Compte rendu des discussions avec le MAML à la conférence EOMC
le 10 septembre 2014 à Kingston
Bien vouloir prendre connaissance du compte rendu des discussions que nous avons eue avec deux
représentants du ministère des Affaires municipales et du Logement (MAML) lors de la conférence
EOMC à Kingston le 10 septembre 2014. Notre but était d’obtenir davantage d’explication reliée à
plusieurs points soulevée dans la dernière lettre du ministère en date du 13 août 2014. Au total huit
(8) sujets ont été abordés.
1. Réduction de zones de peuplement pour justifier l’agrandissement de certaines aires
urbaines : Le ministère nous a confirmé que l’exercice qui a été complété est toujours valide
et que la mathématique fonctionne. Nous devons refaire une vérification auprès de certaines
zones pour nous assurer que des terrains non propices aux développements ne font pas partie
de l’équation. Cette remarque du ministère découle d’un rapport de justification qui qualifie
certains endroits comme n’étant pas propice au développement dont certaines parties seraient
enclavées. Autre élément important, nous avons accepté d’inclure un énoncé qu’à la
prochaine révision de 5 ans nous allons devoir étudier la possibilité de réduire un bon nombre
de zones de peuplement afin de faire baisser notre inventaire de terrains déjà désigné pour
la croissance.
2. Comprehensive Review : Nous avons indiqué au ministère que l’exercice de justification
requise pour les agrandissements sera complété. Nous avons également demandé s’il était
disponible à venir nous rencontrer dans le contexte d’un exercice de travail pour passer en
revue tous les détails relatifs au contenu d’un tel rapport. Demande acceptée.
3. Boisés d’importance à l’intérieur des zones de peuplement : Nous avons indiqué que nous
n’avions pas l’intention d’identifier des boisés d’importance à l’intérieur des zones de
peuplement.
4. Commentaire # 5 à la page 7 concernant les services d’eau et d’égouts
municipaux : Nous avons clarifié le fait que plusieurs communautés dans Prescott-Russell
sont desservies par des services partiels et que nos politiques existantes qui permettent ceci
sont conformes. Il fut déterminé que nos politiques existantes sont conformes.
5. Planning Period : Nous allons devoir demander à Hemson de modifier les projections pour
refléter un horizon de 20 ans. Donc les projections seront refaites pour refléter un horizon de
2011-2035 au lieu de 2034 et 2036.
6. Bourget, proposition d’un site commerce et industrie : Afin d’être en mesure de justifier ce
nouveau site, nous allons devoir demander à Hemson de modifier son rapport, car celui-ci
indique qu’il y a assez de terrains désignés à cet effet dans la municipalité, ce qui est faux. Le
ministère doit également vérifier certaines choses de leur côté, car il considère ceci comme un
agrandissement à l’aire communautaire puisque la désignation commerce et industrie est
adjacente à la désignation communautaire. (À suivre)
7. Transfert de terrain à Embrun près de la carrière : Nous avons informé le ministère du fait
que le terrain en question détient une approbation préliminaire pour un projet de lotissement
résidentiel. Cette information sera utile pour justifier ce transfert.
8. Ressources d’agrégats : Nous avons informé le ministère de la possibilité d’inclure une
nouvelle annexe au PO qui identifierait les ressources d’agrégats additionnelles selon les
recommandations du « peer review ». Nous avons également exploré la possibilité d’identifier
toute les ressources d’agrégats comme une contrainte au développement au lieu d’une
désignation sur l’annexe A. Le but derrière cette initiative est de simplifier le plus possible
l’identification des ressources d’agrégats sans pour autant en avoir sur deux
annexes. D’autres discussions sont à prévoir avec le MRNF la semaine prochaine.

Summary of the discussions that were held with the MMAH
during the EOMC Conference in Kingston on September 10th,
2014
The following is a summary of the discussions that we had with two representatives of
the Ministry of Municipal Affairs and Housing at the EOMC Conference in Kingston on
September 10th, 2014. The purpose of the meeting was to discuss certain aspects of
the ministry letter dated August 13th, 2014. In total eight (8) items were discussed.
1. Reduction of settlement areas to justify the expansion of certain urban
areas: The Ministry did confirm that the numbers exercise that we completed is
still valid. We have to double check a few areas to ensure that non-developable
lands are not included in the calculation. This ministry comment is a result of a
specific justification report that indicated that some lands were not favourable for
development. Another important aspect is the fact that we have agreed to
include a statement that at the next five year review, the Counties will undertake
an analysis to further reduce the size of certain settlement area boundaries in
order to lower the over designated areas for growth.
2. Comprehensive Review: We informed the Ministry that the justification reports
for the proposed urban expansions will be completed. We also asked if the
ministry would be available to assist the local planners in a work session to go
over some of the complicated aspects of the comprehensive review exercise.
Request accepted.
3. Significant Woodlands within Settlement Areas: We informed the ministry that
we had no intentions of identifying significant woodlands within the settlement
area boundaries.
4. Comment # 5 on Page 7 regarding sewer and water services: We clarified the
fact that several local municipalities in the Counties are serviced with partial
services and that the existing Official Plan policies that allow such servicing
conform to the PPS. It was determined that our existing policies do conform to
the PPS.
5. Planning Period: We have to ask Hemson to modify the demographic
projections to reflect a 20 year planning horizon. The projections will be modified
to reflect a planning horizon of 2011-2035 instead of 2034 and 2036.
6. Proposed new Trade and Industry site in the Village of Bourget: At the
present time there is no justification to include a new T&I site in the City of
Clarence-Rockland because the Hemson report indicates a surplus within the
city, which is incorrect. The Hemson report will be modified. The ministry is of
the opinion that because this proposed new T&I site is located immediately
adjacent to the boundaries of the Village of Bourget it should be treated as an
urban expansion. We argued against and the ministry has agreed to conduct a
further analysis of this situation.
7. Land swap near a quarry site in the Village of Embrun: We informed the
ministry that the site in question was given a draft approval status for a proposed
residential development. This information will be important to justify this land
swap.
8. Aggregate Resources: We informed the ministry of the possibility of adding a
new Schedule in the OP to identify the secondary and tertiary aggregate
resources as per the Peer Review recommendations. We also explored the
possibility of identifying all aggregate resources on only one Schedule to be
shown as a constraint instead of a designation as is the case at the moment.
The purpose of this initiative is to try and simplify as much as possible aggregate
issues by having only one Schedule instead of two. Further discussions will be
held with the MNRF next week.
