was moved to see a letter from Caparra in
PuertoRicotoSevilleinSpaindated23October 1509. The ;irst Trans-Atlantic letter in a
private collection just 11 years after the voyageofColumbus.The;irstofalongcollection:
in fact this OPUS covers many subjects from
manyauthorswithavarietyoftopicsstudied.
As always in the spirit of the AEP one sees a
combinationofvalue,interest,rigorousstudy
withbothclassicphilatelyandnewapproaches.
NextyearthemainEuropeanphilatelicevent
willtakeplaceinFinlandandwehavedecided
to make the Nordic countries the theme for
the next OPUS. I am sure as usual that all
memberswillbeabletocreateaworthywork.
It is now some time since a world philatelic
exhibitionhasbeenheldinEurope(thelastat
Lisbon in 2010). It is something we should
re;lectonasitisnotbychance.TodaytheFIP
has a number of critics and some decisions
have raised concerns. The European National
Federations prefer the more comfortable aegisofFEPA.AtthenextFIPcongressinOctober in Taipei a number of proposals will be
put that will aim to modify the present statutes.Accordingtoasigni;icantnumberofphilateliststheyruncontrarytowhatisrequired
tore-launchinternationalphilately.
TheAEPwillwatchhowthesemattersunfold
as a majority of members are keen visitors
and participants at international philatelic
events.
Clearlycarefulobservationofwhatisgoingon
withoutpreconceptionsisessentialanda;irst
importantstepinaddressingthechallengesof
philately today. It is the task of the AEP with
LePortugalluiditnon,l’Espagneoui.Etpendantcestroismoisde1492,sanslesavoirou
le vouloir, il dé couvrit un nouveau continent,
il dé passa le monde connu et en changea le
destin. Et en;in, il ouvrit la poste transatlantique ! Dans la collection de notre membre

L'anné e prochaine, l'é vé nement philaté lique
d'excellence en Europeaura lieu en Finlande,
etnousavonsdé cidé deconsacrerleprochain
OPUS aux pays nordiques, comme vous le lirez. Je suis sû r que, comme d'habitude, les
acadé miciens seront capables de ré aliser un
magni;iquelivredebibliothè que.
Cela fait dé sormais quelque temps que l’on
n'organiseplusd'expositionphilaté liquemondiale en Europe (la derniè re é tait à Lisbonne
en2010).Ilestunfaitsurlequelnousdevons
ré ;lé chir, car il n'est pas fortuit. Aujourd'hui,
l'organisation de la Fé dé ration Internationale
dePhilaté lieadespointscritiquesetcertains
choix ont suscité maintes pré occupations. Et

Pres has just produced an
elegant bronze medal for
these awards. The reverse
will bear the name of the
recipient, the award made
and the year. In the next
Trait-d'Union we will announce those for

seminars designed to perfect approaches and

within the overall theme of the seminar. In
Spring 2017 there will be further
development with interactive workshops in

allow more active participation by a number
of people. Participants from all parts of
Europe and even the Americas and Asia will

For exhibitors as well as juries the Philatelic
Summit is an excellent occasion to feel the
pulse of FIP and FEPA requirements at high

The curious "letter" of a French officer interned in Switzerland
In February 1871
the
French
army
knownas
that of
‘Bourbaki’
crossed
intoSwitzerland
to avoid
death at
the
hands of
the Prussians
hard on
their
heels.TheSwisswelcomedtheexhaustedsoldiers both into their own houses as well as
moreformalhotelsandrefugesandhospitals.
Thesemenhadtherightoffranchisefortheir
postal needs unlike prisoners on parole who
werenotinterned.
The writer of this missive has used a prestamped5cpostcard,apostalstationaryitem
issued by the Swiss postofficein 1870. This
was only valid for internal use as the future
UPU was not yet constituted (France was to
joinin1876)
The French officer has used a Swiss 30c
stamp, the tariff for a letter to France from
Switzerland.Thepostofficehascancelleditby
hand in black ink as it has been stuck below
thepre-stampedfigureofvaluebuthasclearlyaccepteditasprovedbythePDstamp.The
French rate of 2 dé cimes simply paid the re
directionfromParistoSt-Benind'Azy.
It is the only known international military
postaluseofapostcardbeforetheGPU/UPU.
