3- Ensemencement de poisons / Fish stocking
Alex, Neel et Claude résume la rencontre qu’ils
ont eu avec André Côté le 20 septembre pour faire
le point sur les activités d’ensemencement de
poissons.
Alex, Neel and Claude summarized the
meeting they had with André Côté, chair of
the fish stocking sub-committee, on
September 20.
Le conseil exécutif se demandait s’il y avait un
plan d’ensemencement de poissons approuvé par
le ministère des ressources naturelles et de la
faune et si l’introduction d’une grande quantité de
truites dans le lac ne pouvait avoir un impact
négatif sur les autres espèces et sur l’habitat.
In response to the Executive’s questions
regarding whether or not the fish stocking
was being guided by a plan approved by the
Ministry of Natural Resources (MNR), and if
the introduction of a large amount of trout in
the lake could have a negative impact on
other species and the habitat, André Côté
clarified the following:
André Côté explique que le ministère de la faune a
réalisé un inventaire des poissons en 2001 et a
relevé les conditions du lac tel que superficie,
profondeur, température, taux d’oxygénation et
nombre de chalets. Dans son rapport, le ministère
a recommandé l’ensemencement de truites brunes.
Le comité d’ensemencement a établi un plan de 5
ans avec les piscicultures et nous en sommes à la
dernière année. Selon André, le gouvernement
n’émettrait pas les permis de transport du poisson

2001 and noted the conditions of the lake
such as surface area, depth, temperature,
oxygenation rate and number of cottages.
In its report, the Ministry recommended
brown trout stocking.
Based on the MNR report, the fish
stocking sub-committee developed a 5year plan which is currently in its final

As noted by André, the government
would not issue permits for the stocking
of fish if it disagreed with the subcommittee’s plan.
Moving forward, it was agreed that:
• The stocking of 2000 trout would
take place as planned on October 3,
2015;
• There will be no stocking in 2016;
• The sub-committee will request that
the MNR undertake an inventory of
fish in the summer of 2016 and
develop a plan, with
recommendations, to guide future
fish stocking requirements and
activities.
4- Rapport sur les priorités du comité/ Report on committee priorities
a) Qualité de l’eau
a) Water Quality
April présente le suivi de la transparence de l’eau
qui est fait à partir des tests visuels qui sont
réalisés hebdomadairement du début juin jusqu’à
la mi-octobre. Le disque Secchi était visible
jusqu’à une profondeur moyenne de 5,1 m en
2015. En référence au rapport d’Environnement
Québec pour les années 2006 à 2014 reproduit en
annexe, on constate une légère diminution de la
transparence de l’eau. Le lac du Cardinal est
toujours classé comme étant clair mais il faut être
vigilant pour que ça le reste. Des tests chimiques
seront réalisés et analysés par le ministère à l’été
2016.
Dans le but d’améliorer la qualité de l’eau, on
propose de demander à la Municipalité :
• d’inspecter la bande riveraine pour que les
correctifs nécessaires soient apportés;
• d’appliquer un meilleur contrôle sur les
installations septiques;
• de voir s’il est possible de limiter la vitesse
des embarcations à 10 km/h dans la partie
intérieure à 20 mètres de la rive.
2 April presented her report of the
transparency of the water which is made
from the visual tests which are conducted
weekly from early June until mid-October.
The Secchi disk was visible to an average
depth of 5.1 m in 2015. With reference to
the Quebec environment ministry report for
the years 2006 to 2014 (see appendix), there
is a slight decrease in the transparency of the
water. Cardinal Lake is always classified as
pristine but we must be vigilant to ensure
that it remains so. Chemical tests will be
carried out and analysed by the provincial
government during the summer 2016.
To improve the quality of the water, it is
proposed to ask the Municipality:
• To inspect the shoreline so that any
remediation or restoration work can
be made.
• to apply more control over septic
systems;
• to see whether it is possible to limit
the speed of the boats to 10 km/h
within 20 metres of the shoreline.
b) Finance
Neel présente le rapport des revenus et dépenses
pour l’exercice se terminant le 6 octobre 2015. Ce
rapport est montré en annexe.
c) Chemin du Lac-du-Cardinale
Le 15 septembre dernier, Alex a fait parvenir au
maire de Denholm les demandes de l’Association
relatives à la réfection du chemin. Nous sommes
en attente d’une réponse.
d) Communication et promotion
Nous discuterons lors de la prochaine réunion de
stratégie pour mieux faire connaître la raison
d’être de l’association et pour augmenter
l’adhésion.
b) Finance
Neel presented the report of revenues and
expenditures for the fiscal year ending
October 6, 2015. This report is shown in the
annex.
c) Cardinal Lake road
On September 15, Alex sent a letter to the
Mayor of Denholm containing the key
questions and concerns voiced by lake
association members regarding the road.
Alex will follow-up with the mayor to ensure
a timely response.
d) Communications and promotion
A strategy for member recruitment and
retention will be discussed at the next
executive meeting.
e) Accès public
L’Association va demander à la Municipalité de
ne pas installer de ponceau et de laisser le fossé
ouvert au niveau du terrain public à l’extrémité du
lac. Une suggestion a été faite que l’association
loue ce terrain au Gouvernement. Miro va
s’informer.
e) Public Access
The Association will ask the municipality
not install a culvert and leave the ditch open
beside the public land at the end of the Lake.
A suggestion was made that the association
rents the land from the Government. Miro
will inquire.
5- Varia
Pascal Lauzon a remis sa démission comme
directeur de l’association pour raisons familiales.
Toutefois, il demeure membre du sous-comité
d’ensemencement.
Pascal Lauzon has resigned as a Director of
the association executive for personal
reasons. However, he remains a member of
the fish stocking sub-Committee.
Le comité remercie Pascal pour son implication et
sa contribution pour l’association.
The Committee would like to thank Pascal
for his involvement and contribution to the
association.
Alex va faire le point avec Pascal sur la nouvelle
enseigne projeté à l’entrée du lac
