The Government of Jamaica (GOJ) has secured a loan from the Inter-American
Development Bank (IDB) to finance the Primary Education Support Project (PESP). The
project will support the development and implementation of activities aimed at improving
the delivery of primary level education in Jamaica. One of the main objectives of the
project is to strengthen planning, evaluation and administrative capacity and to renovate
outdated information systems at the central and regional levels of the Ministry through
the implementation of an Education Management Information System. In addition, it is
thought that education results may be limited by inefficiencies in the system. The nearterm actions focus on providing key persons in the central ministry and all regional
offices with online access to mission-critical information relating to personnel,
infrastructure, finance, school census, and National Assessment results. This requires a
consistent, dependable technical infrastructure for ready access to information as
required. The system of record keeping at the Ministry is therefore central in meeting the
efficiency goals of a transformed education sector.
The Ministry now invites international and local firms to provide and install web-based
software as follows:
*Records Management System
Local firms who are interested must be registered with the National Contracts
Commission (NCC) and be able to submit a valid Tax Compliance Certificate (TCC) at
the time of tender. Foreign firms may be required to register with the NCC and obtain a
valid TCC if selected for award. All interested firms must be from a member country of
the IDB. The successful bidder will be required to provide a manufacturer’s certificate for
any tangible goods supplied. Tender document will be available at a cost of J$ 1,000
from 21 January 2008 to 20 February 2008.
Bidding documents must be delivered by the closing date of 21 February 2008 at 2:00
p.m. Tender will be opened at 2:10 p.m. on 21 February 2008.

L’Entreprise publique autonome électricité d’Haïti (EDH) dans le cadre du Projet de
réhabilitation du réseau de Port-au-Prince financé par la Banque interaméricaine de
développement (BID), en vertu du contrat de Prêt 1813/SF-HA désire recruter un
spécialiste environnemental
L’objectif général du Projet est de contribuer à maintenir la continuité et la qualité des
services électriques pour la population de la zone métropolitaine de Port-au-Prince, et
d’améliorer la situation financière de l’EDH.
Les investissements qui seront financés sont organisés autour des deux composantes
suivantes:
*Renforcement institutionnel et mise en œuvre de systèmes de gestion comptable,
administrative et financière
*Travaux de réhabilitation de certains postes HT/MT et des réseaux moyenne et basse
tension
<I>Objectifs du Poste</I>
Le Spécialiste Environnemental aura la responsabilité de renforcer la capacité de gestion
environnementale de l’Electricité d’Haïti.
<I>Qualifications et Aptitudes requises</I>
Le Spécialiste Environnemental doit:
*Avoir au moins une maîtrise en Sciences de l’Environnement.
*Avoir au minimum cinq ans d’expérience en évaluation environnementale dont au
moins ans d’expérience internationale. Une expérience de travail avec la Banque
Interaméricaine de Développement ou d’autres bailleurs de fonds internationaux serait un
atout. Serait également un atout la connaissance de la réglementation haïtienne en matière
d’évaluation environnementale
*Etre capable de travailler en équipe
*Avoir une parfaite connaissance écrite et orale du français et une bonne connaissance de
l’anglais et/ou de l’espagnol
*Etre disponible pour effectuer des missions à Port-au-Prince
*Etre originaire d’un pays membre de la BID
<I>Conditions</I>
Le Spécialiste Environnemental commencera ses activités en février 2008 pour une durée
de 80 jours sur une période de six mois. Les missions ou activités se dérouleront à Portau-Prince, au siège social de l’Electricité d’Haïti.
<I>Rémunération</I>
Le spécialiste environnemental sera rémunéré sur la base d’un taux journalier à convenir
entre les deux parties.
Le consultant qui sera évalué comme étant le plus qualifié sera invité à négocier un
contrat.
