de l'éducateur étant de veiller à ce que ces
trois éléments restent équilibrés.
Souvent appelé «le père des pauvres» ou «l'éducateur du peuple», il était avant tout un penseur et un fervent
partisan de l'action. C'était un praticien à la recherche d'une théorie applicable à sa pratique. Pour lui, le
maître doit prendre comme point de départ le vécu des enfants et adapter son enseignement à la
personnalité de chacun. Il étudie les manières d’apprendre plutôt que d’enseigner. L’enfant doit se servir des
connaissances acquises et en faire profiter les autres, plus petits ou en difficulté, afin de les acquérir
pleinement : on ne sait vraiment que ce que l’on sait expliquer. Pestalozzi va consacrer sa vie à tenter de
comprendre ce qu’est un enfant. Sa pédagogie part de l’enfant et de sa véritable nature. Pour lui, la
pédagogie se doit d’être lente et attentive aux rythmes de l’enfant. Avancer trop vite épuise les enfants qui
perdent alors tout goût de découvrir et d’apprendre. Le manuel est, quand à lui, vu comme un simple support.
Ce qui importe, c’est la qualité de la relation pédagogique. Le savoir se construit de l’intérieur, à travers la
relation humaine. Sa Méthode place l’enfant au centre de l’action éducative : elle fait de lui l’acteur de sa
formation. Déjà admirée ou critiquée de son vivant, elle repose sur un principe très simple : le pédagogue
doit aimer les enfants. Père de la pédagogie moderne, Pestalozzi a été à l'origine de nombreuses réformes
de l'éducation au XIXe siècle.

The course will :
•
examine how policies relating to the development of children's rights can be most
effectively implemented in schools and how teachers and all education professionals,
whose work contributes to the dissemination and awareness of children's rights, can be
most effectively supported ;
•
go into the role of the teacher as the key player in the education of young people
throughout the formative years of their life ;
•
explore how they can be supported to develop the rights and competencies they need n
order to maximise children's opportunities for efficient and positive learning ;
•
address the issues of implementation and provides the education professionals
(teachers, headteachers, teacher educators, advisors, etc.) the opportunity to explore

together how to build a supportive learning environment which effectively meets the
challenges and the needs of chidren’s rights in contemporary society.

European Workshop. Any transfer, included in the programme of the European Workshop,

organised in cooperation with the German authorities. The selection of participants will be

The European Seminar will begin at 18h00 on Monday 26 May 2008 and will finish on
Friday 30 May 2008 after lunch. Participants, who need to arrive before or leave after the

to benefit from free accomodation at the Academy. The nearest airports are Baden-Baden,

La première partie, ouverte au public, a pour visée la sensibilisation, l'information et la
formation de toutes les personnes et personnels intéressées à, et impliquées dans le travail
avec les populations rom. Elle prendra donc la forme de conférences et de tables rondes.
La seconde partie de cette rencontre a pour visée la création de partenariats internationaux
résultant de travaux en ateliers.

Die Teilnehmer erhalten vertiefte Informationen zu Ursachen, Erscheinungsformen und
Gefahrenpotenzialen des politischen Extremismus. Sie entwickeln in der Diskussion
Ansätze für schulische Gegenstrategien.

Thematisch wird ein breiter Bogen geschlagen: von regionalen Themen, wie der NPD in
Sachsen, bis hin zu extremistischen Phänomenen in Europa.
Die Teilnehmer haben nach den Vorträgen ausreichend Gelegenheit für Fragen und
Diskussionsbeiträge. Darüber hinaus sind Sie in einem Workshop direkt eingebunden. Dort
erhalten sie Gelegenheit, unter fachkundiger Anleitung rechtsextremistisches Material
auszuwerten, mit dem heute insbesondere Jugendliche angesprochen werden.

Aims / Objectifs :
Ziel des Lehrgangs ist die Suche nach Ursachen für einen gelingenden beziehungsweise
weniger gelingenden Umgang mit Heterogenität. Daraus sollen Strukturen und Prozesse
abgeleitet werden, die den Umgang mit Heterogenität in Schule und ihrem jeweiligen Umfeld
beschreiben. Ein weiteres Ziel ist die Erarbeitung konkreter Umgangsformen und
Handlungsstrukturen für die schulische Praxis sowie das Initiieren von strukturellen
Veränderungen in Schule und ihrem jeweiligen Umfeld.

Auf der Grundlage von ihre eigene Erfahrung durch Vorträge, erwerben praktische
Tätigkeiten, Gruppe Diskussionen und Analyse Teilnehmer Werkzeuge, um die folgenden
Punkte anzusprechen:
• Migrationsbewegungen in Deutschland dargestellt am Beispiel der Geschichte
türkischer Einwanderer
• Integration in Deutschland gescheitert oder gelungen? – Wie machen es unsere
europäischen Nachbarn ?
• Schulen als repräsentative Orte der Gesellschaft mit gelungenen beziehungsweise
weniger gelungenen Beispielen von Integration

Aims / Objectifs :
Ziel der Veranstaltung ist, die Erfahrungen, die in sächsischen Schulen mit dem
Europäischen Sprachenportfolio bereits vorliegen, einem breiteren Kreis von
Fremdsprachenlehrern vorzustellen und Mut zu machen, an der eigenen Schule in eine
Erprobung der Instrumente einzutreten. Vor dem Hintergrund der neuen
Fremdsprachenlehrpläne in Sachsen, in denen die Verwendung eines Portfolios
verpflichtend vorgeschrieben wird (Grundschulen, Mittelschulen) oder empfohlen wird
(Gymnasien), ist es besonders für Fortbildner im Bereich Fremdsprachen wichtig,
Informationen zum Europäischen Fremdsprachenportfolio zu erhalten, zu diskutieren und
erste Erfahrungen auszutauschen.

Das Europäische Fremdsprachenportfolio mit seinen drei Bestandteilen (Sprachenpass –
Sprachenbiografie – Dossier) hat sich als Instrument zur Qualitätsentwicklung im
Fremdsprachenunterricht auf europäischer Ebene schon in einigen Ländern und in einigen
deutschen Bundesländern durchgesetzt. Die Verbindung mit dem Europäischen
Referenzrahmen (European Framework of Reference – GER) und den Bildungsstandards
für die modernen Fremdsprachen bietet die Möglichkeit, Mehrsprachigkeit, interkulturelle
Erfahrungen und Selbst- und Fremdeinschätzung in Verbindung mit Reflexion von

Lernprozessen einzelner Lerner und Lernergruppen in einem strukturierten Rahmen zu
entwickeln und zu dokumentieren. Ergebnisse sprachlichen Lernens können transparent
und international kommunizierbar gemacht werden.

Aims / Objectifs :
Wenn es um die systematische Ausbildung von Kommunikationskompetenzen bei Schülern
geht, wird meist das Schülerschlichtermodell in Betracht gezogen. Es gibt aber weitere
umsetzbare Trainingskonzepte und sinnvolle Einsatzmöglichkeiten von Schülermoderatoren, die in diesem Kurs vorgestellt werden sollen.
10.
Im Konkreten lernen die Teilnehmer ein Kommunikationsmodell in vier Modulen für Schüler
kennen, in denen sie in entsprechenden Einsatzfeldern in der Schule tätig sind. Ein
Basismodul umfasst die Grundlagen der Kommunikationspsychologie, in dem das Gestalten
einer Feedbackkultur, das aktive Zuhören und das unmissverständliche Wahrnehmen von
Botschaften thematisiert wird. Im zweiten Modul lernen die Teilnehmer ausgewählte
Beratungsformen kennen, die die Schülermoderatoren mit ihren Mitschülern gestalten
können. Im dritten Trainingsmodul wird thematisiert, wie Schüler Versammlungen oder
andere Veranstaltungen moderieren können. Im vierten Modul stehen Grundlagen der
Streitschlichtung (Mediation) im Mittelpunkt.Im Kurs werden die einzelnen Inhalte nach einer
kurzen theoretischen Erläuterung auch praktisch durch Rollenspiele eingeübt und dadurch
Selbsterfahrungen im Erleben dieser Übungen ermöglicht.

Questo corso intende affrontare alcuni aspetti dei mutamenti che hanno sconvolto i ritmi di
vita delle società alpine, in particolare tra Ottocento e Novecento. Lo svolgimento dei lavori
si articola in tre giornate per offrire ai docenti interessati alcuni spunti di riflessione sulla
modernizzazione delle Alpi; il primo giorno sarà dedicato alle vie di comunicazione, il
secondo alla popolazione e alle fonti energetiche, il terzo al turismo.
Ce cours a pour objectif d'examiner quelques aspects des mutations qui ont transformé les
rythmes de la vie quotidienne dans les sociétés alpines, en particulier entre les XIXe et XXe
siècles. Les travaux s'articulent en trois journées pour fournir aux enseignants intéressés
quelques éléments de réflexion sur la modernisation des Alpes ; le premier jour sera
consacré aux voies de communication, le deuxième à la démographie et aux sources
énergétiques, le troisième au tourisme.

presentazione di attività didattiche. Le varie attività proposte hanno una forte valenza
interdisciplinare per gli insegnanti di storia e di geografia e rappresentano un'occasione per
dibattere su questioni centrali della storia europea, ma anche sulle prospettive di sviluppo e
di integrazione degli Stati nel quadro della nuova Europa. Da questo punto di vista, le
relazioni previste e le visite sul terreno offrono pure spunti per l'educazione alla

Durant ces trois jours, des exposés scientifiques seront proposés en alternance avec des

RULES
Those rules are devoted to the “participants from signatory States to the European Cultural
Convention”. Participants from the host country have to follow the rules established
for them by their own country.
1.
The National Liaison Officers (N.L.O.)
The National Liaison Officers are the privileged contacts for the candidates in their country. Their
role is, amongst others, to provide all information about European Workshops and Seminars
offered in the framework of the “Pestalozzi” Programme and to distribute, select and forward
application forms.
2.
Application form
Candidates must complete the application form clearly and in the working language. The form must
be typed or handwritten in block capitals. Incomplete or illegible forms will be refused. After
completing the form, the candidate must sign it, have it signed and his/her employer and forwarded it
to his/her National Liaison Officer.
Any application not following this procedure will be rejected.
If the application is acceptable, the National Liaison Officer of the candidate countersigns the form
and forwards it :
•
to the National Liaison Officer of the host country for the European Workshops organised by
signatory states, or
•
to the Council of Europe for the European Seminars organised by the Council of Europe at
the Academy of Bad Wildbad.
3.
Selection of candidates
Selection of participants is done according to :
a) the number of places available offered by the host country ;
b) the training of the candidates, their reasons for applying and their knowledge of the working
language. (If wrong information is provided about one of these three previous criteria, the
reimbursement of travel expenses is not guaranted).
This selection is made :
•
by the National Liaison Officer of the host country for the European Workshops organised by
signatory states. In this case, the invitation letter, including all useful information, is sent by the
National Liaison Officer of the host country to all the selected candidates. The confirmation
letter, including all necessary documents for the reimbursement of travel expenses, is sent by
the Council of Europe to the participants from the signatory States.
•
by the Council of Europe for the European Seminars organised by the Council of Europe at the
Academy of Bad Wildbad. In this case, the invitation letter, including all useful information, is
sent by the Council of Europe to all the selected candidates. The confirmation letter, including
all necessary documents for the reimbursement of travel expenses, is sent by the Council of
Europe to the participants from the signatory States.
•
Attention !! : Candidates are not allowed to participate in more than one European Workshop
or Seminar every two years : an obligatory delay of 2 entire years has to be passed between
two participations.

4.
Organisation of the journey
Participants must arrange their journeys in the most direct and economical manner knowing that only
travel expenses incurred between the participant’s usual place of residence5 and the place where the
European Workshop (or Seminar) is being held will be reimbursed by the Council of Europe on
production of proof of payment (see the “List of compulsory documents to be provided”).
4.1. Means of transport
a.
Rail travel
Second-class rail travel is authorised. When the duration of the journey is longer than six hours
between 22.00 pm and 07.00 am, use of a second-class two-berth sleeper is authorised. Fares,
including costs of reservation and supplements for using express trains or sleepers, shall only be
refunded on production of the relevant original train tickets.
b.
Air travel
Air travel in the most economical class is authorised if the distance by the shortest rail route between
the place of departure and the place where the European Workshop (or Seminar) is being held
exceeds 600 km, if the journey involves a sea crossing or if the air fare is more economical than the
2nd class rail fare. Participants must take advantage, wherever possible, of reduced rates (e.g.
weekend, excursion or APEX rates). Air fares and any airport taxes will be refunded only on
production of proof of payment (see the “List of compulsory documents to be provided”) and
excluding all other expenses entailed by air travel, e.g. excess-baggage charges.
c.
Travel by car for personal convenience
Participants travelling by car shall be refunded a lump sum based on the second-class rail fare
excluding any supplements and without taking into account any other expenditure occasioned by the
use of a car. Participants from the signatory States travelling by car do so at their own risk; the refund
of travel expenses does not give them any right of recourse against the Council of Europe in the
event of an accident during the journey.
d.
Sea travel
Boat fares are reimbursed only on production of proof of payment and at a maximum flat rate
equivalent to the economy-class air travel.
4.2. Insurance
Specific travel related risks are covered by an AIG EUROPE insurance policy (number 2.004.761),
which provides cover for persons up to their 76th birthday. The following help line AIG EUROPE
Assistance 24 Hours can be called in case of need: (32) 3 253 69 16. This insurance which is
intended to cover risks related to travel only is valid during the outward and return journey from the
participant’s place of residence to the venue of the European Workshop (or Seminar) as well as for
the duration of the European Workshop (or Seminar). Should the participant need to prolong their
journey for any reason other than to benefit from an APEX fare, this insurance guarantee will cease.
4.3. Please pay particular note to the following
a.
Transit fares (when changing from one means of transport to another or when travelling
between the participant’s home/European Workshop (or Seminar) venue and a railway
station/airport) will only be refunded according to the second-class public transport fare on the
relevant route on production of proof of payment (see the “List of compulsory documents to be
provided”).

“Usual place of residence” means the participant’s place of residence in the country from which the
application was submitted.

b.
Taxi fares are not reimbursed, in any case.
c.
Parking fees are not reimbursed, in any case.
d.
Visa fares are reimbursed upon presentation of the invoice provided by the Embassy, of a copy
of the visa in the passeport and in the limit of 35 € maximum.
5.
Accomodation during the European Workshop (or Seminar)
The cost of accommodation (board and lodging) and, if need be, tuition fees are paid by the host
country for the duration of the European Workshop (or Seminar). In order to benefit from this,
candidates must attend the whole European Workshop (or Seminar).
The Council of Europe will contribute to the costs of a maximum of 2 hotel nights (50 € maximum
for one night) on production of the related invoice and only in the case that :
•
•
the use of reduced price air tickets (weekend fare, APEX, etc.) entails arriving earlier or
leaving later ;
no cheap or free accomodation can be provided by the organisers.
This contribution will occur when travel costs are reimbursed.
6.
Report on the European Workshop (or Seminar)
Within 6 weeks MAXIMUM after the end of the European Workshop (or Seminar), each participant
must :
•
•

write a report in the working language ;
send a copy of this report to the National Liaison Officer of the host country, to the National
Liaison Officer of his/her own country and to the Director ;
to the Council of Europe together with his claim for reimbursement (Where possible,
participants are expected to send their report by e-mail to [email protected] : in this
case, a paper version of the report should not be attached to the claim for reimbursement).
Participants give automatic authorisation to these addressees to make use of their report.
7.
Sharing of experience
After the European Workshop (or Seminar), the participants should share their experience and act
their role of multiplier in informing their pupils and their colleagues, in writing articles in the press,
etc.. A copy of those articles can be sent to the Council of Europe.
8.
Reimbursement of travel expenses
Before the European Workshop (or Seminar), the Council of Europe sends to each participant from
the signatory States all necessary documents for the claim of reimbursement of his/her travel
expenses. This claim, duly completed and including all the required documents mentionned in the
“List of compulsory documents to be provided”, must be sent to the Council of Europe within a
MAXIMUM of 6 weeks after the end of the European Workshop (or Seminar). If this delay is not
respected, the reimbursement of travel expenses is not guaranted
In order to benefit from the reimbursement of their travel expenses, participants must attend the
whole European Workshop (or Seminar). Travel expenses are reimbursed by bank transfer by the
Council of Europe approximately 3 months after receiving the complete claim from the participant.

9.
Certificate of Attendance
After the European Workshop (or Seminar), every participant from the signatory States and from
the host country receives a Certificate of Attendance. This indicates the length (hours) of the
European Workshop (or Seminar), and is co-signed by the Council of Europe and the National
Liaison Officer or the Director.
10.
Writing the report
1. PRESENTATION OF THE REPORT
The report should be written using, if possible, font Arial 11, spacing single. It must be of at
least 1 500 words. It must be written and typed in the working language (Please mention the
number and title of the European Workshop (or Seminar) as well as your surname and first
name on the 1st page of the report).
2. CONTENTS OF THE REPORT :

The objective of the report is not to give a summary of the European Workshop (or Seminar).
What is expected is a personal report which develops your point of view about the subjects
touched on.

REGLEMENT
Ce règlement est destiné aux “participants des Etats signataires de la Convention Culturelle
Européenne”. Les participants du pays hôte doivent suivre le règlement établi
pour eux par leur propre pays.
1.
Les Agents de Liaison Nationaux (A.L.N.)
Les Agents de Liaison Nationaux sont les interlocuteurs privilégiés des candidats dans leur pays.
Leur rôle est, entre autres, de diffuser toutes les informations sur les Ateliers et Séminaires
européens offerts dans le cadre du Programme “Pestalozzi” et de fournir, sélectionner et diffuser
les formulaires de candidature.
2.
Formulaire de candidature
Les formulaires de candidature doivent être complétés lisiblement dans la langue de travail. Ils
doivent être dactylographiés ou manuscrits en lettres majuscules. Tout formulaire incomplet ou
illisible sera refusé. Après avoir complété le formulaire, le candidat doit y apposer sa signature, y faire
apposer la signature et le cachet de son employeur et l'envoyer à son Agent de Liaison National.
Toute candidature ne suivant pas cette procédure sera refusée.
Si la demande est recevable, l’Agent de Liaison National du candidat contresigne le formulaire et le
fait parvenir soit :
•
à l’Agent de Liaison National du pays hôte pour les Ateliers européens organisés par les états
signataires,
•
au Conseil de l’Europe pour les Séminaires européens organisés par le Conseil de l’Europe
à l’Académie de Bad Wildbad.
3.
Sélection des candidats
La sélection des participants est réalisée selon :
a) le nombre de places offertes par le pays hôte ;
b) la formation des candidats, leurs motivations et leur niveau de connaissance de la langue de
travail (si des informations erronées sont fournies sur l’un de ces trois derniers critères, le
remboursement des frais de voyage n’est pas garanti).
La sélection des participants est effectuée soit :
•
par l’Agent de Liaison National du pays hôte pour les Ateliers européens organisés par les
états signataires. Dans ce cas, la lettre d’invitation, incluant toutes informations utiles, est
envoyée par l’Agent de Liaison National du pays hôte à l’ensemble des candidats sélectionnés.
La lettre de confirmation, incluant tous les documents nécessaires au remboursement des frais
de voyage, est envoyée par le Conseil de l’Europe aux participants des Etats signataires.
•
par le Conseil de l’Europe pour les Séminaires européens organisés par le Conseil de l’Europe
à l’Académie de Bad Wildbad. Dans ce cas, la lettre d’invitation, incluant toutes les informations
utiles, est envoyée par le Conseil de l’Europe à l’ensemble des candidats sélectionnés. La
lettre de confirmation, incluant tous les documents nécessaires au remboursement des frais de
voyage, est envoyée par le Conseil de l’Europe aux participants des Etats signataires.
Attention : les candidats sont pas autorisés à participer à plus d’un Atelier ou Séminaire
européen tous les deux ans ; un délai obligatoire de deux années complètes doit s’être écoulé
entre deux participations.

4.
Organisation du voyage
Les participants doivent organiser leur voyage de la façon la plus directe et la plus économique
possible sachant que seuls les frais de voyage déboursés pour se rendre du lieu de résidence
habituelle6 du participant au lieu de l’Atelier (ou Séminaire) européen et vice-versa sont remboursés
par le Conseil de l'Europe sur présentation des pièces justificatives (voir la « Liste des documents
obligatoires à fournir »).
4.1. Moyens de transport
a.
par chemin de fer
Le voyage est autorisé en 2e classe. Lorsque le voyage comporte une durée de plus de
6 heures, entre 22 heures et 7 heures, l'utilisation du wagon-lit de 2e classe à deux lits est autorisée.
Le remboursement des titres de transport, y inclus les frais de réservation ou de suppléments pour
les voyages en train rapide ou en wagon-lit, pour train rapide ou TEE ne peut être effectué qu'au vu
des billets de train originaux correspondants.
b.
par avion
L'utilisation de l'avion est autorisée dans la classe la plus économique si la distance entre le lieu de
départ et le lieu de l’Atelier (ou Séminaire) européen par le trajet le plus court en chemin de fer est
supérieure à 600 km, si le voyage nécessite la traversée d’une mer ou si le billet d’avion est plus
économique que le tarif train 2e classe. Les participants devront, si possible, faire usage de billets à
tarif réduit (tarifs week-end, PEX, APEX; etc.). Le prix du voyage en avion et les éventuelles taxes
d’aéroport ne sont remboursés qu'au vu des pièces justificatives (voir « Liste des documents
obligatoires à fournir ») à l'exclusion de tous autres frais inhérents à l'utilisation de l'avion,
notamment l'excédent de bagages.
c.
en voiture pour convenance personnelle
Lorsqu'un participant utilise une voiture pour se déplacer, ses frais de voyage sont remboursés
forfaitairement sur la base du prix en chemin de fer, 2e classe, sans qu'il soit tenu compte des
suppléments ou des réductions ou de toute autre dépense découlant de l'utilisation de la voiture.
L'utilisation de la voiture est admise aux risques et périls du participant bénéficiant du
remboursement de ses frais de voyage ; le remboursement des frais de voyage ne donne pas à
l'intéressé le droit d'un recours contre le Conseil de l'Europe pour les éventuels accidents au cours du
déplacement.
d.
par bateau
Les frais de voyage par bateau ne sont remboursés qu'au vu des pièces justificatives et dans la limite
forfaitaire maximum du prix du voyage par avion dans la classe économique.
4.2. Assurance
Les risques spécifiques liés aux déplacements sont couverts par une police d’assurance AIG
EUROPE (contrat n° 2.004.761) valable jusqu’à l’âge de 75 ans révolus. En cas de nécessité le
service d’assistance AIG Europe Assistance 24h/24 peut être contacté au numéro suivant : (32) 3
253 69 16. Cette assurance, qui est destinée à couvrir les seuls risques liés au voyage (maladie
inopinée, accident, annulation, etc.) est valable pendant le voyage aller/retour du lieu de résidence au
lieu où se déroule l’Atelier (ou Séminaire) européen ainsi que pendant la durée de l’Atelier (ou
Séminaire) européen. Toute prolongation du séjour autre que celle prévue dans le cadre d'un billet
APEX entraînera la cessation immédiate de la garantie prévue par l'assurance.

Par « résidence habituelle», on entend la résidence du participant sur le territoire du pays d'où émanait la
candidature.

4.3.
Cas particuliers
a.
Les frais de transit (lors du changement de moyens de transport ou lors des trajets pour se
rendre du domicile ou du lieu de l’Atelier (ou Séminaire) européen à la gare ou à l'aéroport) sont
remboursés forfaitairement dans la limite du tarif 2e classe des transports en commun affectés à ce
service sur présentation des pièces justificatives (voir la « Liste des documents obligatoires à
fournir »).
b.
Les frais de taxi ne sont pas remboursés, dans tous les cas.
c.
Les frais de parking ne sont pas remboursés, dans tous les cas.
d.
Les frais de visa sont remboursés sur présentation de la facture du visa fournie par
l’Ambassade, d’une copie du visa figurant dans le passeport et dans la limite de 35 € maximum.
5.
Séjour et hébergement pendant l’Atelier européen
Les frais de séjour et, le cas échéant, les droits d’inscription sont pris en charge par les autorités du
pays hôte pour la durée de l’Atelier (ou Séminaire) européen. Afin d’en bénéficier, les participants
doivent assister à l’intégralité de l’Atelier (ou Séminaire) européen.
Le Conseil de l’Europe contribuera au coût d’au maximum 2 nuits d’hôtel (50 € maximum pour une
nuit) sur présentation de la facture correspondante uniquement dans le cas où :
•
•
l'utilisation d'un billet d'avion à tarif réduit (PEX ou APEX, etc.) oblige le participant à arriver
plus tôt ou à repartir plus tard ;
aucun hébergement peu onéreux ou gratuit ne peut être fourni par les organisateurs.
Cette contribution sera versée en même temps que le remboursement des frais de voyage.
6.
Rapport sur l’Atelier (ou Séminaire) européen
Dans un délai de 6 semaines MAXIMUM après la fin de l’Atelier (ou Séminaire) européen, chaque
participant doit :
•

rédiger un rapport dans la langue de travail ;
envoyer un exemplaire de ce rapport à l’Agent de Liaison National du pays hôte, à l’Agent de
Liaison National de son propre pays, au Directeur ;
et au Conseil de l’Europe en même temps que sa demande de remboursement (Lorsque cela
est possible, il est demandé aux participants d’envoyer leur rapport par e-mail à
[email protected] : dans ce cas, la version papier du rapport ne doit pas être jointe à la
demande de remboursement).
Les participants acceptent automatiquement qu'il soit fait usage de leur rapport par les
destinataires.
7.
Diffusion des acquis
A la suite de l’Atelier (ou Séminaire) européen, les participants doivent diffuser les acquis et de jouer
leur rôle de multiplicateur en informant leurs élèves et leurs collègues, en écrivant des articles dans la
presse, etc. Une copie des ces articles peut être adressée au Conseil de l’Europe.
8.
Remboursement des frais de voyage
Avant l’Atelier (ou Séminaire) européen, le Conseil de l’Europe adresse à chaque participant des Etats
signataires tous les documents nécessaires pour la demande de remboursement de ses frais de
voyage. Cette demande, dûment complétée et incluant tous les documents demandés dans la « Liste

des documents obligatoires à fournir », doit être envoyée au Conseil de l’Europe dans un délai de
6 semaines MAXIMUM après la fin de l’Atelier (ou Séminaire) européen. Si ce délai n’est pas
respecté, le remboursement des frais de voyage n’est pas garanti.
Afin de bénéficier du remboursement de leurs frais de voyage, les participants doivent assister à
l’intégralité de l’Atelier (ou Séminaire) européen. Les frais de voyage sont remboursés par virement
bancaire par le Conseil de l’Europe environ 3 mois après réception du dossier de remboursement
complet du candidat.
9.
Attestation de Participation
A la suite de l’Atelier (ou Séminaire) européen, une Attestation de Participation sera délivrée à
chaque participant des Etats signataires et du pays hôte. Elle indiquera le nombre d’heures qu’a
comporté l’Atelier (ou Séminaire) européen et sera co-signée par le Conseil de l’Europe et l’Agent
de Liaison National ou le Directeur.
10.
Rédaction du Rapport
1. PRESENTATION DU RAPPORT
Le rapport doit être écrit en utilisant, si possible, la police Arial 11, interligne simple. Il doit
comporter au moins 1 500 mots. Il doit être rédigé et dactylographié dans la langue de
travail (Merci de préciser le numéro et le titre de l’Atelier (ou Séminaire) européen ainsi que
votre nom et prénom sur la 1ère page du rapport).
2. CONTENU DU RAPPORT
PART A. Un rapport personnel :
L’objectif du rapport n’est pas de faire un résumé de l’Atelier (ou Séminaire) européen. Ce qui
est attendu est un rapport personnel qui développe votre point de vue sur les sujets traités.

b. Quels sont les principaux enseignements que vous avez appris/expériences que vous avez
