The experts and actors in this international network sought to create a major event– comprising commission works and scientific conferences– to mark the occasion. The event is entitled: CIE-Centenary, Paris 2013 ‘Vers un nouveau siècle des Lumières’ - Towards a New Century of Light Three topics will head the agenda: Rythme de vie, rythme de lumière - Rhythm of life, rhythm of light Eclairage intelligent - Intelligent lighting La ville la nuit –The city at night The last century saw the dissemination, on a massive scale, of public, commercial and domestic lighting as a result of developing technologies and the fundamental knowledge of lighting and vision. We are now faced with new concerns about the questions or challenges that will determine the perspective of our future projects; such as the role of lighting in health, the impact of lighting on biorhythms, the side-effects of nocturnal lighting –in particular on biodiversity and the performance and safety of new sources (LED):energy saving, physiological impacts, management of raw materials and waste... Provisional programme The conference is part of a week long programme that includes a number of events. CIE France / Association Française de l'Eclairage 17, rue de l’Amiral Hamelin – 75783 Paris cedex 16 Tél. : +33 01 45 05 72 00 Email : [email protected] Topics Recognised for its role in the standardisation of lighting practices, the CIE saw a shift in its priorities following the emergence of new lighting technologies (semi-conductor sources, interrelation and intelligent management of the distribution and flow of energies in homes and the living environment, customer demand for direct action on lighting distribution); by regulatory demands (reduction in energy consumption in Northern countries, consumption smoothing of the variations in demand for energy and the development of clean industries) and by recent discoveries concerning the physiological effects (other than visual) of luminous intensity (circadian rhythms and individual variability of sensitivity and cognitive response). Therefore, studies have primarily taken into account the following: • Light does not just affect our ability to see, it also has an impact on our health and state of mind. • Lighting solutions must take into account the diversity of user requirements; those in good health, visually impaired or elderly, the ways in which interior or public spaces and the latitudinal variation between Northern and Southern countries. • Daylight varies according to time and to place.Artificial lighting must be dynamic in order to meet the diverse requirements of human activities and life-styles. • The beneficial effects that lighting can bring are certain, but we need to avoid its adverse side effects:glare,sky glow,intrusive light, the impact on biodiversity, waste production. • Mathematical model creators, IT specialists and computer programmers work with designers and scientists to procure and manage lighting and the interaction between light and matter. • Following many decades in which high-consumption electric lights were the norm, there is a strong indication that semi-conductor diodes (LED), organic light emitting diodes (OLED), or another sustainable solution will, inevitably, become the chosen alternative source of light.The way in which we use and provide light is changing, and the new systems of intelligent lighting are particularly suited to the variable power flow of LEDs. CIE France / Association Française de l'Eclairage 17, rue de l’Amiral Hamelin – 75783 Paris cedex 16 Tél. : +33 01 45 05 72 00 Email : [email protected] The organisers - associations and laboratories The conference is being organised by the CIE (Commission Internationale de l’Eclairage) or more precisely, by its French committee CIE-France in association with the AFE(Association Française de l'Eclairage), the CNAM(Conservatory of Arts and Trades) - which is hosting the conference, the Ministry of Ecology, Sustainable Development and Energy (MEDDE), the Ministry of Equality of Territories and Housing (METL) and the French Natural History Museum (MNHN). The International Commission on Illumination (CIE) The International Commission on Illumination (CIE), was founded in Paris in 1913 to 'study all aspects of the lighting industry and its related sciences - and to establish, by all appropriate means, worldwide cooperation on matters related to lighting’.The CIE thus provides a global platform for the exchange of knowledge and experience by top experts in the field of lighting – the results of these exchanges are used for the publication of recommendations, international standards, lighting guides and as the subject of conferences. In addition to workshops and symposia on specific topics, the CIE co-organises a scientific conference every 2 years with a national committee. Finally, CIE-France also constitutes the AFE’s scientific committee, making it possible to identify a network of expertise on the subjects covered by its activity. The French Lighting Association (Association Française de l’Eclairage - AFE) The AFE brings together a group of actors from the fields of light, lighting and vision architects, urban planners, designers, decorators, doctors, researchers, ophthalmologists, civil engineers, highways agencies, electricians and electricity companies, wholesalers, distributors as well as those who manufacture lamps, lighting and the systems and component parts for managing lighting. The AFE’s mission is: • to formulate scientifically based opinions on the practical matter of lighting; • to contribute to independent scientific projects aimed at quantifying the effects of light on vision and on health; • to communicate with the international scientific and technical community, in particular through the monitoring of works undertaken by the International Commission on Illumination (CIE) via its scientific committee CIE-France; • to provide a platform for all the stakeholders, therefore contributing to the dissemination of good practices in the field of lighting • to inform consumers about the benefits of good quality lighting - in terms of safety, health and the management of electric energy for the comfort and well-being of all. The AFE publishes recommendations and technical guides concerning lighting, a leading review on light and lighting, organises information days and training sessions on lighting - its techniques and applications, aimed at lighting professionals.Every two years, the AFE organises National Light Days, at regional level, which are attended by over 500 participants. http://www.afe-eclairage.com.fr/ CIE France / Association Française de l'Eclairage 17, rue de l’Amiral Hamelin – 75783 Paris cedex 16 Tél. : +33 01 45 05 72 00 Email : [email protected] The National Conservatory of Arts and Trades (Le Conservatoire national des arts et métiers - CNAM) The National Conservatory of Arts and Trades (CNAM) is a major higher education institution, dedicated to lifelong education.Several of its courses in the fields of industrial sciences and information technologies are linked to the sub-domain of 'Metrology' and provide a scientific basis to the business of lighting. The CNAM houses a section of the LNE-CNAM, a laboratory shared between the LNE (national testing laboratory) and the CNAM (National Conservatory of Arts and Trades).The LNE-CNAM acts as a national reference for all fields, except for time metrology and ionising radiation.Its research is aimed at improving current standardisations or fundamental constants as well as developing new ones.It is, in particular, in charge of maintaining the Candela; the international base unit for the measurement of luminous intensity. http://inm.cnam.fr/presentation/institut-national-de-metrologie/ The Ministry of Ecology, Sustainable Development and Energy (MEDDE) and the Ministry of Equality of Territories and Housing (METL) The MEDDE and the METL are French government ministries in charge of aspects linked to the environment and energy, but also sustainable development, urban planning, mobility, infrastructures and transport, public buildings and housing.Their respective missions mean that these ministries are those which are the most closely involved in the matters relating to lighting, its impact on the environment and energy policies, its efficiency in the safety of transport and its ability to offer sustainable solutions. The Grenelle (French forum for sustainable development) law notably addresses the issues of energy saving and light pollution (biodiversity, night skies etc.) linked to artificial lighting. Several of the experts working for the MEDDE and the METL are responsible for monitoring projects being carried out by the International Commission on Illumination.The president of CIE-France has also been recognised as an 'international expert' by these ministries. The French Natural History Museum (MNHN) The MNHN is both a scientific institution and a public service, responsible for carrying out research and the dissemination of knowledge; it has five main, founding missions:fundamental and applied research, management and conservation of collections, teaching and pedagogy, dissemination of knowledge and expertise.Apart from their concentrated activities on the theme of biodiversity and the environment, the Museum has traditionally carried out research into light radiation and colour and continues to this day with its work on the effects of light on the living environment and on materials. In addition, industrialists have closely followed the development of CIE projects - some have even participated in these, in particular in the application divisions.CIE recommendations have had a direct impact on the production and quality control of lighting sources, light distribution materials and, in general, the equipment linked to lighting and visualisation. CIE publications also play a role in the development of European 'light and lighting' standards and, to this effect, are included in the specifications imposed on the designers, installers and suppliers working in the field today.They are sometimes included in directives aimed at guiding public managers. The International Commission on Illumination is made up of fifty one member countries:Austria, Australia, Belgium, Brazil, Canada, Switzerland, China, Czech Republic, Germany, Denmark, Spain, Finland, France, the United Kingdom, Hong-Kong, Croatia, Hungry, Israel, India, Italy, Japan, Korea, Malaysia, Holland, Norway, New Zealand, Poland, Romania, Serbia, Russia, Sweden, Slovenia, Slovakia, Turkey, the Ukraine, the United States, South Africa...Other countries hold associate status. Nearly 400 international participants from the world of industry and science are expected at this event. Most of these participants are experts in the field of lighting, from research laboratories as well as the industrial world and the various businesses and services linked to lighting (engineers, installers, distributors and managers etc.) 15 and 16 April:Participating experts and delegates at the centenary conference will present the results of research that will influence the development of lighting practices (fundamental knowledge, measuring procedures, new technologies and applications etc.) 17, 18 and 19 April:these are primarily those experts currently most active in the implementation of recommendations and international standards.They represent around 200 delegates who are members of diverse technical committees.
