Your Excellency,
I am pleased to inform you that we are looking for a national expert (SNE) for secondment
to the European External Action Service pursuant to the Decision of the High
Representative of 23 March 2011 establishing the rules applicable to SNEs1.
I would be obliged if you could forward the enclosed profile to the various relevant
Ministries in order to generate adequate applications.
Applications should be sent only by your Permanent Representation to Unit
EEAS-MDR.C3 "Selection and Recruitment of Contract Agents, Seconded National
Experts, Junior Experts in Delegations and Trainees". They shall not be sent directly to the
Division.

services in respect of the treatment of personal data and inform them that the EEAS on its
side implements data protection rules according to Council Regulation (EC) n0 45/2001.

son détachement auprès du Service européen pour l'Action extérieure au titre de la
décision de la Haute Représentante du 23.03.2011 fixant le régime applicable aux END1.
Vous trouverez en annexe le profil que je vous serais obligé de bien vouloir transmettre
aux différents Ministères compétents afin de générer des candidatures adéquates.

Job Content
Overall purpose:
under the direct supervision of the Head of Division/Section. To assist the Head of Division/Section
in co-ordinating the sub-section's activities, where required
Policy coordination in relation to justice and home affairs, counter-terrorism, cyber-security and cyber-crime, with regard to
EU relations with the United States and Canada.
Functions and Duties:
The successful candidate will work with the desk officers in the EEAS US and Canada Division and report to the Head of
Division or his Deputy. She/he will liaise with relevant EEAS departments, European Commission services and other EU
institutions, and with the EU Delegations in Washington and Ottawa, to advance cooperation with the US and Canada in the
aforementioned areas. He/she will further contribute to policy analysis and development in the fields of justice and home
affairs, counter-terrorism, cyber-security and cyber-crime, with regard to EU relations with the United States and Canada, and
help define EU positions.
The position involves contributing to the effective presentation of EU policy goals at working level, including at other EU
institutions, notably at working groups of the Council, as well as policy dialogue meetings and sometimes negotiations with
the United States and Canada. It may further involve organising and maintaining relations with partner countries, civil
society, business and other stakeholders.
The position also involves preparing briefings for the Presidents of the European Council and the European Commission, the
High Representative/Vice President, as well as of commissioners and senior officials ahead of summit, ministerial and other
high-level meetings.
The successful candidate will be expected to contribute to the development of EU policy through analysis of the sectors
covered, both in terms of policy developments in North America and their impact on transatlantic relations.
Job Requirements
Education and Training:
University diploma in law, political science, economy, business administration or any other
reiated field
Knowledge and Experience:
Experience of at least 3 years in the above mentioned areas at institutional le vel, analysis and
reporting; in third countries (Embassy, International organization, NGO, etc.); Knowledge of
EU institutions, related decisional processes, justice and home affairs-related issues, EU
external action and related EU external policies (geographic and thematic) particularly
towards North America.
