EurAc Info Daily Press Review on the Great Lakes region & EurAc network 23 January 2017 Press Review EU Foreign Policy BURUNDI/EU - The Long Road of Burundi’s Diplomatic Isolation, Global Voices, January 22 “Officials said Western criticisms convey neo-colonialism and a hidden agenda to control Burundi’s nickel reserves. In November, the Iwacu newspaper translated, from Kirundi to French, a speech by the ruling party’s secretary-general, who called Belgium “the enemy,” stoking ethnic divisions and EU-Burundi tensions. The speech also accused Belgium of involvement in the failed coup. Presidential Communications Counsellor Willy Nyamitwe denounced an EU “war of slander and destabilization,” and the president said all cooperation with Rwanda and Belgium could come to a halt. Frictions also arose in December, when European ambassadors missed a government meeting. […]Bujumbura has been heavily dependent on international aid, particularly supplies from Belgium and the EU. Sanctions have hit government budgets hard, triggering a standoff over payments for participation in Somalia’s AMISOM military mission. Even diplomatically supportive states have not offered much economic assistance. While this may affect senior officials little, it could test citizens’ patience, if austerity budget shortfalls worsen hardships already exacerbated by the crisis, such as food shortages, high inflation, high unemployment, funding problems with schools and infrastructure, or new taxes. On Dec. 29, for example, Bujumbura city employees protested wage arrears.” » Central Africa – Great Lakes – African Union & other regional institutions ICGLR/BURUNDI-DRC - Burundi: ICGLR - Burundi, DR Congo Crises Are Beyond Term Limits, All Africa/The East African, January 19 “The political crises in Burundi and the Democratic Republic of Congo continue to pose security challenges in the region. The executive secretary of the International Conference of the Great Lakes Region (ICGLR) Zachary Muburi-Muita tells Fred Oluoch how the matter is being tackled.” CENTRAL AFRICA/GREAT LAKES - Africa: The year ahead, guardian.ng, January 23 “Central Africa will remain volatile in 2017. Congolese leader, Joseph Kabila’s successful glissage (slippage) strategy has seen a two-year extension of his mandate without scheduled elections last year. Further repression of protests will occur in Central Africa’s largest economy, as well as instability in its volatile East. Burundian president, Pierre Nkurunziza’s third term electoral victory in July 2015 has resulted in about 500 deaths and spilled 250,000 refugees into neighbouring countries amidst the assassination of government figures and repression of dissent. Paul Kagame will extend his two-decade autocracy in August. Oil-rich Gabon may see further unrest following disputed elections last year under the increasingly unpopular Ali Bongo. Local warlords continue to control over half of the Central African Republic (CAR) despite presidential elections last year. More promising is the prospect of a Chinese-built railway linking the Democratic Republic of the Congo (DRC), Burundi, and Rwanda, as well as the agreement by the DRC and Tanzania to explore collaboratively oil and gas in Lake Tanganyika.” » Fear of return of M23 rebels now fuels tensions in eastern DRC, Africa Review, January 21 Natural resources China Moly to help BHR acquire stake in Congo's Tenke copper mine, Reuters, January 22 // RDC: vente peu transparente d'une mine à la Chine, Le Figaro, 20 janvier “Outburts of frustration (could) escalate into attempts to topple the dinosaur regimes”, Mining Journal, January 2017 Others HIGHLIGHT - Bubanza : la famine fait rage, Iwacu, 21 janvier HIGHLIGHT - Committee on the Rights of the Child considers the reports of the Democratic Republic of the Congo, OHCHR, January 21 “In the ensuing dialogue, Committee Experts expressed worry about the situation of children in the Democratic Republic of the Congo, in particular about violence against them in many forms, and poverty. The allocation of resources remained insufficient, particularly for the health and juvenile justice sectors - how would the budgetary allocation for children be maintained in the light of the economic crisis, reduced export earnings, and corruption? The child mortality rate was worryingly high, particularly in rural areas, due to the lack of resources for health services and violence caused by the armed conflict. Sexual violence and abuse of girls was widespread, particularly in the east, but it seemed that violence against women was present throughout the country and in all settings and it seemed to be culturally accepted, even by the women themselves. What was being done to put an end to impunity for sexual violence, including by the police and the military? The delegation was also asked about actions to address the significant gender gap in education; the global strategy for eradicating discrimination against vulnerable groups, including pygmy and albino children, and protect them from violence; and efforts to ensure birth registration throughout the country. L’activiste a confirmé à l’AFP son engagement dans ce « combat pour restaurer la démocratie » et « pour chercher d’autres voies si celle de la médiation échoue complètement »» Rwanda Natural resources Rwanda to resume petroleum search in Lake Kivu in March, The New Times, January 22 News from EurAc network and from partner organisations - Petition/Campaign, Amnesty International Demand justice for the victims of Beni killings in DRC By Amnesty International January 2017 - Article, International Federation of Red Cross and Red Crescent Societies The aftermath of DR Congo floods: the Red Cross supports vulnerable families By International Federation of Red Cross and Red Crescent Societies 20 January 2017 - Article, Enough project Enough Project, Atlantic Council Host Discussion on Congo’s Democratic Transition Accord By Enough project 20 January 2017 Interesting statements, research, analysis & campaigns - Video-documentary, France24 Burundi: Fear and Exile / Burundi : à visage caché By France24 20 January 2017 - PHOTO-DOCUMENTARY, France Info RDC: les Pygmées, un peuple discriminé au mode de vie menacé By France Info/Geopolis/Therese Di Campo 22 January 2017 - Article, Ventures Africa Joseph Kabila Is Proving How Easy It Is To Hold On To Power In Central Africa By Ventures Africa 27 december 2016
