à la Commission des finances, conformément
aux dispositions ènoncées à la section 9, paragraphe 5,
de l’annexe à l’Accord relatif à l’application de la partie XI
de la Convention des Nations Unies sur le droit de la mer
Note du Secrétaire général

L’Assemblée est invitée à prendre acte de la démission de M. David Etuket
(Ouganda), membre de la Commission des finances. M. Etuket a été élu membre de la
Commission des finances le 13 août 1996 pour un mandat de cinq ans prenant effet au 1
er janvier 1997 (ISBA/A/L.13, par. 12).

Au paragraphe 5 de la section 9 de l’annexe à l’Accord relatif à l’application de
la partie XI de la Convention des Nations Unies sur le droit de la mer (« l’Accord »), il
est stipulé qu’en cas de décès, d’empêchement ou de démission d’un membre de la
Commission des finances avant l’expiration de son mandat, l’Assemblée élit pour
achever le terme du mandat un membre appartenant à la même région géographique ou
au même groupe d’États.

Conformément aux dispositions de la section 9 de l’Accord, la Commission des
finances est composée de 15 membres ayant les qualifications voulues en matière
financière. Les membres de la Commission sont élus par l’Assemblée.

Par une note verbale datée du 22 juin 2000, la Mission permanente de l’Ouganda
auprès de l’Organisation des Nations Unies a informé le secrétariat de l’Autorité de la
candidature de Mme Juliet Semambo Kalema, Conseillère à la Mission permanente, pour
pourvoir le siège vacant à la Commission des finances. La notice biographique de Mme

the United Nations.
FUNCTIONS
: Handle work of the Sixth (legal) Committee of the General
Assembly of the United Nations which includes
International Trade Law, Law of the Sea, the Charter
Committee, International Law Commission and negotiation
of various conventions and agreements. Also responsible for
the work of the Security Council and Peacekeeping
Operations, Human Rights issues as well as candidatures
and vacancies within the United Nations System.
: Incharge of all real estate related matters of the properties
belonging to the Uganda Mission, which includes
coordination of tenants and brokers, negotiating and drafting
leases, asset management etc.
: Legal Adviser to the Mission, including dealing with
contracts both with vendors, suppliers and employees

: Acting Director Legal Department, Ministry of Foreign
Affairs.
FUNCTIONS
: Incharge of international law issues with special emphasis to
the work of the 6th Committee [Legal Committee] of the
UN General Assembly.

: Handle Human Rights and Humanitarian Law issues and
Gender issues.
: Responsible for Consular matters and immunities and
