VALDELIA and the
new regulation regarding
FURNITURE in France
The Origins of the new regulation
For a long time now Industrial production and goods
consumption have been rised.
Waste management is becomming key question for
conpanies.
Producers were required to improve their waste
management practice.
Local authorities were facing the twin problems of
increase amounts of waste and the obligation to adopt
quality management pratice.
The financial responsability for waste management was
transfered to the producer, following the European
principle « Polluter pays ».
EPR : EXTENDED PRODUCER RESPONSABILITY
EPR has been set up for
 Relieve local authorities of some or all of the cost of
managing waste, and transfer the financing from taxpayers to
consumers
 Include the cost of end-of-life management of a product in
the new product sale price
 Extends the financial obligations of a product producer up to
the final stage of the product’s life cycle.

What about furniture ?
With an estimated volume of 2,7 million tons, made up for
the most part of home furniture and assimilated elements,
this chain has major financial consequences for local
authorities, that take in a large proportion of used
furniture in waste drop-off centres.
The share of waste professional furniture is estimated at
600000 tons.

VALDELIA AT A GLANCE
VALDELIA is a non profit-making SAS created in 2011 by
professional furniture manufacturers/producers
VALDELIA is a dedicated Eco-organization to furniture
waste management practice.
VALDELIA runs under an application decree.
VALDELIA takes from producers their waste obligation
and allows them to collectively fulfill their responsibility.
VALDELIA is set up and financed by an Eco-Fee paid by
consumers.
VALDELIA is an « Organiser » Eco-organization which
directly handling waste streams.
CHALLENGES
Based on a French Decree from January 6th 2012
VALDELIA contributes to achieving environmental goals with
respect to waste treatment
 Achieve 75 % of re-use or recycle
 Collect 100 % of furniture supplied the year before (in tons)
 Free collect for professional owner for volume heavier than 2.4
tons
 Treatment is free off charge for owners

PRODUCER (Metteur sur le marché)
Is considered as PRODUCER any company that :
 Produces
 Imports
 Assembles
 Launches (end-user who buys from a foreign company)
professional furniture elements for the first time on the
French territory
FURNITURE ELEMENTS
« Furniture Elements » include all products, objects,
furniture components designed for a main function :
contribute to develop a shop, a company, a house, or a
public space and offering :
 Seating,
 Bedding,
 Storage,
 A work surface.

PRODUCER (Metteur en marché)
The producer has to :
 Calculate the eco-fee amount
 Invoice the Eco-Fee to their client from may 1st 2013, in
addition to the selling price
 The Eco-Fee is based on the weight of the product and the
main material (above 50%) the furniture is made of
 Declare all the sells invoiced during the quarter and pay back
to Valdelia the Eco-fee collected
VALDELIA’S MISSION
Structure and implement a waste collect, treatment
methods and markets, free off charge for the owner
Organize monitoring that objectives are obtains and to
inspect producers who fail to respect regulations.
For professionals, collect waste and discarded items
directly from theirs owners, for volumes exceeding
2,4 tons and 20 m3
Launch of communication campaigns,
Definition of R&D policies for re-use and recycling
VALDELIA’S SERVICES
ECO FEE OR L’ECO-CONTRIBUTION
The eco-fees are determined by the cost of end-of-life
product management. They can be adjusted, in particular
to encourage the producers to adopt eco-design
approaches.
They are paid to VALDELIA who, in exchange, take
responsibility for the waste.
ECO-FEE CALCULATION
The eco-fee must be posted on each piece of furniture and
billed to the customer
It is important for the French retailers/importers to get all
the information needed for the calculation and declaration
as soon as possible
The eco-fee is calculated based on the weight of the
furniture and the main material (above 50%) the
furniture is made of
