European Commission publishes TTIP legal texts as part of transparency initiative
The European Commission published on 07/01/2015 a raft of texts setting out EU proposals for legal text in
the Transatlantic Trade and Investment Partnership (TTIP) it is negotiating with the US. This is the first time
the Commission has made public such proposals in bilateral trade talks and reflects its commitment to
greater transparency in the negotiations.
The 12 position papers already published cover financial services, public procurement, regulatory
coherence, technical barriers to trade, food safety and animal and plant health, chemicals, cosmetics,
pharmaceuticals, textiles, vehicles, sustainable development, and energy and raw materials.

Scientists examine the potential – and the risks – of Synthetic Biology
Synthetic biology (SynBio) has already delivered important products to the market such as yeast-synthesized
artemisinin and biodegradable plastics produced from sugars. There is a potential for substantial
contributions to medicine, materials, chemistry, food, nutrition, energy, sustainability, waste treatment, and
safety. Yet, like for many new and emerging technologies, there is controversy leading to fierce debates on
SynBio’s potential for societal benefit, or risks.

The Carcinogenicity Genotoxicity eXperience (CGX) dataset, previously hosted on the Lhasa Limited Site, is
now available from the JRC/ EURL ECVAM website.
The CGX dataset is a collection of publicly available data that can be used for a variety of scientific purposes
including structural-based evaluation of chemical genotoxicity and the development of alternative
approaches to animal testing such as Structure-Activity Relationships (SAR).

Caffeine: EFSA consults on draft assessment
Single doses of caffeine up to 200 mg and daily intakes of up to 400 mg do not raise safety concerns for
adults in Europe. These are two of the provisional findings of EFSA’s Scientific Opinion on the safety of
caffeine from all sources. EFSA is now seeking comments and feedback on the draft document through a
public consultation which is open until 15/03/2015.

No consumer health risk from bisphenol A exposure
EFSA’s comprehensive re-evaluation of bisphenol A (BPA) exposure and toxicity concludes that BPA poses
no health risk to consumers of any age group (including unborn children, infants and adolescents) at current
exposure levels. Exposure from the diet or from a combination of sources (diet, dust, cosmetics and thermal
paper) is considerably under the safe level (the “tolerable daily intake” or TDI).

EFSA announces more open plenary meetings in Brussels
EFSA is making it easier for external observers to attend open plenary meetings of its scientific panels and
Scientific Committee with most open plenaries taking place in Brussels this year. EFSA is also allowing more
observers to participate and has adjusted its Guidelines for Observers in a move to simplify participation.

Publication: 2014 CMR Report
In the EU, CMR substances should normally have a harmonised classification. At the moment, about 1 400
substances (including substances of unknown or variable composition, complex reaction products or
biological materials (UVCB)) and 23 groups of substances (group entries) have a harmonised classification
and labelling for CMR and are listed in Annex VI to the CLP Regulation.
This report has two aims. Firstly, to see the extent to which registrants and notifiers have classified CMR
substances in line with the harmonised classification included in Annex VI (part A) and secondly to see which
substances on the EU market are classified for CMR properties by at least some notifiers or registrants but
do not currently have a harmonised classification (part B).

sector, organisations are seeking guidance on the selection of appropriate methods and tools. OECD is
responding to this need.

This toolbox is a compilation of resources relevant to chemical substitution and alternatives assessments.
Alternative assessments are processes for identifying, comparing and selecting safer alternatives to replace
hazardous chemicals with the objective of promoting sustainable production and consumption.

RR1021 - The occupational hygiene implications of the use of diacetyl in the food flavouring and fragrance
industries
Diacetyl is imported predominantly for use in formulations in the food flavouring industry. There have been
reports, mainly in the USA, of damage to the respiratory system caused by inhalation. This report presents
the findings of a small study to investigate exposures to diacetyl amongst workers employed in the food
flavouring and fragrance industries. The report also includes from previous HSE/HSL visits.

Make-up and menopause – the media gets it wrong!
You may have read media reports of a new study from the US which claim make-up could put you at risk of
early menopause. This is not true. The chemicals identified in the study are not used in cosmetics in the EU.

emballages et produits est entrée en vigueur au 01/01/2015 conformément au Décret du 23/12/2014.

European Commission calls for opinions on three new ingredients
The Commission has requested opinions on the safe use of three ingredients; Ethyl lauroyl arginate HCl,
Basic Blue 124 and poly(hexamethylene).
Will Revlon’s move to limit “toxic ingredients” set a precedent?
The Environmental Working Group non-profit hopes the beauty maker’s recent move to exclude particular
ingredients from its product formulations will see other industry leaders following suit.
Study focuses on how personal care products react with swimming pool water
A new study from a research team at Purdue University suggests that chemicals from both personal care
products and pharmaceuticals could end up in swimming pools, causing undesirable byproducts.
Korea implements animal testing ban on finished cosmetics
A decision has been made to ban finished cosmetics product testing on animals in Korea, making it the
second country in Asia to do so.
Korea animal testing ban joy may be "premature" as formal agreement needed on ingredients
Although included in Korea’s Ministry of Agriculture, Food and Rural Affairs (MAFRA) draft five year plan to
phase out of animal testing for finished cosmetic products and ingredients, there is still some way to go as
nothing has yet been finalised, with the ingredients ban needing formal agreement.
Can cosmetic brands afford to opt out of China over animal testing?
While the ruling to end mandatory animal testing for most cosmetics in China came as good news on
30/06/2014 - the law only refers to domestic firms, meaning international "cruelty free" brands were faced
with having to go against company policy or miss out on the profitable markets.

CFDA looks into consumers view of China's cosmetics industry
The China FDA has been working on legislating a set of regulations to monitor cosmetics following a survey
where Chinese consumers revealed quality and safety are top priority.

Korean Ministry notifies WTO that it intends to amend cosmetics regulation for imports
South Korea’s Ministry of Food and Drug Safety (MFDS) has notified the World Trade Organization (WTO)
that it intends to amend quality control regulation with regards to imported cosmetics as an issue of health
and safety.
ASEAN cosmetics committee updates safety bill
The Association of Southeast Asian Nations' Cosmetics Committee has agreed to new regulations on
cosmetics in a bill that will improve consumer safety and crack down on misleading advertising.
Institute study underlines link between DNA-damaging chemicals and cancer risk
There may be a link between DNA-damaging chemicals and inflammation that heightens the risk of cancer,
details a new study by a group of scientists at the Massachusetts Institute of Technology.
EFSA says Bisphenol A "poses no health risk to consumers"
EFSA has announced that bisphenol A, which is used as the starting material of coatings for the inside of
packaging cans, including aerosol cans, "poses no health risk to consumers."

ECHA announces D4 and D5 UK restriction proposal delay
Having initially expected restriction proposals from the UK on the cosmetics ingredients
octamethylcyclotetrasiloxane (D4) and decamethylcyclopentasiloxane (D5) this month, ECHA says it will be
delayed by three months.
ECHA implements compliance check strategy to tighten practice on dossier updates
ECHA has implemented a new strategy for checking compliance in the hope of increasing efficiency and
transparency in dossier evaluation which it hopes will reduce processing time of these documents and
ensure safety.
Study raises ethical concerns of skin whitening ads
Skin whitening is quite the trend in Asia-Pacific but expert Professor Lynne Eagle has questioned the ethics
of marketing such products that are widely available in Australia.
New India Cosmetics Bill comes with 5 year jail sentence for violators
The new Drug and Cosmetics (Amendment) Bill, if it comes into effect, will see anyone in violation of the
clinical trials procedure facing a jail sentence of up to five years.
Study links early menopause to everyday exposure – but NOT cosmetics!
A new study has linked high levels of chemicals that we come across every day in the environment, plastics,
and other household items, with women experiencing menopause 2-4 years earlier – however none of the
concerning ingredients studied are used in cosmetics, despite some media reports.

L’interdiction des tests sur animaux progresse partout dans le monde
Alors que l’année 2014 a été marquée, dans de nombreux pays, comme l’Inde, le Brésil ou l’Australie, par
d’importantes avancées dans le sens de l’interdiction de tester les cosmétiques sur des animaux, la Corée
du Sud vient d’annoncer son intention d’interdire les tests sur animaux pour les produits cosmétiques finis et
de réfléchir à une interdiction pour les ingrédients.

Chris Christie, le Gouverneur du New Jersey, a finalement opposé son veto au projet de Loi A-3083/SCS S2178 qui visait à interdire les minuscules particules de polyéthylène (également appelées microbilles
plastiques) dans les cosmétiques et les produits de toilette.
