Transitions underway: What outcomes for
humanitarianism?
The year 2015 symbolically marks the passage of MDGs (Millennium Development Goals) to the new SDGs
(Sustainable Development Goals), at a time when an overall assessment will be drawn up and a new course will be
set.
Social changes, in countries and in fields where humanitarian aid has been traditionally deployed, have required
humanitarian organizations to reexamine their approach and to adapt their modes of intervention accordingly.
How can these organizations best meet the challenge of such a “humanitarian transition”? Is this transition to be
viewed as a gradual shift from “Western-driven aid” to “local country-driven aid”? On the contrary, are
competitive practices to be notice, between the North and the South, as the governmental and at the civil society
level? Will the first replace the latter, or are there more nuanced approaches? Should humanitarian and ethical
principles be relied upon to accommodate these changes? In addition, humanitarian action has been impacted by
recent major geopolitical crises, religious radicalism, economic developments, and consequences of global
warming... Outstanding questions remain on Europe’s political role and its foreign policy. To what extent is
Europe truly committed to humanitarian action? Finally, the first World Humanitarian Summit to be held in
Istanbul in 2016 will be a highlight, and with this perspective, various initiatives have appeared suggesting a
“modus operandi” to be adopted by all those involved in humanitarian action. Many French organizations have
expressed their reluctance with regards to such an approach. Will they speak their concerns and share their own
vision for the future?
This documentary resource guide has been distributed to the participants to facilitate discussions during the
three days of meetings at the forum. It is a summary of recent publications and articles from the academic world,
from research centers, and from NGOs on the theme “Transitions Underway: What Outcomes for
Humanitarianism?” It is our wish, whenever possible, to offer relevant documentation dealing with the issues at
stake.
We hope you will appreciate this selected documentation.
