El Parque Civico
Le but du concours était le regroupement des services administratifs de Buenos Aires sur un terrain de 30 ha. Le
programme, d’une superficie de 530 000 m², se répartit en réhabilitations et constructions neuves. À un programme
complexe, une réponse simple s'est imposée: des "clips" qui se dressent en périphérie du parc, comme des agrafes
urbaines, et des "cratères", bâtiments paysagers en strates, apportant les compléments de programme au bâtiments
existants. Au delà du projet architectural, cette réponse est une proposition de restructuration urbaine qui a pour but de
redynamiser le secteur sud de la ville, historiquement défavorisé et d'optimiser les flux de transport liés à la gare.
The goal of the competition is the grouping together of all the administrative services of Buenos Aires, on a 30ha plot. The
530 000m2's project is divided in rehabilitations and new buildings. The answer to the complexity of the brief was a simple
response : "clips", that stand on the periphery of the park, like urban brackets, and "craters", green buildings organized in
layers, bringing the fringe benefits of the brief to the existing buildings. Beyond the architectural project, the response is
an urban reorganization proposal which aims at making this historically discriminated south area of the city more dynamic,
and optimize the transport flows linked to the train station.
