Patrice Ballester ABSTRACT NUMBER 3 PLANNING CULTURE AND PLANNING THEORIES SUBJECT: Leon Jaussely and Henri Prost: Theories of town planning and application of the principles - Barcelona 1905; Istanbul 1937. Istanbul and Barcelona are two Latin cities Mediterranean and European, in addition harbour cities and passage or maritime strait like economic capital of their country during the period 1905-1937.The authorities of Istanbul and Barcelona call upon two French town-planners (?) to reorganize quoted to them following town-planning too rigid or not applied as well as repetitive fires and real corruption for Istanbul. The comparison and parallelism between the two interventions of Leon Jaussely and Henri Prost will be rich in theoretical and cultural contributions. Although 1905 and 1937 can appear distant dates in the absolute one; they are close in the facts and will enable us to get information about the techniques and policies of the urban capacities of the beginning of the century. Did these two town-planners resulting from the Social Museum both boarders of the Médicis Villa follow or developed the same urbanistics solutions? Is there a new French school of town planning like European model at that time? Were the plans Jaussely and Prost inspired by the School of the Fine arts? Then in a last point can one speak about operation of culturalist town planning successful abroad concerning these two town planners? Quid of their impact? Plan Jaussely 1905-1917: In 1904 Leon Jaussely French town-planner takes part in an international contest of town planning organized by the municipality of Barcelona. It acts of a decisive stage in the elaboration of documents of town planning in France and abroad. As a town planner culturalist, it puts for the first time the concept of functional Zoning with its plan of development of Barcelona. Prize winner of the project in 1905 and while recognizing the quality and the value of the plan of engineer Cerdà; Jaussely decides to break with the morphology of the octagonal small islands of Ensanche’s Cerdà. It engages a functional administrative cutting of the territory according to great fields' of the "Urban Life" expensive to the Social Museum: (1) new housing estate, (2) old housing estate, (3) Industries, (4) Parks. (4) Installation of the roadway systems: a “haussmannisation” wanted on a large scale with open avenues through an old urban fabric skirting the streets of the Gold Horn of the Bosphorus and Marmara + a Subway; (5) Of legislative measurements: to avoid the land speculation and them abusive expropriations, limitation of the buildings on three floors and strict schedules of conditions for new constructions. Ces deux architectes-urbanistes issus du Musée Social tous deux pensionnaires de la Villa Médicis ont-ils suivis ou développés les mêmes solutions urbanistiques ? Existe-il une nouvelle école française d’urbanisme comme modèle européen à cette époque ? Les plans Jaussely et Prost ont-ils été inspirés par l’Ecole des Beaux-arts ? Puis dans un dernier point peut-on parler d’opération d’urbanisme culturaliste réussie à l’étranger concernant ces deux urbanistes ? Quid de leurs impacts ? Plan Jaussely 1905-1917 : En 1904 Léon Jaussely architecte-urbaniste français participe à un concours international d’urbanisme organisé par la municipalité de Barcelone. Il s’agit d’une étape décisive dans l’élaboration de documents d’urbanisme en France et à l’étranger. En tant qu’urbaniste culturaliste, il met en œuvre pour la première fois le concept de Zoning fonctionnel avec son plan d’aménagement barcelonais. Lauréat du projet en 1905 et tout en reconnaissant la qualité et la valeur du plan de l’ingénieur Cerdà ; Jaussely décide de rompre avec la morphologie des îlots octogonaux de l’Ensanche de Cerdà. Il engage un découpage administratif fonctionnel du territoire selon les grands domaines de la « Vie Urbaine » chère au Musée Social : (1) Habitations nouvelles, (2) Habitations anciennes, (3) Industries, (4) Parcs. Il différencie les densités et les principes d’aménagements des zones résidentielles. Il introduit dans le réseau des voies des avenues-promenades fondées sur le concept de Beautiful City et les Parkways américains. En dernier point, il se donne comme objectif de contrôler la croissance de la ville catalane par l’intermédiaire des citées jardins. Plan Prost 1937 : Apres un premier voyage à Istanbul en 1902 et 1926 à Izmir ; Henri Prost sur demande personnel de l’Atatürk propose en 1937 un Plan Directeur pour le remodelage d’Istanbul. L’architecte-urbaniste s’inspira des travaux de J-H Lambert tout en proposant ses propres solutions pour la restructuration remodelage d’une ville historique telle qu’Istanbul. Il est l’un des tout premier à proposer un plan d’intervention moderne dans une ville à la frontière de l’Europe Orient. Il définit dans un principe de zoning fonctionnel cinq axes d’intervention majeurs. (1) Industrie : Un port, une zone industrielle docks et deux citées jardins ouvrière à Bakirkoy et sur la Marmara. ; (2) Culturel : Une cité des arts et de l’artisanat, une mise en valeur de monuments historiques. ; (3) Touristique-sportif : hôtels et stations balnéaires, un parc archéologique, plus deux grands parcs paysagers. (4) Aménagement des voiries : une haussmannisation voulue à grande échelle avec des avenues ouvertes à travers un tissu urbain ancien longeant les rues de la Corne d’Or du Bosphore et de la Marmara + un Métro. ; (5) Des mesures législatives : éviter la spéculation foncière et les expropriations abusives, limitation des immeubles à trois étages et cahiers des charges strictes pour les nouvelles constructions.
