The regular meeting for the Council of the
Village of Rexton was held in the Council
Chambers on Tuesday, January 12, 2016 at
7:00 p.m.

PRESENT: The Mayor, David L. Hanson;
Councillors Albert Corcoran, William Flanagan,
Lisa Warman and Elaine Warren; Bilingual
Administrative Assistant, Nathalie Elward; Public
Works Director, Brent Goodwin and General
Manager, Ashley Jones.

CALL TO ORDER: The Mayor David L. Hanson
called the meeting to order at 7:00 p.m.

APPROVAL OF THE AGENDA: It was moved by
Albert Corcoran and seconded by William
Flanagan that the agenda be approved. Motion
carried.

appuie, que l’ordre du jour soit accepté.

APPROVAL OF THE MINUTES: It was moved by
Lisa Warman and seconded by Elaine Warren
that the September 16 and December 8 minutes
be approved. Motion carried.

correspondence.

1. MFR Scholarship: It was agreed by Council to
follow the same procedure as preceding year.

9. Matthew Little: In the process of starting his
new plumbing company, Council has agreed to
accept his letter of proposal of a working
relationship with the Village of Rexton in the
future.

It was moved by Lisa Warman and seconded by
William Flanagan to file the correspondence for
future reference, and actions taken on ones
noted. Motion carried.

RIGHT TO INFORMATION:
Recurring requests for information: It was
reported that the Commissioner of the Office of
the Access to Information and Privacy has put
on hold any requests from the applicant. The
commissioner will meet with the applicant and
will advise Municipalities of the process going
forward.

On mentionne que le commissaire du
bureau de l’accès à l’information et
protection des renseignements personnels a
mis en attente toutes les demandes du

presented. Motion carried.

BUSINESS ARISING FROM THE MINUTES

a) Municipal Water Search Progress: It was
mentioned that testing revealed that water
levels are currently high. Awaiting further news.

attente d’autres nouvelles.
b) Gas Tax Plan Modification: There is nothing
new to report at this time.

c) Heritage Site: It was reported that an
application for funding for the repairs was sent.

d) Former Nursing Home: Council reviewed the
Public Works inspection report. It was moved by
Lisa Warman and seconded by Elaine Warren to
ask the tenant to keep building properly heated
to prevent pipes from freezing. Motion carried.

examiné le rapport d’inspection des Travaux
Publics. Lisa Warman propose, et Elaine
Warren appuie, que le locataire soit
demandé de bien chauffer le bâtiment enfin
d’empêcher les tuyaux de geler. Proposition

e) DTI -5 year designated highway plan: The
plan was reviewed; it was moved by William
Flanagan and seconded by Elaine Warren to
approve the tentative 5 year plan in order to
obtain pricing. Motion carried.
e) MTI –Plan quinquennal pour les routes
désignées: Le plan a été examiné; William
Flanagan propose, et Elaine Warren appuie,
d’approuver le plan provisoire de 5 ans afin
d’obtenir des prix. Proposition adoptée.
f) Kent North Arena Meeting: It was moved by
Lisa Warman and seconded by William Flanagan
that Elaine Warren be appointed to sit on the
Kent North Arena Committee, alternates being
Ashley Jones and Albert Corcoran. Motion
carried.
f) Réunion d’Aréna Kent Nord: Lisa Warman
propose, et William Flanagan appuie,
qu’Elaine Warren soit nommée pour siéger

g) Frank Cowan Company: Council was made
aware of potential risks involved with
representing our municipality on outside
boards; an explanatory document was provided.

h) UMNB: It was reported that UMNB has
adopted a resolution for the development of a 5
year strategic plan. Members are being asked to
assist with a questionnaire; the deadline is
January 22, 2016.

plan quinquennal stratégique. Les membres
sont invités à participer au questionnaire; la

i) Unsightly Premise Complaint: Following the
assessment of the property at 6 Centennial East
Ave., it was deemed uninhabitable and unsafe.
It was moved by Albert Corcoran and seconded
by Lisa Warman that we proceed with
arrangements to remedy the situation. Motion
carried.
i) Plainte du lieu inesthétique: Suite à
l’évaluation du bien à 6, ave. Centennial Est,
il a été jugé inhabitable et dangereux. Albert
Corcoran propose, et Lisa Warman appuie,
de prendre action en vue de remédier la
situation. Proposition adoptée
j) September 16/15 Special Meeting: Council
reaffirmed the motion on the CAO’s Holiday
Benefits. A cheque dated as of January 5, 2016
was made payable to Barry Glencross with
accumulated vacation time of 43.75 days.

conseil a confirmé la proposition pour les
vacances du DPA. Un chèque daté le 5
janvier 2016 a été fait au nom de Barry
Glencross pour les jours de vacances
accumulés de 43.75 jours.
k) Curling Club: According to NB Power, at this
time, there are no available grants to assist with
the costs for a more efficient lighting system at
the Curling Club.

d’éclairage plus efficace au club de curling.

NEW BUSINESS
AFFAIRES NOUVELLES
a) Canada 150 Fund: A reminder that the 150th
anniversary of Confederation is coming up in
2017. Council was asked to share ideas.
a) Fond 150 du Canada: Un rappel que nous
sommes en route vers le 150e anniversaire
de la Confédération en 2017. Le conseil a été
demandé d’échanger leurs idées.
b) Municipalities Anniversary: It was reported
that the Municipality will celebrate 50 years of
incorporation this year. The Village of Rexton
was incorporated on November 9, 1966.
Thoughts on how to celebrate this day will be
discussed at a later date.
b) Anniversaire de la municipalité: On
mentionne que cette année la municipalité
va célébrer 50 ans d’incorporations. Le
Village de Rexton a été incorporé le 9
novembre 1966. Des pensées sur la façon
de célébrer cette journée seront discutées à
une date ultérieure.
c) Planning Session: The Director of Public
Works suggested meeting in the near future to
discuss ideas and visions for the Municipality for
2016.

avenir proche pour discuter leurs idées et
visions pour la municipalité pour 2016.
d) Class of 86’: The organizing committee was
inquiring on Homecoming dates to merge both
these events together. It was noted that there
will not be a Homecoming this year.

Homecoming pour fusionner ces
évènements ensemble. On a déclaré qu’il
n’y aura aucun Homecoming cette année.
The date of the next Regular Council meeting
will be held on Tuesday, February 9, 2016 at
7 p.m.

19h00.
