Adjournment In Memoriam Braden Russell Braden Russell passed away on February 28 in his 16th year. He is survived by his mother and father, Ginny and Scott, and sisters Chelsea and Taylor. Braden was a grade 11 student at Blenheim District High School. Staff, students and all who knew Braden will miss him. May God bless his family at this time of sorrow. Ms. Lumley explained that the students explore the world through a number of activities and provided examples of the student acting as global citizens. The students presented examples from their classroom activities. Director Costello introduced Principal Sandra Perkins and congratulated the students and teacher for their work on this project and for their presentation. Chair McKinlay commented that the presentation was a great example of engagement at all levels of the curriculum. Waste-Free Lunch Challenge - Deborah Lumley, Grade 5 Teacher at Rosedale Public School, Sarnia #2015-44 Policy and Regulations on “That the Agenda for the Regular Board Meeting Public Session of February 24, 2015 be approved.” CARRIED. “That the Board approve the Minutes of the Regular Board Meeting of February 10, 2015.” CARRIED. Director Costello explained that the Occupational Health and Safety Act requires school boards to review their policies on health and safety annually. Health and Safety Report B-15-26 The members of the Board’s Health and Safety Committees, Union Representatives, members of the Executive Council have had an opportunity to look over the documents and do not recommend any changes at this time. Moved by Jane Bryce, seconded by Elizabeth Hudie, “That the Board approve the review of the policy and regulations on Health and Safety.” CARRIED. Policy on LKDSB Board Committees Report B-15-27 #2015-45 Policy on LKDSB Board Committees Director Costello explained that at the January 27, 2015 Board Meeting, Trustees agreed that there was a need to develop regulations for the LKDSB Board Committees. Section 8 of the Board’s Procedural By-laws outlines the current Board Committees and the Legislated Board Committees. The proposed policy covers all of the existing Board Committees. A Board regulation will be developed for each Committee where necessary. Moved by Jack Fletcher, seconded by Dave Douglas, “That the Board approve the new policy on LKDSB Board Committees.” Chair McKinlay explained that the need for the policy came out of the report to the Ministry on the Toronto District School Board (TDSB) which indicated that there was not enough direction on the terms of reference for board committees. The intent is to develop regulations for each one of the LKDSB committees listed in the policy. It was clarified that these are the committees of the Board as outlined in Section 8 of the Board By-laws. It was noted that the Principal and Vice-Principal Interview Committee was listed in the policy. Going forward, trustee involvement on this committee might change but that would require a Board By-law change. CARRIED. #2015-46 Regulations on Surplus Sites Committee Report B-15-28 Director Costello advised that at the January 27, 2015 Board Meeting, Trustees agreed that there was a need to develop regulations for the LKDSB Board Committees. The LKDSB Surplus Sites Committee regulations outline the terms of reference for the Committee. The document incorporates the current practice of the Board as set out previously in Board Motions. Moved by Jack Fletcher, seconded by Elizabeth Hudie, “That the Board approve the new regulations on the Surplus Sites Committee.” In response to Trustee Murphy’s question about accommodating accelerated closing dates, Superintendent Andruchow explained the past practice of the Board to contact each Trustee individually to obtain a vote. Chair McKinlay commented on the past experience and stated that he felt that there was a need for all Trustees to be connected at the same time via video conference or by teleconference for a Special Meeting of the Board. It was agreed that regulation #7 would be revised to read If there is urgency to the situation a Special Meeting of Board will be called for the sole purpose of discussing the offer. CARRIED. Regulations on Concussion Protocol Report B-15-29 Director Costello explained that Ministry of Education Policy/Program Memorandum No. 158 requires all school boards in Ontario to develop and maintain a policy on concussion by January 30, 2015. The Board approved the Concussion Protocol policy on January 27, 2015. Regulations have been developed to accompany the Board policy. Secondary program staff have also developed a detailed concussion protocol resource binder for all schools. Principals, Vice-Principals, Union Representatives and staff are being educated on the requirements of the protocol. Meetings with local Health Units have taken place as well. Moved by Bob Murphy, seconded by Lareina Rising, “That the Board approve the new regulations on Concussion Protocol.” Clarification was requested on the documentation to be completed. Director Costello referenced the Concussion Protocol Binder documentation requirements. It was clarified that the policy and regulations apply to students only. The need to develop regulations for staff was questioned. The Motion was withdrawn. Elementary Teacher/Board Communications Committee Report Report B-15-30 Superintendent Warner reported on the Elementary Teacher/Board Communications Committee Meeting held on February 10, 2015. Committee members reviewed the terms of reference for the Elementary Teacher/Board Communications Committee. Members discussed the rollout of the Board’s concussion protocol, provided feedback on the report card writing day, discussed student safety plans and risk awareness, social media, technology, the Pathways initiative and provided feedback on KinderSTART. They were informed that the school year calendar for 2015/2016 was being developed. Student Senate Student Trustees Garapick and Raza reported on the Student Senate Meeting held on February 23, 2015. Chris Marvel, Manager of Information Technology, attended the meeting and requested feedback on the draft Responsible use of Technology Administrative Procedures. Student Trustee Raza provided an update on the student engagement project she is leading at Northern- Collegiate Institute & Vocational School. The project has expanded from its original format. It will now include 24 teachers, parents and students. They will be invited to attend one of the four, two hour sessions in the school library to informally discuss/answer questions about student engagement. They may host a community version of the session as well. They have a Speak Up Grant of $140.00 to cover most of the cost but are requesting additional funding to supplement the grant. They think they will need a total of $400.00 for the project. Student Trustee Garapick provided an update on the mental health project. They are working with the Board’s Mental Health Lead, Lori Brush. They are investigating the possibility of producing a mental health video with a clip from each school. They are promoting the idea of schools holding a Mental Health Awareness Week in schools from May 5 to 11. Trustee Questions Trustee McGregor attended a Dawn-Euphemia Township Council Meeting in January. Council is concerned about the potential closure of Dawn-Euphemia School and asked for clarification on top up funding and the new Ministry Accommodation Guidelines. Superintendent Andruchow explained that the Ministry provides top up funding for schools that are not at 100% capacity. Dawn-Euphemia Public School is below capacity and does not generate enough grant funding to pay for the heating, cleaning, grass cutting, snow plowing, repairs, etc. for the school. The government has been making changes to the top up funding. Originally, schools at 80% capacity were provided 20% top up funding. This was reduced to 15%, this year and will likely be reduced further next school year. Schools designated as rural by the government, (second digit of the postal code is 0) receive additional top up funding to pay for the plant operations of the building. Dawn-Euphemia Public School is considered a rural school. A number of LKDSB schools receive top up funding. Trustee McGregor referred to the Ministry’s comments about the development of a community model for these schools. Superintendent Andruchow explained that currently, through the Ministry’s Facility Partnership Program, the Board has designated schools that have space for community partnerships but it is difficult to implement. The space must be separated off from the rest of the school and the group must pay for all the costs associated with operating a portion of the school. There was some interest at LKCS but the group was not able to make it work. There is a community library at Grand Bend Public School. Director Costello stated that it is hoped that the new ARC guidelines would be released soon. Trustee Rising shared information she received from parents regarding students’ lunches. Director Costello explained that the Board has Administrative Procedures on allergies. Trustee Rising will follow up with the individuals and work with the Director to resolve the issue. Chair McKinlay explained that a request for a written report from Senior Administration needs to be approved by Board Motion. Individual Trustees cannot approach members of the Senior Administration and request a report. Announcements The next Regular Board Meeting will be held on Tuesday, March 31, 2015 at the Sarnia Education Centre. Vice-Chair Bryce referred to the February 24, 2015 T.J Goertz Media report and brought Trustees’ attention to the article on the LKDSB student survey and the article on the pilot project by former Prime Minister Paul Martin that involved a reading and writing program at Walpole Island and Kettle and Stony Point First Nations Elementary Schools. Motion to Re-Convene to Private Session Moved by Jack Fletcher, seconded by Lareina Rising, “That the Board reconvene to Private Session.” CARRIED. Reconvene to Public Session 8:35 The Board reconvened to Public Session at 8:35 p.m. #2015-47 Action of the Regular Board Private Session be the Action of the Board Moved by Jane Bryce, seconded by Elizabeth Hudie, Adjournment 8:36 p.m. There being no further business, Chair McKinlay declared the meeting adjourned at 8:36 p.m. “That the Action of the Board in Private Session be the Action of the Board.” CARRIED. __________________________ Chair of the Board __________________________________ Director of Education and Secretary of the Board REPORT NO: B-15-36 REGULAR BOARD, PUBLIC SESSION Report To Board FROM: Jim Costello, Director of Education DATE: March 31, 2015 SUBJECT: Board Regulations on Concussion Protocol As per Ministry of Education Policy/Program Memorandum No. 158 requires all school boards in Ontario to develop and maintain a policy on concussion for students by January 30, 2015. The Board approved the Concussion Protocol policy on January 27, 2015. Regulations have been developed to accompany the Board policy. Secondary program staff have also developed a detailed concussion protocol resource binder for all schools. Principals, Vice-Principals, Union Representatives and staff are being educated on the requirements of the protocol. Meetings with local Health Units have taken place as well. The Concussion Protocol policy and Regulations apply to students only. The corresponding resources, including the Concussion Handbook, provide detailed instruction for staff on how to proceed if they suspect a student has sustained a concussion. It outlines the required steps in the return to academics and activity requirements. Employees are covered under the Board’s Administrative Procedure Critical Injury Response and Employee Work Related Injury or Illness procedures. These processes have been place for several years and comply with requirements of the Occupational Health and Safety Act as well as Workplace Safety and Insurance Board (WSIB) requirements. The WSIB also has their own concussion protocol that Administration follows when assisting employees in their return to work. Recommendation “That the Board approve the new regulations on Concussion Protocol.” Regulations No. R-PR-234 REGULATIONS SUBJECT: Concussion Protocol All partners in education, including the Ministry of Education, other Ontario ministries, school boards, administrators, educators, school staff, students , parents, school volunteers, and community-based organizations, have important roles to play in promoting student health and safety and in fostering and maintaining healthy and safe environments in which students can learn. A concussion is defined as follows: • • • • a brain injury that causes changes in the way in which the brain functions and that can lead to symptoms that can be physical (e.g., headache, dizziness), cognitive (e.g., difficulty in concentrating or remembering), emotional/behavioural (e.g., depression, irritability), and/or related to sleep (e.g., drowsiness, difficulty in falling asleep). may be caused either by a direct blow to the head, face, or neck or by a blow to the body that transmits a force to the head that causes the brain to move rapidly within the skull. can occur even if there has been no loss of consciousness (in fact most concussions occur without a loss of consciousness). cannot normally be seen by means of medical imaging tests, such as X-ray standard computed tomography (CT) scans, or magnetic resonance imaging (MRI) scans. A concussion can have a significant impact on a student – cognitively, physically, emotionally, and socially. It is very important to students’ long-term health and academic success that individuals in schools have information on appropriate strategies to minimized risk of concussion, steps to follow if they suspect that a student may have a concussion, and effective management procedures to guide students’ return to learning and physical activity after a diagnosed concussion. Responsibilities of the Lambton Kent District School Board 1. The Board will implement and maintain concussion management strategies that include awareness initiatives, prevention strategies, identification of concussion process, diagnosed concussion management and training. 2. The Board will provide annual training for staff, coaches, volunteers, parents/guardians and students on the concussion management strategies. 3. The members of the program department will provide curriculum links for staff. 4. Board will endeavor to meet the educational needs of the student while the student is recovering from a head injury or concussion. Responsibilities of the Principal/Teacher/Coach (for specific actions, see LKDSB Concussion Protocol Resource Binder) 1. 2. 3. 4. 5. 6. 7. 8. 9. The individual in charge must administer first aid as soon as an injury occurs and determine if the student needs emergency treatment. The individual in charge must ensure that the student is not left alone. The individual in charge must monitor signs and symptoms for deterioration. The individual in charge must not administer medication. The principal will ensure that the proper documentation contained in the Concussion Handbook is completed and returned to the school by the parent/guardian, doctors and/or nurse practitioners. The school principal should appoint staff members to monitor and ensure adequate communication and coordination to meet the student’s academic needs. The school principal will also be responsible for approving any adjustments to the student’s schedule. The school principal will share information contained in Concussion Protocol Resource Binder on dealing with students who have had a concussion. In some circumstances, the In-School Team under the direction of the school principal may find it necessary to develop an Individual Education Plan (IEP) for the student. This will facilitate the collaborative problem solving, decision making and planning for students who are experiencing difficulty in their learning environment as a result of a concussion. Responsibilities of the teaching and other LKDSB staff 1. 2. 3. Teaching staff will help observe changes in a student. Teachers are also in a position to interact regularly with the student’s parents, thereby providing a channel to obtain and share information with them about the student’s progress and challenges. School coaching staff with responsibility for a student after-school hours can assist in monitoring participation in after-school activities and observing any changes in symptoms. Responsibilities of the parents/guardians 1. Parents/guardians must understand: o what a concussion is o that medical attention is required o that most students will get better o the potential effects on school learning and performance o the importance of following guidance from their student’s health care provider in order to ensure the most rapid and complete recovery possible o that a student who suffers a second concussion before he or she is symptom free from the first concussion is susceptible to a prolonged period of recovery, and possible Second Impact Syndrome. 2. Parents will ensure that the proper documentation is completed and returned to the school by the parent/guardian, doctors and/or nurse practitioners. Responsibilities of the student 1. 2. 3. Students will inform principal/teacher/coach of any suspected or confirmed head injury. The affected student will be encouraged to share his/her thoughts about how things are going, and symptoms he or she is experiencing. The student will receive feedback from monitoring staff that is appropriate to his/her age, level of understanding, and emotional status. For 2015-2016, the school year shall include a minimum of 194 school days of which two days must be designated as professional activity (PA) days devoted to provincial education priorities. These priorities are reflected through the criteria and topics contained in Policy/Program Memorandum No 151. Boards may designate up to four additional days as PA days. A board may also designate up to ten instructional days as examination days. The deadline for submission of regular school calendars is May 1, 2015. Proposal: After discussion with our coterminous school board, unions, administrators and Parent Involvement Committee, a regular school calendar is being proposed for the 2015-2016 school year. Therefore, I have highlighted items that are possibly relevant to our Board or in which I believe you may be interested. If you have questions about a specific item or topic in the agenda, email me or appropriate staff member at OPSBA who would, most likely, be able to give you a more detailed & up to date answer. Also, consult the “Key Work” document published by OPSBA to view their activities, priorities & service areas. Highlights • Agenda Items 2.4 a) to 2.4 n) all involve minutes or reports of which I have copies if you are interested in further information. • Thames Valley DSB concerned about internal audits as these auditors are working for the Boards of Education but seem to be emphasising the Ministry needs rather than the needs of the school boards. • The Education Program Work Team referred to regional EQAO meetings of which apparently a number of trustees are not aware. (Have we (our region) been notified of an EQAO meeting?) There is an OPSBA draft paper on EQAO. • Reference was made to the Health and Physical Education curriculum that has been released as of Monday, February 23, 2015. This group emphasised that we should refer to it as the “Health and Physical Education” curriculum as the sex education components are only part of this updated curriculum. • The Policy Development Work Team referred to a meeting with Ministry staff regarding Public Accommodation Review Guidelines (PARG) and that no significant changes were made to the revised PARG as a result of the consultation. • A professional development module on Social Media is being developed by OPSBA. • Education finance update included references to: PARG; GSN/Education Funding Consultation; Transportation Competitive Procurement Review; School Energy Coalition (“SEC”); Summary of 2015 B & 2015 SB Memoranda; & memo regarding the Capital Planning Capacity Program. • There is a position paper being developed to advocate for mandatory elementary and secondary curriculum components in First Nations, Metis and Inuit history that includes treaty education, the history and legacy of residential schools and the impact of the Indian Act. • There is a video “Kids Come First” which was shown a PES and is on the OPSBA web site that we are all encouraged to watch. • The Minister’s Advisory Council on Special Education is organizing a one day meeting in Toronto on May 2, 2015. District school boards will receive funding for this meeting to offset some of the costs. • Most of the regional vice presidents reported that their regional school boards were waiting for the PARG report so that they could get ready for school closings. BOARD REPORT REGULAR BOARD, PUBLIC SESSION FROM: Lareina Rising, Trustee DATE: March 31, 2015 SUBJECT: Native Advisory Committee Report REPORT NO: B-15-41 The February 18, 2015 meeting of the Native Advisory Committee was hosted by Walpole Island First Nation. The committee received reports from First Nation representatives. Walpole Island First Nation shared their focus on student success and noted that they are in the very early stages of studying the concept of a balanced school year for their elementary school. Aamjiwnaang First Nation sent students to Western University’s track and field meet, and to the annual Indspire Awards. The community is currently involved in a survey of sectors including early years and education that they will use to inform policy development and advocacy in the future. Kettle and Stony Point First Nation was eagerly awaiting the release of the Model Schools document in which their very successful participation in the Martin Project was to be highlighted. Project results confirmed that with appropriate supports, First Nation children can perform with all others, and underscored the importance of equitable funding for education whether sourced federally or provincially. Delaware Nation has established an Education Task Force to develop an education authority for the First Nation. They are currently working in partnership with the Board on alternative education supports, and are continuing to have community members certified to teach the Lenape language. Trustee Rising spoke about the public education symposium attended by trustees and senior board staff which included a business meeting for Native trustees. She confirmed the appointment of Christy Bressette as the First Nation rep to the Special Education Advisory Committee, and requested on behalf of First Nation partners that the Board consult with regard to the appointment of principals to schools directly serving First Nation communities. Aboriginal Liaison Janette Richmond-Kuhn spoke about her preparations for a new Liaison to assume the role while she is away on leave, and updated the group on a number of cultural presentations that have been made in schools. The annual student symposium is set for May 27 at WDSS. Superintendent Doey shared that the interview processes for the new Aboriginal Liaison and Student Re-engagement Workers were soon to be completed. He also received support from the committee for PhD research to be undertaken on how FNMI perspectives are being integrated into curriculum. The next meeting of the Native Advisory Committee will be held at Ridgetown District High School on Wednesday, April 15 at 6:00 pm. REPORT TO THE BOARD REGULAR BOARD, PUBLIC SESSION REPORT NO: B-15-42 FROM: Elizabeth Hudie, Trustee and Vice-Chair of the Special Education Advisory Committee DATE: March 31, 2015 SUBJECT: SPECIAL EDUCATION ADVISORY COMMITTEE MEETING SUMMARY The Special Education Advisory Committee (SEAC) of the Lambton Kent District School Board met on February 19, 2015 via Video-Conference between the Sarnia Education Centre and the Chatham Regional Education Centre. Following is a report of the activities of the meeting: Introduction of New Members The new members joining SEAC for the 2015 – 2018 term were identified, they are: 1. Candice Service, representing Epilepsy Support’s Sarnia Branch 2. Chris King, representing Community Living, Sarnia-Lambton 3. Jean McIntyre, a Member “At Large” 4. Jennifer Gillespie, a Member “At Large” 5. Lori Turner, representing Autism Ontario’s Sarnia-Lambton and Chatham-Kent Chapters Election of Chair and Vice-Chair (2015) Annual elections were held for SEAC’s Chair and Vice-Chair. Rose Gallaway was nominated and members voted to re-appoint her to be the Chair of SEAC. Elizabeth Hudie was nominated and members voted to re-appoint her as the Vice-Chair. Update on Project with the ESC LHIN and Community Partners Dave Doey and Pam Graham provided an update to SEAC members regarding the streamlining of service delivery for children with special needs in the Province. They advised SEAC that local communities have been tasked to identify gaps/barriers, available resources, etc. in order to develop a process that makes more sense for families. The overall intent is to build a child-centred process that’s family-friendly by considering: who would qualify for coordinated service delivery; what would the intake process look like for families with several children needing communitybased services; and more. Work on this initiative is ongoing and updates will be brought back to SEAC whenever necessary. Presentation: LKDSB’s Special Education Placements, Programs and Services Pam Graham provided details on the Continuum of Ministry of Education Placement Options, contained on Page 42 of 79 in the Board’s Special Education Report. The following is an overview: • Regular Classroom: Resource Teachers (consultatively), Educational Assistants, Child and Youth Workers (contracted to work in specific schools), Psychoeducational Clinicians, Mental Health Lead, School Support Officers, Attendance Counsellors, and Mental Health & Addiction Nurses (Nurses are shared with the St. Clair Catholic District School Board) • Regular Class Indirect Support: Itinerant Deaf and Hard of Hearing, Itinerant Blind & Low Vision, and Enrichment • • • • • • Regular Class with Resource Assistance: Assistive Technology, Itinerant Behaviour, Itinerant High Needs, Speech and Language, ABA Specialist, and Levelled Literacy Intervention – School Targeted Assistance Resources Special Education Class with Partial Integration: ABLE Classes, Transition Learning Disabilities Class Special Education Class – Full-time: Alternative Learning and Life Skills Class Special Day School Treatment Facility: Pam explained that we offer four Section 23 classes (Choices, Huron House, Indian Creek, Victoria Park), there is also a Mental Health Transitions classroom, and, she said we were just approved for a 4 R’s classroom (Rewind, Refocus, Reach Out, and Reach Ahead); she noted that both the Transitions classroom and the 4 R’s classroom are currently operating out of Sarnia Rebound Residential School – Treatment Facility: Child and Parent Research Institute (CPRI), Madame Vanier, W.R.C.C., and Maryvale; Pam noted that the length of service varies with each facility and that the service delivery at each site is different too Special Provincial Schools: Amethyst, W. Ross McDonald, Robarts, E.C. Drury Special Education Report Amendments The amendments (if any) suggested for Section 2.3.1, 2.3.2, 2.14, 2.5, 2.6 and 2.15 of the Special Education Report were brought forward by administration. There were no questions raised relative to the proposed amendments, or those sections where no amendments are being recommended. Correspondence 1. SEAC received a “welcome” letter from Minister Sandals to SEAC Chairs as well as to returning and new members which provided Ministry of Education website links where members can find valuable information. 2. SEAC received a letter from the Upper Grand District School Board’s Special Education Advisory Committee to The Ministry of Education with regard to Special Education Part 1 being mandatory in order to receive a Teaching Certificate; no action was taken. 3. SEAC received a copy of a letter from the Upper Grand District School Board’s Special Education Advisory Committee to The Ministry of Education seeking clarification from the Ministry with regard to the Special Education Report and the Special Education Plan; no action was taken. 4. Arrowsmith submitted a letter and flyer outlining their programs. LKDSB staff investigated the program previously but found the costs to be quite high and the programs to be quite prescriptive so, for those reasons, the Arrowsmith program was not felt to be a fit; no action was taken. 5. SEAC received a letter from the Ministry of Education outlining details regarding the 2015 SEAC Conference in May of 2015. Members interested in attending on the LKDSB’s behalf were asked to let Lori Gall know as soon as possible so the necessary arrangements can be made. 6. SEAC received a letter from the Renfrew County District School Board with regard to concerns about Regulation 274 negatively impacting all children in the province but, especially, students with special needs. A member of SEAC noted that it isn’t likely that the legislation will change, but they were happy to see the Regulation being challenged; no action was taken. Each year, since the Public Sector Salary Disclosure Act was passed in 1996, the Ontario Government has published a compendium on public sector employees who were paid a salary of $100,000 or more. Organizations that receive public funding from the Province of Ontario are required to disclose the names, positions, salaries and taxable benefits of these employees. The salary required to be made public under the Act reflects the amount to be reported to Canada Revenue Agency on the employer’s T-4 slip for the employee. The T-4 amounts may include components that relate to a prior year and may exceed the employee’s annual rate of salary. The taxable benefits listed on the report are the amount shown on the T-4 slip as prepared for the Canada Revenue Agency. The Act covers city and other local governments, universities and colleges, school boards, hospitals, and Crown agencies. It also applies to the Provincial Government ministries and members of the Assembly. Other non-profit organizations that receive a large share of their funding from the provincial government are covered as well.
