Highway 13 in Aldergrove to be widened to support cross-border traffic

ALDERGROVE ʹProviding community residents and businesses with modern, reliable and
sustainable public infrastructure opens doors to good jobs, helps create economic growth and
fosters a strong middle class, and provides opportunities for a better quality of life to
everyone.
The Governments of Canada and British Columbia (B.C.) today announced a joint commitment
of approximately $25.5 million to widen Highway 13 from 8th Avenue to 0 Avenue supporting
border enhancements the Canada Border Services Agency (CBSA) has recently implemented at
the Aldergrove/Lynden border crossing.
The Government of Canada is committing just over $10 million through the Building Canada
Fund and the B.C. government is committing $15.5 million towards the project.
This project will reduce traffic congestion, facilitate better and more streamlined
Canada/United States border access for all traffic, and mitigate the impact of border crossing
activities on the local road system. As local development in the area continues to grow, along
with growth in cross-border activity, there is a need for additional capacity at the border
crossing.
In the southbound direction, the highway will be widened from one to three lanes, in order to
accommodate a separate NEXUS and truck lane. These improvements on Highway 13 are
expected to provide significant mobility benefits to travellers in terms of reduced wait times at
the border crossing and overall delays on the corridor. These upgrades will also cut down on
vehicle idling at the border, providing positive environmental benefits.
In the northbound direction, the highway will be widened from one to two lanes to
accommodate a truck climbing lane. In addition, crews will build a new two-lane east-west
connection at 3B Avenue, extending from Highway 13 to 264th Street.
The upcoming improvements are expected to provide mobility and safety benefits to travellers
and commercial traffic by creating more room to travel and decreasing traffic congestion.
Importantly, the highway upgrades will provide additional capacity at the Aldergrove/Lynden
border crossing to improve movement of people and goods, and to increase tourism and trade.
The infrastructure improvement project is in the design phase now, with the tender expected
in spring 2017. Construction will start once the contract has been awarded.
Expanding the capacity of our transportation network is critical to improving safety, attracting
new investment and supporting economic growth. As outlined in B.C. on the Move, the B.C.
government will invest approximately $1 billion over three years to ensure our network has the
capacity and reliability to meet transport and trade needs, with maximum safety and minimal
delays.

La route 13 sera élargie à Aldergrove pour faciliter la circulation transfrontalière
ALDERGROVE ʹDes infrastructures publiques modernes, fiables et durables, pour la collectivité
et les entreprises, ouvrent la porte à de bons emplois, favorisent la croissance économique,
contribuent à renforcer la classe moyenne et améliorent la qualité de vie de tous.
Les gouvernements du Canada et de la Colombie-Britannique ont annoncé aujourd'hui un
engagement mixte d'environ 25,5 millions de dollars pour élargir la route 13 de 8th Avenue à
0 Avenue. Ce projet viendra compléter les améliorations que l͛Agence des services frontaliers
du Canada a récemment réalisées au passage frontalier d͛Aldergrove-Lynden.
Le gouvernement du Canada consacrera un peu plus de 10 millions de dollars au projet par
l'entremise du Fonds Chantiers Canada et la Colombie-Britannique fournira 15,5 millions.
Ce projet permettra de diminuer la congestion routière, de faciliter et de simplifier le passage à
la frontière canado-américaine pour tous les types de véhicules, et d'atténuer les répercussions
des activités frontalières sur le réseau routier local. Comme la région continue de se
développer, au même titre que les activités transfrontalières, il est nécessaire d'augmenter la
capacité du passage frontalier.
En direction sud, la route sera élargie d͛une à trois voies pour y intégrer une voie réservée à
NEXUS et aux camions. Cette amélioration de la route 13 devrait être très avantageuse sur le
plan de la mobilité : elle permettra de réduire les temps d'attente à la frontière ainsi que les
ralentissements sur le corridor en général. Elle contribuera également à diminuer la marche au
ralenti à la frontière, ce qui est positif pour l'environnement.
En direction nord, la route sera élargie d͛une à deux voies afin d͛y intégrer une voie pour
véhicules lents. De plus, une nouvelle route est-ouest à deux voies sera construite à la hauteur
de 3B Avenue, entre la route 13 et 264th Street.
Une fois réalisés, ces travaux devraient permettre d'améliorer la mobilité et la sécurité des
usagers et des véhicules commerciaux, puisque la route offrira plus d'espace et qu'il y aura
moins de congestion. Mais avant tout, les améliorations permettront d'augmenter la capacité
du passage frontalier d'Aldergrove-Lynden, ce qui facilitera le transport des personnes et des
marchandises et favorisera le tourisme et le commerce.
À l'heure actuelle, le projet de réhabilitation des infrastructures est à l'étape de la conception.
L'appel d'offres devrait avoir lieu au printemps 2017. La construction débutera une fois le
contrat signé.
Il est essentiel d'augmenter la capacité de notre réseau de transport pour accroître la sécurité,
attirer de nouveaux investissements et favoriser la croissance économique. Dans son plan B.C.
on the Move, le gouvernement de la Colombie-Britannique a prévu une enveloppe d'environ
1 milliard de dollars sur trois ans pour que le réseau ait la capacité et la fiabilité nécessaires
pour répondre aux besoins du transport et du commerce, en offrant le meilleur niveau de
sécurité et en limitant tout ralentissement.
