Bucureşti 39, Ploieşti e-mail: [email protected] Abstract In this issue, we are presenting two research projects: the first one is an on-going project, “Knowledge management in small and medium-sized companies (SMC)”, managed by Associated Professor Ion Popa, PhD from the Academy of Economic Studies in Bucharest and coordinated by Lecturer Irina Gabriela Rădulescu, PhD from the Petroleum-Gas University of Ploieşti. The second project, “Analyse of foreign direct investment inflows to Romania. Measures to be adopted before and after integration to EU in order to increase the inflows”, is a competing project, managed by Lecturer Mirela Matei, PhD. In the book presentation section, there is an overview of the Bulletin “ACTA UNIVERSITATIS CIBINIENSIS”, Vol. LIV, Technical Series, Sibiu, 2007 written by Professor Liviu Roşca, PhD from “Lucian Blaga” University of Sibiu, where two articles from the Petroleum-Gas University of Ploieşti have already been published. In the same issue, we included a presentation of the international conference “UNISO 2007 – La formation tout au long de la vie”, Versailles, 9 - 12 July 2007, when representatives from the PetroleumGas University of Ploieşti communicated the paper entitled “I.N.D.E. Ploieşti – a successful actor in the process of continuing education”. It is well known that the competitive advantage of an economy is no longer based on products or services, on natural resources or on specific characteristics from a geographical and historic point of view. The competitive advantage is being created by means of innovation, 96 Irina Gabriela Rădulescu highly-qualified labor force and wide use of knowledge, in other words by means of the Knowledge Economy. Economy in Romania is still under the effect of the industrial and agricultural age, with products and services that can no longer face competition on international markets and, more and more, on the domestic market. It is vital for all the decision-makers to understand that there is a need for urgent action to stimulate the development of knowledge industry and to eliminate the discrepancies between our country and other European countries by innovation, use of new information and communication technologies and a higher level of education among the populatio on the new economy. The implemention knowledge society in Romania ensures the necessary conditions so that economy and society as a whole can beneft from the specific knowledge in economy, management, technology, legislation and culture. All these represent a step forward in a more rapid and a more coherent connection with the system. The main way to efficiently develop Romanian economy is the support of the private SMCs, in all the fields of activity. These activities generate almost 50% of the GDP and two thirds of the total revenues in the state budget. In order to reach these objectives, the research team has proposed a series of activities and a rigurous methodology so that the envisaged results are valuable and they represent a new step in the study of the SMCs and their specific management. As SMCs are involved, the necessity of a knowledge-based approach is even bigger, taking into account that this branch has an innovative character in a society. This involves further knowledge-based strategies and approaches so that the innovative activities of the SMCs are highly recognized. Since there is a lack of statistical data, the evaluation of the innovations in Romania can hardly be carried out. There seems to be an impressive amount of innovation in Romania, but the truth is that there are mostly technological recoveries and organizational alterations and it is likely that innovation goes towards state subsidized companies and not towards the market. The objectives of the research project are the following: o rigorous evaluation of the state of SMCs in Romania (PRESENT STATE); o analysis of the level of knowledge management practices in Romanian SMCs and the influence of the human factor in putting them into practice; o analysis of the interdependencies between Romania’s accession to the EU and the perspectives of the SMCs; o creation of a data base with instruments from knowledge management that can be used in SMCs; o dissemination of the results. The actual research will be useful in writing text-books and applied papers as well as in offering Romanian entrepreneurs an scientific instrument that is in accordance with knowledge society. The new approach also allows for complex case studies that can be used in post-universitary continuing education. Their use by students represents an alternative to the classical teaching and learning methods, and it is mainly the participants’ creativity and involvement that are foregrounded. This paper is the result of the previous scientific efforts of the research team in the field of knowledge management and SMCs and aims at the enlargement of knowledge base. The results of the research will be presented in text-books and specialized books. This research is a fundamental one since it offers entrepreneurs a scientific instrument for knowledge society. Interactive Ideas 97 The present state of economy in Romania urges the necessity of forming capable entrepreneurs that can face present provocations. The scientific instrument that we suggest for this research on SMCs in the context of knowledge society will develop the ability of entrepreneurs to analyze and solve complex problems in due time. This ability can be improved by creating data bases and informatics products that will allow entrepreneurs and managers to make correct decisions in real time. The project has a high level of complexity because: o it presents a complex field of activity, i.e. knowledge management, which has effects on all the components of the national economy; o it involves a multidisciplinary approach – economic, technical, IT, judicial, sociologic, psychological etc.; o it involves international comparative analyses between Romania and the EU: o it involves identification, processing and analysis of a large amount of data and information from Romania and the EU; o it combines fundamental scientific research with development research. Measures to be adopted before and after integration to EU in order to increase the inflows Project type: CNCSIS grant Period: one year Project manager: Mirela Matei Project description The project proposes an analysis of direct foreign investment inflows to Romania and the bidirectional relationship between this type of investment and European integration. On one side, it will be studied the impact of direct foreign investment on economical environment of our country and their influences in meeting the E.U.'s integration terms. On the other side, it will be analyzed the consequences of European integration on foreign capital inflows to Romania. In order to achieve this goal it will be necessary to gather, to systemize and to analyse statistic and economic information regarding foreign capital inflows to Romania. All these information will be used to calculate important economic indicators. It will be studied all the decisive factors with influence on the volume and structure of foreign capital flows and the motivations, expectations and strategies of foreign investors, in order to establish concrete stimulation measures of direct foreign investment. Also, it will be presented some possible direction of improvement and development of direct foreign investment at local and national level, such as measures to bring new strategic investors (e.g. transnational corporations and 98 Irina Gabriela Rădulescu investment funds). In order to acomplish the goal, it will have to cover different stages/activities, each of it beeing finalyzed with a research report or study. The subject proposed by the project has been insufficiently approached if we take into consideration the complexity of foreign investment phenomenon, the number of financing sources and economic agents involved. The main goal is to analyse the foreign direct investment inflows to Romania giving a special attention to the measures that have to be taken before and after integration in E.U., in order to increase the inflows. The reports and studies published until now contain only incomplete information regarding South-East Europe or CEE. There is no study with regard to the motivations, expectations and strategies of foreign investors in Romania. Also, it will be analysed the bi-directional relationship between foreign direct investment and economic integration, because this connection has been analysed, in many publications, only for few countries from South America and Europe (developed countries). Starting from existing approaches and theories it will be analysed the foreign direct investment inflows to Romania pointing out the following aspects: evolution of FDI flows, motivations of foreign investors, ways of implantations and strategies. According with the results of our research there are many measures to increase the inflows (before and after integration in U.E.) and to accelerate the integration process: o improvement of business environmental; o elaboration of a package of incentives in order to attract the foreign investors; o programs of regional development; o development of civil and political institutions; o promotion of our country as an attractive location for FDI. Conceptual, the project has a very well definite objective: to attract foreign direct investment in Romania by putting into practice concrete and specific measures before and after integration in EU. The benefit-cost ratio is favourable, taking into consideration the importance of the subject proposed and the small budget asked to accomplish the goal. The research period is optimal in order to finalize the project and also, to put in practice the measures proposed. All the team members have preoccupations in this field, finalized by publishing articles and books. The research risk degree is very low, if we take into consideration the following aspects: o the statistic and economic information regarding the FDI flows will be drawn from reports published by national and international organizations; o the development of the theme using material drawn from a survey of leading TNCs operating in Romania; all these companies will receive clear and complete questionnaires regarding their motives, expectations and strategies. o the research results and the measures proposed will be presented and discussed with representatives of different institutions that are able to make a decision regarding FDI politics, incentives and strategies (ARIS, AVAB etc). Results revaluation and knowledge dissemination will be made both, within scientific university and non university communities. Results revaluation and knowledge dissemination within scientific university communities will be ensure by: o participation to national and international conferences in order to discuss publicly the results; o publication of articles in national and international magazines; o the research results will be used by members of the team to finalize their doctor’s thesis. Interactive Ideas 99 Knowledge dissemination within non-university communities will be based on: o bringing the research results into attention of political and governmental institutions; o submitting the measures proposed to organizations and institutions with power of decision regarding foreign direct investment policies, incentives and strategies The project will develop the research capacity of all persons involved. The team members will use their skills to finalize different activities, as follows: o gather and study a lot of information regarding the FDI flows, drawn from reports and studies published by national and international organizations; o systematization and processing the information gathered; o achieving of comparative analyses;- elaboration of clear and complete questionnaires; o calculation of economic and statistic indicators; o elaboration of research reports; o elaboration of a package of measures in order to increase the FDI inflows. The journal is the follower of the “Scientific Bulletin” of the Faculty of Engineering published since 1977 with any interruption. In 1997 it changed its name to ACTA UNIVERSITATIS CIBINENSIS and may be followed by the ISSN 1583-7149. Since then the journal is published uninterruptedly at least twice a year, mostly in English. Contact Liviu Roşca: [email protected] Conférences internationales UNISO 2007 - LA FORMATION TOUT AU LONG DE LA VIE La sixième édition de l’Université d’été « UNIversité dans la SOciété - UNISO 2007 », Versailles, le 09 à 12 juillet 2007 Le développement de la société de l’information et la globalisation économique génèrent une mutation forte des activités économiques et sociales et de leur localisation géographique, un renouvellement accéléré des connaissances et la mise en place de systèmes complexes ainsi qu’une concurrence accentuée entre les espaces économiques et les modèles sociaux. Nous assistons donc à l’apparition et au développement d’un monde de l’apprentissage tout à fait international et extrêmement compétitif. Ce monde s’inscrit dans le concept de « formation tout au long de la vie », qui rend inséparables formation initiale et formation continue. Il demande, à tout instant, d’utiliser les nouvelles technologies de l’information et de la communication, pour enseigner mieux dans un temps plus court, sur plusieurs niveaux et là où les apprenants travaillent ou habitent mais aussi pour capitaliser les compétences dans un continuum individuel de formation/emploi. Du côté de l’entreprise existe déjà le concept de management du savoir, très lié à celui de management des compétences. Les grandes entreprises savent bien que les savoirs constituent un «actif stratégique», et que cet actif stratégique est l’un des éléments qui permettent de vaincre la concurrence. C’est dans une perspective de mise en relief des responsabilités de l’un et de l’autre des parties qu’ont entrepris de travailler le monde universitaire et ses partenaires. PLOIESTI - Acteur de succès de la formation continue »* (Fragment) „La genèse d’I.N.D.E. Ploieşti - l’Institut National de Développement Economique Ploieşti L’Institut National de Développement Economique (I.N.D.E.) Ploieşti a été créé par l’Université Pétrole - Gaz de Ploieşti en 1995, comme une antenne de l’I.N.D.E. Bucarest, en partenariat avec CNAM Paris et ASE Bucarest. A partir de l’année 2002, par la Décision Gouvernementale no. 410/2002 on crée dans le cadre de l’Université Pétrole - Gaz de Ploieşti l’I.N.D.E. Ploieşti, centre indépendant, en partenariat avec l’Université Paris XII - Val-de-Marne. Le principal objectif des fondateurs de l’I.N.D.E. Ploieşti a été la formation des cadres de direction pour les entreprises roumaines, capables d’identifier des opportunités et de les transformer dans des projets de développement, d’élaborer et de mettre en pratique des stratégies spécifiques. L’originalité I.N.D.E. Ploieşti, dès sa création, est représentée par le fait que l’I.N.D.E. Ploieşti n’a pas transféré un produit pédagogique existant, mais il a apporté une nouveauté, correspondant aux exigences des entreprises roumaines et à leurs besoins d’intégration dans l’espace économique européen et mondial. Le cours de master - « Gestion économique de l’entreprise » - organisé par l’I.N.D.E. Ploieşti dont la structure est présentée dans le Tableau 1, s’inscrit parfaitement dans les réalités industrielles et commerciales du XXIème siècle. Tableau 1. Ploieşti, n’est pas liée à une certaine fonction de l’entreprise. Les programmes pédagogiques couvrent les fonctions classiques d’une entreprise, soit elle commerciale, financière, de marketing, de production, ayant des aspects techniques, de droit, de comptabilité, créativité, communication, etc.; aucune d’entre elles n’est pas sous-estimée, pouvant devenir un pôle de développement. * Liviu DUMITRAŞCU, Irina Gabriela RĂDULESCU, Gheorghe ZECHERU, UNISO 2007 - La formation tout au long de la vie et les certifications professionnelles dans l’enseignement supérieur, Editura Paideia, Bucureşti, 2007 Interactive Ideas 105 La ligne pédagogique est prioritairement axée sur l’implication d’un corps professoral d’élite de France et de Roumanie, qui combine la démarche théorique et conceptuelle, indispensable, avec des études de cas qui font appel à l’échange d’opinions avec des spécialistes, dans le cadre de certains programmes établis sur des étapes de formation, tenant compte aussi des contraintes professionnelles des étudiants. L’originalité de la démarche pédagogique est démontrée aussi par le moyen d’élaboration du projet final qui est soutenu devant une commission mixte. Celui-ci n’est pas réalisé à la fin de tout ensemble des cours de master, comme on généralement rencontre, mais il est élaboré étape par étape, à mesure du déroulement des cours et des travaux pratiques. Il s’agit, donc, d’une « vision de projet » qui oblige les étudiants de prendre contact dès le début avec les réalités de l’entreprise, de saisir les opportunités à valoriser et les vulnérabilités à supprimer. Le programme de master « Gestion économique de l’entreprise » offert par l’I.N.D.E. Ploieşti a été conçu et organisé ayant à la base les principes du Système Européen de Crédits Transférables (European Credit Transfer System - ECTS): o Le principe de la sélection et de la hiérarchisation culturelle; o Le principe de la fonctionnalité et de l’adéquation professionnelle; o Le principe de la cohérence; o Le principe de l’égalité des chances; o Le principe de la flexibilité et du parcours individualisé; o Le principe qui établi un contact social (le marché de la force de travail). L’application de ces principes a conduit à l’élaboration d’un plan d’enseignement qui a les caractéristiques suivantes: l’apprentissage - comme processus - est placé dans le centre de la démarche didactique (il n’est pas important ce qu’un programme d’études transmets, mais ce que l’étudiant de l’I.N.D.E. Ploieşti réussit à appliquer); l’apprentissage est orienté vers la formation des compétences spécifiques, avec la focalisation spéciale sur l’utilisation des stratégies participatives dans l’activité didactique; l’offre d’apprentissage est flexible, le contenu de l’apprentissage est adapté aux demandes spécifiques de la carrière professionnelle; on réalise un équilibre pragmatique entre une culture de type académique et une fonctionnelle, adaptée à la finalité de la spécialisation I.N.D.E. Ploieşti; le contenu du plan d’enseignement reflète la responsabilité devant les bénéficiaires directs de l’éducation et devant la société civile. L’I.N.D.E. Ploieşti délivre deux diplômes: le « Diploma de Master » accordé par le Ministère de l’Education et de la Recherche, l’Université Pétrole - Gaz de Ploieşti, et le « Diplôme de Master » accordé par l’Université Paris XII - Val-de-Marne - Master Administration et Echanges Internationaux Mention Entrepreuneriat et PME. Les diplômes délivrés se proposent de contribuer à la formation continue des cadres supérieurs, les participants étant, en grande partie, des hauts responsables de l’industrie du pétrole, des banques, des différentes entreprises du Département Prahova. Les étudiants apportent, de cette manière, la richesse de leur expérience professionnelle et leur vision pertinente en ce qui concerne l’environnement socioéconomique de Roumanie, et les professeurs, leurs connaissances et leur expérience vérifiées sur le plan européen de l’information de spécialité. Ion Popa de la Academia de Studii economice din Bucureşti şi coordonator din partea echipei Universităţii Petrol - Gaze din Ploieşti pe lector universitar dr. ec. Irina Gabriela Rădulescu, iar celălalt, „Analiza fluxului de investiţii străine directe în România. Măsuri necesare înainte şi după integrarea în UE în vederea creşterii acestor fluxuri”, fiind în competiţie, având ca director de proiect pe lector universitar dr. ec. Mirela Matei. Tot în cadrul acestui număr am prezentat conferinţa internaţională „UNISO 2007 - La formation tout au long de la vie (Versailles, 9 - 12 iulie 2007)” la care Universitatea Petrol - Gaze din Ploieşti a fost prezentă cu comunicarea „I.N.D.E. Ploieşti - actor de succes în procesul de formare continuă”.
