Sincesomeone
(whose
identity
isknown)
hadwitnessed
thepreparations,
itwasdecided
netteproceed
withthe
assassination
oftheleaders.
However,
themeeting
wasviolently
disrupted.
Since
the
incidents
wererecorded
on video,
theCommander
ofthe
Presidential
Guard
(PG)hadthe
video
casette
seized
anddestroyed.
Anexample
ofthe
attempt
tecause
unrest
tookplace
recently
attheendofJuly.
When
someInterahamwe
(M.R.N.D.
militiamen)
blocked
roadswithin
thesurroundings
Kigali,
theywerehe|ped
andencouraged
onthespotbymanyofthe
keyfigures
identified
above.
A Diplomat
of a Western
Embassy
wasaneye-witness.
However,
themostdisturbing
technique
consisted
intheattempts
te cause
bloody
clashes.
Wehaveveryaccurate
evidence
ofsuehdestabilizations
in Bugesera
and
¯ Kibuye.
InBugesera,
theclashes
resulted
inthedeath
ofseveral
hundred
people,
any
morewounded
people
andthousands
ofdisplaced
people.
In March1992,some
Interahamwe
andsoldiers
fromthePresidential
Guard
andtheMayuya
camp(atotalof
about
75soldiers)
weresentteBugesera.
Thesoldiers
wereinmufti
andarmed
with
daggers
andpistols.
Those,
particularly

their
identity;

people,
nevertheless
whowereofcrucial
importance
to theinvestigation,
disappeared
without
trace.

group
