PLANNING COMMITTEE REPORT 67 9 APRIL 2014 EXTRACT OF DRAFT PLANNING COMMITTEE MINUTES 71 25 MARCH 2014 60 COMITÉ DE L’URBANISME RAPPORT 67 LE 9 AVRIL 2014 EXTRAIT DE L’ÉBAUCHE DU PROCÈS-VERBAL 71 DU COMITÉ DE L’URBANISME LE 25 MARS 2014 APPLICATION TO DEMOLISH AND TO CONSTRUCT A NEW STRUCTURE AT 7 CLARENCE STREET, A PROPERTY LOCATED IN THE BYWARD MARKET HERITAGE CONSERVATION DISTRICT AND DESIGNATED UNDER PART V OF THE ONTARIO HERITAGE ACT ACS2014-PAI-PGM-0055 RIDEAU-VANIER (12) BUILT HERITAGE SUB-COMMITTEE RECOMMENDATIONS: That the Planning Committee recommend Council: 1. Approve the application to demolish 7 Clarence Street, a rear addition to 461-465 Sussex Drive, according to the application received by the City of Ottawa on February 3, 2014, subject to the receipt of a complete application for Site Plan Control approval and minor variances (if required) for a new addition; 2. Direct Planning and Growth Management staff to work with the National Capital Commission with respect to the height, footprint and material for the replacement building; 3. Issue the heritage permit pursuant to Recommendation 1 with a two year expiration date from the date of issuance, and; 5. Direct that, whereas the NCC has agreed to seek comments from the Federal Heritage Buildings Review Office (FHBRO), staff review any comments that may be provided by FHBRO as part of their additional review. (Note: Approval to Alter this property under the Ontario Heritage Act must not be construed to meet the requirements for the issuance of a building permit.) Correspondence had been received from the following individuals, as noted: Ms. Leslie Maitland*, President, Heritage Ottawa, speaking to the inappropriateness of the current National Capital Commission (NCC) design in terms of building material and fenestration. Mr. Claude B. Robert*, Acting VP, Real Estate Management, Design and Construction, NCC, speaking to a reconsideration of the design for the replacement building, in response to recommendations from the BHSC. Harder: That Recommendation 1 of the Built Heritage Sub-Committee recommendation be amended to read as follows: Approve the application to demolish 7 Clarence Street, a rear addition to 461-465 Sussex Drive, according to the application received by the City of Ottawa on February 3, 2014, subject to the receipt of an application for Site Plan Control CARRIED There being no further discussion, the report recommendation was put before Committee and was CARRIED, as amended by Motion NO PLC 71/2. That the Planning Committee recommend Council: 1.
