Mead The primary goals of the Pari-Mutuel Commission are the protection of the wagering public and the health, safety and welfare of the participants in the events, both human and equine. The Commission strives to achieve this goal through an ongoing effort to improve the quality and integrity of Wyoming pari-mutuel events. This includes investigation of applicants for permits to conduct pari-mutuel events as well as applicants for license to participate in these events. The Commission strives to achieve this goal through an ongoing effort to improve the quality and integrity of Wyoming Pari-Mutuel events. This includes investigation of applicants for permit to conduct Pari-Mutuel events as well as applicants for license to participate in these events. The Wyoming Rules of Racing and Pari-Mutuel events have been promulgated by the Commission for the control, supervision and direction of permittees; including regulations providing for supervising, disciplining, suspending, fining and barring from events of all persons required to be licensed; and for the holding, conducting and operation of all events at which pari-mutuel wagering is approved including simulcasting of these events. The WPMC operates from 100% augmented revenue and is totally self-supporting. The Wyoming Pari-Mutuel Commission has an important place in one of the oldest sports in this country. We recognize that the racing industry is a part of Wyoming agricultural health and economy. WPMC endeavors to protect and uphold the integrity of the pari-mutuel sport of live and simulcast events; to exert every effort which is right and proper to regulate, protect and nurture the racing and wagering industry, and to preserve and enhance public confidence. The organization hires employees, including contractual officials, who are highly trained, respected, and trusted by the commission and public to maintain high professional standards to perform their duties. WPMC’s professional employees, working together toward the protection of racing and pari-mutuel events and to engender strong public support for the horsemen and racing industry, enhance the Commission’s image and reputation. For the Pari-Mutuel Industry to rise above the myriad of challenges threatening it’s prosperity, it is important that industry leaders commit to endeavors likely to achieve economically feasible and sustainable results. Beyond the obvious significance of all this is the underlying importance that the racing industry, now more than ever, addresses the needs and concerns of its base support. The Wyoming Pari-Mutuel Commission is committed to addressing these issues to maintain a level of confidence second to none. 3 ASSOCIATION OF RACING COMMISSIONERS INTERNATIONAL RCI is composed of the governmental regulators of horse and greyhound racing in the United State, Canada, Mexico, Jamaica, and Trinidad-Tobago. RCI members are legally charged with the responsibility to ensure the integrity of racing and pari-mutuel wagering. As an active member of the Association of Racing Commissioners International Inc., WPMC utilizes this connection to continually elevate the integrity of Horse Racing in the State of Wyoming. Fostering communication across state lines with this affiliation, it allows the Commission to check the status of licensees across the nation for problems, search rulings and other racing related subjects including wagering security. Our continued relationship with RCI will assist our agency and heighten our regulatory ability. Recognizing the multi-jurisdiction nature of the regulatory sport, RCI provides a mechanism for collective policy formation, the exchange of information, research, education and training, integrity advocacy, and development of reforms and services designed to assist its members to operate more effectively and efficiently. RCI houses and maintains the longest established and most comprehensive racing regulatory database in existence. As a member, you have instant access to over 4 million individual records pertaining to licensees. Access to the data is an essential component of a racing commission’s licensing function, granting staff the ability to assess a potential licensee’s fitness to participate in the sport based on their performance elsewhere. RCI members collaborate with industry organizations who share our common goal; Racing Medication and Testing Consortium, Racing Officials Accreditation Program, Organization of Racing Investigators, Jockey Club, American Quarter Horse Association, to name a few. 4 2012 COMMISSIONERS The Wyoming Pari-Mutuel Commission was established in 1967, and is composed of seven members appointed by the Governor and confirmed by the Senate. Moore, (307) 265-4015 LICENSING CLERK: The Commission has allocated 1 part-time position, which is filled on a temporary basis for the duration of the racing or roping season. CONTRACT PERSONNEL Horse racing is undoubtedly the most thoroughly regulated of all sports. To assist the Commission in the task of supervision, three state stewards, one investigator, & one commission veterinarian are retained on a contract basis for the duration of the meet and other pari-mutuel events. State Statutes 11-25-101 through 11-25113. Commission Veterinarian; is responsible for the administration of the Commission's Drug Testing Policy and the general health of the animals. Investigator; is a Law Enforcement Officer retained to assist the State Stewards and Commission in the investigative process. State Stewards; “3” are charged with the duty of enforcing the State of Wyoming Pari-Mutuel Commission Rules of Racing, and Pari-Mutuel Events and PARI-MUTUEL ACTIVITY PER COUNTY A pari-mutuel event may not be held in any county until the question has been put to the people of the county to accept or reject pari-mutuel betting. If a county election fails, no other pari-mutuel election may be held for two years. However, once voter approval is given to the pari-mutuel proposition that approval is of a continuing nature and need not be voted on in subsequent years. This analysis is for the detection of illegal and impermissible drugs as well as abuse of permissible medications. The Commission is committed to increasing the integrity of all Pari-Mutuel Events. Our drug testing policies are reviewed each year, with a focus on new and improved methods of detection. During 4 days of racing fifty-six (56) samples of urine and blood were submitted to Industrial Laboratories Company, Wheat Ridge, CO for analysis. LICENSING In order that the Commission may protect the integrity of racing and know who is or may be permitted on the grounds of a permittee, all participants of an event are licensed. Persons holding a license or a permit issued by the Commission are required to comply with all rules and regulations of the Commission and with the Wyoming Statutes as well as with all orders issued by the Commission, its representatives, and the stewards. Licenses bearing a photo of the licensee are prepared by the Commission office and worn as badges by all participants to gain access to restricted areas and identify official status to the public. License fees are fixed by the Commission. WYOMING BREEDERS AWARD FUND The racing and breeding industries are a valuable sector of the Cowboy State’s economy and agribusiness. As a condition of receiving a pari-mutuel permit, the permittee shall agree to contribute to the Wyoming Breeders Award Fund administrated by the commission pursuant to Wyo. Stat. Ann. § 11-25-105(j). The award fund is designed to encourage and foster the breeding and racing of Wyoming-bred horses. Each Permittee licensed by the Commission shall offer at least one Wyoming Bred quarter horse race and one Wyoming Bred thoroughbred race each day during the meeting.
