(Reuters) - The European Commission announced financial support for exporters of
dairy products hit by Russia's ban on Western food imports, adding to emergency
measures already taken to help fruit and vegetable producers.
Moscow this month imposed a one-year embargo on meat, fish, dairy, fruit and
vegetables from the United States, the European Union, Canada, Australia and Norway in
retaliation for Western economic sanctions over Moscow's involvement in the Ukraine
crisis.
Agricultural experts from all 28 EU countries have held a series of crisis talks, and
agricultural ministers will meet on Sept. 5 to address the issues of finding alternative
markets and compensating producers.
Following the latest internal meeting, the Commission, the EU executive, said on
Thursday it would pay towards storage costs for taking surplus products off the market
for three to seven months.
The support will cover butter, skimmed milk power and certain cheeses. The choice of
precisely which ones is still under debate as not all are suitable for the storage, which can
alleviate the supply glut.
"Price signals on the European dairy market show that the Russian ban is starting to hit
this sector," EU Agriculture Commissioner Dacian Ciolos said.
"In a number of member states, export earnings are being lost and new outlets need to be
found. The European dairy sector needs time and help to adapt."
The Commission did not specify the amount of money being set aside for the dairy sector.
EU officials, speaking on condition of anonymity, said such measures would have a
potential cost of 10 million to 20 million euros.
Producers say the fund will not be enough to offset the damage.
Finnish dairy cooperative Valio alone estimates that it stands to lose 240 million euros'
worth of exports to Russia.
The European farmers' union Copa-Cogeca said further action was crucial.
"It’s important to stabilize markets. But the move does not go far enough. Milk prices in
some cases are going down by as much as 30 percent," Copa-Cogeca Secretary-General
Pekka Pesonen said in a statement.
Earlier this month, the Commission announced it would provide up to 125 million euros
to EU farmers to help them cope with a glut of fruit and vegetables, then seen as the most
urgent problem.
Under the reformed Common Agricultural Policy, the Commission has a total pot of some
420 million euros to compensate for market disruption.
In all, EU farm exports to Russia are worth around 11 billion euros annually, or roughly
10 percent of all EU agricultural sales.
Of this, Russia imported EU dairy products worth some 2.3 billion euros in 2013.

EU farm lobby group Copa-Cogeca has backed their calls for help, warning that some producers'
livelihoods are threatened and prices are plummeting.
Copa-Cogeca welcomed EU Commission action to support the fruit and vegetables sector, but with
producer prices falling by 50% in some cases, warned that the aid package on offer will not be
enough. Other sectors being hit by the ban - in particular the dairy sector - will also need support.
CC secretary-general Pekka Pesonen said: "Around 10% of our exports are sent to Russia, worth €11
billion annually, and the support allocated so far is not nearly enough to compensate fruit and
vegetable producers for the effects of it. Additional aid is needed to prevent the market from spiralling
out of control, causing further damage to the economy."
Copa-Cogeca is calling for implementation of extraordinary market measures, accelerating the date of
payment for direct payments, speeding up promotion campaigns to stimulate new demand and finding
new market outlets for the produce.
It estimates that the market damage will be much bigger than the €400 million available in the CAP
crisis fund - meaning that extra support cannot just be financed out of the CAP budget.
Closer to home, the impact of the Russian trade ban on prices and demand for Scottish produce is
now being monitored as part of NFU Scotland's 'ScotchWatch' campaign.
Although Scots exports to Russia are minimal - except whisky, which has not yet been included in the
ban - there could be an indirect impact because EU products typically exported to Russia will now be
looking for new markets.
NFUS food chains relationship manager Kylie Barclay said: "Given that one of the EU's largest exports
to Russia is fruit and vegetables, and the perishable nature of these products, the ban is already being
felt in some countries.
"It is important that we monitor any ramifications for our growers here in Scotland. For that reason, key
fruit and vegetables for Scotland - such as raspberries, strawberries, tomatoes, carrots and onions have been brought into our weekly ScotchWatch monitoring scheme so that we can quickly get a
handle on any supply or price issues."
Ms Barclay noted the pigs committee has concerns over disruption to traditional pork and bacon
export routes. The dairy sector could also be exposed, she added, due to displaced product,
particularly cheese.

Le Copa-Cogeca indique mardi dans un communiqué avoir « intensifié » ses appels à une aide
supplémentaire pour le secteur agricole européen en réponse à l'embargo imposé par la Russie aux
exportations agricoles provenant de l'UE, avertissant que « les sources de revenu des producteurs
sont menacées et que les prix sont au plus bas ».
Le Copa-Cogeca « se réjouit » des mesures prises par la Commission pour venir en aide au secteur
européen des fruits et légumes, « mais avec des prix au producteur ayant baissé de 50 % dans
certains cas, le soutien prévu ne suffira pas ». D'autres secteurs touchés par l'embargo, tels que le
secteur laitier, « auront eux aussi besoin d'aide ».
Pekka Pesonen, secrétaire général du Copa-Cogeca, a mis en garde : « Quelque 10 % de nos
exportations sont envoyés en Russie, pour une valeur de 11 milliards d'euros annuellement, et le
soutien alloué à ce jour est loin d'être suffisant pour indemniser les producteurs de fruits et
légumes à la suite des effets de l'embargo. Une aide supplémentaire sera indispensable pour
empêcher le marché de devenir incontrôlable, ce qui aurait pour conséquence de nouveaux dégâts

Le Copa-Cogeca appelle à « la mise en œuvre de mesures extraordinaires de gestion du marché si
celui-ci le justifie, comme un versement anticipé des paiements directs, l'intensification des
campagnes de promotion afin de stimuler la demande et la recherche de nouveaux débouchés pour
les produits comme ceux de la Chine et du Moyen-Orient ».
« Les premières estimations montrent que les dommages dépasseront les 400 millions d'euros
prévus dans le fonds de crise de la Pac. Le soutien ne devrait donc pas être uniquement financé par
le budget de la Pac, mais également par d'autres fonds », indique le Copa-Cogeca.
Les présidents du Copa et de la Cogeca, ainsi que les présidents des organisations nationales
d'agriculteurs et de coopératives de toute l'Europe, se rassembleront à Bruxelles la semaine
prochaine afin d'examiner l'ampleur des dégâts et de débattre des actions nécessaires. Cette
rencontre se tiendra la veille de la réunion des ministres du 5 septembre.

Après les producteurs de fruits d’Espagne et d’Italie, ce sont les agriculteurs polonais,
victimes de l’embargo commercial russe, qui manifestent à Bruxelles. Le fonds de crise
européen n’est pas suffisant pour compenser les pertes de marchés estimées à 11 milliards
d’euros.
Le Copa-Cogeca, qui représente les syndicats agricoles européens dont la Fnsea, « a

les agriculteurs et les coopératives agricoles d’Espagne durant le week-end. L'embargo a un
impact très négatif sur de nombreux pays d'Europe. Les agriculteurs et leurs coopératives sont
déjà confrontés à d'importants défis tels que les mauvaises conditions météorologiques et cette
interdiction était vraiment la dernière chose dont ils avaient besoin. Le conflit n'est nullement
notre faute et pourtant c'est notre secteur qui en souffre le plus".

Unijna organizacja rolników Copa-Cogeca zdecydowała o zwołaniu 4 września
nadzwyczajnego posiedzenia prezydium w sprawie embarga Rosji nałożonego na
niektóre kraje Unii Europejskiej - podała w komunikacie Krajowa Rada Izb
Rolniczych (KRIR).
- W odpowiedzi na wniosek Krajowej Rady Izb Rolniczych z dnia 14 sierpnia br. dotyczący
podjęcia stosownych działań w celu zadbania o interesy wszystkich europejskich rolników,
reprezentowanych przez organizacje członkowskie Copa-Cogeca, a także wnioskujący o
zwołanie nadzwyczajnego posiedzenia Prezydium Copa odnośnie embarga nałożonego na kraje
UE, Copa-Cogeca ogłosiła, że w dniu 4 września br. zwołuje Nadzwyczajne Posiedzenie
Prezydium - poinformowała KRIR.
Copa Cogeca to europejska organizacja zrzeszająca rolnicze związki zawodowe i organizacje
spółdzielcze. Ma ona za zadanie reprezentować interesy rolników i spółdzielców wobec Komisji
Europejskiej i instytucji działających w UE.
